1:00:36Good morning, Mr. Chairman, uh, Board of County Commissioners, uh, Adam Thomas Sores, I'm Director uh for the Destination Marketing Organization for Pasco County. Uh before you today is uh a little a shorter title uh to read, um, but it is DMO 26-010130 is a public hearing to amend the ordinance of uh number 90 ten codify in chapter 102 of the Pasco County. Code of ordinance by amending section 102 to 190 to amend and update the tourist development plan for Pasco

1:01:06County. Just a little bit of background on the Taurus Development Tax and the TDC for Pasco County. It was established back in 1990 by the Board of County Commissioners to Pasco County to authorize by section 125.0104 of the Florida State Statute to establish. Pasco County's first uh tourist development council and adopt the first tourist development plan by ordinance 90 number 90 10. Uh since then, um the adoption of the destination management organization has been actively executing

1:01:36strategic plans while also identifying new opportunities to strengthen the promotional aspect and the destination development. Uh and since then, the the destination tourism plan has been updated several times back up. April twenty-third, twenty twenty-four, uh the Pasco County Board of County Commissioners approved the amendment of Chapter 102, Article 102, 190 of the Pasco County Code of Ordinance to adopt the Destination Management Organization five-year strategic plan. as the 2024-2028 Strategic

1:02:07Taurus Development Plan. And the four strategic goals uh set before you today are tourism industry trends, research, and stakeholder insights. That gives us four strategic goals of deploying destination marketing, sales, and service programs, advancing impactful and destination development, and engaging influential DMO advocacy and stakeholder relations, and then lastly obtain optimal DMO resources and performance management results. So

1:02:38we are recommending two new categories to be added into the Strategic Tourist Development Plan for eligible expenses. And the first one is the One-Time Cultural Heritage Sponsorship. And this is going to be capped at $250,000 to support films, documentary, or episodes series rooted in Florida's cultural heritage and directly tied to Pasco County. History, natural assets, or identity as a destination. This one-time expenditure is designed to generate measurable

1:03:08tourism promotion benefits and long-term visibility for Florida Sports Coast. And the second one kind of supports the first one, and that is operational support for museums. This funding for publicly owned and not-for-profit museums open to the public, consistent with state statutes. to include staffing maintenance, exhibit development, promo promotional activities, directly advanced tourism promotion within the destination of Pasco County. So we are requesting a recommend a recommendated

1:03:38recommendation board action to wave introduction and accept public comment on the amendment to Chapter 102, Article 4, Section 102, 190, adopt the ordinance amended to Chapter 102, Article 4, Section 102, 190. of the Pasco County Code of Ordinances by roll call vote and authorize the execution of the ordinance by the Chairman and Direct Board Records to transmit the ordinance to the Department of State by electronic mail within 10 days after the adoption of the ordinance.
