    Also, the purpose of the ordinance will align county definitions with the definition of the Florida Emergency Management. Also address the Scrifner error from prior amendments to create consistency with the code. These changes will not impact the county's current participation in the National Flood Insurance Program, nor the County's rating system score.

    A summary of changes, the LTC Land O' Lakes Section 163.317952 of the Florida statute prohibits local government that participate in the National Flood Insurance Program from adopting or enforcing Come here is substantial improvement periods, also known as the Lockback Ordinance. The duties of the flood plan administrator has been revised

    to remove the role evaluating previous permits for improvement and repairs. The appendix A definition were amended as as follows the market value, the removal of the language. Previously identify the Building Official as the entity responsible for determining the final market value, aligns the definition with the Florida Department of Emergency Management. Substantial

    damage to update the Striffner error, that failed to revise the percent market value damage from 50 percent to 49%. This has now been revised to 49% in alignment with the 2022 amendment from substantial improvements. This does not change legal effect as the county currently enforces 49% for both substantial improvement and substantial damage. The substantial

    improvement, removal of the language referencing period of accumulation, and cumulative cost to align with the Florida statute section 163.

    Two

    Chapter eighteen of the Pasco County Code of Ordinances will be revised to align the Land Development Code definitions of substantial improvement proposed for this amendment.
