Ed ZodianMadam Chair, Commissioner, my name is Ed Zodian. I'm a planner with long range. Then whoops, excuse me. The matter before you is a proposed amendment to the Land Development Code, Section 902. The proposed amendments were presented to the horizontal round table and interested parties meeting excuse me on March sixteenth. And on April 7th, the LPA voted unanimously to find the proposed ordinance consistent with the Pasco County Comprehensive
Plan. And recommended approval of the ordinance uh to this board.
Just by way of background for a moment. The current process is this. A uh with an initial application, a site plan is filed with all the horizontal features. uh before the slab is poured, a Form board survey is provided and reviewed. Now a form board survey does provide the elevations and setback issues. And then prior to the C O, a grading affidavit, an approved grading plan, and an as built survey is
provided. The proposed process will retain those first two steps. And then prior to the CO a grading affidavit and approved grading plan will also be approved as well as an elevation certificate and the as built will only be required if the site sits within a FEMA declared flood zone.
The first amendment is in section K1. It removes the engineer of record to inspect a lot upon completion and complete the as-built certification prior to the issuance of the certificate of occupancy.
The second amendment uh it's I'm sorry, it's section K4C. It adds a certificate of completion and affidavit of lot grading and finished floor elevation compliance be provided. It and for buildings and structures in flood hazard areas at elevation certificate as well as an as built survey demonstrating conformance to the approved stormwater management plan. It removes the Asbill survey and lot grading requirement
from all other aspects.
Today we'd ask that you accept public comment on this matter. No public excuse me no action is required by the board. Uh this is the first of two meetings. The second is scheduled for July twelfth here in uh Dade City. May I answer any questions? We have someone here from UCS to answer your questions as well if

This item was presented to the horizontal round table interested parties meeting and vertical roundtable on March 16, 2022, went to the local planning agency on 47, 2022, who found it consistent with a comprehensive plan and recommended approval to the board. And it went to first hearing on May 3rd, 2022. This is an ordinance by the Pasco County Board of County Commissioners,
amending the Pasco County Land Development Code, Section 902, Stormwater, Subsection 902.2.k to eliminate the requirement to submit as built surveys except in flood hazard areas and other amendments as necessary for internal consistency, providing for applicability, repealer, providing for severability, inclusion into the land development code, and the effective data.
