Item P fifty nine was published in the Tampa Bay Times on February seventeenth, twenty twenty one.

    Unidentified speakerVoice A

P double twenty one dash zero zero one five.

Uh Lakewood Villas, PVAS number 3354. This is also a 2015-16 storm damage road, which was temporarily repaired in 2017 by Chip SEAL. This is board-initiated PVAS project. There are 11 roads in this project, counter-maintained PAVE, 305 lots, sorry, 305 lots, 310.79 ERUs. Estimated cost for the project is um $1.4 million. Maximum cost per ERU is

    $4,609. Discounted amount is

$282,251. Maximum cost per ERU after the discount is $3,707. The repayment is over a 10-year period and the interest rate is at 3.25% interest.

I believe I have a couple of photographs.

And this is the chip seal and it appear it appears this is the temporary fix. So sometimes folks will look at it and say, Oh, this is in good condition, but this is what a chipsy look like.

    OakleyChair

Yes. Okay. I'm I'm I'm done. Does anybody on the WebEx to speak to this Adam?

    StarkeyVice Chair

Yes, we have two people on WebEx.

    OakleyChair

    You get chance. But Okay.

    Fitzpatrick

    Is

    StarkeyVice Chair

it addressed? The first person is Sally Ann Dalton.

    Linda Shalk

    Yeah.

    StarkeyVice Chair

    Um

    Unidentified speakerVoice B

    Here, can you hear me?

    OakleyChair

    Yes, ma'am.

    Unidentified speakerVoice B

    Please state your name

    OakleyChair

    and address

    Unidentified speakerVoice B

for the record. Thank you. Sally Ann Dalton and I own [address removed]

    StarkeyVice Chair

    You may proceed.

    Unidentified speakerVoice B

Yes, well I am um Obviously speaking to oppose the repaving of Lakewoodville roads. Um I just completely object to it. I do I know you've been talking about the chipping and repaving that was done. Ours was done in 2017. That certainly wasn't my choice. My road was in good condition before they put it down. And those rocks actually made it very uncomfortable for everybody on the road. There

was a guy who lived down the end of the street who had a motorcycle. The rocks you keep shaking your head, Councilwoman, but it's true, you don't live on my street. I'm I have been asked to speak. And I'm speaking my truth. If you don't believe me, that's fine, but you don't have to keep shaking your head. It's disrespectful. And and also I think you're been disrespectful anyway. You're talking about things that are being very vindictive. Well if you don't do this then we're not gonna help you. You know, we are really trying

    here. This

    OakleyChair

    is

I would like for you to speak to the road.

    Unidentified speakerVoice B

This is a uh COVID economy, and people are barely paying their house insurance, and you want them to pay $3,700? For a um for a repaving. There's no need to repave these roads. They have been asking to put new sewer lines. We're all on septic systems here and they have been asking to put sewer lines in this area for some time. We know that's going to happen sometime in the near future. So we would just be re We would be digging

up these roads that they're repaving now. So I'm asking is they deny the project and maybe put it down the road several years once they put the um once they put the uh sewer lines in. The other thing is on the letter that I have in front of me, it says the Lakewood Villa Paving Assessment Project is a resurfing project, resurfacing project. The predominant condition of the streets within this project are poor. The Department of Public Works Engineering

evaluated the road-related stormwater drainage as part of this project is not recommended. uh as any improvement. That's the only reason we should have anything redone is because there is, unlike some of the other people that were saying they didn't have any flooding in the area, there are a few areas In the repaving project that does have flooding conditions. I completely agree with that. If they were re-engineering that area, then there would be a reason to repave.

We have not the sewers aren't put in yet. They're not going to re-engineer any of the areas that are flooding. So to me, it makes no sense to resurface right now. Not at all. It's just a bad time to do it. I mean, with the covet economy, there are a lot of people who can't even pay their house insurance and you want 'em to pay three thousand dollars. Or $3,700 to get things reimpaved. It's just a bad time for your constituents. And you just don't seem to have

any any compassion for what might be going on here. The roads are not that bad that they need to be

    OakleyChair

    repaved

    Unidentified speakerVoice B

    unless they're being re-engineed.

    OakleyChair

    Your time's up. Thank you.

    StarkeyVice Chair

    The

    OakleyChair

    next person.

    StarkeyVice Chair

The next citizen is uh Chloe Ann Alexander.

    Moore

Mr. Chairman Mariano. Just point of order real quick, if you don't mind. Just a just a reminder, you know, uh but when we when we talk to the board, let's just, you know, make sure that you know their statements are made on the subject matter and not against uh uh a commissioner. It doesn't mean we all all agree all the time on every anything either, but at the same time we uh we need that mutual respect. Oh yeah.

    Fitzpatrick

Ms. We can still work closely as the roads get paved with the water if they're still flooding, right?

    StarkeyVice Chair

Ms. Alexander, could you please state your name and address for the record?

    OakleyChair

    Is Alexander?

    Moore

I think I hear him there somewhere.

    OakleyChair

    She's not gonna speak.

    StarkeyVice Chair

Ms. Alexander, please state your name and address for the record.

    OakleyChair

Can you hear me? Now we can, yes.

    Chloanne Alexander

Okay, my name is Chloanne Alexander, [address removed]. I also oppose this project. Um I don't believe that the roads are in that bad a condition. Um I also say that until we get course Um, I can't see any point in this. We're all in septics. Um We need both. use paving and and sewer,

but if you pave now then you're gonna have to tear it up to put in sewers, which we need. So it doesn't make sense to me. It seems like you've got the cart before the horse.

    OakleyChair

    Good point.

    Chloanne Alexander

I guess that's all I have to say.

    OakleyChair

Okay. Thank you for your comments. Yes, ma'am. Good.

    StarkeyVice Chair

Mr. Chairman, question? There's more is there another one? There's more. Um I believe there's some people at the kiosk e in regards to emails, I did not have any emails to read on the record. They were for file only. And my understanding is that there are people at the kiosk.

    OakleyChair

Yeah. Uh we'll go to the kiocks.

    StarkeyVice Chair

    Yeah.

    Unidentified speakerVoice C

Hi, this is Judy Martin. I'm at [address removed]. I also also have [address removed]. They reasoned. Hold up. Funnel Drive Due six months ago. Going to the eight. Well

    StarkeyVice Chair

One one second. Um why is our mic not working out there? And I stop her time. I think we need to start her over again. But why is it going in and out?

Okay, can you start over again, please? Thank you.

    Unidentified speakerVoice C

I'm Judy Markson. I'm at [address removed]. Also own [address removed]. Just sold a home on Runnell Drive six months ago due to the extreme flooding that exists on that road right by the drain. The water goes up to the garage door of that home. And for the last five years it happened, and even after they did repairs, it happened. The water sits in that street for about four or five days because

those drain waters go into the lake. The lake is already full, doesn't take on any more water. It's supposed to drain into a little three-foot creek down on the other side of Cypress Knoll, but it can't drain into that, that's full and overgrown with lots of stuff. Um before I I I add a few more comments, um we've we the residents of this area do oppose this project at this time because there's some serious

actions that need to be taken. The roads are not in really bad condition thanks to the chip and seal project that y'all did. We've been there for 11 years and seeing really um good results with these roads, except for the flooding. But I do have a question because this voting process, my concern at this point for all these projects, is that you may not be hearing from all the residents because I am not familiar with the voting process. We didn't get asked to return anything

in the mail for Lakewood Village, none of the residents. I walked the entire area over the last month talking to residents. residents looking at the the roads in all of these these ten streets. Seven of which are ports and very low volume traffic. None of these residents are for this project that I talked to, and a lot of them are uh pretty hostile about it. But anyway, um the voting process for Lakewood

Villas does not exist. It was also very difficult to get connected to today's hearing. Um, I was told by commissioner staff and by county staff there's no 50% rule. That's that's not something that's real. It doesn't matter if you get a petition, you'd probably be wasting your time by county and commissioner staff. So I'm my concern is you may not be hearing. From all the residents. And lastly, because the hearings during the day, work

day, people can't connect. And there's a good majority of elderly people who do not have the tech technical skills and assistance to get connected. Having said all that, I think there's some very important decision factors that you you should consider using in. Proceeding with or objecting these paving projects.

    OakleyChair

Ma'am, that's that's all your time. Thank you for your comments.

    Unidentified speakerVoice D

My name is Carolyn Rondez, [address removed]. I've lived there four years. Forty years I'll put up with flooding in there. Uh just about ready to go in my house, but my neighbors cross the street, it made it in their house. They put uh they have done a lot of work over there going to put condos in across the street. So it's higher than and it comes in my front door, it comes in their houses. So if you put the paving

in, you're wasting our money, your time. And the reason being is the water's going to take care of it. They're going to destroy the lactop. So, you know, until you do something about improving Lakewood Villas as far as flooding, you're wasting our time and your time.

    OakleyChair

Okay. Thanks, Mm. Yes. Thank you for your comments. Thank you.

    Unidentified speakerVoice E

    Is that it?

    Moore

    No, there's a

    OakleyChair

    more

    Unidentified speakerVoice E

No. I'm Kathy Norton, [address removed]. I do want to say that I definitely oppose. To speak uh directly about our subdivision alone, yes, there was from Arma a couple areas. that did have flooding issues, but it's certainly not this whole area at all. Most of the roads are fine. In fact, when the chip and seal went through, and I sent in an email with pictures for you guys that evidently had not been received.

But you also put through Yellow double yellow lines and reflectors. We've got people cutting through all the time from Main Street from Rowan. We are a shortcut for all kinds of traffic. We are a small subdivision with 25 foot wide roads, and you've made us a racetrack or that having that happen. We've got people driving 40-50 miles down the road. So it's not just our traffic at all. In fact, I was just Mentioned today that someone had a car hauler.

Watch the car hauler, rode down our road. That's not local traffic. So the main roads that are in contention are Um cyber snell Park and and um and Ronald. And those are the three roads that people use to cut through, not only from the main streets, but also from, and this was also in the attachment that I sent you all. Um all of these other subdivisions. You can't see if you had the attachments, if it was sent in and it was set in on time. Those are all showing the traffic

patterns. And it's all about those three roads. Now, again, what's failed a couple of areas? And yes, there is drain, there are drainage issues that need to be addressed. If they're not, there's no point in putting down a new road. Overall, they're in good shape. I would love to have sewers. That's something I think we could get agreement on, and people would be willing to pay for. But in general, this system, the Pasco County is spotted.

It is not the norms of the state at all.

is about traffic circles and lights and speed bumps. The County Ordinance ninety four. The state uh only makes this an alternate payment option. the assessments that you're doing. None of the other, please look at the way other counties are doing it because everybody, all roads have a lifespan. All roads will fail. Everybody needs to be chipping in towards the roads, even if it's a special assessment like you have for sewer and stormwater on the annual

property tax bill. If everybody spreads out the cost, then over time all the roads get taken care of. So um thank you.

    OakleyChair

Okay. Thank you for your comment.

    StarkeyVice Chair

There's no one else at the kiosk.

    OakleyChair

    All right, thank you.

    StarkeyVice Chair

Um so if there's no one else, if I could speak for something. Um first of all, um I appreciate that they think their roads look great because They're driving on that very thin chip seal right now. And like I said, um We didn't pick roads because they were in good condition to add more money, spend more money on. We picked them because they were undrivable. My brother just bought a house on Cypress Knoll and I texted

him here and he said, Please, please fix the road. Um but I do have a question for you concerning, you know, they were talking about that they're on septic. and talking about going to sewer. And um I I do think in this situation, when I was at Tampa Bay Water, The city of New Port Richey did a presentation. And I believe that this neighborhood is part of something called Orangewood. Is that correct?

    Mike Carballa

So I'm trying to confirm that. It's definitely not Pasco County Attorney Service Area.

    StarkeyVice Chair

Yeah. My understanding is is they are um about to take this neighborhood onto the New Port Richey water system. Now I don't know what that means as far as digging up the roads. If that is true Um I it makes sense that we don't want to dig up the road. So but I don't know if that's where the pipes are going. I I don't know what the story is, so

    Mike Carballa

So Angley, forgive me, but I I think in the past we have coordinated PVAS projects, even though they've been approved Uh to to I I I'm thinking of Lake Page. Right. Where we we had an approved PVAS and we actually delayed the physical work by a year or two to allow utilities actually to do just that, upgrade upgrade the water lines. So it's not an all or nothing kind of thing. But we could certainly coordinate with Orangewood if that's the same thing.

    OakleyChair

Is the closed work a part of this PVAS?

    Unidentified speakerVoice A

We did uh road related drainage. Road related. Not the basin, the entire basin drainage.

    OakleyChair

Did that take care of some of that flooding they're talking about?

    Unidentified speakerVoice A

It's just what impacts the road. So we're talking about ditches, culverts, um things like that.

    OakleyChair

    Okay.

    StarkeyVice Chair

I I am a little nervous for the people to wait. It I mean th they have to cross their fingers that we don't get a big storm and it demolishes their chip seal this during the storm season, but I think I think we need to see what the city of New Port Richey has planned For that area.

    Fitzpatrick

And it was on L VW. And then after ten years, the city of New Port Richey had taken it over. And that's how they had accumulated it. I haven't heard anything about City of New Port Richey transferring it over to a s drainage system or a sewer system, anything like that. It's on its own self sufficient community.

    StarkeyVice Chair

Yeah, I think that's about to change. They're buying orange wood.

    Fitzpatrick

Okay. So but that's been The city of New Port Richey has had that for over probably five years now.

    StarkeyVice Chair

I just don't know if in the purchase of Orangewood that means they're putting new pipes in or if they're just taking over that system. But I feel like we should continue this till we have that answer.

    Unidentified speakerVoice F

    Good point.

    Mariano

    Okay.

    Fitzpatrick

I also know those roads do flood very early on rental.

    Mariano

Yeah, I think we got a a few good reasons why we need to continue this. Um could be another great opportunity for Commissioner Fitzpatrick to get to know her residents better. Um

    Fitzpatrick

    I know

    Mariano

    them quite

    Fitzpatrick

    well out

    Mariano

    there.

Um but but I think you know with with the sewer coming in, if that's possibility then obviously that's gonna tear the roads and we wanna definitely coordinate with that. On the on the other side of the road on Mass Ave, we've got Magnolia Valley where we're we're in the midst of designing a project. I don't know if Mike Carbella can update us to where we are right now as far as that design, what what percentage we're at.

    Mike Carballa

Yeah, I think we're getting ready to enter third party review on that, or are we at thirty percent?

    Mariano

    Yes.

    Mike Carballa

Yeah, we're at we're at that review stage with the water management district.

    Mariano

Okay, so I think co coordinating with that too might be good. There may be an I don't know if Mike, are those systems do they connect at all? Would would would like fixing Magnolia Belly help them at all or does water flow a different way?

    Mike Carballa

I'm not familiar enough with the basin to answer that. I'd I'd have to get back with you on that one.

    StarkeyVice Chair

I'm pretty sure that water goes north.

    Mike Carballa

    All right,

    Mariano

so if it goes north, then that's even more reason to kind of continue this to make sure we're gonna get the stormwater done before we fix the roads that don't flood out later. I'm I'm good with

    StarkeyVice Chair

it. You say that, Jack, but if the roads

    Fitzpatrick

Well I was gonna say even if we motion to approve, then like Mr. Karbala had stated, they will make sure it is timed after they complete the water mitigation phases. Because we're gonna have another one of these coming up. in another month or so for the east side of Lakewood Villas, which is Ritchie Lakes. And then the water mitigation also goes all the way from Massachusetts all the way north to

    my other street.

    StarkeyVice Chair

    So

    Fitzpatrick

are are you saying you want

    StarkeyVice Chair

    to go

    Fitzpatrick

ahead and approve this now but have them wait to do the project until they do the water mitigation project together?

    Mike Carballa

By the water mitigation project you're referring to the city of Newport Ritchie with the utilities, because

The the the flooding type project was a is a different is a different animal all altogether. I mean these road projects when we come in we address as Ainsley stated road related drainage and that is simply the water that is generated as runoff from the road itself. Property flooding and those are are much larger holistic issues. that really are independent of of paving a road. Um So that's just

    Fitzpatrick

The water flooding that they're talking about on Runnell Drive actually when it goes around the curve it runs all the way up into the people's houses. And you can't drive down Runnel because of the flooding is so severe in that neighborhood.

    Mike Carballa

So I I if if that's related from the road runoff, then then as public works goes through there, regrades, drich, ditches, they'll they'll do some engineering analysis of of the existing culverts and where that water goes. That that type of that type of drainage is addressed. But if if we're talking basin related flooding, because it is a just a naturally low lying area, those are more comprehensive public works type projects that we do in conjunction with the water management district. Those are focused on property.

    Fitzpatrick

I think it's more along the lines of the water dr runs down certain streets into that one little house or those few houses right there on rental. Around the curve.

    Mike Carballa

Yeah, that should be part of road related drainage is what it sounds like to me.

    StarkeyVice Chair

    Thank you.

    Fitzpatrick

So then I would do a motion to approve the project.

    StarkeyVice Chair

Because that would fix that problem. That would fix the flooding. Okay. Well I'll second that.

    Moore

So this isn't the one you're abstaining. It was a different one, I'm sorry.

    Unidentified speakerVoice G

    Yeah, Mr. Chairman, so

Deal with the motion maker for the

    Fitzpatrick

do wait do I have a conflict of interest on this project? Because I have a house on the opposite side of Cyprus, not in this project but on the other side. Oh well then.

    Unidentified speakerVoice G

Which is not part of this project.

    Fitzpatrick

It's not part of this project. Okay.

    Unidentified speakerVoice G

Is not part of the project that's being assessed. You do not have a conflict. The seconder, however, just said her brother lives in

    StarkeyVice Chair

    Yeah,

    Unidentified speakerVoice G

    he just

    StarkeyVice Chair

    bought a home.

    Unidentified speakerVoice G

He is he in the assessed area?

    StarkeyVice Chair

He is moving there, yeah, as we speak. But

    Unidentified speakerVoice G

she can't. But that's my brother,

    StarkeyVice Chair

    it's not me.

    Unidentified speakerVoice G

And so he's a relative, is he not? Yeah. And so it's a special private gain or loss to you or your relatives.

    StarkeyVice Chair

    Okay.

    Unidentified speakerVoice G

    So I'm not sure.

    OakleyChair

You'll have to abstain this time.

    StarkeyVice Chair

    Okay.

    Fitzpatrick

Oh can I make a mo I would motion to approve.

    Unidentified speakerVoice G

Move staff motion to approve the moving staff recommendation to approve the to approve this project. Yes.

    Fitzpatrick

At the yes, as as long as it's at the same time as they fix the water. The course, yeah.

    Moore

Okay. Mr. Chairman M I know I know we all want to get out of here, but Mr. Chairman Mariano There was no vote on this project though? No

    Unidentified speakerVoice A

    board initiated project.

    Moore

There was never a P VAS vote.

    Unidentified speakerVoice A

    No, not

    County Administrator

a board initiated project. It's it's another one of your storm drainage repair projects where the board said we'll come in and repair your roads but we're gonna come back in a few years and PVAS you to do them right. Yes. That's they all agreed on it's that's three of these today we're like that. We have a couple more coming up. You approved a couple in the last several months. So I think there's twelve of them total. Yes. The the board spent the money, as Commissioner Starkey said, spent the money that could have gone other places in the county to repair these roads. With the

condition that the board would come back and do a special assessment to repair them correctly. Right.

    Mariano

    Mr. Chairman Mariano?

    OakleyChair

    Yes, sir.

    Mariano

I mean being that this is board initiated, um and one of the big issues was we fixed these roads because of flooding. We haven't fixed the flooding. I'm not convinced that we're gonna fix the flooding with just what we're gonna do for improvement. I'm not gonna be supporting what's going if we go this way right now. Uh I think we should To go out there and and study both, study the scores, study the whole system. I think it's just too early.

    Fitzpatrick

They've only chip sealed it, correct? They've never did any water mitigation or w water storm management. So when they go back and do the actual roads, you guys are going to address the flooding issues so it the flooding does not go into these people's houses.

    Unidentified speakerVoice A

Road related drainage. Road related drainage.

    StarkeyVice Chair

So and you will make the roads so that if they they have water on them, they'll still be able to drive to their house.

    Unidentified speakerVoice A

Roads and water don't mix, so we'll get the water off the road as quick as quick quick as possible. So that's in terms of the um road-related drainage. But as um uh uh Mike said, if it's the basin drainage, that's not what was being addressed. This is not a stormwater problem. project. Right. But

    StarkeyVice Chair

you're gonna get the roads, I mean, where it's wet, you're gonna probably do you have full depth reclamation on parts of this?

    Unidentified speakerVoice A

No, this this one is um um Millen Repave. Melon Repay.

    Moore

    Mr. Chairman

    Unidentified speakerVoice A

    Mariano. Yeah. Sorry, go ahead.

    Moore

But to Commissioner Oakley's point We still are going to have issues with flooding. Are we not?

    Mike Carballa

So Commissioner, again we we we have flooding all across the county. Well

    Moore

I'm not talking about that. I'm talking about this specific project. Let's let's stick with this specific project.

    Fitzpatrick

All the water floods down into Runnell Drive where it floods these people's houses. So you're going to redirect that water

    Brentford Adumwa

Good afternoon, Commissioner. Um so you know, um three years ago we never did road related drainage when we are fixing roads in Pasco. Uh, since that time we've implemented this program that when we are fixing roles.

around the road, the flooding of the road, and we address those through improving any swells, uh if there are any ditches, uh, replacing pipes. Uh and this is a program that we've been doing. It's very different from the big stormwater capital projects where we fix stormwater issues basin based. You know, if we take the same approach then we are not going to fix any road in Pasco. Because if we are willing to fix the bigger drainage basin issues

then then no road is gonna be fixed. Uh and and and I think the current approach is the right approach to take. We are gonna address the road related drainage on the road. Any road that we fix. We've been doing that for the past three years.

    OakleyChair

    Okay.

    Brentford Adumwa

    Okay.

    OakleyChair

    Wait a minute.

    County Administrator

Brantford, what I'm hearing you saying you're affecting the road related drainage. That means the water doesn't sit next to the road to destroy the base, right? Exactly. Okay, so you're gonna get the water out of there. There may still be Large events that flood. That's what you can't fix right now.

    Brentford Adumwa

    We can't fix that.

    County Administrator

But in general, the normal events the water won't sit next to the base. We'll get the water out of there. Exactly. And that's really what damages the base.

    Brentford Adumwa

Yes, that's what damages the base. That's what you're saying.

    OakleyChair

    Mr. Mariano.

    Mariano

Thank you, Mr. Chairman. On on a regular project that Brantford will do, Brantford could stay up here if you would. I believe what they do is they study the whole project. They get in front of the citizens. They say, look, not only we're gonna fix your roads, but here's what we're gonna do with the drainage, here's how we're gonna study it, here's what we're gonna identify it. We just did a project in Bear Creek. They spent a lot of time out there, spent a lot of time fixing the drainage stuff first to get the water off the road. pro properly. We're not doing that with this boat initiated. I really think Commissioner Fitzpatrick ought to think about just starting this all over again. And

let's let them start from start to finish, get the public involved, let them know what we're doing so we can get full support

    Brentford Adumwa

or better support, better education. Yes. Uh Commissioner Mariano, uh every road that we fix since we've been doing this for the past three years, we look at the drainage issues. Uh we have engineers

Three years ago we didn't have um uh engineers for roads. Uh they were all stormwater capital project engineers. So we do we are gonna look at this road uh and um and fix any drainage issues uh relating to those.

    StarkeyVice Chair

Um a qu a question on when this would appear on people's tax bill, um, because I think that was a valid question, but I think you'll see that it's not for a number of years. So uh it

    Unidentified speakerVoice A

if uh this project gets approved this year um and we pave it uh this fiscal year. More than likely it will show up on twenty uh twenty three. Not this November, but twenty twenty three.

    Fitzpatrick

I would like to withdraw my motion to approve and move a motion to continue.

    Unidentified speakerVoice G

Do you uh do you have a time that you want to continue it too? Are we in May?

    Fitzpatrick

    May eighteenth.

    OakleyChair

    We keep

    Fitzpatrick

    it on the same day,

    OakleyChair

    we have no problem.

    Fitzpatrick

Everything else is smart April twenty.

The one before that. Well it's on this side of the county.

    OakleyChair

    Yeah what

    Unidentified speakerVoice G

    what

    OakleyChair

    date?

    Unidentified speakerVoice G

May eighteenth w w is the is the New Port Richey meeting in May. Okay. Exactly. Unless you want to go to June.

    OakleyChair

And we got a second. So I roll call vote to continue to May 18th.

    StarkeyVice Chair

    District two, Commissioner Moore.

    OakleyChair

    Aye.

    StarkeyVice Chair

District three, Commissioner Starkey. Aye. District four, Commissioner Fitzpatrick. Aye. District five, Commissioner Mariano. Aye.

    OakleyChair

    Aye.

    StarkeyVice Chair

    District one, Chairman Oakley.

    OakleyChair

Aye. Motion pass five zero. That's all the items I have on the book. Mr. Chairman Mariano

    OakleyChair

Okay. Now we'll go to item P sixty four.

    StarkeyVice Chair

Item P sixty four was published in the Tambay Times on February seventeenth, twenty twenty one.

    Unidentified speakerVoice A

Good afternoon. Good afternoon, sir. Uh Commissioner Oakley's the caller, public works. And um next slide, please. This is the Lakewood Villas, Pivas number 3354. Um Excuse me. Um storm damaged roads. They were temporarily repaired. And just by way of reminder, Um Back in March twenty twenty one, we had a public hearing which was continued, which gave uh Commissioner Fitzpatrick an opportunity to meet with the uh community.

So just by way of refresher, um these roads were temporarily repaired. um because of the storms in 2015-16. This is a board initiated project. Eleven roads are um in this project, 305 lots, 310.79 ERUs. Next please.

Estimated cost is one point four million dollars. Maximum cost per ERU is four thousand six hundred and nine dollars eighty-four cents. The discounted amount is two hundred and eighty two thousand two hundred and fifty-one dollars. Maximum cost per ERU after the discount is three thousand seven hundred and seven dollars and twelve cents. The annual installation is over a 10 year period, and the interest rate is 3.25% interest. Next, please. This is the location map of the project area. Next.

This is one of the historic photos from two thousand fifteen. Next And these are more recent pictures, about six or so months ago. See the point drive. Oh, goodness. And I think there's one more. Um this is showing where we are chip seal if you see the some areas um to the right midway in the pictures where the um chip seal is no longer it's it's it's um

    OakleyChair

    wearing off.

Wearing off. Yeah. And that's it.

    Fitzpatrick

    I have additional photos.

    Unidentified speakerVoice A

    Yeah, well sure.

    Go ahead.

    Fitzpatrick

Oh, thank you. So I had additional photos regarding this and I did have some concerns as you can see when the photos come up.

And then I know there were four other concerns. Do you want me to address them now or ask? Yeah. Okay. So one was the stormwater project. The stormwater project is going to be is already in the works. They've already gone out and started the surveying. This project would not be started until twelve to eighteen months.

    Mike Carballa

    Yeah, next spring.

    Fitzpatrick

Making sure that there's enough time for the stormwater project to be completed. I do know on the other side there is a storage shed being completed as well. And this is a this isn't Lakewood Villas, but this is the road this the road parallel to Lakewood Villas on the right side. That's what all the roads used to look like. But again we'd have to wait until that storage shed was completed because That's what the well the roads are already deteriorating. And I'm sharing this picture because if this is what it looks like

A couple hundred feet down the road. I'm afraid that the other side is not going to hold up. Um another concern okay, so stormwater, the storage, we have paving, twelve to eighteen months. We'll have to make sure it's timed properly. Another concern

Uh Newport Ritchie was asking originally to postpone this project because they were thinking about a septic to sewer, but that project won't even even be in consideration for another five to seven years, which I honestly don't think these roads would last another seven years. And lastly, Mr. Ainsley, were you able to find out the access to the mobile homes because then they would have to be included or are we gonna not allow them entry?

    Unidentified speakerVoice A

They're not included and the question about traffic count, we don't have that information.

    Fitzpatrick

So Because they use that as an access access road into their neighborhood, are we going to not allow them to have that access road or are they gonna pay a percentage?

    Unidentified speakerVoice A

The the we'd have to recalculate them pay a percentage percentage, but um what what I'm saying is that when the original calculation was done, there was a gate there and the access was limited. So it was told that it was just for emergency reasons. I've been hearing in the meetings that they're using it on a daily basis. So that has changed it. But we do not have a traffic count for for that exit.

    Fitzpatrick

Five to ten uh cars going by in the just the couple minutes I was taking the photos. So I do know that should be taken into consideration. Thank you.

    OakleyChair

Okay. Did uh Ansley Ranford have something to add to the maybe the Stormwater issues or something, how that's gonna be done, how it'll fit in with this project. Yes.

    Brentford Adumwa

Bramford Aduma, Public World Director. Um, I wanted to add when the question came out about a pending stormwater maintenance project. Yes, it's coming up and it's it's gonna be starting uh spring of next year. But it's gonna be done well in advance before we start the PVAS project, which is gonna be FY twenty twenty three. And and that project is supposed to Assist in um You know um preventing water from getting into homes as well as the roads, so there are gonna be pipes

installed and inlets installed as well.

    OakleyChair

So that being done right before the PVAS is done and be in

    Brentford Adumwa

great shape at that time. Yes, that would be done way ahead before we start.

    Fitzpatrick

The surveying sticks are already in the ground at the end of Cyprus and Runnell Drive and also on the opposite side of the lake. I some a A neighbor in the community, the citizen, had said they were getting ready to run pipes or something to the lake to make sure the s um roads weren't the homes wouldn't be flooding. So you're telling us the P VAS wouldn't even take into consideration if even if approved today till two thousand twenty three?

    Brentford Adumwa

    FY twenty three.

    Fitzpatrick

Yes. Fiscal year twenty three. Thank you. So that will continue the project later on down the road. And then so the f if you can go back to the beginning of the photos.

Okay, so this is starting this is the second entrance in, which isn't this project, but if you go down Cypress Drive and make a left, this is the other entrance into the project on Keena. And then that's what I'm afraid of is those roads not lasting another five to seven years. If you can continue please. Not sure they'll even last until fiscal year twenty twenty three. But you can continue. You can continue. That was on the other side.

    OakleyChair

Do we have anyone signed up on WebEx? Mr. Chairman,

    Mariano

before you before you get to public, I'd like to comment.

    Fitzpatrick

Can we finish it? So Can I finish it by this?

    OakleyChair

    Go ahead, Marianne.

    Fitzpatrick

    Well let her finish

    OakleyChair

    that.

    Fitzpatrick

So the road was kind of Up and down here, but if you want to keep going. This is on Runnell Road, going down Runnel.

And then this was that side street. May have been that same street actually. Um keep going. And then this is where Cypress Knoll actually starts. I think it's Madrid. If you go to the next photo, this is also the entrance into the mobile home park. And that they've already have compl filled in all those potholes. You can continue please. So that's Madrid and Cypress Knoll and then continue. There's a couple more just at this intersection and then we're gonna go down

    Cypress Knoll.

And then just it continued. And then there's just As you can see.

    StarkeyVice Chair

And and so when you see when you see a crack in Chip seal. There's not much to patch. I mean that I mean that's can

    Fitzpatrick

    you finish?

    StarkeyVice Chair

That's very thin layer there. It's not like it's a big old a deep asphalt road.

    Brentford Adumwa

Yes again Bramford waste director. Exactly. Um once you see those cross coming in the patching uh what we call the road is beyond portal patching. Right. Uh because Any further work that we do is very expensive and costly. Um so it's time for us to Mill and Pave the Road.

    Fitzpatrick

There was another house another street, I think parkside, when I was driving around the lake. When you walk down you could take your foot and move the rocks back and forth and the one gentleman said he's been sweeping up these rocks for about three years now. So and then there's a lot of areas where the road is decaying well, not there anymore. So That was the road. Oh, and there was m another one and it was right in front of Ronald and Cypress. There was actually grass growing

up in the middle of the road. So you wanna pull that up Mr. Mariano.

    OakleyChair

You got that picture or not?

    Fitzpatrick

Yeah, he showed it yes, he showed it to me previously before the meeting.

    No, it was for myself.

    StarkeyVice Chair

Uh while they're pulling that up, Mr. Snyder, uh this is the road that my br my brother lives on Cypress Toll, and though he's in favor of the P VAS, I'm not allowed to vote, correct? Okay.

    Fitzpatrick

I can resend it if you would like to.

    Mariano

Is that the is that the the only entryway into Cyprus? In Deliquid from uh Massav? That's right on the entrance you're coming in, right?

    Fitzpatrick

Yes. When you come in on Ronald, this is the photo. I don't know if you need me to send resend it, but when you come in, there's dips in the road or cracks and there's grass growing into the middle of the road.

    Mariano

Yep. So as a matter of fact on my video might even show that.

    Fitzpatrick

    Oh okay.

    Mariano

If you would give put uh a send a video.

    Fitzpatrick

So that's why I'm concerned the roads are not gonna last.

    Mariano

Well and you know I I looked at that too and that was one section of the road that I was suspect with. Brantford, you just mentioned about potholes too. Now I asked staff to send me how many pothole repairs they've done. For the past three years. They've sent me the past six years. I think it was like six potholes that were done. In the past three?

    Brentford Adumwa

Yeah, I'm not I'm not aware of that data but I can look into your staff. Um Yes, I can I I'll I'll look into it.

    Fitzpatrick

    Well there's pothole there.

    Mariano

Right off the bat there was there was a pothole.

    Fitzpatrick

Wait. Oh my screen went out. But right up here, if you slow down, like right here, that's where that grass is, right there.

    StarkeyVice Chair

    Right.

    Fitzpatrick

On the side of the road.

    StarkeyVice Chair

But you don't really do potholes on chip seal.

    Mariano

Well I I I'll agree. So here's what here's what the road condition is. So you can look at it just you're driving the road going down.

And I drove it all the way down. I didn't video the whole thing down, but I drove it all the way down. I then drove down three cul de sacs coming up. I then drove on the parallel road that runs up to the side all the way through. And that what that's what drove me to actually go find out well how much money we spended to maintain this road. And there was like six potholes in the past three years. We are not spending a lot of money on on this this thing. This is another one.

    StarkeyVice Chair

I think the issue is the there's a please

    Mariano

    let me finish the road

    StarkeyVice Chair

    left.

    Mariano

Please let me finish. When we have people that live in a neighborhood and they respond. Now forced paving assessment is one thing. When you go to the public and ask them what they think, I'm I'm open to listen to what they have to s uh to take the results of that even better. But you've got a petition that we received I think yesterday, maybe this morning. Two hundred and seven people Out of three hundred and ten ERUs? Have said they don't want it. I mean why are we forcing this down as people in

an area that doesn't need it. You could fix that look one little section right there. I agree. Take away that one section. Everything is is in good shape. And that's the busiest road going into that little that little section right there. Go fix that. But the rest of it, it can wait. And if these people don't want to spend their money, So their money, why are we forcing it down their throats? Two hundred and ten people. Don't want it out of three hundred ten DRUs. I don't even know why we're even discussing this to any any further again. This is like another crane's roost. People have clearly spoken they don't want it.

    Fitzpatrick

They were also concerned on Parkside about a l uh people have come also said to me They were told and they remember being told. That's right. And a lot of the roads are cracked like that. So they've told me, yes, we were told originally when they were doing the te ch temporary chip seal they would be come back in five years. They were aware, they were They knew about it. They didn't have an issue with that. They knew the roads needed to be done. Now also the one of the major concerns was the speeding.

So Mr. Mike Karbala and I had spoke about that as well and he had addressed that he was gonna look into putting in the flash and speeding signs or other Caution signs. And my other question is what do we need to do to reduce the speed limit in there down from thirty miles an hour to twenty five?

    StarkeyVice Chair

Well let's let's stay on the paving first.

    Mike Carballa

So we would we would want to conduct you know a traffic study, a speed study, and and I've talked with traffic operations about uh accomplishing that.

    OakleyChair

Okay. All right, I have uh this is a public hearing on this item, so I do have a person here to speak and I have uh an email to read into record. So if we'll go ahead and finish that up then we'll decide what to do from here.

    StarkeyVice Chair

All right. The um individual that signed up, Judy Markson.

You could state your name and address for the record and we may begin.

    Unidentified speakerVoice C

Judy Markson, I have a home at [address removed]. [address removed] and recently sold a home on Runnell. I sold that home because of the flooding. I have gotten with all of the as many residents as I could possibly can. I c totally agree with the comments. Why are we forcing residents to pay one point four million? now when when property insurance costs are

going up by legislation 13% this year in the state of Florida on top of property tax increases and the like. We went just a handful and uh of folks and I went door to door, went to over 200, well, 214 people. Only five people were for the project. Only five. We stopped knocking on doors because of the risks involved. They do have a question on whether Ms. Fitzpatrick should be a voting member because you, if if

the records are correct, you own a home on Cyprus just five homes past the pavement line, and that you've can communicated that paved roads increase property values. So I have been asked on behalf of residents to

    Okay.

    Fitzpatrick

    I brought it up then.

    Unidentified speakerVoice G

Okay. The next project where the house is located that she will be assessed on she has a conflict on. But in this project where there is no assessment To the property she owns, under state law she would not have a conflict.

    Unidentified speakerVoice C

    Okay.

But the sewer, uh I talked to the supervisor over the sewer department, Emmanuel, yesterday. He said he's right at this point as of yesterday morning, they're not sure whether it's one year, two years, three years, or five years. They're not sure. There is no plan in place for sewers. What they do know they would have to tear up the streets, lay down the pipes, and repave the streets. So and and sewers are all over the place around us, point four uh points of a mile away from us. So sewers will be happening,

new water lines will be happening to upgrade this area. I do have the actual petition if you need the hard copy and pictures of flooding. Um if I could present that to the chairman. I'm sorry.

    OakleyChair

Motion received a file. Second. And a second. All those in favor say aye. Aye. Aye. Aye. All opposed like aye. Motion passed 5-0.

    Unidentified speakerVoice C

Thank you. Um the flooding is extreme right now and uh the repairs I've been here for eleven years watching these these floods happen. The repairs, they've tried to fix this three times. I talked to the um stormwater engineer. Um the project is on hold. They're they're calling in a contractor to really try to assess what they should do with these stormwater because sending it into S L Lake Cedar is n has always been the answer, but that causes extreme

Flooding in the on the for the lakeside owners, which both my homes are on the lakes. I see it go up to my back door into the pool, take out the pool pump. I've seen it. So the answers in the last few years is that the they have not fixed the flooding. So I'm I'm sh I'm glad they're looking at alternatives. It cannot be sending water into uh Lake Cedar. Um residents cannot afford these increases at this this time and they really request a no vote from

    the Board of Commissioners.

    Fitzpatrick

I okay. Can I say what when I what happened when I had my meeting?

    Unidentified speakerVoice G

public comment, yeah. Finish public comment, then you can Add in commissioner discussion. Okay. I believe your time's

    OakleyChair

    up.

    Unidentified speakerVoice C

I believe so. Thank thank you.

    OakleyChair

    Thank you for your comments.

    StarkeyVice Chair

    Thank you.

    OakleyChair

Now we have an email to read into record?

    StarkeyVice Chair

Yes, sir. And um no one is on WebEx for this item. The emails from Kathy Norton, [address removed]. Dear Pasco Commissioners, the common factor in all the 2015-16 stormwater drainage board initiated P Vass Assessment Subdivision, Cranes Roost, Lakewood Villas, Lake World, Acres, etc. all have drainage issues that resulted in road flooding. To impass to

impose a PVAS on residents before understanding and properly addressing the flooding issues is putting the cart before the horse. In the March twenty-third board meeting, flooding from road drainage and water basin were both discussed. However, flooding due to water diverted into the subdivisions from other property development was not. Cedar Lake was designed to manage the water in Lakewood Villas, not runoff from new c newer construction around Lakewood Villas. Development east of the Lakewood, Massachusetts road entrance are

about to uh channel even more water into Lakewood. Not only was this land allowed to be built up two feet higher than the adjust adjacent Lakewood land, there are two pitiful little drainage ditches also back up to those homes. Water overflows from these ditches onto the properties. Into their homes, washing out fences and flooding the corner of Runnell and Cedar Drive. There is an image titled Flood Area Runnell and Cypress Drive of Roads.

Underneath it, Lakewood MSS Road marked in black. Underneath that, in yellow highlight, Christina Fitzpatrick's home marked by the yellow gold star provides the address. And then in green font or in green highlight, Jinny's house marked by the green star on the map above has not been livable since Irma largely due to mold from the flood waters. Insurance would not cover their drain their damage nor county or state assistance. Her veteran husband has passed away. February twenty twenty one

without being able to return to their home due to mold from the flooding. There's additional photos. One's titled Jinny's House. Another is development behind Jinny's House. Underneath two Lakewood villas was developed in the late nineteen sixties and seventies, and Cedar Lake was built to manage the water drainage in Lakewood villas. County crews showed up four weeks ago to stake out drainage lines and cut down trees throughout Lakewood properties to drain the two pitiful drainage ditches from the from this development into Cedar

Point Lake. Their water should not be Lakewood's problem. And then there's two additional pictures, Rennel and Cedar is the caption underneath it. Other land development outside Lakewood that are also diverting water into Cedar Lake from Cypress Knold development. And the Lakewood A acres farmland diverting water, silt and debris into fresh spring that feed Cedar Lake What was once a beautiful s clear spring fed creek is now a clogged overgrown

mess during heavy rains. Some pumps are used to pump even more water into this creek from the uh Cypress Knoll and Lakewood Acres farms. This flooding this floods property adjacent to the creek and raises the Cedar Lake level And that is the time. Mr. Chairman Mariano. I have my hand up too.

    OakleyChair

    Ms.

    Moore

Fitzpatrick, Fitzpatrick, you suppose I just I was holding off earlier, but okay.

    Fitzpatrick

Was a stormwater, which is gonna be addressed. Um, they were also concerned about New Port Richey wanting to implement sewer, which there's no funds right now at this time. It will be five to seven years until that is addressed. if they come in and install sewer, they will have to replace the roads where They were to what we have just done. Um and again that evening

They said even if there was a continuance It would be beneficial. This is putting the project off t hill fiscal year twenty twenty three. So that's two, three years before the roads are even gonna get fixed, and then uh they won't be assessed taxes until twenty twenty four?

Do we know? That's right. So twenty twenty four. So then they'll pay in their twenty twenty four through twenty twenty five year. Um So I wanted to make sure I did address all of their concerns and again also speeding was another one of their concerns that I wanted to make sure. So the stormwater project is already in the way and I'm repeating. So Again, I know they say it's one point Three million. Their PVASes are thirty-seven O seven per ERU. Other areas were

seventy eight hundred for a ERU. So I wouldn't look at the overall number, I would look at the individual number per the ERU because it's coming in lower than Crane's Rus that was at seventy eight hundred just for one ERU. And thirty seven hundred over ten years is about twenty five And it can add up, but at this time there's no other projects that are gonna be implemented. in the next few years.

    OakleyChair

Mr. Mr. Morton is of the I'd like to go after

    StarkeyVice Chair

    Mr. Morton.

    OakleyChair

    Okay.

    Moore

I I'm just going along with Commissioner Mariano, we stated this in the past and he I've already made a statement that if if this if this is a a uh board initiated. And I hate to say board initiated because I'm not initiated, but I'm part of this board. Um Any more board initiative PVASes. I'm not I'm I'm a no. I mean I mean let the people vote. That's what I've said before. If they get the majority, they get the majority. If not, You know, I mean They they don't want it.

    StarkeyVice Chair

    So

    Moore

the majority let me finish in two years.

If the majority doesn't want it, they don't want it. There could be they could have eighty, ninety, hundred and something people here today. making that same statement, but instead of the citizen decided to go to door door. They let her speak for them. I mean I did get another email, I think we probably all did, um, a little while ago from a citizen Um So it could have been like before and they could have had, you know, a line out the door, but They decided not to do that and let her speak on their behalf. I mean, I

mean there's nothing else for me to say. I mean, you know, it's just the bottom line is the oh it's not it wasn't a fifty one fifty or or or anything like that. It was a overwhelming majority that says they don't want it. So why force it on 'em? It does make uh to me it makes absolutely no sense. But I have

    StarkeyVice Chair

    the

    Moore

floor afterhand. So yeah. It makes it makes no sense. So I'm definitely a no though.

    StarkeyVice Chair

Um I wanna ask the woman to come back up to the mic for a second, please. Um and so my brother just bought a house on Cres Knoll. He just moved from um Gulf Harbors there and he bought it so that he can Take his R B and Park it there. Um so did you live there before it was uh before they chip sealed it? I did. And what was your road like before they chip sealed it?

    Unidentified speakerVoice C

Exactly like it is right now because they missed Cedar Point Drive completely with the Chip and

    StarkeyVice Chair

what about the rest of the roads? Uh why did they come in

    Unidentified speakerVoice C

and seal it? They were a little rougher than what they are now. But but my my other concern is the oversight of these projects. If they there was no oversight over the chip and seal project or the little Pebbles would have been sealed correctly in some of these courts and our court would have been chipped and sealed, but there was no oversight, no contractor oversight. So the the contractor failed miserably. So here we're talking $1.4 million.

And is there going to be contractor oversight? Is the job going to be done right? And are we going to get our money's worth? Because we sure didn't get it under the chip and seal.

    StarkeyVice Chair

I'm sorry, you didn't even pay for the chip and seal. The rest of us paid for your chip and seal.

    Unidentified speakerVoice C

We all paid for the chip. We were told it was BP Oil Spring

    StarkeyVice Chair

Bundes. It was a gift to the whole, all the citizens of Pasco.

You got a gift from the citizens of Pasco County under the condition that this board came in and did a board initiated PVAS and now some of the members are going against that, which to me is

The residents are going against that but The residents

    StarkeyVice Chair

You know, we have very difficult jobs up here and sometimes we have to make decisions that people are upset about, but one of them is our is responsibility. And i if now maybe I'm wrong, but I s I went and visited those roads with the governor. uh en s and tried We tried to get FEMA to help us pay for the roads. uh because they were so bad and they wouldn't do it because they were in such bad condition. Here's my concern. My brother just bought a house there so

he could drive his R V and park it in in in his yard. If if the people If we're gonna be so irresponsible and not do our job, which is to make sure these people are gonna have safe roads, we we know what's gonna happen when a chip-sealed road fails. And I I well I'll ask the ex expert, when a chip-sealed road fails, it's Lime Rock mush. And when Lime Rock Mush gets wet, you're not gonna have be able to drive on

it. You're not gonna have mail. You're not gonna have garbage. You're not gonna have school buses. This is what happened to those neighborhoods before. So I feel it's my responsibility. No one wants to pay for their road. I have two roads that are gonna have. I have two homes in the county. I'm gonna I'm gonna have to pay for two P VAS's because.

I don't want to. I would rather have someone else pay for it. But I feel that's our responsibility as commissioners is to what are we gonna do when they can't when we have a big storm and they can't drive to their house.

    Unidentified speakerVoice C

    That but the roads You

    StarkeyVice Chair

know that's coming. You know it's coming.

    Unidentified speakerVoice C

No, the roads are not in that condition right now.

    StarkeyVice Chair

    They are ask the experts.

    Unidentified speakerVoice C

    They're not.

    StarkeyVice Chair

Well, you know what? It looks good because you have this thin layer that looks pretty, but I can see where the lime rock is coming up all over your roads. And I can see it where commit the commissioner showed us where the road is gone. You're you're driving in the Lime Rock sub base.

    Unidentified speakerVoice C

There's six or seven areas that need repaired. These residents have called for repairs and many residents' requests have not been fulfilled.

    StarkeyVice Chair

Well I I would say that if you're not willing to help if you don't want Your road to be fixed? What Chi with full-depth reclamation, which is a cement-based road. So even if it floods, you won't have any issue with your road. I don't think we should go into these roads anymore uh and and try and fix them. I I just think this is your shot. I just Can it's irresponsible of us to not fix this. This is This is one storm away from a disaster, in

my opinion. If you're fa and if you have flooding, oh my gosh, if you have a flood. That's gone. That road is gone. That that line rope explodes like Like yeast, you know, when you're making bread, it's just gonna It's gonna be gone.

    Unidentified speakerVoice C

Can fe P VASP be terminated?

    StarkeyVice Chair

    Yes.

    Unidentified speakerVoice C

That was the other request that

    StarkeyVice Chair

What does that mean? What do you mean by that? To cancel it?

    Unidentified speakerVoice C

The whole the whole methodology of PVAST. Well

    StarkeyVice Chair

we we are talking about that because listen, none of us like doing this.

    Unidentified speakerVoice C

And the residents don't like you do that.

    StarkeyVice Chair

I really do. Everybody does it. Very difficult. Um but what but when it's terminated, something else will be in its place. You will be paying for Every road in the county to be fixed, not just your own, but it'll be a smaller amount. And and that is how most counties do it. Um But I and we're working on it but I think we're years away from that. Really my concern for you and for my brother is that your road is gonna make it another year.

    Unidentified speakerVoice C

I'm not concerned on that based on I

    StarkeyVice Chair

    know but the expert

    Unidentified speakerVoice C

    walked every single road.

    StarkeyVice Chair

Experts are very concerned for you, but That's my soapbox. So I'm concerned for you.

    OakleyChair

You can go sit down and

    Fitzpatrick

    wait. Thank you.

    OakleyChair

    Miss Fitzpatrick.

    Fitzpatrick

I don't know if I need her back up. Okay. So this is a perfect example. It was at the end Of Cypress Drive. N. Ronald. that the r road looked like this all the way across the street. There was a car stuck in the road. The mailman carrier could not get down the roads. And if the road is already looking like this at the end of the street, I'm concerned that's not gonna last. And that is what it

    looks like today. Now

    Moore

Well call for the vote 'cause you got you got two that said nay. Hold

    Fitzpatrick

    on

    Moore

no already and you just call make a motion and see if you got the votes.

    Fitzpatrick

The roads had cars in them. Mm-hmm. They were concerned. I'm trying to make sure I address every one of their concerns that they had that night because they said there was no cons um we do have new construction, new contractors. There will be oversight over the roads. This is gonna happen in two years. No one even start the project for two years away. And that was one of the concerns is they wanted to make sure it was postponed until these issues were addressed. Now these stormwater issues are being

addressed today. They have the stakes in the grounds. They're planning on putting Handling that. So they have the study.

Um And then you're top mentioning the affordability of it Right now it's only I can't say only. Right now it's three thousand seven hundred and seven dollars and that can be put over a ten year span. Now other communities

    OakleyChair

    added to that.

    Fitzpatrick

Three point two five percent at this point, correct. And Other communities cost $7,800. So even if we went ahead and averaged them all together. One concern is this may make the PVAS go up because other communities are seventy eight hundred and then who's gonna discrep and say who's gonna go first? Are we gonna go put in Moon Lake for four million four forty million dollars first? And then the other roads that

could definitely use it that used to be paved are not gonna be able to get m P VAST when it's time for them to get PVAST because we're gonna spend forty million in other areas.

    OakleyChair

Right. But in the PVAST system and ordinance we have to work with It doesn't work that way. You don't add 'em together and divide it and all that. Each one stands on its own. So the work has to be done. So We've discussed this pretty well, so Mr Chairman

    Fitzpatrick

would I would have to see like some kind of a break even analysis.

    Mariano

Thank you, Mr. Chairman. I I see one resident that I know in the background there. I don't know if we finished with public comment with everybody that wanted to speak.

    OakleyChair

Yeah. The lady spoke. That was the only one we had signed.

    Mariano

Okay. Okay. Just want to make sure. All right. So let me say um You know, when we look at what happened five years ago, the Board made a big investment to a lot of communities. One of the big issues was stormwater. And I want to say our stormwater team, this whole board has done a phenomenal job in fixing stormwater. So much so I think this year we're up thirteen percent in ratings, which is outstanding. So we've addressed a lot of things. From as I see it, we haven't done anything here yet. There could be a septic sewer program coming in still, which could benefit these people, which would mean we'd have to tear up the road again. But when

I've got citizens, When we always look for petition leader when we do one of these paving assessments, we look for a petition leader to go out there. Well this petition leader on this. went out there and out of the two hundred and fifteen people she talked to, she says only five went against it. That's a pretty strong number.

    Okay, so this this

    StarkeyVice Chair

    gold sex start as

    Mariano

    he

    StarkeyVice Chair

    drives in there every time.

    Mariano

If I could finish. That's what they would look When you look at that extraordinary set of numbers, to try to go force this on the people that say they don't want it, you're gonna tell them what they're gonna do with their property, with their benefits, how they're gonna spend their money. I can't see how we can even go forward with it.

    OakleyChair

Okay. What's the pleasure of the Commissioner Oakley.

    StarkeyVice Chair

I apologize. What was that? I'm sorry. You wanna make a motion to uh approve the P Bess in your district?

    Fitzpatrick

    You can't second.

I would motion because looking at that can't

    OakleyChair

Alright, I got a motion. You can't. Oh yeah, I

    Fitzpatrick

    can't.

    OakleyChair

Oh, and you can't do it. Oh, you're in big trouble.

    Fitzpatrick

But I am I okay, I am truly

    OakleyChair

may have to lean on uh Mr. Steinsteiner to do another vote, so I'm

    Fitzpatrick

tr I am truly concerned if this is what it looks like today. How those are gonna last much longer. Okay, I think that's a good thing.

    OakleyChair

I'm gonna say this without really knowing, but it seems like it's that way. There's your motion has died for lack of

    Fitzpatrick

    the

    easement.

Can I do a motion? Okay, can I do a motion to continue because the residents want to see the other projects completed. Once the other projects are completed, then I want to

    OakleyChair

    What other project?

    Fitzpatrick

They want to see their stormwater issue. Solved.

    OakleyChair

The best way to do that is bring that back to us once that stormwater is a little bit of a little bit of a little bit of a little bit

    Fitzpatrick

    a year.

    OakleyChair

No sense in leaving it like that.

    Fitzpatrick

So then most likely with the construction costs.

    OakleyChair

    Excuse me.

    Fitzpatrick

So most likely in the construction costs the price and the fees are gonna go up then.

    OakleyChair

    It will.

    Fitzpatrick

So these fees I would rather lock in at a lower rate, at a lower interest rate. Otherwise if you push this off for two years and then you can't get it.

Well that's why I feel that it should go through today because those roads if we cancel it today Yeah. If we even come back in two years from now, the construction rates are doubling a hundred percent they're going to a hundred percent increase.

And all the other construction fees are six to eight percent every year.

    OakleyChair

    We can't change that.

    Fitzpatrick

    But

    OakleyChair

    this means

    Fitzpatrick

that they're gonna be probably charged Yeah. It could be twice as much. Yeah.

    OakleyChair

    Mr. Mariano. Move

    Mariano

to deny the paving assessment. Second.

    OakleyChair

All right. I got a motion and a second to deny this project. All those in favor say aye.

    Moore

    Aye.

    OakleyChair

All the I All those opposed, like so?

    Fitzpatrick

    No.

    Unidentified speakerVoice G

Mm-hmm. And one abstention. And one abstention. One ab sad.
