Commissioner reports on pipeline, PEDC, Kirkland Ranch

1:36:35Okay. Um we're on to commissioner items, correct? What can we get with Alright.

1:36:48Brought back to you a little report on on what's happening with the pipeline to South Hillsbury Wellfield. The project is one of seven short shortlisted water supply projects recommended to Tampa Bay Water Board in November of 2023. uh for implementation by the year twenty thirty three. That's a long time. That's ten years that it's gonna take to get that pipeline in. Um

1:37:18where they are right now, uh that this project's uh scheduled to provide six somewhere between six and twelve million gallons a day at water to South Hillsborough, scheduled to uh consider approval to proceed with the design and uh construction of the well fill in October 2020.

1:37:48Can I ask you a question on that? You may. Um as you know when I was on the board, um I was hoping that they would consider putting a multi-use path uh on that corridor, so I'm hoping someone keeping the keeping that bell rung that we're going to

1:38:07we'll check we'll be sure it is and yeah I mean that's a great

1:38:09idea.

1:38:10I remember when you were there and we talked about that.

1:38:12It's going through that that corridor is going through a very built up area that has no no recreational opportunities for a lot of the communities.

1:38:22great merit.

1:38:32twenty-six mile regional pipeline that would be uh capable of sixty five million gallons per day in the future when it's finished. So um They

1:38:48have they had no water pressure

1:38:49down. Yeah the very low water pressure they yeah they got building out in front of their infrastructure big time.

1:38:57Well it took a long time to approve the funding.

1:38:59I mean they made some moves for water countries um moving it in there and it's the pressure is better than it was but this line will fix that for the future. So So but they're uh currently nine percent in design. Uh the pipeline uh

1:39:19I think they're ninety ninety percent of of design right at this point. Well

1:39:26a trail on that jacket gas stand.

1:39:30Let's see. The pipeline is completed, is to be completed with all 2025 permitting and final

1:39:43the follow-up 2020 construction expected to begin, which that means it'll probably be around late 2028, pipeline uh service going on to 2029 construction uh completion.

1:40:03The fact of it is, is like nine it's ninety percent design now once they get construction, but they've been working with properties they have to find the right way that they can work through a lot of homes and down streets and I'm I know they've already had they've had some properties that came very easily. They have some that have caused issues to the point of uh they Mallie have changed the direction uh not so much longer, but just veered

1:40:33off that path a block or two to continue on to the south. So they've been working through all those issues before they start that construction. So

1:41:02But um oh M Phillips Phillips is on there again. She was on there when you were there before. Or was she from Pineals? Might be Pine Out. Yeah. Yeah. Okay. But uh it's gonna reach out to them. There's a lot of good things happening to Tampa Bay Water and uh one of the rules that we were we asked for to be changed was the fact that we used to on high water levels, we used to pull only 10% of the high water level uh

1:41:32to go into the reservoir. And Swift Matter's given us permission to go further to 90% of the high water level. And due to that, this last meeting we had, our reservoir that holds 15 billion gallons was still at 10 billion gallons at this point in time, which is higher than it has been in the past. But if you I mean you've heard early on some of those rainfalls that came, there was a lot of war coming and they were able to capture that. And a lot of

1:42:02people don't realize you you can pull two hundred million gallons a day out of the river. and the other water bodies into into that plant or their reservoir and you actually are using about 200 million gallons a day in the whole system of Tampe water. So it's a very good program going on. Uh one thing everybody's heard of is not probably gonna mess up the name this ePOS, this mineral that they gotta take out that's over EPAS. Yeah, yeah ePoss.

1:42:33Well the cost of that's like five hundred and twenty-five million dollars to treat that water. to get rid of that. We want to have two two or three locations within our system. that has that over amount that we'd have to treat it.

1:42:51But there's a lawsuit and we'll recoup some of that money. Um I I think when I was on Tampa Bay Water we were the largest water utility that was involved in the class action. Mm-hmm. So we were by far the largest.

1:43:07It's really working well and then and the D cell's bringing instead of like ten million gallons a day, we're getting twenty million gallons a day out of the D cell plant now.

1:43:23All right. So our uh we had our PE D C meeting this week. Mike and I were there And they have a OSTM new chair, so Paul Manuel's gonna be the chair. He's been working towards it for last last five years to get to the get to the post. And so he was he was pretty excited and uh which is which is really neat because this this Thursday on the fourth It's PEDC's 37th Annual Awards Banquet. So hopefully we get to see you there. It's at 5

1:43:54o'clock at the World Famous Saddleburke Resort. And should be a good time in one of their new and updated ballrooms. So people are pretty excited. I know Paul's pretty excited there, so congratulations to him. And then one last thing, just want to, something I think we can all, I think it's important to highlight the collective effort here is the Kirkland Ranch acquisition and the part and the partnership between the state of Florida, Commissioner Oakriculture, Wilton Simpson, the

1:44:24Governor and Florida Legislature in preserving 974 acres on that remaining ranch site. And um you know, can't thank the Kirkland family enough for um, you know, deciding to to create a legacy in in in in selling their property uh to the state. And uh I don't really want to put words in the water management district's uh mouth but But I think within the next couple of years there there could be, since they own it, since the district owns it in fee, uh some potential

1:44:54recreational opportunities for that site. So it won't just be

1:44:58not a less than fee?

1:44:59No, he's fee. Brian Armstrong says it's in fee, so you know I think there's a current cattle uh lease on there, so depending on when the the however those pieces of the contract work out. Um it could end up potentially being a great amenity for all the folks in Greater Westlake Chapel and and Connecticut City and the villages of the Pasadena Hills area to go and explore nature on a beautiful piece of property, a legacy ranch. And so just great work done there. But again. Couldn't

1:45:29be done without willing sellers. And so can't thank the Kirkland family enough for uh providing the opportunity to preserve a piece of Florida and a piece of Pasco history. So that's all I have to check.

1:45:42I can add one thing to what he said. It's a beautiful piece of property in District One.

1:45:54Tampa Bay Water sent up a letter to the state last week signifying that they're going to participate in the AMSkills apprenticeship program. So we're very excited about that. And um and Kirkland Ranch is one of our three schools that Amskills has expanded to. this year. So um we will be hopefully working with the students there and getting them on meaningful career paths.
