    Thank you, Commission members. Jessica Coa with Planning and Development. Item P4 is PDD 227568 in the name of Carolyn S. Sell's trustee for a requested change in zoning from ER, a state residential district, to MPUD, Master Plan Unit Development District, to allow for 230 apartment units and 10,000 square feet of commercial office uses on approximate.

    Yeah. This property is located in west-central Pasco County, on the southwest corner of the intersection of Ridge Road and Tanglewood Drive. The subject parcels currently reflect their original ER estate residential zoning.

    The future land use classification is RES III with a proposed change to Plan Development, PD. The subject site contains residential dwelling units and is within the central market area. The site is outside of any service service expansion or service areas and all the rural areas. Section 402.2 C eight of the Land Development Code allows for deviations from the code if approved by Planning Commission and Board during public hearing for any application for an MPUD rezoning. Variations shall

    be allowed where the BCC specifically finds in the particular case that the proposed proposed variations meet or exceed the intent of the code. The applicant is seeking the following variation. Section 805.6 Restrictions on post-development wetlands, upland buffers within residential lots, and non-residential parcels. This requires post-development wetlands and the required upland buffers to be platted as conservation tracts. Said conservation tracts are required to be deeded to an HOA, CDD, or merchants association for tax

    and maintenance responsibilities. Per staff analysis, the LDC requires residential future land use classifications of three and higher to plat wetlands and their required upland buffers as conservation tracks. However, future land use classifications of residential one and lower may accomplish the same identification, delineation, and protection of wetlands within conservation easements rather than tracks on a plat. The applicant's proposal to enter into a reciprocal easement and maintenance agreement for the wetlands and required

    upland buffers is agreeable that is agreeable to the county for non-fee simple residential units and non-residential development meets the intent of this code provision. Next slide. LDC Section 901.6 D11, street design and dedication requirements, design and construction, continuation of existing street patterns, and street access to adjoining properties, require streets within the proposed development to be connected to adjacent areas to provide for proper traffic circulation. Per staff analysis, providing an interconnection

    to the adjacent properties west of the subject site is not possible due to the existed Platteing Subdivision, and an interconnection to the south would require impacting a Category 3 wetland. Therefore, the applicant is proposing to provide a vehicular connection to Ridge Road and an emergency access only to Tanglewood Drive. Next slide.

    Section 905.2 C1G, use of existing non-invasive plant materials, requires an alternative standard application to be submitted to utilize existing non-invasive invasive vegetation to meet the intent of the landscape buffer requirements where required. Per staff analysis, the use of existing non-invasive vegetation is encouraged to protect healthy and viable vegetation while assisting in ir reducing erosion. The landscape buffer requirements in conjunction with the existing vegetation can be verified at time

    of construction plan review and approval. Therefore, the applicant is proposing to meet the landscape requirements set forth in these conditions of approval and to use the existing non-invasive vegetation to meet those requirements where feasible. Next slide. The applicant is also seeking a corresponding comprehensive plan amendment on the 20-acre, more or less, parcel for a change in the future land use classification from RES 1 to PD plan development. This MPD rezoning petition would not become effective until the corresponding

    plan development future land use classification change becomes effective. The proposed request is consistent with the Pasco County Land Development Code and its applicable provisions of the comprehensive plan. Next slide. Presented here is a the proposed master plan. And this does come to you with a staff recommendation of approval. Thank you.

    Good afternoon. Barbara Wilheit, 6327 Grand Boulevard, New Port Richey, for the applicant.

    I think staff has gone over the project location. on Ridge Road, um close to uh the state college. What I did want to tell you is we have were before Planning Commission in April. I appeared versus via WebEx. I we were not able to attend in person. And as a result of that, I think there were questions that remained pending for the Planning Commission members, and there was no way for me to continue the matter because my microphone got turned

    off after they went to discussion of the Planning Commission. Commission. So although I was, you know, let's continue it so we can do things, I I couldn't continue it. So I'm glad to be back here to give you the rest of the story of all the things we've done since April. One of the first things we did after we heard the public comment and as well as the questions from the Planning Commission is we hired an airport consultant. The project is located southwest of Hidden Lake Airport and there is a handout on A

    larger map that kind of shows our project in proximity that's up on your dais. It's also in the PowerPoint. It shows our proximity to the airport. This is created by the consultant. My cons the consultant is here, but I'm just gonna go through these things kind of quickly because I only have so much time and and they'll be able to answer questions um during rebuttal. The project is located out of any safety zone or runway protection area. You can see on the map there that the runway protection area is.

    is the blue areas here where you where the approach is, the takeoff and the approach Um we're well to the west of that actually, interestingly enough, the state college is within the runway protection area for this airport.

    The um airspace analysis that was completed looks at your our maximum elevation, not not height of a building but elevation. Our maximum elevation is ninety-five feet. The maximum elevation that the uh no structures can exceed per the study, the analysis of of the airport of this property in c and comparison to the airport is ninety-five feet, so there's an eighty-one foot clearance. So there's no Mm. This structure presents no um hazard to airport navigation. And that reinforces

    what we did have at Planning Commission was we had an FAA determination that we brought to you uh that there was no air hazard, no obstruction to air hazard, uh no no obstruction that created an air hazard But the criticism was, well maybe FAA didn't know about this airport. So we went that extra step, hired an expert that came in and took a specific review of this airport and this property and made these conclusions.

    The other thing that I asked the consultant to do is is regarding airport compatibility, residential to airport. There is such a thing as airport land use compatibility for public use airports under state law. And what that statute says, and it's quoted here in the left hand corner, It says that what you What you do, what you look at as a county is as a starting point, you look at half a distance of a runway all the way around. And that's the area then you start looking at what's what uses are compatible. This

    project falls outside of that area. So Even if this statute applied? to this airport, which it doesn't because it's a public use airport statute. And even if it it doesn't exist 'cause the county doesn't have airport protection zoning yet, but if it did This project wouldn't fall in it. And that's really important because that's you people are gonna stand here and say that this is not compatible and shouldn't be here. But the actual statutes say, yes, it is compatible. So I I will we can talk about that more, but I think that's just kind of an important

    point to make.

    The other thing that happened after Planning Commission was the board directed staff to move forward with airport protection zoning, something required by state statute, and the county is moving forward with that. It generally only applies to public use airports when it comes to land use compatibility. But the board directed that this ordinance specifically apply to Hidden Lake as well. So when the ordinance is created, it's gonna also protect Hidden Lake. Our

    project will be subject to that ordinance. We have not objected to that ordinance because We are not gonna be inconsistent with that ordinance. So and I think that's important for the airport because we did an airspace analysis regarding our height, but but for us doing it, it wouldn't have been required. Pasco County would not have been a part of their review. So I do think it's important for this airport to have protection under the county's new ordinance, and that is moving forward.

    The other thing we worked hard to do was refine the site plan. And we have the two different site plans on your dais. Kind of shows the two different where we were, where we were when we came to Planning Commission and where we are now. um with our project. Some key elements of of what changed.

    was that all along the Tanglewood area, uh all along Tanglewood Drive, we created an open area.

    So as you can see Along here. This is all open space now. So at the intersection of this existing community And down all along the drive into their community is all now a large open space area. What's intended here is a community public park. In a in a pond. Which by doing that it moves all of the structures farther west. The other thing we did was locate another

    pond. These ponds were already here. This pond and this pond. It's always been part of our design to create additional buffering. We added this pond. And we added a mixed-use building here. This is a four-story mixed-use vertically integrated building. We always hear the county saying that's a form of development that that residents in the community likes. And we've added it. So the first floor will have retail and over top will be apartments. Retail will be have um a candleover design so that there'll be

    outdoor sp uh outdoor eating spaces. We envision bagel shop, coffee, pizza. um with nice outdoor areas. So so our college students that are just to the east in walkable distance can walk over here, can can have Wi-Fi, you can sit in the park, you can work on your computer, you can have coffee, you can there's a you can sit in the area around the coffee shop in undercover. Um And then what we did was clustered our project right here in the middle.

    This is an interior corridor design. Unlike many of our projects that are are open corridors, open breezeways. This will will look like and feel like a condo on the inside.

    What this project by clustering here, what this allowed the project to do was to provide very large setbacks to the existing homes.

    Oops, excuse me. Oh.

    Clearly not very good at this.

    So the setbacks to the west is um three hundred feet from the closest home on our west side.

    I hit the right ones here. Right along here, it's 300 feet. Football field's about 360. So if you can envision, you know, at a stadium looking down to the other end, that's how far the distance is. The current zoning allows structures within 35 feet. So 35 feet versus 300. It's what you do when you have a efficient use of land. Um it's pretty neat what you can achieve. So on this side there's a twenty foot buffer, existing masonry wall. In that twenty foot buffer we are planting um arborvidae.

    Ten feet on center. Fit twenty twelve feet high at planting. in a twenty foot buffer and then the pond The structures here which are garages are one story, single story. Just like the homes are single story. We removed the carriage houses. It was initially in plan to have carriage houses, which means residences. So So these will just be structures along here. Along this side, there's quite a bit of existing buffer. You can see it here, and I'll show you in the one

    of the next slides. But on this side, we were able to pull back our pond 30 feet. So that's a 30-foot buffer there. I think 10 foot's required by code is three times the buffer required by code. By pulling that back, um we can maintain the existing vegetation here, supplement it, put a A wall, a fence in, and then our pond.

    This is the natural buffer you can see along here. This is where I was just going along on that eastern boundary. That's the existing natural buffer. By doing three times the buffer your code allows, uh actually requires, we can save a lot of that buffer. On this side here, is where there's not as much of existing buffer and that's where you propose to plant The very fast growing Arborvidae. Um which will grow very fast year year by year and provide a very nice buffer

    there. The other thing we did since Planning Commission was looked at an economic analysis. I usually don't do an economic analysis.

    Absolutely.

    So you just went through a lot of details about this plan

    Good. This is very different than the plan that's attached that attached to the MPUD, which is more of a bubble plan. So I'm not sure if you're not going to be It's not clear to me. Are you committing to this plan or are you not committing to this plan because it's a different plan than what's attached to the MPUD?

    So This is all this is spelled out all the buffering and all this is spelled out in the M Pud. All of this is spelled out in the MPUD. the um the height there's a height restriction in our com plan that makes this happen. We can't we have so many within such a distance you can only go one story so that makes that like this. This is set out, the location for this is set in our MPUD plan.

    Okay, I'm so I'm not sure. I saw anything in the MPU that requires a three story mixed use ground floor retail Building And nor did I see anything that requires the apartments to be designed the way you've shown them. So I mean that's why that's why I'm asking the question. So I just don't want to do that. Planning commission or the public to be misled to think that You're committing to this plan unless you are committing to

    this plan. That's that's what I'm that's what I'm confused about.

    We are committing to this plan.

    Okay. So if that's the case, in my opinion

    The reference to the plan there's a reference in the very first condition of the MPU that talks about the plan you're you have to develop in accordance with. In my opinion it should reference this plan not the one attached to the currently attached to the MPUD.

    And I can create language For that Um certainly this is not an engineered plan, but we certainly can

    Well even if it requires substantial compliance with this plan. That's still very different than compliance with what's attached to the MPUD now, which is clearly a bubble plan.

    My engineer feels pretty confident in his uh conceptual plan, so we can generally conform to it.

    Barbara, while you're on that sipeline, just to confirm, there is no proposed access except for emergency access to Tanglewood Correct.

    Barbara Wilhite

    That's correct. Okay. That's correct.

    We prepared an economic analysis which is quite interesting. Um I usually don't do them for my projects because I don't find 'em that interesting because yes, we've got to pay mobility fees and yes, we've got to pay taxes. But this one's really interesting because it's infill and it's a redevelopment of an existing piece of property that has a home on it. Mm-hmm. Our mobility fees, impact fee, building permit fees are about $3.4 million, not anything too interesting other than saying we're going to pay those. But what is interesting is Ablorm taxes. Our project's gonna pay about eight

    hundred and fifteen thousand dollars a year in Avalorum, three hundred and f $426 per unit. Compared to the current eight thousand two hundred and ninety dollars paid per year. The homes around it are paying about twenty five hundred per year. So what's interesting about that, in ten years, this product is going to pay eight point one million. If it stays like it is, is not developed, it's not redeveloped, it's eighty-two thousand. What makes that

    reflect on me somebody that's been doing planning for 25 years and talked about infill development, talked about redevelopment, and heard those concepts, I get it now. I get why those are so important to the county. Because it's important to use property where you have the infrastructure and to to use the most efficient use of that property.

    So this this goes through those um numbers. What I think is interesting here is take a look at the school board. Okay, three hundred thousand a year. That's gonna go to their two hundred thousand they're operating and a hundred thousand to their capital. Um rounding. That's a significant um a significant contribution. And you think of project after project was put in the right place and and w where the infrastructure is. and efficiently use their property, what that what

    that does for the government to be able to provide services

    Also looking at new economic impact, there will be an income requirement for this project. This is a class A project. A lot of criticism that it would be an affordable project. It's just absolutely opposite. Affordable, you only can make a maximum income. This project you have to make a minimum income. The minimum income is $65,000 per year household. The medium household income for the Tangledwood area is six fifty nine thousand.

    the economic impact of having density in this location Is bringing per year thirteen point eight million dollars of income, combined income, to this area. Hmm. versus what's now um W which now is the average household income for one home, which is what's on there now, which is fifty-nine thousand. Fifty nine thousand versus thir thirteen point eight million. Projects that infill like this will change Pasco County. You'll see the blighted out of the S

    um strip plazas. having businesses in them, you'll see a change and that again is why the county has incentivized re redevelopment and incentivized infill and made it a priority.

    Since the Planning Commission, the Board approved the transmittal of the Comp Plan amendment. Uh in June on a three two vote. Department of Economic Opportunity, I've got a lot of comments. from the residents. But it issued a letter of no comment and no concerns in July. And this is a picture of their letter. So why is this the right location?

    This is actually from the County's PowerPoint presentation. I copied it. Maybe that's not allowed, but I copied it from the Pra PowerPoint presentation that the County made to the Economic Development Council when they were telling um updating regarding Ridge Road extension. And one third of Pasco's population lives within two miles of Ridge Road. One third Of the county's population lives here.

    What's great about that is that here's all the jobs that are coming within 20 minutes of this project. You add those up, that's significant. You know, I've lived it my whole life and a list like that makes me pretty excited. Pasco's changing. And so are the the needs to have projects like this. The infrastructure, kind of state in the obvious because you all drive on it. Ridge road is an existing four-lane arterial highway. The county spent forty-three million dollars to improve that road to four lanes. Similarly, 52

    and 54 are territorial highways. Ridge Road is currently being extended to the Suncoast Parkway, Sun Lake Boulevard in US 41, and these are from the count county's numbers. Total construction cost $149 million. It's a $200 million investment in infrastructure. On for Ridge Road, this project is on Ridge Road. With our background traffic. Background traffic plus our project traffic, the volume of capacity ratio be.77. Most of 54 has a volume of capacity of well over one. But

    with our project it'll still be 0.77, which means it's under capacity today, and with our project in 2045, it'll still be under capacity. So these infill projects are even more important so that you get the taxpayers get a realization of the return on that investment made in that two hundred million dollars they made on Ridge Road or will be making.

    Our project has no access to Tanglewood as I was w asked. Sixty percent of our project will pro traffic will go west on Ridge Road. Thirty percent of our project traffic will go east on Ridge Road. Kinda makes sense 'cause that's where the capacity is. Three percent of our project will go down tanglewood.

    We're going to be served by central water and sewer. We'll have to extend the central water and sewer. We get asked this third question a lot and I obviously have a typo there. Will Tanglewood Drive be used to connect the project to utilities? The answer is no. Utility conjections we made from Ridge Road only. Drainage. The It's all you know very technical here, but the what I highlighted there which was our project will provide a net improvement to the drainage within this local sub basin. There is not a lot of drainage infrastructure.

    um in the existing pattern of development out there. We will improve that situation.

    Something I'd ever get to show on any of my projects is the infrastructure for existing bus and bus routes. At the front door to this project, there's an existing bus stop. with two bus routes that will take our residents all around West Pasco By bus. Again, a huge investment made in the buses. Let's use them, and this project will be able to use it use uh those those buses. Another big investment is the parks and trails. There's an existing trail within Ridge Road. There's a trail system

    that's being extended to the Sun Coast Parkway with the extension of Ridge Road. You it will hook up with the north south along Sunko's parkway. So you can go out this front door and we'll be able to go all the way to Sun Coast Parkway, go to Hillsboro County, all on your bike and On to the going to the west, you can take your bike to 4,000 acres Warner Boy State Park. Not a lot of the point points in the county that you have that kind of infrastructure to be able now to be able to do those things. I know we have plans for the future, but this is now when our residents live here. And

    that's a map of that. We're 663 feet west of Pasco Hernando State College, currently zoned for Cyprus Elementary, River Ridge, River Hot River Ridge High School. And multifamily generates less students. I threw in the analysis, the school impact analysis that the school board did. They have um no concerns or objections regarding our project uh relative to their school capacity. Planning wise. Original land use, original zoning, a lot has happened planning

    wise from nineteen from nineteen seventy-five and nineteen eighty-nine. In two thousand eight there was a ULI report. ULI came here and said, let's break this county into some markets and make some planning, some do some further planning. So they broke the the uh County into market areas. This property was included in the West Market area. And it was included in the urban concentration area where your most dense development, where your in film, where your redevelopment's supposed to happen. Noteworthy is we wouldn't be here today. If the county had

    implemented those market areas and those policies of urban service areas and amended the comp plan consistent. There is absolutely no reason we have a Res1 land use in an urban service area. But for the county never never fixed it. So here we are coming forward to make our project consistent with what the county adopted.

    Res1 is no longer consistent with the Com plan. You don't have Res One where you have public investments and infrastructure. There's a policy that dis just this really uh discourages Res One large lot developments. West Market area we follow says the significant inventory on affordable housing neighborhoods and neighborhoods shall be enhanced to the infill and redevelopment in a manner that which will straighten their strengthen their vitality. This fifty million dollar investment, thirteen point eight million dollars in income for our residents

    coming here will strengthen. It's a very unique location. We've got Parks, we've got trails, we've got a bus stop, we've got Ridge Road, we've got the VA Center, we have we have the college within walking distance. West Market Area Vision. Pick those unique locations, provide choices of living, working, shopping, education, employment, and leisure. We have all those things. I have never seen anything fit in the missions and the visions of a a project like

    this one does. Urban concentration area, talks about minimum densities. Says that density's not your enemy. That's my paraphrasing it. Planning rural areas. This obviously n anywhere not anywhere close to rural areas. Did the Harbors Market in 2013 put this in the central district of the Harbors Market. It's a redevelopment infill plan and it says central district vision, provide parks, open spaces, connected street networks, and encourage mixed-use infill development.

    Perfect fit.

    And I did that right on time.

    So I have my team with me. I have Steve Henry from Links and Associates. I have Jeremy Couch, our project engineer, I have Douglas Saunders, our airport consultant, and I have Steve McConaughey, a developer who actually has his office across the street and has done $400 million of projects in Pasco County. He's from Pas he's from this area. He's done projects in Pasco. All of us will be available for rebuttal and questions, and I thank you for indulging me for 20 minutes.

    Yeah, we're bringing it in. We have not uh designed uh the system. We have to bring it to service our site.

    Um but we certainly if the county wants us to upsize or something, we certainly can do that. Um but we will bring at our sole expense about a million dollars to bring that sewer from Decubelus to our project.

    Good afternoon. I'm Anne Corona, [address removed]. I'm gonna spare you all the usual rhetoric we use in these presentations. Not out of benevolence, but because I didn't see the sign. So I didn't have time to prepare. I don't know when that sign went up But um all I remember seeing was the one about the meeting at the library. I'd be interested in getting a response on that. Um my main concern

    regarding this project, other than the fact that they may start out as class A luxury with ponds, but then they turn into poorly maintained. old apartment complexes with swamps, is the fact that the road itself is unsafe. We lived there for 40 years. The traffic has increased exponentially since the cubelus was made into a paved road. Um, I've spoken to the commissioner regarding the danger of the car, um,

    the student drop-off and pickup every day on Tanglewood. Which for a two lane road it both lanes are closed off for two hours a day. So I can't even get out of my house without going on the wrong side of the road, which is not safe. Um, our mailbox has been hit probably 12 times by parents coming down the road, not able to make the turn. There's one walker that goes to Cypress Elementary School. The rest are all car riders or they take the bus. So the traffic there is incredible. This

    is a danger both to the residents of Tanglewood and the students and parents of Cyprus Elementary School. I've also spoken to the commissioner about trying to alleviate this problem. And then she tells me that that school is going to be. um enlarged or changed in two years and that's just going to further add to the problem. Dumping 230 apartments on the corner of of a small two-lane road, so 230

    apartments then translates to probably six hundred individuals, six hundred plus cars, and that's not counting the um non resident visitors. Um so again my objection is safety. Um and also the change of the landscape from R1 to R16. Um, it's not in keeping with the nature of the community and will diminish the values and aesthetics. Thank you.

Which way are you going to go? I know which way I go, and I've lived there close to thirty three years. Now, mind you, when I first moved in, De cubelist didn't exist. Tanglew was a dead end.

    We you know, it opened up, yay, progression, let's let's move with it. Progress is always good. But this size In a residential area? Is that the right-of-way? Pathetic. And because we don't pay as much taxes. Are we going to be punished? I I mean It's just Ludicrous what they're coming up with. I agree that Ridge Road needs to progress. But this is

    not the location. Usually when they put apartment complexes like this in front of a subdivision, The apartment complexes don't have to go into the subdivision. Everybody is going to be going into our subdivision.     There should have been sewers put in in the first place if they were gonna expect the expansion that they're doing. Uh w one is the uh accent or the traffic, potential traffic on Tanglewood. It is indicated in our analysis. We expect a very minor amount of our traffic to go down there. And in fact, uh I think that's a very important thing. Ms. Corona kind of uh illustrated that, that the fact that that road is closed Two hours a day because of traffic. Why would anybody from our Development.

    try to get down a road that you can't get down when you have Ridge Road that based on our analysis today will operate with a VC ratio of 0.5. That's half the capacity of the road. In 2045, 0.77. Is it's a new road. It will run from obviously, you know, east west of Little Road. all the way to forty one. You can get anywhere including the Sun Coast Parkway. Angeline, all those places that you can get to. Th there's no reason

    to go down Tanglewood and and also I don't know any of you have driven Tanglewood. That is a very narrow road. It's a very windy road. Again. The uh the idea here is you have a arterial roadway. Our only access, direct access, is to Tanglewood Drive, or excuse me, to Ridge Road that has a VC ratio of point five. From our standpoint, that's where you're gonna be using that road to get east and west, using whether it's Little Road, whether it's the Sun Coast to go north or south.

Um You heard that uh we're putting two hundred and thirty apartments on a small two lane road. We are putting two hundred and thirty apartments on our Tiro Highway. A four laned arterial highway. You heard that we're building in a residential area. We're building on Ridge Road? Road.

    Again, this is not part of the subdivision.

    So we are again we're not in the subdivision, we're not building within the subdivision. We are not changing the rules. I know the rules, and there's one thing that I know very well are the rules. I wrote a lot of them. And we are not changing the rules. We are following the rules. As I explained, the reason why it's res one is because the county never changed any of the land uses when they changed the market areas. The comp plan comp plan doesn't does not expire. Yeah and that's a Plan Horizon 2025.

    Or no statements by the sheriff relative to our project. Yes, there's no sewer there now. Um as uh Mr. Karbala testified before the Board of County Commissioners in June, capacity exists. The developer just needs to extend the sewer and water to the project. It's the policy of the county is for developers to extend sewer and water lines.

    And if if you want any of any questions about from our project engineer, he is here, but as Mr. Gerardi said Anything we do is gonna have to go through review and permitting um with the utilities department, with county planning, with the right of a use permit folks.     All right, regarding the the the the gentleman's uh question on the base leg, he is correct that, you know, they will be doing a standard left hand traffic pattern over the you know, turning across this area. Really where they turn is up to them. This is a visual airport, it's really up to their prerogative how they turn when they turn.

    whenever they turn, it it doesn't i and and uh nonetheless, it's keys go they're gonna be four to five hundred feet above the apartment. The power lines are actually higher than the apartment that are right there along Ridge Road.

Um so we looked at the FAR Part 77, which looks at all the visual surfaces around the airport, um, both the Part 77, threshold site, and other surfaces. And it's not an obstruction. So this airport, as as uh uh Barbara mentioned, it's 81 feet clearance, way above there. Um, you know, the power lines along Ridge Road are an obstruction. The road is is uh is in the surface too because roads have an elevation as well. So those are in the surface. This apartment launch

    is not. It's not within the surface. Um ILS servers we not look at because those are different surfaces and this airport does not have an ILS system.

    Um I think the last thing I really wanted to hit on really was uh You know, the FA reviewed it, so they provided a you know determination no at no no hazard area navigation and we reviewed the whole analysis. Um that's all I have to say.

    Mr. Chairman Mariano P so 230 units was would be twenty-seven elementary school students. Some of those could be siblings. And I'm not sure if bus service would be provided because there is no sidewalk on Tanglewood Drive. So there could be bus service, I'm not a hundred percent sure they would determine that if and when the development occurs. As far as the Uh road blockage. We do have a traffic safety committee that includes school district staff and county staff. We meet regularly. any

    safety issues are brought up during that time. This is more of a c um inconvenience issue. Almost like when you're uh going you know, Bucks game where there's traffic for the Bucks game, so it's If you know when the traffic's gonna be bad, it's best just to avoid that area at that time.

    All right. Madam Chair, Commission members, Jessica Cole with Planning and Development Department. This is did receive some ex parte on this item, which have been given to the clerks. Item P 126 is PDD two two seven five six eight in the name of Carolyn S. Sells, Trustee, for a requested change in zoning from ER estate residential to MPUD Master Plan Unit Development District to allow for two hundred and Apartment units and 10,000 square feet of commercial office uses on approximately 21.45 acres. I'm

    gonna skip through the project's details as we have heard those. Pretty extensively this evening. But I do want to call out the deviations that were requested by the applicant. Land Development Code 4022C8 allows for the board to consider variations from the uh land development code. If the proposed variations meet or exceed the intent of the code, the applicant is seeking the following variations. From section 805, restrictions on post-development wetlands, upland

    buffers within residential lots, and non-residential parcels. This provision requires post-development wetlands to be platted as tracks along with their upland buffers. In res one and lower of our future land use classifications, we do allow. for projects to conserve the wetlands as easements rather than platted tracts. And per staff analysis, with the project being a sole user, this intent of preserving the wetlands and their upland

    buffers can still be met with the easements and other instruments rather than platting as tracts.

    The second deviation is from 901.6 D11 street design and dedication requirements that requires all projects connect to adjacent properties. to continue existing street patterns.

    Per staff analysis, providing the interconnection to the adjacent properties west of the subject site is not possible due to the platted subdivision. An interconnection to the south would require impacting a category two wetland. Therefore, the applicant is proposing to provide vehicular connection to Ridge Road and an emergency access only to Tanglewood. The next deviation being sought is 905.2 C1G, the use of existive non-invasive plant materials to accommodate the applicant's buffers, landscape

    buffers. Our current code requires the applicant submit an alternative standard application to utilize these. STAS analysis identifies that the use of non-invasinvasive existing vegetation is encouraged to protect healthy and viable vegetation while also assisting in erosion. The landscape buffer requirements in conjunction with the existing vegetation can be verified at the time of construction plan review and approval. Therefore, the applicant is proposing to meet the landscaping requirements set forth in the conditions

    of approval and to use the existing non-invasive vegetation to meet those requirements where feasible. I would also like to call out that the agenda memo did neglect to note a further deviation from the land development code that is being sought. It is found in condition thirty-eight of the MPD conditions of approval. It is to allow for parking spaces to be uh at Calculated at one point nine. cumulatively for the development rather than the 2.25 that it would require according to

    our land development code, and then the subsequent uses of the non-residential uses per use in our parking tables. Staff's analysis did note that this project is within a quarter mile of a bus stop, which will allow for the automatic reduction without this approval. But our multifamily projects do encourage a reduction in parking so that we can use our Pathwa pedestrian and non vehicular uh access points to get to these non-residential uses rather than people having to

    use their vehicles and park. It is pr to encourage the Non vehicular use. Of The non residential uses for the site. As a whole.

    The applicant, as you heard, also just sought a comprehensive plan amendment for P D. This MPUD rezoning petition does not become effective until the corresponding plan development Future land use classification becomes effective. The Planning Commission did hear this MPUD petition on November twenty-eighth, and with Chairman Gray recusing himself, did unanimously vote for approval. The proposed request is in consist is in compliance with the land development code and the

    applicable provisions of the comprehensive plan. This is a presentation of the master plan proposed. And also at the November eighteenth Planning Commission, the Commission did ask if the applicant would be willing to Substantially comply with the conceptual plan that was presented. So it was incorporated in the MPUD conditions of approval and presented in the packet and presented here. This item comes to you with staff and planning commission recommendation of approval.

    We've moved from afternoon to evening. So good evening, Commissioners. Um my name is Anne Corona, [address removed], have been sworn. I find myself in the same position for the fourth time, unfortunately. Uh interesting enough. Interestingly enough on the anniversary of Pearl Harbor Day. We have felt embattled in our neighborhood since the inception of this plan, March of twenty-one. and continue continue to feel that way.

    I absolutely refuse to recognize the Commission's inability to Accept the fact that a four-story apartment complex in the middle of Tanglewood is completely incompatible and discordant to Tanglewood communities as a proposed site. We are not a giant community of cookie-cutter houses an arm's breadth apart. We don't need roundabouts to navigate. We have one small, uh the main road is 11 feet wide, it's very

    dangerous. It's very windy, with other roads that are similar in size and construction. We're a rural subdivision with residents who enjoy a quiet, secluded existence in a neighborhood where we can spot a stranger in an instant. Where where people choose to live because they appreciate the serenity of nature and the beauty of wildlife. were deeply offended and disgusted at the mere thought of this architecturally bereft dense housing of unknown voyagers

    who have no roots in our community. This alien blip on our radar has totally disrupted our lives. Since I recall the Commission's statement that they prefer numbers and statistics over opinions and human emotions, allow me to give you a few. My husband and I have lived at our current forty two hundred square foot five bedroom home. on three and a half acres for over thirty-five years. Overlooking the pool is the tree house my daughter grew up playing in with all her friends who went to Cyprus. They

    also lived in Tanglewood. My mother drove them to school. My family dentist, my attorney, and my doctor across the street. We have all lived here for over forty years. Um the roads in Tanglewood are completely inadequate to support the need that would be created by dumping a thousand more residents and their vehicles. They're very dangerous, uh, especially in pickup and delivery times right now. Mr. McConaughey can find another place to put himself. Say nineteen. I visited the sister complex and Largo,

    which is an industrial area, which is right where it belongs. Put it on nineteen. That needs transformation. The most interesting number is that that there's two thousand influential voters that are gonna be voting. Uh next and next election. This location is simply ill ill-advised, presents a danger to the community and school, and is greed, not need-driven. Please take the moral-ethical high ground here. Make the appropriate decision for the constituents of

    District 4 rather than forsaking their interests with a wink and a nod for the almighty dollar.

It's and it makes sense and it doesn't, whatever. It's a pretty good deal for the county. You're gonna get a sewer line for free, you're gonna get like a crap load of more tax dollar out of that property than what you were getting before. Financially, whatever it makes sense, but from but we're people.

    We live here. It's not always about the dollar. A lot of people most of us live in Tangowood East. It's not about money. It's about the lifestyle. And that's why we live where we do. because of that lifestyle. It's nice and quiet. And this is a very good thing. I pretty much resign, you know, all the the the votes that have gone along, uh that this is probably gonna push through, you guys are gonna push this through. You like you're gonna go with the money and the builder and

    We the residents don't count in in this van in this issue. So with that in mind, I live on Actually my address is actually [address removed], but I live on the on the corner of Cowan and Sycamore. Sycamore Drive. has kinda become a main thoroughfare as a bypass when Tanglewood is jammed up. people coming through that wanna go on to Ridge Road, especially to go west, They come down Sycamore and then they can avoid the Tanglewood entrance onto Ridge Road. When this apartment complex

    goes in, people coming in and go to the apartment complex, they're definitely coming down Sycamore. They're not gonna go to the end of Ridge R or uh uh Tanglewood, make a left and then try to make another left to go into their apartments. They're gonna come sycamore, make a right-on ridge, and then make a right-hand turn right into their complex. Makes perfect sense. I mean that's what I would do. if anybody's coming in from Trinity or from uh off of fifty four anywhere in that area, that's that's how they're coming. And that's, you know, if they come off a Starkey or or if or if they come off like the cupulus. And

    so My issue is is That's fine for Tanglewood. Tanglewood is a county road that's paid for by the county and maintained by the county. But sycamore isn't. I pay for that. I actually paid for two streets for Callon and Sycamore in 2007. Cost our family was over eleven thousand bucks to have them both basically paved and assessed. 'Cause I got hit with two roads. Now, what I'm looking at here, I'm paying, and so are all the rest of the homeowners that live along Sycamore. We pay for that road. But now we're gonna be paying. for

    a road that's gonna get worn out probably four times faster than what it would have normally. With the traffic just going in and out. That comes through now naturally. And then the traffic that's gonna be coming in out of the apartment there. Never mind any existing building that's gonna be taking place. uh on uh a Ridge Road. I guess across the street north of the or um east of the airport there's like a whole apartment complex or condos or something going up there. It's a big but there's been a big billboard there for a long time saying that like condos are coming in. there. So that's even more traffic

    that's gonna cut through. Personally I kinda like the ridge going down when it's open to go down to the airport. It would be a lot faster for for me personally. But again, thank you. So If you guys could do something about sycamore, that'd be great. Make the thing at County Road.

    So the first condition says the project will be required to connect into Pasco County Water and Wastewater Systems. Tanglewood Drive should not be used for any water or wastewater extensions or connections for the project. The second condition is a revision to condition one. At the Planning Commission I was asked on the fly to um add the concept site plan um as a binding site plan and so we came up with a condition Um but I wanted to the it's this is like the how-to language we're adding. How does that binding site plan as

    it goes through the county's uh review process, how does that happen? For example, Commissioner Starkey looked at the site plan and said, I don't think tr the parking should be right there. I think it'd be better if it was the building, the mixed-use building was right up against the park. So we want to be able to make those minor changes and so this language allows for that process. I didn't come up with this language. I took it from two rivers. I took it from Clark Crowby's M PUD that you approved from two rivers. Um they also had a plan that they were binding themselves to, and that's where this language came from. So if you would if you see fit to

    approve the uh MPUD, if you could Make these two revisions to the conditions. Thank you.

    You know, I I did see your site plan and I I do think that mixed use building pulled up to a green space. would be much more attractive for people to hang out. We just have to change our buffer detail both in the sub area policy because I have the same buffer detail in the sub area policy, the M P D plan that provides for not only the twenty foot buffer and the arbor body landscaping, but we can also do a wall within that twenty feet.     So um and I'm gonna say it again uh and I Consider myself a friend of Anne's and I guess we're just gonna disagree that I don't feel this is in the middle of a neighborhood. This is on Ridge Road, a major, one of the major arterial roads in the county. It's the same road the community college is on and many other uh non-residential um structures. Um Also I I've I've seen where people worry worry and then the reality isn't really what

    they've seen. I've seen it over and over here. So I'm confident That the neighborhood won't um feel the impact like they think they will, but I understand their fear. Um I am wondering if Tanglewood wouldn't be uh a candidate for safe routes to schools for a sidewalk. And I think we should look at that. Um
