We've so we're gonna take each one of them as established we we've got P forty nine, P fifty, P fifty one.

    M fifty four.

    Gavin Covey

    Okay.

Good afternoon. It's Gavin Covey, Planning in Economic Growth. Um I know we asked for a presentation. Speaking of the mic, I can't hear you. I'm so sorry. Can you hear me a little bit better now? Yes. Sorry. Do we want a full presentation or is there some questions I can answer for you?

    Kathryn Starkey

Just that um I think I've worked on this one a bit with the applicant. Is she here?

    Gavin Covey

    Yes, they are here.

    Kathryn Starkey

Uh we did a layout, right? Um I want that layout to be binding and if it's not it's not in here anywhere. Nowhere does it talk about that that I can see. I I was trying to see the updated um plan and I all I see is

um colors but no No layout. Site plan, whatever whatever.

    Unidentified speakerVoice C

Mr. Chairman Mariano Starkey, Clark Hobby, Hobby and Hobby, PA 109 North Brussel Street, Tampa, Florida, have been sworn. Uh Commissioner Starkey, we don't have enough on this particular project to make the site plan binding. But what we did do and what you saw, uh the reason why that's relevant in this one is we've basically created about five pages of conditions to force the form of development to meet that style. I'll give you just a few examples and I

can go through a bunch of these if we need to, but we have to meet the Mutterum block Okay,

    Kathryn Starkey

because I don't have any of that that in here.

    Unidentified speakerVoice C

It it's in our conditions of approval.

    Kathryn Starkey

    I didn't get.

    Unidentified speakerVoice C

Oh, you didn't get our conditions?

    Yeah.

Well Christie's telling me condition fifty eight, just just so you know, we have a mutterum requirement for block sizing and no gating. That's one of the ones that we have. So You don't have the conditions at all?

    Kathryn Starkey

No, I don't. That's why I wanted the pres presentation.

    Unidentified speakerVoice A

Conditions of approval are exhibits A, B, and C in your agenda.

    Kathryn Starkey

Okay, maybe my staff didn't print it out, but

    Unidentified speakerVoice A

    I I I c

    Unidentified speakerVoice C

I I would assure you Commissioner Weightman. It's twenty

    Unidentified speakerVoice A

    it's twenty three pages.

    Unidentified speakerVoice C

Yeah, that we we've spent four months creating the conditions.

And and I'll just give you just a few of them. I won't bore the commission, but You must have vertically mixed use buildings. We created we used the most urban cross-section and V OPH for the entry road off of Curley. We then required certain buildings up off of that road and just to give you a sense of what we're dealing with, the sidewalks are seventeen feet wide on this cross section with on street parking. So we've created about a page and a half

with regulations if there is any gas station Or if there is any uh uh car wash we're following the standards that staff is proposing on that and the ordinance is going to be coming before you so we've worked a a lot with Gavin, Terry and David on this to implement that.

    Kathryn Starkey

Can I ask you on when you say the sidewalk is seventeen feet wide, you mean there is enough space so that they can have outdoor seating and all that?

    Unidentified speakerVoice C

Yes, yeah. It's called a sidewalk area and the typical I believe Is 56 AA or something like that. And it basically what it does is it puts the buildings up on the edge of the curve, then you have 17 feet of patio and sidewalk area, and then it goes directly to on street parking.

    Kathryn Starkey

I wanted the other commissioners to kind of hear what you've done to make this. a a great corner for for that area. So um and I think that From what you first showed us to where you ended up is so much better and that's why I wanted the public to see it.

    Unidentified speakerVoice C

I I I I know this gonna seem self serving, but I'll give our client credit on this one. Christy and I told our client that in our opinion This is the most important corner for everything going into V O P H and it has to be done right and so staff worked us over to be sure. We spent many hours, you know, discussing these conditions, but our client ultimately agreed to all these design standards, so we're making sure it's being done the right way. Yeah. So we understand and we've

    Ron OakleyChair

changed. I wanna I went over this project, I think. Yeah. Yesterday. Yes

    Unidentified speakerVoice C

    sir.

    Ron OakleyChair

And a very good project and looks very nice. So

    Kathryn Starkey

much better than what we've got to do.

    Ron OakleyChair

It's a good project. Yeah. Thank Thank you very much.

    Kathryn Starkey

    It's at the

    Ron OakleyChair

corner of uh McKay Yeah. Northeast corner.

    Kathryn Starkey

So it's got a little Kind of Town center and

    Unidentified speakerVoice C

like a town center and and and non gated grid style. uh mixed use uh multifamily area behind it. Yeah

    Kathryn Starkey

right you know they're not you can't expect us to read twenty six pages of uh conditions for and us to really understand what we're voting on. So

a picture sends a thousand words and if we just had the picture, is the picture in here?

    Unidentified speakerVoice C

Uh it's in one of the exhibits in the presentation, but it's not in the MPUD conditions itself.

    Kathryn Starkey

    Well that that was

    Ron OakleyChair

they've actually got on this corner they've got an actual road going in between the retail commercial and it really fits in and it's very walkable for the people that are l be living there.

    Kathryn Starkey

Yeah, it's a great improvement. Oh were you was someone getting ready to show something? Let's show it.

    Oh no, one picture notes.

    Unidentified speakerVoice C

We don't need to go to the condition.

    Ron OakleyChair

We don't need the twenty three pages. I

    Kathryn Starkey

hope you're not putting a gas station on that corner.

    Ron OakleyChair

    I

    Unidentified speakerVoice C

don't know that we're going to, but if we do it be right up against the urban edge and walkable on the sidewalk. Yeah.

    Kathryn Starkey

He's got the gas station, that's all you need. Okay.

    Ron OakleyChair

Anyway, I'm good. So I need uh I need a motion on this item. Did you take public comment?

    Kathryn Starkey

    Oh

    Ron OakleyChair

there we go. Is there any public comment on this item?

    Kathryn Starkey

I have no one signed up for P49 and no one on WebX.
