So j I'll be I'll talk really fast here. Yeah, I think you have a video queued up. That's only gonna be forty seconds. I'm not playing the whole thing. That's okay. Um few things. Um great event obviously by the T D C and E D C all of us were there that evening. Um May sixth the Pasco D C and the Florida Sports Coast held their joint awards event. Extraordinary event. It was at Advent Health Center Ice, so thanks to all that involved. Had the honor of Surprising. It was pretty cool to surprise Congressman Bill Arrakis with the TDC Chairman's Choice Award for all his years of

work supporting travel and tourism. It was a great partnership. Again, congratulations to all. I will go a little faster.

You see all of that? You know what that is? That's opportunity. You probably don't know who I am, and that's okay. You probably don't know a lot about Pasco County either. From country to a nature-rich coastline, Pasco County, also known as Experienced Florida's sports coast, has a little bit of something for everybody. Let's get down to business. Specifically, your business. We are a right-to-work state with a Pro business government that offers low operating cost and no personal state income tax.

was quick. So it's a great video, but the public you can go ahead and go on either the EDC or the Florida Sports Coast uh YouTube channels and watch the remainder of the video. Again, in the essence of time, it's another five minutes. So thanks for showing that. Um another great thing going on tourism, uh TV Bay Pro Combine is June 3rd through June 5th. It's going to be at the Wildgrass Ranch Sports Campus of Pasco County. You're going to have NBA players and other people trying

to go pro. You'll have scouts there, you'll have coaches, a number of people that are going to be there. Again, a great event that's going to happen here at the Wildgrass Ranch Sports Campus of Pasco County. Um the the um combine, it's gonna have a Bay Pro combine. Again, you have people, you know, top athletes from all over the nation that'll be there. Um great to see that happening too. Um and part of the reason they created that event, um it was uh if I'm not correct, uh in uh Portsmouth Invit the Portsmouth Invitation Tournament

in Virginia had canceled again, and that's the pre-draft event, and it's been around for sixty-seven years since that was canceled. We gotta reap the benefits for it. So congratulations to Our tourism department. Great event. Um and wanted an update on the TDT collections, quick update on that. Um We're now over a year since COVID nineteen obviously started and we have some of the year over year comparisons. Um the second half of March twenty twenty is when tourism and travel really started to take a hit, as we probably all know. And then the March twenty twenty one

tourist development tax collections were up almost forty percent from March of twenty twenty. And the April twenty twenty one numbers aren't in yet, but we obviously we expect those to be even a larger percentage jump from April of twenty twenty. So that's great to see tourism coming back and coming back in a and um pretty hot and heavy here in Pasco County. And the last thing I will be brief. Um since we're having a lot of these debates when it comes to the PVAS, um I think it would behoove us to Not

um I I'll make a motion actually too. Um that there's no more forced PVAS unless there's a petition or vote from the residents. I think we just need to stop it, we need to get rid of it moving forward. I don't know where the Chairman went, but Oh there he is. Oh uh oh signing signing documents. But um You know, I think we're gonna continue we continue down the same road. We you've you've heard from uh obviously a couple commissioners, you saw all the votes went today. Um I don't we're putting staff through a lot of work. I would think you wouldn't probably nod your heads um just to see a lot of these come forward

and and fail. So And going forward, my opinion again is no more forced P VASs. Bring it to a vote. Let's do it the way we've always it.

I think that looks bad because then last P Vasses are me. No, so I I And you're getting me out of it.

We have had instances where we have had close votes on PVASes that they may have failed. By a close vote, and then when we looked at it, it was because they were landlords. And and with a lot of renters on that road? So I'm I'm thinking of Lake Buena Vista that hasn't been paved in sixty years, or Buena Vista? Lane? And the um Alex Papas came here. And said she, you know, they're ruining their trucks. They already went and got rid

of their cars and are driving trucks to get to to their million dollar homes at the end of Buena Vista that's a a mobile home park. Um but they can't they can't even have company anymore. So Who knows? Who knows uh What that one's gonna look like and and So there have been times when there's been close votes and we've gone ahead and done a board initiated. So I don't wanna take that away from us. Maybe the ones you don't wanna do are the ones that are the chip seal ones

where people think they have a great road because it looks okay. Um so let's maybe not do any more chip seal. Uh initiated, but let's see what votes look like on a on a Mr. Chairman Mariano.

I don't think you can I don't think you can amend the ordinance by motion. I don't think I wouldn't think the motion's in order. But on the other hand, you all have to authorize staff to do a board initiated to begin with. These were all authorized by the board

I was just going to address Commissioner Starkey's point. Those had a petition where we went out and I think in those instances if it we would investigate that and then bring to the district commissioner kind of the results of the petition and see what the district commissioner wanted to do with it. I think that's what we would do in that but those had a petition and a petition leader versus no petition and no petition leader.

Mr. Chairman Mariano. Just to follow up, Mr. Steinsler. So you said amending the ordinance. So I guess my question is, how does it amend the ordinance just to we still have the piece of that's process, but we're not moving forward with any additional board initiated

Because the ordinance provides for board initiated and

effects in effect you would be taking that section out of the ordinance.

So I'll okay. So I'll let me change my motion so we don't sit here and debate this all day long. Um I'll I'll amend my motion to state that um making a motion for or I guess uh or giving direction or make a motion whichever's I need to do to bring back and amend the current ordinance through the public hearing process to pull out I get a finish. Um pull out um force P VASE. So then we can have our debate at that time instead of having it here because

VAS? That's really not doesn't have any teeth to it really, because that means any commissioner can go back to the county administrator and say, Can you bring this forward? You know what I mean? Except it's board action, but it I but I mean it is I mean

I still don't think that you need to take away things that we have the ability to do by the board's actions. And I think we're all smart enough to do it the right way when we're asked or we're faced with a issue before us that comes before us in the future to where we don't need to do that kind of action. Sure. You're you're trying to keep yourself from doing what's right. So we don't need to do that. We just need to do what's right for the citizens at the time. And I think when they come forward we're all smart enough to handle that without

having a motion like this. My opinion. Mm.

Again, I I i i i listen, th will the board, you know. I mean y we have a second, but if if three people want to keep continuing with it, that's fine. Again, I'm not gonna keep battling it. I just you know I you know my feeling on forest P VAS's and how I state I'm gonna vote on every single one of 'em moving forward. So But if they're voting, there's a Let

We brought these and asked staff to bring these to us. And we've turned now three or four of these down because we didn't think it was right. I mean we know Whether it's right or not.

We approved seven of them. There's no need to debate anymore. We're done. So we can move on because I I I get a second on a motion that I can't move forward and amend the ordinance. So It is what it is.

Yeah. Well no, that's two left that are coming before us that we know of now. It doesn't mean that more won't come in the future.
