Amy HeilerGood afternoon, Amy Tull with Planning and Economic Growth. The item before you is uh PEG 24-0124. It is a comprehensive plan amendment in the name of CPA 2311 Sanderbin.
So the item before you is a comprehensive plan amendment. It is a large-scale amendment. Currently, the future land use is AG Agricultural. The applicant is proposing a future land use amendment to AGR agricultural rule to develop 18 single-family residential homes, which equate to approximately five-acre lots on around 92.6 acres. Subject sites located Northwest corner of Johnston Road and Bellamy Brothers Boulevard. There is an accompanying rezoning
petition that will follow the plan amendment.

Here is our transportation map as denoted. It is located on Bellamy Brothers Road with the 52, State Road 52 to the south, approximately 5.75 miles.
The context map here is to highlight the proximity to the rural areas. So as you can see, it is located in rural area two, which is your rural transition area. So on the west side of Bellamy Brothers, rural area two. On the east side of Bellamy Brothers is going to be your rural area one, the northeast rural area. What this visual is showing is the different green shapes. Are your agricultural zoning districts? Currently it is AG, so the light colored is your AG agricultural
zoning district. Or I'm sorry, future land use. The darker green is going to be your AGR. So it does highlight within proximity that the area does take into consideration both AG and AGR land use classifications in the area. It is important to note too that this is the Rule Area 2. Rule Area 2 is your rural transition area, which is intended to be a transition from your Rule Area 1, Northeast Rule. The context of that, meaning the Northeast
Rural Area allows for density between AG, AGR, and RES One. Rule transition area is intended to transition from that. Therefore, the AG And the AGR in the rural transition area is an appropriate transition from Rural Area One into Rural Area Two.

Cindy TerrapaniThank you. I just want to double check. I wasn't losing my mind and haven't forgotten something basic to uh my understanding of planning. Uh my name is Cindy Terrapani. Address is one twenty eight East Tarpon Avenue and Tarpon Springs with Terrapani Planning Strategies. I represent the property owner who is also the applicant for this plan amendment. Hey ma'am, you've been sworn? Yes, ma'am, I have been sworn.
Oh, thank you. Uh the the as the staff say this is a plan amendment is a request from one agricultural plan category to another agricultural plan category. The d the intent of those two categories, the existing category and the proposed are very similar. They both suggest a uh to the intent to maintain the agricultural character of the area and to minimize infrastructure, public infrastructure. The primary difference, and that's why we're here today, is the size of the lot. In the current plan category, it's a lot size of ten
acres. The proposed is a minimum lot size of five acres. So on this 92-acre site, it's a difference between nine lots that we could do today and 18 lots that we could do if you so approve the plan amendment. There are two homes existing on the property today. One was the original homestead and that's been renovated. By my client, the property owner. The second home is a newer home and it's in pretty good shape. Both homes are planned to remain on the site. The lot layout, as Chairman Oakley alluded to, we've done a conceptual
lot layout that does not obviously accompany the plan amendment, but just to show to you and to the staff, it can accommodate 18 lots. The two homes can be accommodated on their lot, meeting the lots. size and the setbacks and with the new lots that would be added to it. Um the proposed change was so de minimis with regard to traffic that your staff did not even require traffic study. Obviously we're only adding nine single-family um homes to the property. The site is in the rural transition area and I think that's an important thing to
do this is what we are proposing that transition so that the the urban scale development that you have all along has been approved all along that fifty two corridor with 8,000 residential units and hundreds of thousands of commercial and office development
is to our south along that corridor, extends pretty far north of 52 as you're well aware. To the east is the northeast rural area. So at five-acre lots, we are that transition between the urban scale you have along 52 and the northeast Pasco area to the east. And in fact, one of the residents of the Northeast Pasco rural area stated at the Planning Commission public area that this is exactly what they were looking for in the rural transition area and was in support of our application. We are going to preserve the agricultural world land with
no extensions of sewer and water, no impacts on public services, little impacts, no impacts on natural resources, or just one correction to the agenda memo. The amount of wetlands on the site is point about a third of an acre, slightly less than this is listed in the report. And it meets the other criteria of the plan amendments. We do know that we have Have right away to be reserved along Bellamy Brothers Boulevard and that'll be accomplished during the site plan process. Your staff has recommended approval and the Planning Commission also
recommended approval at their hearing in March. I'd respectfully request your approval and I'm happy to answer your questions.

Unidentified speakerVoice BThank you. After speaking with a couple of members of the County Planning Department, we do have many concerns about this. Um but I as I understand it, this not the right venue to express those concerns. And for that reason, for the most part, I'm gonna pay table my concerns until the June 4th meeting. The the representative recently made a comment though about the environmental impact. I would like it noted that um on the area that I own, that property is
right across from the proposed property. And uh it is a dedicated wetland area. It's a low-lying wetland area. There are some grade considerations for this property that the applicant is requesting this change for. And when we consider capping off some of these sandy absorbent pasture lands with hard surfaces, uh that will certainly impact that wetland area. directly across from Bellamy Brothers. Um the other issue is I
just like it um on record that just to add emphasis to the comments that I made at last month's meeting, uh my neighbors and I, including the Partles, are um you know very much opposed to this on the grounds that it the the density that's being requested is very much out of character um with the surrounding area. And I understand this is what's described as a transition zone in the master plan. Don't fully uh understand that or um you know probably appreciate that as just a normal property
owner because if you live there, if you spend any time there, there's nothing transitory about this area. Uh for as far south on Bellamy Brothers until you hit fifty two, it's either um horse farms or pasture land. You can go as far north on Bellamy to Powell, it's horse farms and pasture land. You can go east on Johnston until you get to the Mobile Home Park, it's horse farms and pasture land. So um I just wanted that on record and um uh I'll be back

Cindy TerrapaniI'm the applicant. I represent the applicant. Cindy Terrapani. The address is 128 East Tarpon Avenue in Tarpon Springs, Florida. Represent the applicant. This is your adoption hearing on this plan amendment. Planning Commission recommended unanimously to approve it. Um you are recommended and unanimously to approve it to transmit it. We had no comments back from any of the state agencies. Um and I just confirm uh Ladies comment the request is for a plan category that the maximum density is one unit for five acres. Each lot must
be a minimum of five. We're currently at ten, so we're asking to go from ten a ten-acre lot to a five-acre lot. The difference is nine units altogether. It's a very minimus de minimis change. We will, upon approval of this, if we are approved today, we will start through the rezoning. process um to confirm that it will be a five acre zoning lot and then of course subdivide as we go forward. Happy to answer any questions you might have. I I have one question. I don't recall what the plan is for Bellamy if there's a multi-use path
going up the side of it, but is there a reservation on this? Um we have there is a right-of-way reservation on the on well on both sides and we uh we're aware of that. I don't I don't remember that there's a pat I don't believe there's a path on Bellamy. I think the path is down on State Route 52, but I would refer defer to the staff. Well they're gonna be in

So with the right of way that's being donated by this property and the right of way that is there, if you elected to to do a trail, it seems to me there would be enough right away to put it in I mean enough right away to put a trail in your right of way that you're getting from this applicant. Ron OakleyChairThe the uh um the advertisement is active right now. We've gone through uh one round of candidates and had to go back out in search of a candidate again. So it's an active application that we're looking for active transportation planners. Um At Bellamy Brothers, the pedestrian infrastructure that's moving north from 52 tend is sidewalks that are associated with development that's taking that will take place in the area. Um a pat the a multi-use path crosses
52 north to south at Old Pasco Road, just to the east of here, of Bellamy and 52, that is. Uh keep in mind that this particular site is five miles, almost six miles north of the nearest party. And that this is on the borders of the rural area, between the rural transition area and northeast rural.
