Item P73 is UT 210618, an ordinance by the Pasco County Board of County Commissioners, amending the Pasco County Land Development Code, Chapter 1300, Capital Facilities, Fees, and Incentives Related to Fees, Section 1302.8. Water and wastewater service impact fee, amending the name of fees and providing the change fee amounts by resolution. Appendix A definitions providing for application. The measure for this item is public infrastructure is looking to um make an administrative change uh to move the fee schedule for water and wastewater impact fees um over from the land development code into the ordinance and change the title of that from impact fee to connection fees. Pasco County Code and Ordinance Section 11039 provides the board with the authority to do that. Uh modify impact fee by ordinance or resolution. Water and waste wastewater impact fee will be renamed into connection fees. And they were adopted by resolution per 110 pro in the Chapter 110 process back in 2012 into the land development code. And connection fee is a one-time charge paid by a new customer to reserve capacity in the water and wastewater system. All right.
Justin Grant Here's a listing of the items that have already gone through in terms of presenting this item to a horizontal roundtable back in July, ordinance development team in August, and the local planning agency in late August. And then on August 26th, the Planning Commission at the LPA recommended the approval of the amendment and changing the term impact fee to connection fee and the removal of the schedule connection fees. From the LDC. Last time these were modified was 2006. We have engaged as we we did back in August, right? Um, and presented water and wastewater uh utility fees. Uh we engaged that same consultant to take a look a hard look at these as well. And we provided a cost recovery analysis as well as then a phased-in approach over the next four years. And the next table outlines what that approach looks like. And so roughly that will look at a $500 increase for water and wastewater connection fees or $475 when including reclaim. The recommendation here from the board is only on this item to accept public comment. For the proposal to modify the term water and wastewater
