It's a small scale comprehensive plan amendment to the future land use maps, map two-fifteen and sheet five, from res one residential one dwelling in a per gross acre to res residential to res nine, residential nine dwelling units per gross acre on approximately nineteen point twenty-three acres of real property located on the north side of Shady Hills Road and south side of intersect of the intersection

    of Krella Drive. This comes up with a recommendation to find it consistent with the comprehensive plan and approve. And this is an item as the LPA local planning agency.

    Sure, you're very welcome. Um, the item is, and this is uh WP10. The item is PDD 220370. It's a comprehensive plan amendment, C PAL 2211, Villages of Pasadena Hills roadway adjustments. It's a comprehensive plan amendment to the villages of Pasadena Hills Comprehensive Plan Goal Flu 6, J Ben Hand. Villages of Pasadena Hills to make roadway changes in figures pH 2, pH 4, pH 4A, PH eight, pH 12, and pH

    13, amending transportation map 7-36, highway vision map, and other amendments as necessary for internal consistency, providing for severability and an effective date. On this item, we're asking that you find the the proposed modifications sitting as the LPA consistent with the Pasco County Comprehensive Plan and recommend approval to the Board of County Commissioners.

    Madam Chair, Members of Council, my name's Ed Zodian. I'm planner with long range. The matter before you is an ordinance amending the Pasco County Comprehensive Plan providing for a small scale comprehensive plan amendment to the future land use map two-fifteen and sheet five from res one, it's residential one dwelling unit per gross acre to res nine residential nine dwelling units per gross acre on approximately nineteen point two three one. Acres of

    real property located on the north side of Shady Hills Road and the south and south of the intersection of Crella Drive. and providing for additional tax amendments for as necessary for internal consistency, providing for repealer, severability, and effective date. I'll be delighted to answer any questions. This matter does come to you from the LPA with the unanimous recommendation of approval.

    Barbara Woolheist, sixty-three twenty seven Grand Boulevard, New Port Richey, three four six five two for the applicant. We would just let you know that we did reach out to all of our neighbors on a couple occasions, trying to solicit their input, and we have not received any public comment. Um Planning Commission has recommended both approval of this Complant Amendment. They've also heard the rezoning, the companion rezoning to MF one as well, and they've recommended approval of that as well. I do have my team here, if we have any particular questions. I know we've met with Commissioner Mariano

    and I can if he wants to jump in or I can jump in with some of the things we've discussed. Um either way we can uh

    Yeah, you want me to go over the items we've discussed? Sure, sure. So today is just the comp plan amendment and staff's recommending that you approve the comp plan amendment. We have to come back with the rezoning and that rezoning and we're coming back um I have to remember now I talked about like two different projects today. So at the beginning of October we're coming back with the rezoning. But in connection with the rezoning, Commissioner Mariano asked that we look at a couple of different things. One is to coordinate further with the school board. We did have a beginning conversation with the school board

    to talk about connectivity. We're kind of in a unique unique location here on Shady Hills Road. We have an elementary school as our adjacent property to the east, Mary Jayelle Elementary School. So we want to talk about whether there's whether they would prefer us to have a direct connection? through our project. Um so that's one thing and then we have to our north, not adjacent to the north, but to the north. Uh north of adjacent to Corella, which will be our access, there is a middle school, Cruise Lake Middle School.

    So we're gonna be talking to them about the connections there. Now specifically We talked to the commissioner about The fact that there is a sidewalk that within Shady Hills right of way that comes down to Krella from the middle school. It's all on the middle school. And then there's a gap from Krella through a piece of property that's a single family home. Parcel. and then our property and then Mary Jella, there's a gap between Mary Jella

    along and then their the sidewalk picks up as it goes down shady hills towards the Sun Coast Parkway. So we are going to look at Trying to fill in that gap. Our project is required along our frontage by code to put in a five foot sidewalk along our frontage. The request is to look and see if we can make that an eight foot path as well as making those two off site connections um beyond our project so that there will be there would be a sidewalk coming from Suncoast Parkway all along Shady

    Hills up to Cruise Lake. And so we're we're starting that process Um our engineer looked at it. There is a pinch point as you just come off of our north property line. the right-of-way really the extra right away narrows down so we've got to take a look at that but maybe we'll can come up with something where if we have to narrow it, I think we use that language on the other project um that we did on Hicks Road not too long ago, so We will look at that. Um and then we've also been asked by quite a few of the commissioners

    to to talk to the community development department. to see what opportunities there are. We are obviously close to the schools. great opportunity for teacher housing to see what different ideas we could have and what programs might be available that the client could uh research and evaluate. So those are their our working items. Did I catch everything, Commissioner?

    Did great. Um So I think it's very important for infrastructure to be in place as the school comes in. I don't expect them to do everything, but at least around their property connecting to this two schools. If we're gonna move up the density this much, I think it's appropriate to ask for it now. Uh I'm glad you bring it up because it's obviously it'll come up later, but this gives you time to actually work with the school board, work with our staff. I'm comfortable if staff thinks they can give them uh impact fee credits for bill nuts path

    the extra distance, that's fine. Um but I think it's something that's that's gonna be critical for that area to have it. I don't expect 'em do all the shoulders on them but at least it's it's this one phase, if we're gonna go this way, then let's make it as best we can for the kids because right beside it is industrial property to the south. That industrial property be trucks right around. If they have a place to go in the northern part, they can connect from one school to the other. So whether teachers live there, firefighters, first responders, everybody can walk back and forth to the school, get back

    from there, get there safely. And if you can work with the school if they need a a turn lane in which will make it safer for them to get the traffic in there, that that's great. So I appreciate you covering that stuff. And I know we're not gonna get to detail with it now, but as long as staff hears those things, they can prepare for it and and w and work with them on it.

    Um Commissioner Oakley, I agree when I had my meeting with them I also noted the connection opportunity there to the Suncoast Trail and I don't know if there's an opening there but certainly we should work to have a pedestrian opening there and as this neighborhood fills in kids could easily ride their bikes to school and employees. Um it's not their property to the north, but I wonder what the school district uses that That a

    that entrance off of Corella Four. Did they mention that at the Planning Commission? I listened to it but I don't know if I don't recall them saying what What that's right. To the elementary school? Whenever I've gone there, I've always come in off of Shady Hills. Yeah, my understanding is

    Hills. Yeah. Traffic. um for the school. So I'm not sure So maybe there's an opportunity to partner with the school district on Getting from that corner up.
