are here to speak about something that's not on today's agenda. Uh this would be the time to do it. Um anything that's not on today's agenda, is anyone here for that?

    Okay.

    Unidentified speakerVoice A

Is somebody raising their hand at the back?

    GreyChair

    Oh there is, okay. Okay.

Do you want to come forward? State your name and address, please.

Yeah. Uh and uh let me before you start, let me I'll I'll just finish here. I wanna uh Uh ask everyone to uh Please if you have a phone or something, put it on silent position.

And uh We request that when uh we address the Planning Commission Uh you address them as a local planning agency and comments or or directed not personally to any particular commissioner, but to the Planning Commission in general. So um

And I don't think has anyone requested additional time? I don't think there has been.

    Liam Devine

We have not received any requests for additional time.

    GreyChair

Okay. All right. So if you will Anyone who plans to give testimony today, if you will raise your right stand, raise your right hand and be sworn.

    Unidentified speakerVoice B

You swear R firmly. The testament.

    GreyChair

Okay. So if you give us your name and address, sir.

    Unidentified speakerVoice C

My name is George Megaludis. Mm-hmm. The address is [address removed]. Okay.

Um there was supposed to be a meeting today about the uh uh rezoning behind the high school, enclode high school and Enclot elementary school. For a three hundred unit apartment complex or building complex? Is that on today's agenda? It was s it was written on the on the placard in front of the property. Okay.

    Liam Devine

I believe that's um PC four, which is Anclote Town Home M P U D for Lenar Homes L L C that's a continuance and that's a continuance to February twentieth PC meeting, um Planning Commission meeting at one thirty in Newport Ritchie. So that'll be February twentieth.

    GreyChair

    So we

    Liam Devine

    have

    GreyChair

to come back. Yeah, I mean you can speak to it today, but then you wouldn't be able to speak to it on the twentieth.

    Unidentified speakerVoice C

So the only the only concern is about that piece of property. is that it has one exit in, one exit out, one entrance in, one exit out. And the exit is in the school zone. So

    GirardiVice Chair

To be clear that I'm not even sure if the applicant is here because they this was noticed as a continuance. So they wouldn't even be here to respond to your concerns. Well I'm just explaining it, that's all. I know but I'm just saying you you're probably better off coming on the day when it'll be heard. And expressing these concerns so that the applicant can respond to your concerns and Hopefully address them. This body won't be able to address them because uh Liam, is the applicant even here?

    GreyChair

We don't want you to miss your opportunity to get your word, get your concerns out. So is the applicant present?

    Liam Devine

    Okay.

    GirardiVice Chair

So my recommendation to you would be that you Come what is the date, Liam, on this one? February twentieth.

    Unidentified speakerVoice C

But you also have another meeting on the twenty fifth, I believe.

    GirardiVice Chair

February twenty fifth would be the Board of County Commissioners meeting. Right. But this will not go to the Board of County Commissioners meeting on the twenty fifth if it's going to the Planning Commission on the twentieth. What would be the board date, Liam? For this.

    Liam Devine

I believe it's three twenty-five, but let me confirm that would be the corresponding BCC date, although it would still need to be continued at February twenty fifth meeting to be able to get to that March one on three twenty-five.

    GirardiVice Chair

So I don't think it's it's not going to be heard on the February twenty fifth either, because it's being continued Yeah.

    Unidentified speakerVoice C

    March. March

    GirardiVice Chair

the twenty fifth. February twentieth here. And March twenty fifth you said for the board meeting?

    Unidentified speakerVoice C

    Correct.

    Because there's only one.

    GirardiVice Chair

They're technically not required to renotice it as long as they announce the new dates at these meetings and at the board meeting. That's why Which we haven't gotten to it yet, but we're not going to be able to I suspect staff is gonna get up and s announce to you what the new date will be.

    GreyChair

Yeah when we get through we'll go through these one at a time. They they'll give us the new date. So the two dates that you gave me are solid? Right. The twentieth That's what they will be

    Unidentified speakerVoice C

as soon as they come up today.

    GirardiVice Chair

    Unless they try to continue

    Unidentified speakerVoice C

it again. The twentieth of February. The twenty fifth of March. Right. Correct?

    GirardiVice Chair

    Liam's shaking his head, yes.

    Connected City

In theory it could be continued again, but you're gonna want to keep an eye out on the website to see if there's any changes between the side set. The the Pasco County Pasco County's website for the planning.

    GirardiVice Chair

It show it shows the agenda for this meeting and you can click on the items. And actually would show you that this item is being continued. Okay. Because it might save you to It might save you a trip down here if it's being continued again. I have all day.

    Connected City

    Yeah, usually

guys. Okay. Usually about a week before the new agenda comes out. So be before the twentieth, you're gonna want to check that agenda to see if it's on there and if it's on there as an item that's being heard, then you then you can come and speak to it. Okay. Lamb, did you have something?

    Liam Devine

Yes, I do. I my colleague Jacob Gates, who is the planner for planning development on this project, is in this room. He can certainly meet with you. And walking up. You through on how to find that on the website and he can provide his contact information.

    GreyChair

Okay. Mr. Gates is back there, seeing with his hand up. Oh fine. So you can go back and have a little talk with me right now. Thank you so much. Appreciate it. Thank you for coming. Appreciate it. You too.

Okay. Anybody else to speak on something that's not on today's agenda?

    Okay.

All right, I think we can start then.

Zoning Amendment (Continuance) (Consent) – Anclote TH MPUD … Located in Southwestern Pasco

    Liam Devine

For PC9, we have some housekeeping before I begin on that. There was an additional ex parte between the applicant and ex parte communication with the applicant and Commissioner Starkey. I believe it has already been provided to the clerk's office, but I wanted to note it because it was not provided in your agenda packet. PC9, PDE 25-7813, a zoning amendment in the name of Ancloak Town Home MP. Lernar Homes LLC. It's a rezoning request from AC Agricultural District

and AR Agricultural Residential District to MPUD Master Plan Unit Development District to allow for the development of 190 townhomes, townhome dwelling units and associated infrastructure, and approximately 46.03 acres located in the south south. Southwestern Pasco County. And this is coming with a recommendation for approval with conditions as providing your agenda packet. Okay, applicants present. Anyone here to

    GreyChair

object? Mm-mm. Okay, I guess we'll have to pull that one.

    Unidentified speakerVoice D

    Yeah.

    Liam Devine

That was the last item on your consent agenda. P eleven will be presented. Okay.

    GreyChair

All right. Okay, call me in order.

    All right.

    Yeah.

    Jacob Gates

    Good afternoon.

    Unidentified speakerVoice D

    Yeah. Good afternoon.

    Jacob Gates

    Can everyone hear me?

    Unidentified speakerVoice D

    Yeah.

    Jacob Gates

Good afternoon. Presented before you today is the Include Town Homes Master Planning Unit Development. My name is Jacob Gates. I'm with the Planning Development Economic Growth Department, Planning Services Division. Item PC nine, Anclotown Homes Master Plan Unit Development District.

    Next slide.

Proposal is a zoning amendment from the AC Agricultural Zoning District, our Agricultural Residential Zoning District to the MPUD Master Plan Unit Development District. The future land use is res six. There is no accompanying Comprehensive plan amendment for this MPUD. Purpose is to allow a maximum of up to 190 townhome dwelling units on forty-six point zero three acres. It's located on the far southwestern corner of Pasco County. just east of Anclow High School and just north

of Paul R. Smith Middle School. Next slide, please. You can see the red and yellow star on the bottom left hand corner.

    Unidentified speakerVoice D

    Yeah.

    Jacob Gates

This is a context map. I've gone ahead and highlighted each of the surrounding MPUDs. Boca Vista to the northwest, Key Vista to the north. Anclo River Resort to the west. And domin Dominium and quote MPD directly to the south. We can see Anclot High School. Include middle school. And the main drive to each of those schools.

    This is a location map.

The current zoning district. The two smaller parcels on the left are AR. And the larger parcel is AC. Part of the M PU D would carve out

larger parcel to create the MPUD. You'll see that illustrated later. Current future land use is res six. Again, no. Amendments proposed.

    This is the master plan.

This is the binding concept plan for the project. As you can see, the vast majority of the area is going to be undeveloped and retained for Wetland mitigation, stormwater mitigation. And the vast majority of development will happen on the far western side.

To the south is Bluffs at Gulf Side, which is expired. uh Dominium Anclote MPD, which is two hundred and twenty-eight multifamily dwelling units. Uh it's currently being built. Paul Paul R. Smith Middle School and Single Family Residential Development. To the north is mainly a Duke energy easement. Undeveloped land, single family development. To the west is a communication tower with guy wires. That's why it has the carve out shape. You

see a water canal. as well as single family residential development and to the east is Anclote High School, and the Anclo River Resort MPD, which is 350 RV spaces, 2,500 square feet for lodge, a discovery center, accessory uses, currently unbuilt. And our recommendation is to recommend approval with conditions to the Board of County Commissioners.

    GreyChair

    Okay.

    Jacob Gates

Any questions? Any questions? Initial questions.

    School District Representative

    You might have some questions.

Just um FYI because there's I'm looking at that where it's right abutting the Soccer field and the football field. So those residents will Have access, you know, th there's gonna be the band plan and all that stuff so then when they know before they buy the

    Jacob Gates

    Yes, that

    School District Representative

    there'll be some noise.

    Jacob Gates

I think they would definitely be aware and I'm sure the developer will disclose.

    School District Representative

    Yeah.

    Jacob Gates

Okay. One point of order, if you look on the agenda memo for this item in the finding of facts, finding of fact number four. Uh it's referencing the hurricane vulnerability zone condition. It says C COA number fifty seven. It's actually C O A number fifty nine. Just a bit of housekeeping.

    GirardiVice Chair

Okay. While we're on housekeeping, um for this item. Mr. Moody brought something to our attention Today. Thank you, Mr. Moody. Um that there is a prior special exception associated with the tower and one of the conditions of that prior special exception did require some unused area to be reforested. Now we're not sure whether The area that was required to be f reforested affects this MPD or not, but we

probably are gonna need to add a condition that Makes it clear that to the extent that it did That this MPUD supersedes that requirement. Two. That condition is not in your packet today, but it will something we need to work on with the applicant because We're still trying to get a copy of the required forestry plan to see if it even Impacted the developable area of the Symp D and may not, but if it did, we need to address Address it through condition. Definitely.

    Jacob Gates

Uh one quirk of that condition from two thousand eight. initially proposed in nineteen ninety four, the year after I was born. Um was that they had to register it with the ag office. Way to make it but not but not with us. So it means that we aren't finding it in our paper records, so we may have to do a request to the state to receive the forestry. Just letting you guys know full transparency.

    GirardiVice Chair

Mm. But even if we don't find it, there's a way to adapt a condition that uh basically has this MPD supersede that requirement if it applies.

    GreyChair

    Yes.

    Okay. Any other questions? Mm-hmm.

I guess you got lucky. So far. Thank you.

    Jacob Gates

I'm available for questions. Thank you.

    Unidentified speakerVoice E

Mr. Chairman Mariano. Clark Hobby, Hobby and Hobby PA 109 North Brest Street, Tampa, Florida, have been sworn. Here on behalf of the applicant. Uh as staff point out, Patty may we can go to our Um stuff. concept plan that's in there you can go maybe to the next page. Um the site is immediately north of the Dominion site that you all saw about I think eighteen months ago, eighteen twenty-four months ago. And

in that uh approval, the county uh approved a future lane use change to REST 24 for the site immediately south of us and has 228 uh that's affordable units immediately south of us. And the Dominion project is building what's gonna be a shared access drive. uh with our project. If you can go to the next uh slide there, Patty, you can see Shoreline Escape Lane is where we're sharing access. And that

will include a eightfold eight foot multi-use path on the north side. They will have a sidewalk on their side. So our kids will be able to go right to our multi-use path and walk right out to the high school to the north. Or take the sidewalk then to the south to the middle school. So that's all really good. The area generally has a lot of res 6 in it. And then on the other side to the east in Holiday Lake Estates, that portion on the east

side of the canal is Res 9. So what we're proposing with townhouses here is really in keeping Not only with the planned REST VI that we have, but it's significantly lower than other areas. And the density we're proposing is roughly it's under 50% of the density of the Dominium project immediately to our shell. We feel like we've got a great plan. We are planning significantly more open space in our plan that you see

there. There's a dog park up in the northeast corner, northwest corner, and then we have a big amenity center, which you don't always see on a smaller townhome-only project. And my credit is to Lenar and the project manager, Brian Panico. So with really laying out what I think is going to be a a nice project for our residents, but it's also offering an enhanced amenity from what you would normally see. So I think, you know, I've got my team here. We've got a couple

of residents that want to ask questions, I think that are primarily related to stormwater. and to traffic and I've got Steve Henry here to answer the traffic. So if it's okay with you all, I'll reserve the balance of my time till we hear from the neighbors. Okay, thank you. Okay. Thank you. Uhhuh.

    GreyChair

    Okay. Mm-hmm.

    Yeah. Mm-hmm.

    Unidentified speakerVoice C

Well, my name is George Megalodis. I live at [address removed]. The um Concern that we have that I have is The traffic. And Um Being that our sheriff's department in Pasco County is very uh limited to their uh use of traffic control. Um we don't think that the amount

of homes going into that Uh area. with the three schools that are there, get a high school, middle school, and and an elementary school. And They need to either enhance the traffic situation Or Um create um safety zones. uh for the two mile radius children that walk to school. On Hollake Drive. Not so many on Anclo Road, but mainly

on Holiday Holiday Lake Drive. Um traffic's gonna you have twenty buses per school. Three schools has sixty buses one way and sixty buses coming out the other way. uh for the total day. So plus you have put traffic and you have um parents that live in the subdivision. They drop their kids off in the morning before they go to work. So traffic is the main the main issue

    to this

    Unidentified speakerVoice D

Um if you have a an average of two vehicles per Per unit, you're talking a lot of vehicles. So Uh that's the main concern. And thank you for your time. Thank you. Are there any questions? Okay.

    GreyChair

    Thank you very much. Okay.

    Unidentified speakerVoice C

    Appreciate it. Thank you.

    Connected City

All right. Hi. Oh don't be scared. I am. I don't talk

    Unidentified speakerVoice F

in front of people. Um I'm Tanya Malmstrom, [address removed]. Yeah. I agree with what George is saying, but also with the traffic coming from back it takes you Up to alternate nineteen and that's already backed up at least a couple times a day, especially in the wintertime. So you can't even get out of the subdivision. Who turn left to continue out to US nineteen and that's probably

a good mile, maybe a mile and a quarter. And Also we were talking about um flooding, 'cause now they're gonna be elevated, I think what is it, nine feet, so then the water is being dispersed out. Because I'm not sure. Right by Within a half a mile. Of where they're gonna be building. And I know they're gonna do retention pods, but how much do those hold and they will sometimes overflow. And

the other thing is Because we've got three Four beautiful parks back there at Anclote.

It would be great to have that property be it stay agriculture and maybe the county could buy it. Because as the motto says for Pasco is open spaces, vibrant places. And we keep building and building right there. And we're losing our open spaces. And that's all I have.

    GreyChair

    Thank you.

    Anyone else?

You want to get your traffic man handy? Mr.

    Unidentified speakerVoice E

Chairman, I'm going to turn this over to Steve to talk about the traffic in just a minute, but I I just wanted to point out for our neighbors, because I was speaking to them before, the the area of the site that we're proposing to build on is all in flood zone X. There is an area over where the cell tower is and the wetland that's going over to the east that's in A. We're not proposing to build in that area. And obviously we're gonna apply with all the county and swift mud rules on on that stuff. So I'm really not worried about flooding on what we're building there. But I think really I wanna

have Steve talk about the traffic because he's

    GirardiVice Chair

before you turn it over to Steve. Just by way of clarification, is that tower A cell tower or is it a Rita tower or both? Is it a what uh the

    Unidentified speakerVoice E

tower is it It's a communication tower. It's not a cell tower.

    GirardiVice Chair

Does it have cell service on it?

    Uh

    Unidentified speakerVoice E

they're saying yes. I don't know, David. I I haven't looked at the panels on the tower. I don't know.

    GirardiVice Chair

I was just curious if it was a little bit more than a little bit. If it was only a radio tower. Less and less people are listening to the radio and it may come down at some point. If it's got television and cell service, it's probably not coming down anytime soon. Right.

    Unidentified speakerVoice E

Yeah. I I d honestly do not know about that.

    GreyChair

I'm sorry, I'm sorry, but you can't speak from the audience 'cause we can't get it on the right. If he knows the answer to my question,

    GirardiVice Chair

maybe we can bring him off.

    GreyChair

Mm-hmm. Because if you say something wrong then we can early come after you, see.

    GirardiVice Chair

    I didn't know

    GreyChair

    you

    GirardiVice Chair

were the I didn't know you were the expert on the recorded.

    Unidentified speakerVoice C

Okay. It is a Channel Ten Tower. For uh a Channel Ten in Tampa. Also a cell tower. And also a radio tower for I believe it's uh One oh four point seven. seven.

    GirardiVice Chair

    Okay. You answer my question.

    Unidentified speakerVoice C

There's three different things uses of it. Um I and it's in a very, very very good um lightning conductor.

Lights up in the after it lights up at night when there's lightning. You always get a show. Oh my god.

    GreyChair

And you won sir. And for the record your name is George

    Unidentified speakerVoice C

    Megalutis.

    GreyChair

You got that, okay. I'm sorry. Thank you, George. Thank you for the helpful information. Thank you very much. Lightning Ron.

    Henry

Good afternoon. Steve Henry, Linkson Associates 5023 West Laurel, Tampa, 33607, and I have been sworn. Uh so just real quick on the traffic. Yeah, one of the things we did on this one because of the schools, we actually did longer counts. So we did counts from 6 a.m. to nine, and then we also did them from one in the afternoon to six, just to make sure we've captured all the school hours uh in there. But we we looked at uh Th that volume, we added a growth rate to it. In addition to that, we added the Dominion project to that. And when we looked at the analysis, you know,

the the driveway works at the acceptable level of service. The volumes are are reasonable out there to allow it to operate within actually it's level of service A or C for the different movements within the intersection.

    Connected City

So you did allow for the proposed Dominion project. Yeah. Okay. That was gonna be my question. Yes.

    GreyChair

    Mm-hmm.

Do you have any questions, uh Richard about the Traffic thing.

    School District Representative

No, I was gonna mention though though there's I doubt I don't think there's twenty buses per school. I know at Gulf Side there's three, so I think that was a little bit overinflated the twenty buses per school.

    GirardiVice Chair

Richard, what is the capacity of

    Unidentified speakerVoice E

So right now I I've got the the chart that was in here if you give me just a sec. It's they're all well below capacity. Yeah. Yeah I've got it right here, Rich. Gotta put my spectacles on here. With the proposed development, Gulfside would be at eighty-three percent, Paul R. Smith Middle would be at sixty-five percent, and Ancloat would be at sixty-nine. So they're all well, well under capacity. One thing I I do want to do, and I I was again speaking with George uh before the meeting, and

he's was a school bus driver for some years, and he's concerned about the kids' safety. I am too. I thought I would bring Rich over and we could talk. There's one area where there's a crossing from a multi-use path on the west side to a sidewalk on the east and there's enough my senses enough school traffic there that we probably need some guards and stuff like that to make sure that the kids are softly cr safely crossing there. So I wanna get with Rich about that and talk about what we can do on there. We can do that, yeah.

    Connected City

Real quick. Um Clark. What Richard had mentioned before about uh abutting the uh football stadium there. What are your thoughts on that?

    Unidentified speakerVoice E

Uh we wouldn't normally put a a notice in about that, but uh we also don't mind do it because David has a condition about roads uh that we have to give people notice about anyway. So I can work with David to probably put a notice in there that we would do on the same side.

    Connected City

    I mean

    Unidentified speakerVoice E

they'll have really great view of the Friday night

    Connected City

    football games,

    Unidentified speakerVoice E

but yeah. And soccer. And soccer, yeah. Yep. So okay. Anyway, thanks. If you have any questions, I'm happy to answer.

    GreyChair

    Okay. Any questions? Thank you.

    Okay.

So do we have a motion for for the sake of uh conversation?

    Unidentified speakerVoice G

I'll make a motion to approve.

    GreyChair

I'll second. Yeah, motion and a second. Further discussion on the motion. If not, all in favor, signify by saying aye. Aye. Aye. Opposed, like sign.

a couple MPUDs we have in the area to the south is the Dominium Enclode M PD. Which is two hundred and twenty multifamily units. that uses Sweet Briar Drive or uses Shoreline Escape to access Sweet Briar Drive as well. the Boca Vista M PD and the Anclo River Resort MPUD as well.

The outline in black running along Sweet Briar Drive is the Anclo Coastal Trail. This project will be accessing that trail based on the m multi-use path on the north side of Shoreline Escape. Which will be um constructed by Dominium Anclote and accessed by this property, allowing pedestrians to access both school sites.

To the north of that, this project is surrounded by the Duke Energy Easement, both to the north and to the uh to the eastern boundary that and is entirely the the Duke Energy easement. W which surrounds this property in the area. and is also the site you can see outlined there there's a current communications tower. And that uh that little jut out is the uh the extent of the the guidelines.

Here's the locational area, again showing that communication tower as well as the extent of the buffering and the guidelines that currently exist on the property. the current zoning district reflecting AC and AR. The future land use of residential six.

Here is the M P master plan. Again showing the communication tower, some of those wetlands. and a little bit of the internal street access. But This uh this MPD plan here more illustrates what the applicant is looking to do with the property with the platted townhomes. the uh both the emergency access and the boulevard access there as well as the uh the pedestrian connections that get the kids to and from school.

And you can see the the trails to the north and to the to the east where Duke uh actually accesses their power lines.

the variation requests from 90160 eleven street design and dedication requirements. This is um because the applicant cannot connect to to the north or to the east because of that. those those Duke energy easement as well as making a full connection to the school because of the recreational facilities in place.

With that it comes to you with a recommendation of approval with conditions. From the Planning Commission as well as Planning Development Economic Growth. I'm here for any questions.

    MarianoVice Chair

Okay, thank you. Any questions for staff?

Cool. Okay. Would the applicant like to speak to the item?

Mr. Chairman, Commissioner Starkey, Hobby and Hobby, PA 109. North Brest Street, Tampa, Florida have been sworn. I'm gonna be very brief. Um the one neighbor that smoke uh spoke and had questions at Planning Commission is not here today, so I don't know if we'll have anyone speaking or asking questions. But as you just heard from staff, this uh site is immediately north of the Dominium site that the board approved about a year and a half ago for an affordable project and change the comp

plan on that site to res 24. We are working within the Res 6 future land use on our site, which covers most of the area by the schools. Immediately to our east over on the Holiday Lake estates, that area is Res 9, so it's actually higher than this. We've got a great plan here. We've got really attractive townhouses that Lenar is building with a newer product style that they're uh have just reworked their architecture on and I think it's going to

be a great credit to the community. But this is ideally situated uh next to the Dominium site and right in the middle of all the schools. It should be really great for the area. in the West Market area where you guys are encouraging infill just like this. So I think it's a great project and be good for the area. Happy to answer any questions that you or our neighbors may have.

    Yeager

Any questions? I just have a comment on the one thing about this, um these townhomes are at a great price point as well, so it'll be affordable for

    Unidentified speakerVoice E

Teacher. The point for us is so the Dominium will be the under 80 AMI. This will be the first chance of home ownership for people in our area. But again, and I shared some of our newer architectural stuff with Commissioner Yeager. I I have to credit Lenar for stepping up its game. About five, ten years ago, not all the townhouses were great. The newer ones are showing six or seven different architectural finishes on the front and they look completely different and a big step up from the

old ones. So I think it'll be good for the community here.

    MarianoVice Chair

Entering I was just w in an old Lenar neighborhood wasn't that impressive. So Godere
