Several speakers And I and I and I was sworn in just in cases came up. And for a little history on this trail, some of my staff people have heard this, but this is Um a trail alignment that I put on the state opportunity map when I represented Governor Bush. on the Greenways and Trails Council or I don't know, Bush, Scott or Chris? Um And it is the old Orange Belt Railroad line that the Pinellas Trail is built on today. Some of the portions of this trail, this uh abandoned railroad quarter were auctioned off on our courthouse steps, sadly. Commissioner Schrader owns the little piece over here, um, just south of what we're talking about today. Um but this is one of the most important trails, if not the most important trail in the county. It starts at at Frank in Trinity. And it it goes up tower, which we're gonna call Range Dance, gonna go over the Sun Coast. When I got elected Um my first MPO meeting was a meeting with DOT

Denise Mr. Chairman Denise Hernandez Planning and Development on PC seven. It's PDD twenty-one seven five three four. This is a request for an MPUD, Ranch Hill, MPUD Master Plan Unit Development District. And um as So the uh applicant is proposing a rezoning from AC to MPUD in order to allow for a maximum of 350 multifamily apartments. The location is on in the central market area and it's on the southwest corner of State Road 52 and Old Pasco Road. And the applicant is also requesting a variation from section 907.1 on street parking, which will reduce the required number of parking spaces from 2.25 spaces per unit to 1.90 spaces per unit, which are which is consistent with other similar similar project approvals. Uh this is the um MPUD master plan. And uh the current um subject property is zoned AC. It contains currently contains 23.16 acres of pasture land or residence and some outbuildings. Uh the Orange Belt Trail is planned to be constructed by the county within the property abutting the subject property to the north. And once the Orange Belt Trail is constructed, the subject property shall construct a bike, bike pedestrian access to the Orange Belt Trail as noted in MPUD Master Plan. The Mango Hills Master Plan Unit Development District abuts the

Barbara Wilhite use. We're following the land use of the county, which is to have retail office residential as was Um next slide. This gives you the context of where our project is. We are the multifamily component. The orange is Orange Belt Trail. The yellow is where we're there's non-residential uses, office industrial and commercial. What wraps around us is Mango Hill, Town Homes and Single Family, and you can see the proximity of this commerci this node, this ROR node in relation to um Tampa Big Golf and Country Club. This is the product type. There is no other apartments in this area. This is the product the staff and county said when I brought Mango Hill in. Don't think you're going to put townhomes and and single family. We want to see it step from single family and townhomes to apartments to commercial uses right at the intersection. So we're following those requirements. has all been multi-laned, huge investment in 52, huge

Several speakers improvement and that's a major improvement and we're working with um economic development folks here to try to bring along an incentive agreement that will help us do that. At the same time as Amy mentioned, we're building a major extension of the Orange Belt Trail alongside that road and then alongside the east-west road. And we build under the interstate and the long planned extension of Aussie Murphy Over to Pasco Road on the east side of 75 to Lincoln over by the Target Distribution Center. So these are major county objectives, some of which have existed for 20, 25 years that the project's gonna be fulfilling. So we're very excited about doing that kind of thing. Uh as I mentioned, we also significantly limited not just the amount of multifamily, but the site has a lot less single family that could have been allowed on the on the site from the get-go.

Amy Heiler given that perspective or given that information. The purpose of this rezoning is to develop 190,000 square feet of retail commercial, 3 million square feet of light industrial, 500,000 square feet of office, 250 hotel room, 1,550 multifamily apartments, 150 townhomes, 600 single-family homes, and 27 single-family estate homes. Again, this is approximately on 785 acres. Located on the north side of State Road fifty two west of I seventy five. So as you can see the subject site's located in the South Market area and urban expansion area. Here's an aerial view of the proximity. There's also the Orange Belt Trail that's running through the post-development. There's various conditions within your MPUD, conditions of approval that speak to the maintenance, construction, and implementation of the Orange Belt Trail. This is a uh overview, uh probably about a one-mile scale overview of the surrounding area. So to the north of the subject site is rural area one, northeast rural. Um to the west is your uh rural area two, which is your transition area. Um to the south, you're gonna have an area that's uh rural area four, and then Connected City is going to be on the the South East Quadrant.

Moody not addressing it says you're gonna provide in the implementation sections, you're gonna provide urban landscape standards. Okay, so there's a whole section in your conditions of approval to talk about you're gonna have two trees per lot and so on. on and so forth but doesn't tell me what you're gonna do over in front of the hotel or the corporate center or along I 75 or along the Orange Belt Trail. It does

Amy Heiler will be presented with this at the time of BC the board hearing to ensure that the construction, maintenance, and implementation of the Orange Belt Trail is achieved in this area. then there is a green, the green star there is representing a potential additional signal that the applicant has stated in one of their conditions at time of development. Once they do another review of it and it's warranted, they will go ahead and provide that signalization there. So the applicant, due to the scale and the proximity and the uses of the site, is proposing uh variation requests to the code. Uh section 402.5D is just a variation requesting that they get a waiver from uh any alcohol sales if they propose alcohol based on its proximity to parks, churches, those types of uses. So that's just a traditional, just a just in case. LDC section 805.6. That is going to be your maintenance of the CDD and HOA,

Several speakers [address removed]. I was sworn in. Um The Orange Belt Trail is not is definitely going through there as you know we've secured easement from folks there and it the plan is for it to come along there and get to the trail that's being connected on Overpass to get down to the school district. Down on uh Is it old Pasco or Old Pasco? What what Where is your

Planning and Development staff The applicant is only seeking one variation from 901611 to not provide a vehicular interconnect to the south of the subject site. As to the south of the subject site, we have the Orange Belt Trail and then further the Swift Mud property, a meaningful vehicular connection could not be made. And with that it comes to you with a recommendation of approval with conditions. Are there any questions for myself?

Denise portion of the property. However, that information is inaccurate. We did check with the Trails Blueways folks, and at this time the Orange Belt Trail Draft Alignment does not run along the subject park parcel. It actually the draft alignment shows it about two miles east along Ramsey Road. This is the site plan showing the overall compound and to the right side it shows what the monopole tower will look like with outside antennas. The Land Development Code requires applicants provide photo simulations of basically they float a balloon up in the air and then they transpose where what the tower would look like on the property. So the first photo simulation is a view looking southwest, which is at the intersection of Ruffing Road and Roberts Barn Road. So it shows existing without the tower and proposed. you just see the the top of the the monopole. The second view is looking southwest

Denise So the facility is uh being proposed within a 6,400 square foot fence compound area which is located in north-central Pasco County in the North Market area and the northeast Pasco County rural area and it's on the north side of St. Joe Road approximately one-half mile west of Roberts Barn Road. It's generally where it's located in the county. This slide shows the existing zoning district, which is AR Agricultural Residential. Also the zoning districts to the east and west are AR Agricultural Residential, as is the zoning district to the south. To the north you have AC Agricultural Districts. The future land use classifications are Res1 to the east, to the west, to the south, with AG to the north. This slide shows the access and shows where the actual tower is being proposed within the property, which is approximately 140 feet from the property line facing St. Joe Road. So the access to the overall site is from St. Joe Road and it will be provided through a 30-foot access and utility easement on the property. This is the context map. There's not much context to provide, however. Um it isn't your finding of fact the Our trail map does show the Orange Belt Trail running along the western
