like to call to order the Board of County Commissioners Capitol County Budget Workshop of July seventh, twenty twenty six. At this time, please silence all electronic devices. Please rise for the invocation of budget allegiance.

Good morning. Let's pray.

Father, we thank you for the opportunity to gather in the shadow of the great celebration of two hundred and fifty years of uh the USA Lord. It was a great celebration and a wonderful tribute and we just thank you so much for how you have blessed our country. And at the same time, Lord, we feel blessed here in Pasco County. uh because uh everything that is positive about

our country is positive in our county also. During the celebration we were reminded that the government of the United States has been established. uh of the people, by the people and for the people. And I believe that that applies to all levels of government, Lord, so I ask that as we've come together to uh discuss the capital budget that we keep that in mind, that our goal is to

provide for the welfare and the safety and everything else for our citizens here. So give us wisdom, give us discernment, and guide us and lead us as we discuss and debate. all of the things about the capital budget. So when all is said and done, we'll be able to look back and say we did the best we could with what we had. And I thank you Lord for your presence. I lift this in your name. Amen. And

Here. I'd like to thank the staff who organized this important discussion today on our capital budget for FY twenty seven. Um it's a very important year. I think we got a lot of considerations as the uh state is looking to help us run the county, uh control our budgets. I think it's gonna be very important we look to everything that we've got. Um I think this county's been very responsible. Um And when we look at growth going through, even though population growth may go four or five percent in a year,

When you're gonna plan for it and you get infrastructure things to take in place, you're gonna spend more money than is in that growth because you're you're preparing for it. I think some things like we did on State Road fifty six a few years back, we could have just built a two lane road like DOT wanted us to. Instead we built a four With drainage for six, Set up the same way to come back in and do it very economically to add those other six lanes. I think this county was very smart and when we built the overpass on I seventy five. We didn't have to build an overpass, but

by spending only sixty million dollars, get ten million dollars from the state, we put it on our backs. So Could DOT have paid the whole thing, taking it off our budget? Yeah they could have. But we didn't. We had to build Roj Ridge Road on our own. Major update we run through. huge money by waiting twenty three years of federal government slowing us down to get it done cost up c drove those costs up like crazy as well. So I think we've done a lot of great things and I think we're preparing for the future and now dealing with wastewater treatment plants. We're gonna talk about

those as well. The numbers are staggering now. And I think for good reason they wanna make sure that we're gonna go through and, you know, treat the water as best we can for the environment, which is smart, but that drives Up numbers. So even though you're getting small growth of five percent, which we which this county has, I think if you look at it, we've done the right things for the long term, making decisions for the long term for the betterment resolve. So as we look at that, as we consider all these things through I just want everyone to keep in mind I think you've done a great job. I think the county's done a great job,

our whole team, et cetera. And I think we made smart decisions and I I wouldn't change 'em because I think we've done them the right way. So with that I'll turn it over to Mike Carbell.
