This is item PC six, PDD 22-7616, in the name of Eric Dominic. It is a zoning amendment from AR Agricultural Residential District and R R1 MH, Single Family Mobile Home District, to a RMH Mobile Home District.
The subject site is located on the southwest corner of the intersection of Tucker Road and Michelle Lane. This is a look at the aerial view.
The surrounding future land used to the north, south, east and west is Res9. The surrounding zoning to the north and east is AR. Rm H, R one M H and to the south and west is A R. The subject site is currently undeveloped on approximately 15.22 acres. The applicant is proposing to develop the property with a mobile home subdivision in conformance with the RMH zoning district standards. Access to the property is from Tucker Lane, a county
maintained local road with approximately forty feet of right of way, and a Butts Michelle Lane, a privately maintained local road with approximately thirty feet of right of way. The surrounding area is characterized by residential development, mobile home subdivisions, and travel trailers slash recreational vehicle parks, and the future land use is Res 9 for the subject site, and this is coming with a recommendation for approval from PDD staff. I'm here if you have any questions. All right. Any questions?
Christopher PooleIs the primary access to the from Tucker Tucker Road land?
Liam DevineThat is correct.
Christopher PooleOkay. Because it's not clear on the conceptual plane.
Liam DevineOh, there was a correction. I do apologize. You were all sent yesterday a revised agenda memo and that was also sent to the clerk's office. That correction was for finding a fact number 15.
Would you like me to
Chris Williamsdo that?
Liam DevineWould you like me to read the whole finding it back into record? Um should we? I don't know if it's necessary but
Jaimie GirardiVice ChairI don't think you need to. You've already passed it out. Yep. They're aware of it.
Liam DevineAny other questions?
Charles GreyChairAny other questions really?
Chris WilliamsI have a question. Um
Number two talks about um
The shell lane adjacent to the site will not be connected to. I assume that just means it's not going to be connected to this developer. Is that what that means?
Liam DevineI'm sorry, are you talking about the narrative from the applicant from uh so I would let the applicant and their team to to answer that question because that narrative is coming from the applicant.
Chris WilliamsOkay.
Charles GreyChairOkay, so is the applicant present?
Shelly, are you sure this is yours?
WhatSorry about that. Shelley Johnson, [address removed], and I have been sworn. Um I'll reserve time. I'm happy to answer any questions. My understanding is that the axis is on Tucker Road. And that there's gonna be improvements made to tuck a road out to Autumn. Palm Drive, I believe is the name of the other road, access road, so
Christopher PooleBut but there is no access from Michelle? Is that correct?
WhatI don't believe there's an access proposed at this time. I don't think there's enough units. It hasn't gone through site plan review that I'm aware of or anything, you know, hasn't been engineered yet, but my understanding is it's gonna be on Tucker Road. So But we're here to answer any questions.
Charles GreyChairOkay. Uh is there anyone here to object? Uh yeah, I think I see somebody way in the back there. That's you.
Sophia DrewYeah, just kind of ask some questions, I guess. Uh my name is Sophia Drew, uh [address removed]. I'm here with my mother on behalf of her. So the only real issue that we have is drainage. Um, over the past 20-something years that we've been on the property, drainage water from Tucker drains directly into Michelle Lane and floods the road. That road is not up to standard by any. me means we can earnly get down at ourselves. So we were wondering if they were gonna be intending to use that road and if that
was the case, what was their plan for drainage for um for the extra water that's gonna be coming in. um for Michelle Lane and if they were gonna put up a fence to border off the area.
Charles GreyChairOkay. Any other questions about it?
Sophia DrewMy mama wanted to know if it was gonna be a multifamily type place where you could go like there if there was gonna be any age restrictions on the park.
Charles GreyChairOkay. In other words it was a senior park.
Sophia DrewCorrect.
Charles GreyChairOkay. All right. We'll see if we can get those answered for you. And you did a great job.
Stacey BurgessThank you.
Charles GreyChairAnybody else?
Miss Shelley? Mm-hmm.
WhatYes, Tucker Road, like I said, um i they've d they've agreed it's substandard so that's gonna be improved out to autumn palm lane, so that'll be and then the drainage and all that'll be dealt with, you know, when they actually design the road and do the improvement to it. So But that's all stuff that they address at the site plan. As far as landscape buffering, my understanding is it's gonna be in accordance with the code, which I'm assuming is a type A because it's you know, residential against residential, so which is a ten foot buffer.
Jaimie GirardiVice ChairOkay. Did anybody have a question? There was also a question about whether it was gonna be aid restricted for retirement.
WhatOh I'm sorry, you're right. No, it is not. There's no plan right now to have an age restriction on it. It's just gonna be a a mobile home subdivision.
Charles GreyChairOkay. Will they own the lots or are they gonna rent the lots?
WhatHe's gonna own them, he said.
Charles GreyChairOkay.
WhatSo
Charles GreyChairvery good. Thank you.
All right. Any other questions from up here?
Christopher PooleI guess.
Sophia DrewSophia Drew 3752 Michelle. Thank you so much for answering the questions. The only other thing my we wanted to point out was that if they were going to be homes that, and it says here approximately 90 homes, that's gonna include maybe possibly 90 families, and we just wanted to make sure the county was keeping in mind that you know we are, which you all know, uh blowing up, and our schools there's a only one s high school in Sephiroths, there's only like two elementary schools, so it it would be a concern that our schools are even going
to be more overf overfilled as a result even a small neighborhood like this one. So
Charles GreyChairSo we have Mr Williams here representing the schools, so he's speak to that for you.
Chris WilliamsSure. So um currently Zephyrhills High does have capacity. We added a bunch of capacity when we remodeled that school. Um, certainly our elementary schools in that area are are either a little bit under capacity or at capacity, but certainly with the Not only this project but other projects. We're continually to monitor that and build additional schools as we need to. We do own land. Uh north
Sophia Dreweast of
Chris WilliamsZephyrhills.
Sophia DrewYes.
Chris WilliamsFor a feature school.
Sophia DrewYeah, I've seen it. I've seen the sides, but we never we didn't know if it was ever gonna be developed.
Chris WilliamsSo
Sophia DrewOkay.
Chris WilliamsThat's where we are, but thank you.
Thank you so much. Thank you.
Christopher PooleThank you. Mr. Chairman, my my only other question for the applicant is is Chris's question about uh Michelle Lane. Uh b it's it's not clear it's adjacent to the site will not be connected to. So I'm assuming there's no that by by that there's they mean there's no access to to or from Michelle Lane to the development, just to confirm that with the advocate.
Jaimie GirardiVice ChairSo Wait, can you get up and speak for the record please?
WhatYes, Shelley Johnson again, [address removed]. I have been sworn there's no access to Michelle Lane, it's only on Tucker, as I indicated. Yep.
Charles GreyChairThank you.
All right. Does that answer everybody's questions? If so, we'll hear a motion.
Christopher PooleMotion to approve? So I can
Charles GreyChairHave a motion and a second any further discussion of the motion. Mm-hmm. All in favor signify by saying aye. Aye. Opposed, like signed. All right. Motion carries.
