Mr. Chairman, members of the board, my name is Ed Zodin. I'm with Planning and Development. The matter before you. is the comprehensive plan tax amendment for the North Passport Resort.

The site is located in the North Market area in the northeast Pasco rural area. It's along I-75, east of Lake Isola Road, excuse me, and south of Blanton Road.

The proposal is for a comprehensive plan text amendment to the sub-area policy 7.1.63 at the North Pasco Resort to allow for the reduction of the RV spaces from 550 to 350 and for the development of a four-story, 250-room hotel. Other sub area highlights include This will only be owned by one entity. There will be no condo platz allowed. There will be no subdivision of the property, and

there will be no permanent residence allowed. The passive recreational users, excuse me, the uses adjacent to Moody Lake will only be passive uses. There'll be berms along Lake Iola Road and the resort hotel will be set back 274 feet from the right-of-way of Lake Iola Road.

Uh the site is currently P D, which is not changing. It's the sub area policy that's changing.

There is a capital improvement program for the site, for the area. The projects at the intersection of Lake Isle Road and Blanton Road and is scheduled to begin construction in 2026. The project is in the design phase and it includes the realignment of the intersection and stop control measures at that intersection. And the project cost is 2,751,000. This is the conceptual plan as been uh provided?

It is consistent, the proposal is consistent with these policies in the Uh comprehensive plan. And we recommend that the local planning agency find the proposed amendment consistent with the comprehensive plan and recommend approval to the Board of County Commissioners and I'll be delighted to answer any questions.

Afternoon, Planning Commission Members. I don't have another joke. No. But I've used the joke.

No. Okay, that's right. And so this is the companion item. This is the substantial modification to the North Pasco Resort. M PUD. It was formerly the North Pasco R V Resort, but as we're dropping off two hundred RV spaces, we lost That from the title entirely.

Here we are in the county.

So the proposal here is to introduce the resort hotel as an allowable use, entitling it by 250 rooms and decreasing RV spaces from 550 to 350. As long as uh as well as amending the name from North Casco RV Resort to North Casco Resort Computing. Here's our site. We're north of I-75 and east of Lake Iola Road.

the site maintains their P D flu, the companion comprehensive plan amendment heard Prior to May proposes the amendment to the sub area, reduction of the R V entitlements from five hundred fifty to three fifty, and allowance of the four story, two hundred and fifty room hotel.

I'm sorry I skipped over the zoning map. It maintains MPVD zoning and here's our flu map depicting the PD.

Here's our context map. The surrounding built environment is primarily characterized by residential development and within a one mile radius of the site, MPUDs sparingly define the area. However, Evans County Line 80 MPUD about a mile north for three hundred town homes or condos, a hundred thousand square feet of commercial and one point five million square feet of light industrial.

Here's our MPUD master plan, which Other than the change of entitlement hasn't changed much since the 2022 approval.

The most pertinent information of this substantial modification will be illustrated here in our binding conceptual plan. the reduction of RV spaces and concentration of density in two hundred and fifty hotel room Hotel two hundred fifty room hotel, excuse me. focuses on pedestrian recreation and mobility. Since the two thousand and twenty two approval there's been heightened areas of recreation, a necessity here in Pasco County to facilitate a healthy live work

play balance and an active lifestyle while maintaining character of the area.

You'd see the centermost development behind the forty-foot buffer of Lake Isle Road is the resort hotel. and further amenities such as an additional pool behind the resort and a pool to the northeast of that site.

So the corridor buffering from the 2022 approval remains the same. It'll be forty-eight feet in between the site and like I Low Road. North and South Arcs. Astronomscape line. North and south of the site. Trying to see where it went well. North and south of the site have extensive natural buffering, which the applicant maintains from their 2022 approval. The illustrated

in yellow here is the six foot shoulder to be developed with this project.

And here are the access improvements of Lake Iola.

With that we recommend approval of the rezoning request to the Board County Commissioners, and I'm available should you have questions.

Good afternoon. Happy almost Christmas. Barbara Wilheite, 6327, Graham Boulevard, Mikauchi, 34652. And Patty is gonna grab a my very basic PowerPoint.

So since we left you all in the spring of twenty twenty two, my client and team have been busy. This project isn't just a we're going to do We're doing it. This is a drone that was taken not too long ago. This project is actively under construction. This is the view looking from Lake Iola at the entrance. You can see 75 in the background.

And this is looking going looking from north to south. This is kind of the what you would see if you were coming down I-75, going south on I-75. Obviously this is a little bit over from I've seventy five view, but this is what you'd be seeing. What's interesting is when you look at the binding concept plan, and we've had a binding concept plan from day one. We were binding things before anybody was binding things. You can see how the roads are coming in and they're just like you see on the the binding concept plan. This is the updated bonding

comes up plan that staff has presented. The change that we're asking for is just to reduce some of the RV spaces so we can add a hotel, which will just continue to elevate the quality of this resort.

I the paperwork that I have for this project is like no one no other. all the plans, all the details, all the exceeding the code, um just to run through Um Kurt did show you the quarter buffer along Lake Iola. Lake Iola's a scenic road, so we had very This exceeds the code. What's interesting about Northeast Pasco is that there's a land development code for Northeast Pasco, but it applies to residential development. This is not residential development. But what we did, I

did, was we looked at each of those elements in the land development code. We did this last time, this is not new. We looked at each of the elements of the intent of the land development code for the rural area that only applies to residential development and we took those concepts and and created something for a non-residential project that exceeds what's required of a residential project.

We have a master landscape plan for this RB for this resort. Now it's going to resort. Overall as well as plant materials, as well as every RV space has its own landscape plan. Um Not nothing n nothing like this anywhere else. I think you all will be really proud when you see this developed in your county. I am an R Ver and I go to many R V spa places and I was one at one just recently for the for the holiday over Thanksgiving in in Everglade Isles and they had landscaping like this

project will have and it was beautiful. It was great to stay there. And you saw the the uh the bike shoulder. This was something that was put together in 2022. The plans are in now for our or shortly will be in for our right-of-way use permit for the turn lane improvements. We have to do a right turn lane and a left turn lane on Lake Iola as well as this this bike uh shoulder. We actually met with um Trey Starkey, who's a biker, and that's how this was dreamed up back in twenty twenty two.

So I just wanted to just tell you this the care that went into all of the paperwork, just making sure that um if we said we were going to do something, we are doing it. And we're exceeding the code, we're meeting the intent of the code, we're taking policies and things that don't even apply and and bring them to life.

We do ha we heard residents we had a neighborhood meeting, we've heard residents ask about our entertainment. We are going to be a resort. We may have music by the pool. um, things that you would would you would ne normally think and I think it's unusual 'cause when when I um represent in Saddlebrook we have outdoor areas and entertainment and Not an issue, but here it's a question, a valid question. So we wrote a specific condition in 30 G of the MPUD relative to

that. Any outdoor entertainment area shall be limited to resort guests and the restaurant bar patrons only. There shall be no stage lighting that creates light spill or glare off-site. The project shall comply with Pasco County Code of Ordinances, Chapter 66, Division 2 No Noise Ordinance. The other thing that we did, I met a neighbor um at the neighborhood meeting who was really interested in the Sheriff's Office presence in this area. And so he asked if my team would go meet with the sheriff's office and see if we could do something. within our resort where if the sheriff office

wanted to come do paperwork or needed to use the restroom that we would have an area. And so uh my client met with the sheriff's office and they say we can't commit that we're gonna spend any particular amount of time there, but it would be helpful to have such a a a place. So we are It's not on our binding concept plan yet, but it will be before it gets to the um the board because I had to work the language out with staff. We're going to add to our binding concept plan a proposed minimum 100 square foot sheriff work area and restroom in our project arrival building.

So as you can imagine, as you come to resort, there's a check-in area. Especially if you have an RV, where you where you wait and check in, that area we will make available and have a hundred square foot work area. So if the Sheriff's Office does want to come by and and use that, they can. So I think that's a win-win where the resort's working with the community and and as well as the sheriff's office. So I want to put that on the record because I promised the resident that I would. And we'll see that specifically in the plan as it goes to the board. I'm available for questions. I

the trip generation you manage to balance out, but if you go below the surface of that, there's different types of traffic that are occurring by the shift to to the hotel. So what ends up happening is that if you look at the the um uh basically the R V part, people can it's a destination. Uh it's what you would call a a a temporary living area for you. I know that it's not a residential living area by by code, but people don't know that, nor do

they care. Uh they just the they make arrangements to uh to go there, they take advantage of the amenities, and they make friends with the people in in in the community with them. It becomes a community. Uh the hotel on the other hand is has a whole different uh vibe for the um for the traffic. Their traffic occurs generally in the peak mornings and the peak evenings. They arrive in the evenings, they leave early in the morning. They haven't they usually are not having any commitment in that area.

Uh they're basically on a route to go someplace else. Now granted There aren't any major activities in the immediate area. So this this would be in the route to some other hotel that's probably closer to Disney and Universal, SeaWorld, and even Lake O Land for that matter. So their impact on the roadway is going to be predominantly during the peak hour when we're having the greatest problem on our road. Um and that's not the case

with with the uh uh you know with the people that are going for the R V part. I I would urge them to look at the at the mix and possibly reduce the uh uh the the hotels and uh I stick with it with the with the larger uh amount of uh RB RV sites. Okay. So

So um exhibit One the map it's got all the where everything's out on it. Uh someone seems to miss the class on what is a rural area. I don't know, maybe the cows and horses requested a hotel. Maybe it was the owls and the bobcats. Did the community need a hotel in a rural area? Question, is the hotel gonna have a pool?

I believe she said it was. So uh with concerns about water withdrawal already in the W R V part because this will make four pool well, three pools and a splash pad and I don't see a pool by the hotel there. So my that is

One of my concerns. The major concern is the noise that might be created by an entertainment area. That's not up there either. I wanna know what it looks like, how many seating area they are. Are you putting a hotel up there? Are you gonna draw people in because you're gonna put major bands in there? And remember that snowbird time runs from October basically to May. So every night we

need entertainment for these people that are coming in. How's this gonna work out? I'd like some firm and fast answers and maybe you put in writing that it's not gonna disturb the Northeast Rural Area Plan. Maybe you could put no amplification on it, or you could make sure it's an inside building, one or the other. But this does not work in the northeast row area at all.

Noise is echo in our area. So then's another reason why I'd like a condition put there on that particular part. Please also keep inform keep in mind that code enforcement doesn't work on weekends or nights.

So another thing on this is that um recommendation for building heights in northeast Pasco is 35 feet. This is a bit over that. No recommendation was made by staff to the commercial committee a while back. Uh I would request a few more minutes to get through about ten minutes more or less. Ah

Uh this project really adds insult to injury in the Northeast Rough Protected Area Plan. There's nothing to comply with the plan will help dismantle the Northeaster Road area plan in the long run. Maybe uh that is why this project is referencing the North Market. area instead of the plan. Back when the RV park was presented the first time Um, I thought it it was the northeast protected area and they designed something that would fit in. I was thinking low densities

open spaces, a place that car caters to equestrians with horse trails, low key relaxing vacation. Instead we get an R V park on stair rights. The RV parks are the RVs are actually parked in like sardines if you take a look at it and look at the in between each RV. There is a little stand of shrubs in between, from what I've seen on this.

Well something else. Um there doesn't seem to be any attempt except maybe some architectural as a lodge look. that would comply with the evision of the Northeast Raw area plan. I can't wait to see what the county comes up n up with next. Whatever it will be, I'm sure it'll include massive tree removal and asphalt. Maybe the county will totally remove the Northeast Rural Protected Area Plan. It looks like they are moving in that direction.

I would suggest that's a citizen betrayal. We have spent hours and years on the Northeast Raw area plan. The citizens at the 2050 community meetings let the county know they wanted all across Pasco that they wanted open spaces to be saved and in fact it was number one on their list. So thank you all for your attention. I hope you will be considered with this. Um

like I said, my major, major concern is having a noise level out there all the time and there's nobody checking on it unless you want to put somebody on code enforcement for nighttime. Thank y'all.

My name is Kim Witt, [address removed]. I live right off of Johnston Road and my concern is all the traffic. Johnston Road is the scenic road. It's getting cluttered as it is now. What are you guys gonna do about that? If this hotel goes in, we're gonna have more traffic, more animal deaths on the road. I mean this is getting ridiculous. And

I was here at the beginning when this RB park was going to get voted on. Uh I'm very concerned about the noise. I moved out here from Lutz. I lived in Saint Pete. I've lived I grew up in town and country. I don't even want to go back. My husband grew up here in Lutz and it's just so congested down in Wesley Chapel. I hate going down there. What are we gonna do

with all this extra traffic on the road? With this hotel.

that out? B the Southwest. Southwest corner of Johnson and Lake Iola. It used to be planted pines, but the hurricane took care of that. And that's my concern is we no longer have any kind of m higher up noise buffer in case this hotel and entertainment destination center goes. Uh goes loud. But

also nobody has addressed last month's meeting for DOT that they're putting wanting to put in a west east thoroughfare and dump all the traffic. That number one location was Dan Brown Hill Road down to Blanton down to our exit there. Which not everybody's gonna just jump on the interstate. They're gonna come down Lake Iola Road. and Johnson take 'em over to Bellamy and all that. So there's a lot more going on with With

there was a concern about the width of the lane going up towards the interstate and rather than buy land they just changed the rules. So so But they didn't when the rule got changed, it didn't take into account all the all the uh cars that are gonna be coming down from this this new east west east extension. So I just think there's a lot going on. This good hotel's gonna generate

a lot more water. demand and wastewater And music, it it's just not meant to be in the rural land, and yet that's what's been pushed onto us, even though we fought it from the very beginning. So that's all I have to say. Please take all of that into consideration, especially the additional automobiles that are coming in. Thank you.

Um I do run cattle by the way on that property and at the end of my road uh on a ho an another hundred and eight acres there. My concern is wastewater. Where's it gonna go? How are they gonna treat it? Uh 250, 350 motel rooms and the RV park. I understand that. I do understand that that little triangle that's up next to the interstate is a waste treatment plant. Okay. I'm not sure that that

waste treatment plant could hold 550, 600.

lots or rooms or whatever you want to call it. Waste. Where are they gonna dump that waste from there? something that I do see on that map on the east side of that interstate. they have it in black. That is also Lake Moody. Okay. You got the blue Lake Moody on the left hand side of the map, but you don't have Lake Moody in blue on this right hand side of the map. Where would that water go? We don't have city sewer

or anything like that. So that waste is going to be dumped. Local. That's my concern.

I've listened to the other concerns and I am with most of them, but the one nobody seems to address There's that retention pond right down next to the lake.

What happens when that overflows? Because it will when we have big rings. Everything as I can see it from the center. or from that little blue swimming pool perhaps out in front. All the rest of that, and I know the territory, at least in the very top, all that drains that way. So when we have big range, everything is going to flood to that retention pond. What happens when it overflows? It just runs in a little lake.

What does it do now when it rains? Pardon me? Where does the water go now when it rains?

it runs down that lake. So there's nothing there. Until we done this development.

What we talked about earlier. That the state laws require that the post-development amount of runoff can't exceed the pre-development amount of runoff. which is the purpose of that retention fund. So they're going to put that excess water in that pond so that there's not additional water into Bodhi Lake.

They don't have a choice in the matter. The state law requires it.

Well when you see where everything drains and you get Ten or twelve inches of rain, which we do in certain hurricanes. In my subdivision, we have a lot of low property. Mine is one of them. My property, three-quarters of it, has flooded four times in the 14 years I've moved out yards.

You know, when I come out and I clear trees to make it a hayfield, or I clear tree or I clear land to make it a citrus grove, then I run out the bobcats and I run out the foxes. Okay? So agriculture is not an impactless activity either. But people have to acknowledge that when you build a home out there, you also generate

stormwater runoff and you're exempt from the regulations. These people have to comply with regulations that aren't applied to you. And they have to prove they have to have they have to hire hire teams of engineers and prove to the state and prove to the county That the amount of water after this thing is developed will not exceed the amount of water that ran off the property before it's developed. And that's a burden that no individual property owner,

homeowner, has to meet. We have to acknowledge that these people are actually doing something to reduce stormwater runoff.

That's what the purpose of the retention basin is, is to absorb that

A lot of that water goes into the ground. unless it till it's point it's saturated. That won't happen here now because a lot of that land is covered. And I know what you're talking about. I mean I've seen so I see you and I see ret retention ponds that people have mitigated because they want to fill in a low area and they got a retention pond someplace that never holds any water. It's on the side of a hill.

The most. I could um I don't know, maybe twenty five a ye twenty twenty five a year. A year for twenty five years. Yeah, probably twenty five a year for at least ten years for sure. Okay. Right. So it's a lot. It's a lot. It's a lot.

Water is going to drain into those ponds and those ponds aren't going to catastrophically overflow into the lake. They are absolutely going to discharge into the lake in a controlled way. through a designed and permitted control structure It's specifically designed to control the rate so it doesn't enter Moody Lake too fast. Someone

up here asked the question where does the water go now under pre-development conditions? It all drains to Moody Lake. That's why we're able to discharge it to Moody Lake. If it never went to Moody Lake, we would never be able to discharge anything. But because it's going there now, we are absolutely able to discharge our site into our ponds and then in a controlled permitted way discharge to Moody Lake. The ponds will provide water quality treatment and attenuation, which is a fancy word for hold back the water so it doesn't leave too fast. A

couple interesting facts. Because there is so much topography on this site. Um it is shocking how much green space is actually on this site. There's probably forty to maybe fifty percent green space on this site just because there are so many undeveloped hills just to get from one terrace down to the other. So what that means is usually on a site development like this you end up with something like eighty to eighty-five percent impervious. This is more like fifty percent. It's it's

one of the most most pervious sites I've ever done that has this much density. Uh another fun fact, now that there's going to be a hotel, there's actually going to be more green space. because we can't fill up as much of it anymore. So it's actually adding to the green space with this hotel. And if there was if the entire site was pervious, there would be no ponds and it would drain right into Moody Lake because it there it because of this impervious, these ponds are specifically designed to take

that difference, that delta, between what is there now and what will be there when it's built. So everything you described is right. The water will go to the ponds and it will leave.

Okay. I I think some of his concerns were regarding um, you know, the five hundred year storm versus, you know, what it's designed for. So do you want to speak to that to

Joe

Sure. We designed to a hundred uh twenty-five year pre-post discharge rate. Um I think on this one we actually designed to a hundred just because it's easier to permit it that way. Um so it's it's a pre-post-discharge rate holdback so that you match pre-development conditions. The 100-year storm will absolutely not overtop the bank of this lake. It will still all just dribble out of that control stream. structure at a permitted controlled rate.

And then just so that the public uh understands something, they they hear the term hundred year storm. Mm-hmm. Okay. We're talking about a 100-year, 24-hour storm. Right?

in twenty four hours. And I could have that one hundred year storm today. Yes. And there's nothing that says I can't have the once in one thousand year storm tomorrow afternoon, right?

And that's what the public needs to understand about the design of stormwater systems. We cannot predict how much rain God wants to drop on us. We design to the best that we can do, and if God wants to make it rain for 40 days and 40 nights, then there's nothing else we can do except load the animals on the ark two by two and hope for the best.

Yes, I am not the wastewater engineer, but I know enough to be dangerous. Um and I do know a lot after working on this project for so long. I've learned a lot from the wastewater engineer, and what I can say is that there is a misconception that the wastewater treatment acts like a septic system, right? Like it goes into a storage tank and then gets distributed out into drain fields and wastewater just leaches into the ground. That is not what happens here. There is an advanced wastewater, I'm

not going to use that word because that's probably an Official term. There is a wastewater treatment system here that far exceeds and advances beyond what's over at Traveler's Rest because it's going to be much newer, much more state-of-the-art, and Traveler's Rest is about the same size as this. So we're going to end up with a new state-of-the-art wastewater treatment facility that treats all this wastewater. It will be permitted to do so, and then And that treated disinfected water is actually distributed to

about eight acres of drain fields, which we have because we have so much extra green space on this property. So we just happen to have, without having some dedicated like, oh, what's that mysterious green field over there? We just happen to have so much green space that there is enough to accommodate eight acres of of drip irrigation that is not a septic drain field. It is distributing into the ground through drip um treated in disinfected water from a state-of-the-art system that is much more newer and advanced than

what's happening down the street at Traveler's Rest. Which, by the way, doesn't seem to be having any problems. No shame to travelers Rest. They're doing great. But the point is this is much newer and more advanced.

Yes. We worked very hard on condition thirty-eight in twenty twenty two and again this year um to make sure that we have to have a register. to make sure that our stays don't exceed the six months. And so there's quite a process. There's a lot of conditions. A couple things, you know what you heard traffic Our traffic was analyzed with the resort before. Um we weren't increasing trips to the to the extent or that we had to have any re review. Um you've heard about the the CIP project, the county has

has talked about their project, their off-site project. We I think what's interesting is we this is a resort. It is a resort. If you look at and I think there was a question about pools, I didn't really follow it, but if you look at the pool There's there's some there's a pool, a couple of smaller pools, but the main resort area is for the hotel and the resort. There's not this isn't two where there's a hotel It's a resort and so it is a destination. It's just a difference of where you sleep.

Whether you're gonna have a hotel room, you're gonna bring your RV in, you're gonna rent a yurt, you're gonna rent an you know, you're gonna rent um by the night in a yurt, by the night in a in a um airstream, so it's just a difference of where you stay. Um We've talked about the noise, I heard the about the noise, I heard that concern, and we put a perfectly you know, the the the condition is written, I wrote it, um to make sure it addressed what the concern well, the issue. I'm not sure I can address

some of the questions and concerns because I don't know where that comes from. I mean I keep hearing about this entertainment area and I'm like, what entertainment area? But um so I hope I don't have any other ideas. No, we don't want to just say all of our entertainment has to be indoors. We're we're putting a resort here like any other resort. There's music by the pool. Um I don't think we have to deal with amplification because the county has a noise ordinance and they will enforce their their noise ordinance. It's not like if there's complaints they'll go, oh no, they happen at night so we're not gonna enforce
