Thank you, Mr. Chairman. Um in public comment today we heard about uh Green Key. So I hope uh Mr. Bowser can maybe work with our staff as well as sheriff's office to to get out there and try to clean some of that out. Um Uh the people in Gulf Highlands, uh was one of the ladies was speaking tonight, she lives on Scallop Drive. The piece of property that was right beside her house uh w was a drug house. Uh these meth heads actually burnt the house down by just kind of leaving the product on the oven

while they left. the day before they were going to be evicted. So the house is a e is an environmental disaster as well as a disaster where it's gonna keep flooding. between that house and another house, there's a pipe that runs into Ashwood Drive. Which, you know, Mike Carbella, congratulations on what you did to make that water flow to the north. They haven't flooded down that lower part. But down in that part of the scallop drive, that water can't get in there because that coverage collapsed, collapse. It just had another collapse. It's almost like forming a sinkhole.

Um I know Mike would like to get in there. I know Dan would like to get in there. The owner of the property has recently been put in jail by Grady Judd over in Polo County because of some issues with the defrauding or uh having some debt issues with what he's done with different deals he's done. So it's gonna be complex time to get to that property. But um maybe Mike or Dan you can kind of update us to what we s where we stand as far as trying to get that property where you can Even if Mike, we can't tear the whole thing down. Just we uh when I said Mike

Mike Carbella. If we can just get the access to go in, replace that pipe. to where it's safe for our guys to go in there. So if you have to take Go down to like say 10, 15, 20 feet of the property, get a bulldozer, move the stuff to the side, give yourself enough access where you can go replace that pipe. through this storm season that's coming up, it'll it'll definitely help a lot. When we can get the whole property, I strongly recommend we get it and You know, we can divide the property up between the two residents beside it. And keep the easements that we need to make sure we always have good access. So

Mike or Dan, if you could Could comment on where we stand with that?

Yes, Commissioner. Mike Carbali, yes, sir. We we are we are working through the process of going going through real estate to to take the necessary steps to look into bringing an item to to perhaps acquire the property. There is a stormwater easement that runs, unfortunately, between both of those homes. Um, unfortunately, it's three feet on either side of a 36-inch pipe, and and given depth it is it is difficult to maintain it. Uh our team members are backfilling and and preventing uh

where where they can uh in terms of the surface surface subsidence. Um long term if we acquire it we we have a lot more options where we can relocate the pipe change the elevation and such and those are plans that we're working on. But as of now the only room that we have to work with there is is that uh three feet on either side of the property line easement uh and and we'll continue to do so since that's all we have the legal rights and then in the meantime are working through the process to um see about acquiring the property if if that's a possibility.

Dan Dan or Jeff, can you explore where we stand with the property right now?

So this is a property that has no clear title, so we are going to have to work through that process. So it it's not gonna be, you know, done in a week or two.

Okay. Can it be considered a nuisance property between all the debris that's there, the safety of the house beside it, because if it topples over, it's gonna cause more more damage to our pond as well. I mean our pipe that's out there. Um

you don't own the property, Commissioner. We c we can we can go through with the demolition process for the house. as we would for any other one, but we can't go on and fix unless Mike can. Operate in the six feet. We don't have anybody to sign an easement over to us. because we don't have a legitimate owner of that property. I mean that when you do, when the O and Es that came back for that property still show

it in the name of the estate.

claim to quit claim he quit he can quit quit claim it because that doesn't give you any rights except the rights that you have. So the the problem is that Mr. Rutherford appears that he may not have had the r the the rights from the probate court to transfer that to who he transferred it to. So at at this point we're back to the decedent. And the property has never been properly probated. So we don't have a personal representative

to go after. It's it's a messy title situation. And but we can't go on the property and do things because we don't have the legal right to do that.

Okay, so so back to the the The way he acquired the title, I thought he bought it from a tax sale. You're saying it didn't buy from a ca tax sale?

All I can tell you, Commissioner, is that we went out and we hired somebody to do an omissions and errors report for the property and it came back with Oh The decedent The estate of and the person that Mr. Rutherford transferred title to. Because there's a deed in the record that says that they have some claim to title. So

Unless you could find unless you could probate it and have find errors. or do some sort of a public notice, it's it it It's gonna take some, we've been through the down this road before with the Sutherland property. It's gonna take some time. To get through the mess.

And how much time do you think it would take to go through this process? I know it and I I know it's not easy. It's it's obviously something we thought would be real simple. I thought it'd be simple just because what I was told it was a tax sale, but how long do you think it may take to get this done?

I don't know that I can even get something the court to issue anything in the current COVID environment that we're dealing with. It took six to eight months. pushing as hard as we could on Sutherland. And it and we still haven't gotten the final papers on that case because the the clerk's office is prohibited from issuing the final piece of paper that we need.

How long do you think it'll take to dem do a demolition on the property? At least get rid of the eyesore and the headache that's out there.

Again, we have we're gonna have to notice more people because we don't know who has the actual title. And we'd go through the same process that we normally go through, which I believe is 90 days, four months, something like that. And we're in the process of doing that right now? That's my understanding. Okay.

All right. Thank you for that. And I want to say, uh Mr. Carbella, I got to see the great work your team had done out in Jasmine Jasmine Lakes over in Pineapple Lane. Uh they had taken a pipe that had been sleeved, shortened the size up from 36 inches, I think it was, to 18. They put a brand new pipe in there. Uh the FA property, which by the way, thank you for yesterday. Um the F2A property that's out there, they went in the canal. uh cleaning out the ditch so the water can flow, create some storage. So they're doing just a phenomenal

job for you every step of the way. And we did take a good trip up to Seapines and I think we're gonna clean the ditches around the corner of Gulf and whatever. And I know Brantford sent me a text earlier. He's gonna work on trying to get the lens either either piece of property decided to to make the other dirt ditch work better. So Thank you for the uh great job they're doing.

Yeah, um the first thing I want to talk about was the uh just to give you guys a recap of the uh Amskills manufacturing career discovery. workshop that happened at True um on Saturday. We had a one-day workshop um where we uh used it as an assessment of candidates for the manufacturing industry. Um we had um 19 people in the workshop, 80% of which were

Pasco County residents, 21% of them had lost their jobs to COVID. And we had one veteran. And we had 10 manufacturers participating with 43 jobs available. So what happens now is we'll have a boot camp during the week of July, two weeks of July 13th through the 24th. And everyone who graduates is guaranteed a job in a few with the participating manufacturers. So, and we have 24 Pasco residents on the waiting

list for future boot camps. Um we have 53 on the waiting list, but um 24 of them are from Pasco. And that's they found out about it because a couple of the news stations uh did some some stories on it. So I'm real excited about that. It's a It's a real successful program that AMSkills has been rolling out for the manufacturing industry and we Just had a discussion yesterday with with Mark Matheny and AMI kids and some others on doing the same kind of boot camp discovery

day for the construction industry. So really again, cutting edge stuff going on in Pasco County for workforce development. On the lines of kind of the comments on from Green about Green Key. When I When I'm driving US nineteen. There are just

maybe a dozen people. And it's pretty much the same people hanging out at the bus stop at the Wa Won 19. And frankly, that that gives a really poor um view of our county. It's it's just It's a problem that we are going to have to do something about. I am excited that we got what I think $3.8 million this week in additional CDBG money for homeless. And I hope that we can come up

with a program because. These people cannot live at the Wawa bus step. They just can't. And um I'm I'm starting to get Something something has to change. They cannot Do that. I uh while I waited at the red light, I watched uh a guy on a bike do what I believe was a drug deal. in our bus stop. Um the money exchange of hands and a little package exchanged hands. So um I had one of my constituents tell me they watched one someone go to the bathroom. Outside

there. So um So uh I do have a phone conversation coming tomorrow. And you know, I want to move that bus stop actually. It's enough for the poor Wawa there. Um Then uh the last thing I want to talk to you about was the new Amazon Distribution Center. And I just want to say I'm very glad that Amazon is coming here. And um I'm actually working with some developers to help them find more spots if if needed here in in uh Pasco County.

But I'm not okay with what we the county did with waiving the landscaping requirements. For what I think, if I the number escapes me, but I think it's around 680 parking spaces. And some of them are larger than normal parking spaces. As you know, the uh M. Amazon has those bands and they're big. And so what they what their parking lot looks like is Hundreds and hundreds

of spaces for the vans, and then they have another parking lot next to it for the car for the drivers of the vans. So at any time half that parking lot is empty. Um, because they're either in their car or in the van. Um this project actually is in Commissioner Weight's district. And um it's at at the entrance to Bexley. And what what we've done is we've allowed them to take out the landscaping and the parking lot. A lot which I worked very hard on, I

don't know, twenty years ago, fifty So too. to to require lands parking lots to have landscaping and and they and they got to beef up the perimeter landscaping, but Six hundred and eighty spots without any break is A real step backwards. I just sent some pictures to um Mr. Biles, and I don't know if you can put them up, but Um, if you can put them on the screen, that'd be great. For the commissioners who live on the west side, you can look at um Kia

on the 19, you know, no longer is the uh is the Kmart building there, but That's that's a lot of spaces without any landscaping. And I think it's a real detriment to US 19. Um I I think of uh on this is 301 and pretty pond commissioner. Oakley, you've got the old Walmart there that has the old-fashioned parking lot with a couple hundred spots. Well picture 680 parking spots without any greenery or any break.

And I and when I met with the developer and the landscaper for Amazon, they they told me they're they put the landscaping in in other counties. In the parking lot, so I don't know why we waived it. And I would like to encourage there. Is that the kind of parking lots we want to see in Pasco County? So I'm disappointed. I don't think we should be allowed to waive that requirement. I'm okay with maybe making the spaces more than every

10 cars you have to have an island for if they need that, but to take it all out. was too far for me. And again, I'm happy that Amazon's here. I'm I I think we, you know, I'm glad they're like I'm glad they're here, but let's not step backwards like that.
