    Ron Oakley

Next order of business is uh consent. I see we have one pulled item. Do we have any other items that need to be pulled by staff or commissioners?

None? So do we have a motion uh

    Ron Oakley

I'll make motion that we accept all the other incense the out of

    Ron Oakley

    C A

    Ron Oakley

    does

    Ron Oakley

    not be pulled C A.

    Kathryn Starkey

Yeah, by me. A rare poll by Commissioner Starkey.

    Ron Oakley

    Do we have a second?

    Kathryn Starkey

    Second?

    Ron Oakley

All in favor? Aye. Aye. Commission Commissioner Starkey, C A.

    Kathryn Starkey

Yeah, can you can you put uh the some of the uh PDFs on? uh uh on here. So this is about um What what we pay? When we have to mow someone's property. And um nope, no, that's not what that's for later. This is uh C eight. Some of the a attachments on come on, come on up. Um Th the first thing that caught my eye because I looked into this um was that it

was a comp we we were using a company from another county. Commissioner Mariano would if he's listening. You know we like to try and keep this local. And I understand that we are now using a company. You wanna explain that please go down the fashion?

    Unidentified speakerVoice A

Sure, Denise Sanderson Co Compliance Director. And so Commissioner Starkey, you're correct. Um Following a competitive process, we selected a vendor, uh very few respondents to that procurement uh a year or more ago. Um we did end that agreement with them recently for non-performance. Uh we also had a second contractor that pulled out from performance as well. We've gone back out um and have uh received uh competitive bids from I believe it was three companies. companies. The the company

that we have since selected is a Pasco based company.

    Kathryn Starkey

So um looking at it, we pay per square foot. Is that how it works? That is correct. By the size of the lot? Correct. Or how much they have to mow.

    Unidentified speakerVoice A

    Size of the lot.

    Kathryn Starkey

But what if there's 'cause I I started looking up some of the lots and you know, what if there's only a little bit of mowing?

    It does.

    Mike Carballa

    It's a bid and

    Kathryn Starkey

    there's

    Mike Carballa

    risk.

    Kathryn Starkey

    So Okay.

    Unidentified speakerVoice A

In some cases they do remove trash as well. And so in some limited cases you may see dumping fees associated with if there's trash on the site.

    Kathryn Starkey

And I I just want you guys to take a look at what it I mean, it's costly to the citizens. It's a ne it's a necessary thing. Um but um so so on one of these, um okay, go go down. Uh where where's can you open up one of the PDFs that's attached to me? I think it would be on another

    Unidentified speakerVoice A

    Right there, the lean resolution.

    Kathryn Starkey

Okay, so so clearing costs, penalty. So all right, so m I thought the mow the mowing where's the mowing cost? That's the clearing cost.

    Unidentified speakerVoice A

    That's the clearing cost.

    Kathryn Starkey

Okay. And then um the penalty is to the homeowner. Correct. Land O'Neill?

    Unidentified speakerVoice A

    Correct.

    Kathryn Starkey

And um I'm still waiting for it to go.

    Unidentified speakerVoice A

I'll point out this is also these are class one violations, which is a hundred and fifty dollar uh citation, and that's under the uniform fine and fee schedule set by the sixth judicial court. That is not represented in the lien resolution. Okay.

    Kathryn Starkey

I wanted to get an understanding what the numbers were on this p on the PDF. There's there's a there's a whole bunch of violations that we're dealing with there. This is okay, so what is that number f so this is what I was seeing. A hundred and twenty one dollars, that seemed to be a pretty common amount for a lot of these mowings. So um So this says one twenty one. Now we're going to a higher higher one.

    Unidentified speakerVoice A

I don't know that we are. I'd have to I'm not looking at the bid. Oh, I'm sorry. I thought you were talking about on the new contract.

    Kathryn Starkey

Yeah, the f okay, so this is an example of of one of the ones we're paying. What is the number four? What is the number five? We're trying to understand what that was.

    Unidentified speakerVoice A

Oh that's just part of the calculations. Um It doesn't matter.

    Mike Carballa

I think it's part of their quality control because they

    Unidentified speakerVoice A

    can

    Mike Carballa

    check off the boards.

    Kathryn Starkey

Well, what is four seven two four four?

    Unidentified speakerVoice A

That is the total amount, including the administrative costs for that particular one.

So there is a spreadsheet that gives you right, you've seen this that breaks down those that's also in your attachments. It identifies the clearing cost, the penalty, the administrative costs, recording costs, and then the total, which all of those are within each lien for the said property.

    Kathryn Starkey

Okay, so um so when we do a code enforcement violation That money goes to the state, not to us. Is that correct? Or is it different in this

    Unidentified speakerVoice A

    it goes to this judicial.

    Kathryn Starkey

Okay, I think that in this instance where's Ralph? If we're pa if our citizens are paying for

    Jack MarianoChair

the lien goes to against the property and it comes back to us because those those are that's a special assessment lien.

    Kathryn Starkey

    Okay.

    Jack MarianoChair

The citation that is written for the violation would end up going to the state.

    Unidentified speakerVoice A

And that is not included in one of these numbers that you're seeing.

    Kathryn Starkey

So are we first in line? But mind me, where are we in that in that process on the lien?

    Jack MarianoChair

We are in the first tier, but there may be people in front of us like a mortgage.

    Kathryn Starkey

Well all right. Well I wanted to understand what I was seeing, what that number four, what that number five was and um and then I didn't like that it was going to someone in another county. But that's all fixed and so do you guys have any questions on these? It's just it's just so sad that we have to do this, but uh I it's also I want people to see how expensive it is for us to mow. Um It's kind of amazing that that it costs that much to go most someone's yard. That we can't find someone who'll do it for us.

    Ron Oakley

We have a whole jail full of workforce don't

    Kathryn Starkey

Exactly. That's what I was thinking too.

    Ron Oakley

    Do we have a motion?

    Kathryn Starkey

    Move to approve. Second.

    Ron Oakley

    All in favor? Aye.

    Kathryn Starkey

    Aye. C

    Ron Oakley

    eight passes. Thank you.

    Kathryn Starkey

Wait, do we have a quorum voting? Is that okay? Yes, we got three. Okay. All right, thank you.

    Unidentified speakerVoice A

    Thank you.
