New Port Richey doughnut property cleanup

You know, um I love how we work so well with our cities and this this was a doughnut of uh within the city of New Port Richey right and it was it was a mess. It was just a drug infested Pitt and um Commissioner Mariano and others we worked hard to clean that that

1:09:26area up and I drive through there every now and then it's so much better and um and I'm just glad that we entered into this partnership with the city and that this is moving forward so

1:09:39Yeah. And my point's a little bit different. Um I'm glad that we were able to clean it up. Uh we'd spent a lot of time and effort to go do it. Uh we have partnered with Hapitat Humanity, even using our own funds to hold on to the property. I was not happy that the didn't go through the way it was going through. But one thing I want to bring bring out to everybody is This is two million dollars of ad valor money and I voted against it because I didn't think we should use in the ad valor money that way. I asked them to go try to get a septic sewer

1:10:09grant. They did try to get one, didn't come through. Still don't think it's the right way to go about this.

1:10:16uh CRAs are a big deal coming up. Yeah. We've got six point three million dollars going out to the cities. Of that, Newport Riches gets five million of that. Even Zephyrhills, that's a larger city, only gets a million dollars. And that's because they've blighted so much of the city and have for over twenty twenty plus years. So I want to say that as we go through this amendment three, if this comes through. We're really gonna look hard at three these CRAs because to be blighted, I'll

Blighted areas decide as an area that is where there are a substantial number of deteriorated structures causing economic stress or endangerment to life or property, and two or more factors listed in statute 163-340. Prince A F F, Florida Statute, are present. It may classify as blood with one fact being present, and all taxing authorities with jurisdiction over the area agree by interlocal agreement or passage by resolution by governing bodies. 1:11:16conditions conducive to is this infant mortality, juvenile delinquency, poverty or crime. So I'm gonna say after 24 years with there's still ninety-nine percent blighted. I think it's time to sit down and this should be like an agenda workshop item that we look at and let's go find out because how can Zephyrhills be it s such a smaller percentage that they're getting twenty percent of what they're getting. Port Richey is another city that they do take some people off the bite and it was gonna get more attention that

And the problem with it is this is affecting the county taxpayers because they're having to get less services done because the s the the funds that would be collected by normal taxes is getting diverted to the cities. So I think we really need to go look at the state has has failed miserably trying to make something happen. So I think we need to go make this happen.

1:12:06Commissioner, um I I was looking at the CRA map of the city of Newport Ritchie, and it definitely needs to be adjusted. So that that's a a definitely a conversation we're gonna have to have with you guys. I mean your downtown is thriving. I I don't understand how every single neighborhood is blighted. Um there's not I think it was ninety-nine percent of the city limits is considered blighted in Newport Ritchie. However, on this one we made this deal with them this is what we said we were gonna do and so um I
