Whereas Keith Pasco Beautiful Inc., a 501c3 Florida nonprofit corporation, has hosted cleanups with assistance from Pasco County since 1992. With the shared mission of engaging the community in sustainable efforts

59:00to reduce litter. And whereas the mission of Keep Pasco Beautiful Inc. is to promote better methods to reduce litter and waste. To increase recycling, and to landscape and beautify our neighborhoods for the environmental health and benefit of Pasco County. And whereas when consumer goods, often single-use disposables, are littered or improperly managed to find their way into rivers, streams, and other waterways. These ultimately empty

59:31into our oceans where the trash becomes marine debris. And whereas trash, packaging, and improperly disposed waste from sources on land are estimated to account for eighty percent of the trash found in our waters. And whereas in 2025, the Keith Pasco Beautiful Cleanup, aligned with the International Coastal Cleanup efforts, had 1,170 volunteers at 52 different locations throughout Pasco County that

1:00:01worked for 3,499 hours picking up 51,320 pounds of trash. which had a cost benefit of $117,000. What $117,181 and whereas Seaworthy Collective is partnering with Key Pasco Beautiful Cleanup to increase impact with the shared vision of making positive change for our blue planet. And

1:00:32whereas the Pasco County Board of County Commissioners encourages citizens to volunteer at the next key Pasco Beautiful cleanup on the morning of September 19th, 2026, to help protect our waters. Now, therefore, be it resolved by the Board of County Commissioners of Pasco County, Florida, that said board hereby declares September 19, 2026 as key Pasco Beautiful Cleanup Day in Pasco County and encourages all citizens to join in efforts to clean up

It it's Paula's in there and um There's a whole bunch of elected officials in that group and that's all the trash that we picked up that day. And and one of the things that we found on the corner of Starkey Boulevard and DeCubellis was one of my very um

1:01:53unique spoons and apparently my son would have his breakfast in his car on the way to high school and then throw the spoons out the window. So It was so funny when we found that. Um but this is this is such a great organization and um I'm so glad that that it continues and Lottie how long have you been with this with

1:02:26Thank you so much. Um my name is John Faye on behalf of Keep Pasco Beautiful. So appreciative of the county's support, the thousands of volunteers, um, and I would especially note today our wonderful board members that are our hands-on in making sure this program's growing, as well as the amazing support we have from through. Throughout the community, and we have our representative Jenna from the Seaworthy Collective, who has contributed a lot towards our efforts to make a big impact on this upcoming cleanup.

1:02:57Thank you, John. Good morning, Commissioners. Thank you for taking the time to meet with us. My name is Jenna Byrne. I'm actually the founder and president of Water Warrior Alliance, but I'm the new community manager for the Tampa Bay region with Seaworthy Collective. And they have just moved up from Miami. So Tampa Bay is investing in the future of our coast here, and Seaworthy Collective. Has the same vision in mind. So they have taken their startup support model from

1:03:27Miami and moved it here to the Tampa Bay region to support all the people that help our Tampa Bay thrive. So we have our communities, industries, and ecosystems that support this Gulf infrastructure, our local Seafood and fisheries, manufacturing, and anybody who just loves the bay. There actually are a lot of people who could help drive ocean innovation, and they've never been given the opportunity to do so, and

1:03:57that's where Seaworthy steps in. So, as a part of our coastal resiliency work, we're honored to work with Keep Pasco Beautiful for the International Coastal Cleanup Day that we have coming up. On September 19th, and this gives us an incredible opportunity to showcase the amazing work everybody's already doing here in Pasco County and educate the community on the importance of protecting our natural resources that we have. Starting next week, we're excited to launch our Coastal

1:04:29Innovation Studio Prep Program. It's supported by JP Morgan Chase. Um and this is a hybrid model and it's gonna give Tampa Bay residents the opportunity to Be exposed to ocean entrepreneurship and building solutions that help strengthen our coastal resiliency. So this work and the work that Keep Pasco Beautiful does and a lot of other amazing organizations throughout the county do help give exposure to these individuals to help push them and support them towards

1:04:59a better future. And we do look forward to supporting PASCO in future endeavors. that help strengthen our resiliency here in Florida.

1:05:07Um I I do have a question. If some if someone or a group of people wanted to sign up and adopt a road, how what's the process?

1:05:15Wonderful, thank you. Yes, so um for all of our programs I encourage everybody to reach out to keeppascobeautiful.org and then the adopt a road program, which we work in conjunction with, also runs through our public works office. They can they can contact us directly and and I'll put them in touch.

1:05:31But to participate, you need to go sign up, right? Or are you still doing it that way?

1:05:36So for this cleanup, um there's about there's gonna be about a day left for anybody who wants to sign up for the upcoming cleanup. For any of the countywide cleanups, those sign-ups will happen through the Key Pasco Beautiful website. And for those that want to go beyond that and adopt that road, we can also connect them with those resources.

1:05:52And in addition to the Adopt the Road Initiative, we do have the Adopted Water Road program that my organization, Water Warrior Alliance, has helped facilitate with UFIFAS here. And we do have a few locations which are in need of adoption. And like you had mentioned before, Commissioner, 80% of our trash does enter our waterways. It's through our stormwater drains. So in the middle of the city, trash enters through those stormwater drains and empties through the closed. Body of water, and there is no state or federal funding allocated towards stormwater pollution. So adopting

1:06:22these water goats would help us maintain these devices ongoing. And we do collect an ETAP analysis, which is an escape trash analysis protocol, to help us identify where the trash is coming from, pretty much, to help us make you know better efforts moving forward with introducing backle boxes or other structures to help our So adopt a road is amazing because that's where it all starts, but also consider adopting a water good. Yeah, very nice. Okay.

1:06:48Well if I just touch on that real quick. Yeah. I want to give you my card because we're talking about the Balfa boxes. We're gonna be looking at doing some coastal resiliency up and down, and that is one of the things we're trying to do for Plot Two Money coming up.

I'm actually working with US F St Pete in St. Petersburg and designing a custom solution for um stormwater outfalls below the water table um when backle boxes can't be introduced into that infrastructure.
