Presenting PDD 230100, a small-scale comprehensive plan amendment in the name of CPASS 2223, Pine Ridge, Little Ross. The subject site is located in the West Market area.
The applicant is proposing a future land use amendment on 26.20 acres from commercial in Res IX to a Res 9. The subject property is located On the north side of Ross Lane, approximately point one eiles east of the Little Road and Ross Lane intersection. A resolution to the applicant's proposal is to amend flu map two-fifteen and sheet ten. There is an accompanying
rezoning in the name of RZ7698 Next Metro Little and Ross M PUD.
The following policies support the proposed amendment. Policy flu 143, transitional land uses. Policy Flu 811, the West Market Area Establishment. Policy Hsg One One Two, the Comprehensive Plan Amendment.
The following policies highlight how an amendment to comflu would not be supported in the comprehensive plan. Policy flu 161, commercial development. Policy Flu 162, Location of Commercial Development, and Policy Flu 164, Neighbourhood Commercial Uses.

Barbara WilhiteGood afternoon, staff member Barbara Wilheite. Oh, wait a minute. Barbara Wilhite, Barbara Wilheite, PA, 6327 Graham Boulevard. Good afternoon again. The reason why we're here is for a comprehensive plan amendment. The property has a split comprehensive plan between COM COM and RES 9. The com is commercial property or there is a commercial property all along our frontage along Little Road that's being developed commercially. So we're really just a cleaning up here. We're
cleaning up to make the res Commercial, what it is, along Little, and having Res9 behind it as a transition to the single family. It's already approved for more traffic. Our land uses and zoning on this parcel already approved for more traffic than than this project will generate. um because of the commercial that's on their zoning now. When I look at from a land use perspective, when I look at a piece of property and you see something that fits, this fits.
It's an infill located near the intersection of arterial and collector roadways. It's in the urban concentration area in the West Market area. You can walk and bike to the County Government Center, the VA, PHSC, restaurant, shopping. served by four existing bus routes, four bus stops. The frontage along Little Road is already the commercial, additional commercial because there's quite a bit of commercial already at this intersection. And my client proposes to do a luxury rental community, it's single story. with detached and attached
homes, which is a very nice transition to the single family to the east. I know our neighbors are here. They're concerned, and they have obviously can speak for themselves. I think their major concern is Ross Lane, and we are familiar with that issue. We'll let them speak, of course, and see if they have any other things we might need to address. But Steve Henry is here, and Steve represents both projects: the commercial project in front of us, and this project, so he's familiar with Ross Lane and the traffic. and the traffic light that's
proposed for there. So let's let the residents speak and I'm interested in hearing what they're saying. Make sure we can address their concerns. We are just at land use. We're gonna bring an MPD forward. to the transportation issues and traffic issues are really a MPUD issue, but I'm glad we're having this this hearing so we can hear their concerns, make sure we get them addressed in the MPUD and and meet as necessary in but in between. MoodyBarbara, there's a comment in the write up about workforce housing and requesting a ten percent set aside for workforce housing. Is that Something the applicant is proposing to do or not do it.
Barbara WilhiteEconomic growth a month or two ago started making that comment on a couple of my projects. I don't know if anybody else had them on their projects, but we had a meeting actually scheduled for the day after I got that comment with a work group of the county. Actually, I had initiated this work group about workforce and affordable housing about a year ago. And we've been meeting and talking about how to address affordable and workforce housing in Pasco. By everybody at that meeting, including economic growth, that this wouldn't be done on a project-by-project basis with people
at the end of their project and they're getting ready for hearings, because that's what happened to my two projects. Um, this would be addressed. early on in projects to see what opportunities there are and also as well as formal policy being set by the county.

I've met before the meeting today. Some of my uh what we're talking about uh in light and the expansion of uh of Ros Lane was addressed uh to my satisfaction, but still We have one major issue enough. time to notify us and to notifiers All of us in the back there were about seventy homes between uh Crescent Forest And Rose Lane. We don't want to hear from one neighbor who got a letter that something is happening. We want
to be a Included, we wanna see signs. When I dealt with the nuclear industry many years ago and we had to do any type of construction, we had to present the whole area with signs. This is gonna change zoning, this is what we're gonna do. We had to hold meetings, we had to ask you know questions and go accordingly to what The residents wanted to do. We didn't want to make their life miserable. So please, in the future, I
know I've been saying this since laws started to be built out there, we need signs. We need to be notified. Nobody needs, you know, reads any of the papers anymore. Um we need to know and we need to to get together with the developers in regards to uh buffet zones. In regards to the impact during you know, construction Any regards to anything else that is gonna impact our lives. We spend a lot of money. I came down from Massachusetts. I could
have bought seven acres on the outside With the money that I spent for a single lot in there. It has to be a little bit of a consideration and we need to meet with them. And Barbara agrees with me that you know you know meetings are good. in regards to what we would like to see. There's a lot of other issues that I can't go through in in uh you know uh three minutes, but please let us know what is going on. According to the law, a sign needs to

As I said, we live directly across the street. We're not in a subdivision. Um is there going to and as far as the traffic in and out, we already have issues with the VA people coming in the morning with the traffic.
Everyone there's already a traffic light on King Healy. If we could divert the traffic that way. There's only one way in and one way out on Ross Lane. Um I think that would help divert the traffic away, those I don't know, 400 units, on to King Healy would be more. um sustainable than hitting Ross Lane. also a barrier. Is there A wall barrier going up to protect us from those 400 some units.
Um the people on Ross Lane, I can't speak for the peace of people of Crescent Forest. They seem okay with what's going on. Um but we already have people trafficking all day long taking walks down our road. We have animals, livestock, and they're constantly walking up and down the road. Never mind the traffic is is already an issue. For some reason That road used to be in and out, left and right. Now it's just the one way you have to turn right. But I've noticed throughout everyone's development. right lane only is the new thing, except in front of the government
center. We don't need a traffic light. Again, there's already one on King Healy.
Units. There's you're not speaking right now, sir. King Healy already has a traffic light if they could divert the traffic that way.

They took away the Straight out from uh trying to get across a little road. Um That's
not even half the problem. If you look at I've sent pictures to every Environmental Environmentalist um grup No one answer ever answers my question my my phone or never return my phone. They never answer the phone. I've got all these pictures of endangered species. You have tortoises I have them on my phone. And I've got those other ugly looking crane things. Um
That are out there too. That's one of our re re one of the things. What do you think happens When everything's all gone out of way Yeah, they just I'm not the biggest environmental wackl here. I'm a very conservative guy. But We should be re respecting
who are invad or are inaction there. So um that's one of the questions, one of the things statements. And I have documentations that I sent to letters, not one received phone call. Back. I think there's this uh made up Uh organization. Um just uh Spend our money. And our taxes. Uh the other thing is Less than f I want to say about less than fifty percent were notified
by a letter for this organization. So we have less people here. So probably it doesn't look so bad. That's a big concern. Because I do a little survey. I'm an analytic. I worked for Baushanam for 42 years, very analytical. Um person. And I have actually put Together uh spreadsheet. Of how many people actually I've talked to that didn't receive And I'm trying to tell them. That
we need to Be notified So we can have more participation. Every seat would be And plus it's uh it's uh if you can do it after everybody gets out of work. I happen to take off work today. So I can meet this. So Um Plus. Now you've got water problems. We've already got a lake that overflows and we've always had problems. You're adding now Two hundred and five more units.
Add that to a a puddle water and where you think that water goes, it's a easy demonstration. Um
In just the traffic. only just coming out our dead end street. Some of the development. Oh, I didn't know you guys had a dead end street. Read the sign, it's right there. We're gonna have so many turnarounds.
And our pri our our private streets are gonna be Messed up.

car parking lot where an alligator was going underneath the fence into there and if you look in there is a there is a waterway in there. My our pond is right behind my house.

Now we flood some more, uh so when we have hurricanes specifically. our dead end street we cannot get in and out of because of all
the water. Again, our road is a dead end. So having no access to us would be fantastic. Uh with this neighborhood? Another big problem we've had since especially the VA, and I know this will get worse once they start developing. Is our crime rate? Again, we were this little nothing of a neighborhood. Nobody knew we existed. Insul a couple years ago. And our crime rate has gone up. We've had vehicles stolen, equipment
stolen. We are an agricultural area. We have livestock, trailers, et cetera. Which I'm sure you can imagine is very expensive. Having those things vandalized and stolen has been a huge problem. So we want to make sure those are addressed as well.

Jan AmosHi, my name is Jan Amos and we live at [address removed]. Um it's the house right behind the development. Um we are new residents there. We've only been there since November and I've learned of this development going in. I am a realtor in the area as well, local realtor. Um I do have some concerns about the community. Um it's a rental community and I don't feel that it fits in with the um neighborhood that's
directly behind it, which I consider is a higher end um gated community. Um with that Rental communities typically have a little bit uh Um affects the affects your property values, I would say. Purchasing a home what we thought was green space behind it or gonna be green space behind it. It's now it's not. I want to know what kind of buffer there's going to be, what kind of setback, uh,
what kind of wall. I'm also concerned about the trash. Where are the dumpsters gonna be? We're right behind. I know dumpsters. Have rats, mice, noise, smells, We have two hundred and four or two hundred and five housing units. Approximately 400 cars coming and going, the noise that's going to produce from all of this is going to affect our lives in that neighborhood very much, as
well as the flooding issues that everybody's talked about. So those are my main concerns about Approving. it to go forward and to know what kind of buffer we're gonna have, what kind of setback if it can be increased so that we aren't having housing developments and a rental community in a wall right behind our house within a few feet.

I was gonna ask the county attorney if he would explain to you How this process works. Today we're looking at the land use and we're looking at an amendment to our county's comprehensive growth plan. They'll be coming back. with a zoning on this property, probably an MPUD zoning, which all of the questions that you're asking will get answered at that time. They'll
have a more defined plan at that time to address those types of issues. Today is just looking at the big picture. of the type of development that's allowed and what this case is about. Is Part of this property is designated for future commercial development. And they would like to make it entirely residential. So that's what we're here to evaluate today. All of the things you're asking about will come back at another hearing at a
later date.
