The approved minutes do not say what became of this item. That is a gap in the record, not a decision. It is the normal state for 25% of items. Most of those are regular business and board reports that the minutes do not record in writing. This archive never infers an outcome from the fact that someone called a vote.

Good afternoon. Keith Wiley, Director of Parks Recreation, Natural Resources. I haven't I'm shocked that I haven't heard this yet. So as your parks director, I'm just gonna say Go raise. Go raise, because like right? I was actually at the game. I was actually at the game. Yeah, uh I'm surprised I'm standing here today. It was a outstanding uh
how long did you stay at the game?
Uh too long, commissioner. I think so, yeah. So it's a miracle that I'm I'm up right. At this point, but no, yeah, fantastic. And you
know,
so parks, baseball, you
know,
it's all connected. Um, several months ago at the parks funding workshop, we planned uh we presented several projects. Uh, of those, one was Opportunity Projects, and so I'd like to bring the sale and purchase agreement to your attention that we're asking for approval today, and it is the Hopkins property, which is located directly south of Wesley Chapel. Apple District Park. It's approximately 153 acres. We're able to work with the property owner. to present a a an
acquisition over four years, uh, with the first acquisition occurring in uh FY27 uh and that would be funded out of the parks impact fee facility. and land categories so that so basically the first year is officially addressed and then the contract um gives the board each fiscal year the opportunity to decide how they'll take down the remaining phases of two, three, and four. Um why this is important?
So, this is the park service area basically on the east side of the county. Wesley Chapel District Park has been at capacity for a very, very, very long time. And I think you've heard me at the podium in many presentations talk about how we need fields and we need park space. So this really kind of basically addresses that need in the park service area. If you recall, the Wiregrass Ranch Sports Campus is a tourism asset, it's not a public park. So this actually also Also addresses that issue. And then when you look at the layout, it it kind of is going to be nestled between all of these assets.
And it's just it's Um we don't have the we don't know how we're going to fund the facility piece, but without the land you're not gonna build a park. So uh we presenting this today with a recommendation for approval and I'm here for any questions. Uh and yes, I'm gonna definitely attend a World Series game for sure, one hundred percent. Hopefully they're during the day. Not a not a day. Yeah.
Um
Mr Starkey.
Well I'd have a question on your map, but maybe uh I I'm just turned around here. But you have fifty four up there? Is that really fifty four?
Uh
everything's up there.
So Bob Thomas is on the fifty-six corridor.
Yeah, and then then there's another road. And then there's another road and it says fifty four. Is that correct?
Uh it came out of Pasco Mapper, so I would assume it is correct, yes.
Okay.
It's north yeah, it's north of Wesley Chapel.
And immediately south of the utilities property. So
Well well I'm not talking about your park location. I'm just talking about your map.
Yeah, yeah. This actually shows the phase takedown. Well it did show the phase takes down.
And the preferences that we would be pursuing to take down the first phase, phase one in uh fiscal year twenty seven?
Yeah, cool. Uh Commission uh David. Um Keith I believe there's a vision road that goes through this property. Is that something you're gonna take into account when you get to design?
Yes, so we're already have set up several meetings where we're going to be talking with Nick and other other departments to figure out how we can make sure that that doesn't in that road doesn't impact the park or any other future improvements that we'd be doing on site. And then my I'm not saying remove, I'm saying discuss possible realignment.
And then my other question is I I don't remember whether this park is or is not in your master plan. Are you gonna be amending the master plan to deal with it?
Yes. Okay.
Yes.
Um sorry, one more question. I just want to make sure we do have road access to that park.
Yes, we do.
Okay. I I mean every park we gotta ask that now. We
because We most certainly do, yes.
We have so many parks we can't get to
Second.
A motion and a second, just a little more discussion. Um as far as that roadway, if this is gonna be part of our roadway network, I think transportation should be funding that part of it as we go forward. But um take a look and see how we go. I think it's a great addition. I mean the best part of the whole thing is as well as helping the maxed out West. It takes less development pressure that's going on there too with everything else going. So it's it's it's just a huge opportunity for us. I'm I'm uh thankful to the Hopkins family for bringing it forward.
Absolutely.
Alright, motion to second. All in favor say aye. Aye aye. Aye. Any opposed? Thank you.
And and then looking at that island or Eland, I don't know how to say that, that turns into fifty four?
Yeah, I'm not sure what the designation is. That's Island Boulevard. Uh what is designated as fifty four, does it
So there's portions that we took over and portions that remain state road.
Not Not me. Yes,
I know that
one. Yeah, but if you follow it on in, you you go across that same pitch for.
Mm.
This one goes north and then over.
No.
Pinch four don't.
We'll take a look and get it fixed and report back.
Do you
see Wesley Chapel?
I think it's part of the Zephyrhills bypass. I don't know if there's anyone here that can speak to the transportation network, but I know the Zephyrhills bypass was meant to be an alternative to fifty four at one point in time. Those roads eventually will align.
The the r um good afternoon, Count Nick Uran, County Engineer. The the route shield on Island is County Road fifty four and it's an outdated reference. It's Island Boulevard.
Okay, so it's an outdated reference on our
maps. We should fix
that.
Yeah, if if Right, because because publicly the most well known corridor that has fifty four attached to it is State Road fifty four, which is south and west of this location.
Just don't want anyone using that as a mailing address. That would be very confusing.
Agreed.
