    This is item number PWF 21-0022 Crane's roofs, PVS number 3346. This is one of the 2015-16 storm damage road projects. It was temporarily repaired in 2017 and the temporal repair was um chip sealing. This is a board-initiated uh PVAS project. Uh there are six roads included in this PVAS project. Twelve of them were not actually chip sealed,

    but I'll explain in a minute um why they were included in the project. Uh there are 82 lots and um 81 ERUs. Yeah. Um in terms of the estimated cost of the project it's six hundred and uh thirty-seven thousand dollars approximately, maximum cost for ERU is seven thousand eight hundred dollars and sixty eight on seven thousand eight hundred and sixty-one dollars. Um The discount of the amount is $139,000 approximately, and the maximum cost for EIU after the discount

    is $6,114.16. The repayment is over a 10-year period, and the interest rate is 3.25% interest. One of the things I'd like to note is that

    Planters Lane and Trasher Court. It's the extreme uh uh section that goes uh south and forms like an L. Those were not chip sealed, but um in looking at the condition of the road, and I'll show a picture in a minute. Um looking at the condition of the road, the Azure Road, the the um The patch, the linear patch, the potable patch, it was recommended that this be included in the project. If we did not include these two roads in the project because

    of the PVAS methodology and policy guidelines, they would be included in the assessment at 25%, but they would not have those roads paid. So we um were proposing that these two would be included, although the directive is um you know one of the roads that were chip seal

    Um this is um Planters Lane. So you see the conditioner of road and ice. There it is again also on Trasher Court and Planters Lane and the asphalt, the pavement is um less than a half an inch. Um Any comments, questions?

    Jack Mariano. Um just to before we get into the public comment, because I did hear from a lot of the public. Um with the eighty one units ERUs that are here. Um I think everybody got a copy. There was sixty eight signatures, individuals, eleven uh husband and wife, seventy-nine total signals, saying they have the project. I I've never seen a project like this uh was such a determination for the people not to have it done. I s I strongly recommend before we get into all the public comment, uh

    Commissioner Fitzpatrick, it might be good for you, because Ainsy, I think you just gave new information which I didn't hear before. That you might want to just continue this, have a public meeting. And listen to what the people have to say. Otherwise we're gonna listen to the light on the right-of-way. feedback like seventy nine out of eighty one say they don't want it the way it was

    I was gonna say, Commissioner Mariano, I've actually been out there, I've driven the roads, I've met with um citizens, and I've also spoken to staff already. I was gonna ask for a continuance with this one as well until April 20th, because they have mentioned two other roads that may need to be included into the PVAS, and then if we were possibly looking at alternatives, if two of the roads that were not changed.

    Good afternoon, Commissioner. It's a call at Public Works. And this is the Crane Ruth PVASP project number 3346. Before I go into the presentation, I just want to read into the records that We did an item revision and um the following is verbatim what was uh revised. Whereas at the March 23rd, 2001 meeting, the public hearing was opened and continued to April 20, 2021. Um on to the presentation. Next

    slide please. Um this item was continued from the March twenty-third, twenty twenty-one public hearing. Uh this gave the um Commissioner Fitzpatrick an opportunity to meet with um residence. That meeting was held on April 5th, 2021. Next slide please. Just by way of background, in 2015-16, there were storm damaged roads which were temporarily repaired in 2017. Uh this is a board initiated

    project. We're here to get um board approval or direction to move forward as a board initiated project. There are six uh streets in this project, eighty-two lots, um eighty-one um ERUs. Next please. The total estimated cost is uh $637,000 approximately. Maximum cost per ERU $7,861 and 54 cents. Uh the discounted amount is $138,695.78.

    Maximum cost per ERU after the discount is $6,146.16. The annual Repayment period is over 10 year uh time frame and the interest rate is at uh 3.25% interest. Next, please. Um one of the things to point out is that Trasher and um Uh Treasurer's Court and Planter's Lane, that L uh two roads that form L in the lower left-hand corner, they were not chip sealed. But because of the ordinance

    methodology and policy guidelines, if those roads are not um repaved, they're still being assessed uh 25%. So they were included in the this project that is being brought before the board. Next please. We were able to locate one of the historic slides, and this is back in 2015, and it's Crane's Ruse. Um that was what the condition of the road looked like back

    Okay. So This was the Pasco storms from twenty fifteen and on July twenty-eighth, two thousand sixteen, I'm assuming public works had shared. If you can go down two pages, please. Yeah.

    And zoom out.

    In twenty fifteen, you can go to the next slide please, hundreds of roads were damaged by the twenty fifteen storms. Uh the road basins were saturated from the constant rain and it had ruined the road basins. So if you can see the photos here, this is what a lot the majority of these roads looked like prior to

    It's coding. Um, next slide.

    And this is one of the photos that I'm glad to do. Not sure where it's at. But I'm gonna tell you that's what Lakewood Villa streets look like. Over on Cypress Drive in Lakewood Villas, right off Massachusetts. There were cars stuck in the roads, and that's what the roads looked like. Um next slide please.

    Our governor at the time and Sheriff Nacko and others had came out to look at the road damage. As you can see, the chips and the Of the road.

    The next line. So what they did when they first came in, public's work crews, they applied the asphalt millings to provide the immediate response, emergency response. to meet the needs so people can just have roads that they could drive on. As you could tell in the previous slides, you could were not able to drive on those roads. Next slide please. Over one hundred and fifty roads were destroyed during the pa um required paving. and we were only to able to put a temporary fix on it. that to

    repave all of those roads it would have been fifteen million dollars. The board authorized three hundred um sorry, three point five million in Restore Act money to pave the worst of the one roads that were affected during the storms. The repairs were made The repairs made at that time were only expected to last three years. So again, first they applied the asphalt millings. And then they that was still only a temporary, temporary fix. And then on the next slide. They did

    apply a sealer to the millings to create a temporary repair. The next slide.

    The roads that were driven on more didn't last as long, so they had to continuously keep up with those roads. And the ones that weren't driven on as much, they lasted a little bit longer. Next slide. So the first step, um, they removed the loose millings and did in-house spot repairs on low areas that experienced the worst of the base failure. And they only did it on this cer certain damaged roads. Next slide.

    After that Go ba I'll go back to that after. So just remember from the original millings to here, at this point, they applied the single chip seal to all the damaged roads in one point eight million dollars. The chip seal was a provide a protection while permanent solutions, P VASS, could be established. So when The motions were main. It was only to be a temporary fix. And then that's when they estimated this repair was only gonna last

    three years. And then the next slide was the flooding that ended up causing a lot of these. And I wanted to mention

    We have

    In July. In August of twenty fifteen twenty fifteen. The major roads were damaged due to the rainfalls and the flooding. There was originally forty-three, I think it ended up being a hundred and fifty roads that were damaged due to the storms.

    And on December nineteen um December ninth of two thousand and fifteen.

    They were going over the projects that consisted of forty three roads. Next, on December of 2015, the board voted and approved to spend the $3.5 million. It was funded by a combination of program maintenance, normal payment assessments, and funds generated through the subdivisions in the agenda items. Um Ms. Cool. Of course they start off with the millings, but again Commissioner Mariano moved to approve the three

    point five For from the VP settlement funds, Commissioner Weight seconded it. This was only supposed to be A temporary fix until They could all be P VAS down the road. Next in two April of two thousand sixteen They modified and adjusted the budget of the program. And Commissioner Schrader had moved.

    to uh add and make modify the flexibility to add the additional roads. I believe it was the additional roads and I believe Commissioner Mariano was seconding and s Commissioner Starkey was also here at the time. So 150 roads were identified during the base damage and base failure. And They added and prioritized the roads to fix the program.

    Mm-hmm.

    And then the last part.

    I got a million emails in the past.

    Absolutely.

    And then on three on March fifteenth, they They approved. They agreed to a temporary repair. So I just wanted to let everyone know The approximately 150 roads suffered extreme base damage due to the extensive flooding in July of 2015. On April 26, 2016, the BOCC uh allocated 1.8 million of the BP settlement funds.

    to allow a single chip or a fog seal the roads. This was a temporary measure. were intended to stabilize the roads to provide access as a temporary repair pending paving or reconstruction under the paving assessment. Because the roads have the bases have failed.

    and they were fixing them. But it was said from the beginning they were going to use the restore the B P funds, three point five million To do the chem temporary chip seal until the roads could get through the PVAS process.

    They weren't they weren't restore funds, they were B P settlement funds. There's a there's a different

    Okay. That's his resort. Okay, so it was the B P funds. Somewhere in that says restore. But the B P funds were allocated to only do a temporary fixed seal, chip seal. So that's why for me knowing the background and moving forward and know what the commissioners in the past had planned for this project. I feel I need to continue moving forward.

    So that was my entry into the Crane's Ruse project. Do we have people to listen to?

    I left. Did you already pro pr uh present? Yes, I did. Okay. And I agree a hundred percent with the commissioner. That um That report you saw and I don't know if Kathy remembers and those that were here, but we we made that presentation for Senator Latvala and Representative Murphy and then I took her on a uh a bus ride. Around um Parts of the county. in um to show them issues that were affecting their districts. Um And

    we were hoping that we could get law changed so that we could use gas tax for w for um uh fixing roads which weren't you know, weren't allowed for potholes, but we can't, right? Um I don't know if you were here, Ainsley, when we when we did that. Yeah, but we were trying to get them and there's a slide there that said that we were trying to get them to change state law. Uh for more flexibility with some of our With some of our money. But um it was always agreed that that money that those fixes were temporary. Um they're

    one big storm away from looking like oatmeal again. Um And Uh we've been we've done how many already as board initiated Ainsley?

    We have completed Uh eight of them so far. Sorry, seven of them so far and we have another um Four or two to go.

    Okay, so I I feel it would be inappropriate to stop midstream from what we've already been doing. Um and and uh We made this commitment when we spent the taxpayers money of th three million five hundred on this? that we would do this in uh I I know it looks great today, but It's not gonna look great. for very long. And um I I do want to rem remind everybody when that

    storm came and we tried to get FEMA disaster money. Uh they looked at uh our roads by Google Earth and they said, no, no way, your roads didn't fail because of all this water. I mean, your roads were failing already. and you need to fix your roads. And uh it's because of all the potholes and a and the bad condition of the roads that those roads exploded like that. So that's what FEMA said to us and that we couldn't use the m we couldn't get any help

    from the feds to fix those roads.

    Hi, thank you. This is Louis Bayers. I'm at [address removed]. Uh in the area, uh with a comment on this uh paving assessment. Uh basically just three points. Uh first is that the previous agenda items that uh Board has addressed this all day were truly important. They affected the look and the feel of the county, they affected the quality of life, the health and the safety of the county. And then we're not going to be able not just

    for immediate neighbors, but for the county at large. It was well worth What's time? to take all this time to go over all those items. But this particular item It's just a paving. It's based on the current conditions of the road, it's unnecessary. Uh For the residents who live here it's unaffordable, just outright unaffordable. Uh as you've seen from seventy or more out of ninety signatures, it's unwanted.

    And It doesn't address the root cause of the flooding that's gonna come and take out the next road that gets put in. So The the bottom line is uh the commission ought to just reject or table for three or four or five more years, table this particular repaving initiative. And spend The time. That you have on items like the ones that were done earlier today, truly important things affecting the health. And uh livability

    of the county as a whole. And just Table this. Reject it. The residents don't want it, the road doesn't yet need it. Let's come back in five years and have the conversation if we have to, but let's not vote. To move forward on this today. Nobody wants this except the people who five years ago thought it might be a good idea today and uh They were mistaken. The roads are fine. That's my only comment. Thank you very much.

    The my first comment that I want to make is um I'm I'm really disappointed in uh Christina Fitzpatrick's uh uh uh slideshow. Not one person in this whole group of us, all s neighbors. First of all, ninety-five.

    Please address the problem that we have, don't address a a member of our commission. Okay? Just address the problem. That's what we're here for.

    I'll address the problem. Not one picture in that slideshow was of any of our neighborhood. Not one. Not one picture in there. I don't know where these were taken. I with none of us in this neighborhood that are still here after waiting since 1.30 in the afternoon. Half of us, more than half of us had to leave because we have families and had to pick up people. So it's so disrespectful. We're sitting here five over five like five hours later. But anyhow, those the our streets over here were were Bay News Nine came out. They took a look

    at our roads over there. and were scratching their heads. They put that on TV. They sat there with a camera and went up and down our roads in Cranes Ruth Drive. We had that whole first meeting with Angely over there. Then the second one we had with uh with Commissioner Fitzpatrick. And we we had pictures that were put up there. Not one picture was put up over there of the Cranes Ruth Drive that was repaved. We had two pictures, one of Planters Lane here that I have. Another picture was on the corner of Thrasher, and Planters

    Lane over there was some small minor road, a pothole, and some just little roughness on the road over here, which was not even a part of that paving project. So where are the pictures from our actual neighborhood? They are not in there, they're not representative of that. The roads are literally perfect all the way through. Crane's Roof Strive doesn't even have a pothole in it. So I don't know where that these pictures came from. Obviously someone hasn't done their homework and come out to our neighborhood. We know our neighborhood better than anybody else.

    And that none of those pictures represented what our neighborhoods went through and what where where they're they're at right now. And no one's even considering that you guys are sitting there getting your whole paychecks and everything. Our neighborhood has suffered so much all the way around with people who have businesses and stuff that have had problems. We've sat there, my husband and I are both retired, have a limited income over there. sit here and be threatened with seven thousand dollars on a lien against our property, it's just ridiculous. We've

    so not been taken care of by this county. Through water projects after another. I had m M Mr. Mariano in my backyard when they were flooding all that across there from Youth Lane, letting all that water come across. He came over in his dress pants and his dress shoes. He saw that water that they left come across the street, flood out our whole backyards and into up between my houses over there, up to my pool, and he said, Here's my card. It's right here that he gave me and he said, This I promise you will

    not happen again. That pipe that ran across that they were going to close that off. I've also been told that by Donald Carey, who was out, assessed our property, saw what was pulled on and promised that they were gonna block that whole section off so this would never flood again over here. And guess what? I asked Donald Carey at the last meeting. He said he said, No, no, that was not plugged up.

    My name is Robert Ryan. I live on [address removed]. I have been sworn in. The problem we have in Crane's Roost It's not our roads, it's under the roads. It's the drainage of the water. The lakes flood You people, the county, did not get the water out of Crane's Roost. Crane's Roost flooded the roads flooded, and then you send in Your trucks To take care of the

    problem. The problem was The roads were flooded, and The trucks went down the roads, destroyed the roads. Crane's Ruse was totally destroyed. Okay? Then you come in and you don't fix it right the first time. You put a chip seal on it and say, We'll fix it later. Why didn't it get fixed right the first time, at your cost? Because you, the county trucks and cesspool trucks that you hired out because you couldn't

    have enough you didn't have enough trucks to take the water out, so you hired cesspool trucks to go down the road. And they pump the water out. They they they they took care of the problem and then they temporarily fix their problem that they made. You guys made the problem. And now you want us to fix your problem. You want us to pay. We're retired people in there. We can't afford this money. This

    is impossible for some of us. Some of us might have to move. I heard a lady say she might have to move. That's absolutely ridiculous. They put all their time and work into their homes. They get flooded out. at the county because the county did not put pump stations and stuff that could supply the water to be pumped out of the the neighborhood. The county didn't do their part. Okay. And now they want us to do our

    part And put new roads in. I don't understand why it's on us. Which not be honest.

    My name's Candy Snell. I reside at [address removed]. I have been sworn in. I want you to know that I am livid. There's already two commissioners that have made up their minds before even listening to this. Um and I'm also upset about the last meeting that we had because Commissioner Fitzpatrick did not listen to to us when we asked about

    the real problem of what needs to be done is Yellow Lake, which is not part of Crane's Roost. And she even gave us the numbers of what that would do if they included Yellow Lake and Sharon Drive. That's not what we're saying. It's not part of Crane's Roost. We want Yellow Lake to be on its own, not part of Crane's Roost. There is not one road in Crane's Roost that needs to be repaved. She's already made up her mind. There

    is not one storm away. It will be several years. We've had flooding, and there's been no problem with Cranes Roost Road or the other two that have had chips seal. None whatsoever. The roads are perfect. It's not going to happen. If we have a hurricane and we flood this year, it's not going to happen. There is no reason for you to say in advance that you know this needs to be done.

    Good afternoon, um commissioners. Uh my name is Valerie Schaefer. I reside at [address removed]. In Crane's Roost, I'm a homeowner for 23 years in the community. And I'm here today to give my comments on the PVAS 33466 that we've been talking about, which you have a recommendation to approve. Today you were handed two folders from us. One was the blue folder with 70 signatures. Which really

    constitutes about 95% of our community. The ones that did not sign were people that are renters and they would not be eligible for a vote. Our community is very close knit. There isn't one person that we have spoken to that is for this project, which means we are all immunity. Because we have we lived there, we have lived through the storm of 2015 and 16. 15, which you would see some of the pictures that I had emailed

    to the commissioners. One of those pictures was my home.

    The roads were damaged by the floodwaters, and then the trucks destroyed it. My road was Grand Central Station. I had about six trucks there for weeks at a time. I saw what happened.

    We have no Problems at all in our community. When and if we do, then we could come and we can talk to you at that point. Right now, we do not need it. And uh we did have an expert witness. I had uh also handed you a folder that was uh clear uh from a gentleman. His name was Roger Lord. His son had to have an emergency surgery today. We do send our prayers for his family. He cannot be there. He put in our roads. Uh he would like to talk to you about the base of what he put down

    there and how strong it, because we can't see what's under. under our roads at this point, but he knows that knows that our base was strong. He knows about the limestone. So he was uh gonna give a very good presentation today. But we are here again today to say that we are all in agreement to not go forward at this project at this time. We hope you consider that. You are our government, you are our elected officials. Uh we know that Aristida was withdrawn. We would suggest that you with uh withdraw and rescind our project as well.

And Definitely does not need anything done. I don't recall any flooding on our road. We're over on the other side of the lake. And uh Apparently the ground flows down toward the lake. I do not ever remember standing water in my yard or

    on the road at all. Um Planners Lane and Crane's Russe Drive is a different story. There's water over those roads, especially during our major storms. And um all of those roads were very, very bad to travel on. Planners Lane has a little bit of damage from it from just potholes. Other than that, you fill the potholes and it's fine. We are not a through community. There is no through traffic that goes through our roads. My road is a dead end road, and when

    I say dead end, I mean dead end. It it's not even a cul-de-sac. And we do not need this done. I am one of the people that is retired, and if this is passed through, I am gonna be forced to sell my home because. I spend what I need on things. I don't spend what other people think I should spend. I cannot afford it. And so this would force me to move. So thank you very much.

Um I think the main issue that has to be addressed today is this myth that Um because in two thousand and fifteen This idea of it being temporary means we have to act today. There's nothing in any statute, there's nothing in any rule, there's nothing saying that we have to do this today.

    What this really comes down to is a matter of choice. And you, as our elected representatives, have to make that choice today. And the when you make that choice you have to decide Whether or not you are looking out Something that five years ago you said this is temporary so therefore we have to move on and fix it now or you have to look at the facts. And the facts of the matter are,

    if any of you have gone into Crane's Roost and you looked at Crane's Roost Drive, you would say, this is a beautiful road. This is not a Pockmark road, there are no potholes, there are no cracks. This is one of the nicest roads in the community. Look at it for yourself before you say, well, five years ago we said this is temporary and it might not last. Someone previously said this isn't a through street and that's why the roads are still in really good condition.

    At our last meeting where we m met with Commissioner Fitzpatrick, I asked her to look into how much money has actually been spent to maintain Crane Trust over the last five years. And I haven't heard that number yet, but I would say it's virtually zero. And you know why? It hasn't needed it. So why do we have to follow up on a policy that was proposed five years in case these

    roads do deteriorate when the fact of the matter they they have it. You are commissioners. 95% of our community says this should not be done. Represent us. Don't represent something that was passed or decided upon five years ago, but focus on what exists today. Thank you for your time.

Yes, we do appreciate it and we do l appreciate the chip seal and the stabilizing of our roads. However,

    we don't want our money wasted because the cause of the problem, the water issues, have not been corrected. There will still be flooding of our roads and flooding into our houses, and it has not been fixed. And uh Commissioner Fitzpatrick, your own stormwater personnel who presented and at our meeting that you called for us told you, and the other commissioners of course could not be there, that it will be years before our water issues will actually

    be fixed. I asked you to then wait. Road destruction will happen again if we get our big floods. Putting in this new road will not stay if we get these massive problems again. Wait.

    I also come before you today in red, white and blue if you could see my pants. To remind you that we fought in America to have representation. of the citizens for what they want. We do not Want and have Others parenting us to make those decisions for us, especially when those decisions do not make sense. Make your decisions today and vote no on what is happening

    now, not what happened four years ago, not what got put into place by other commissioners who no longer are even here. Do on what is happening now, what the situation is, and our water issues have not been resolved and will not be. Probably they commented for another five years. So let's wait. I am requesting that the following email be read into the record at the upcoming BCC meeting being held on April 20th at 130 P. M. regarding the Cranes Roos Pap Repaving Project. I would have preferred to speak in person, but I will be at work during that

    time. There are two issues that need to be addressed during to be addressed based on the Commissioner's responses at the last meeting. The first issue is one commissioner's claim. that repavement is needed because it is a waste. Uh is ne needed because it's a waste of taxpayer money to continue paving for maintenance of roads that are in need of repaving. While this argument seems reasonable, it is based on a faulty premise that the county is actually paying money for maintaining the roads within Crane's Roost. The truth of the matter is that very little, if any, money

    has been spent in the last four years for maintaining these roads. We had a small pothole, one of two on Planters Lane in front of our home for over a year and a half and the county never did anything to fix it until last month. That is not spending money for maintenance. Well this is only anecdotal You are our representatives and it would be very easy for you to see how much money was actually spent maintaining these roads in Crane's Roost. If you look at the facts and conclude that a lot of money has

    been spent over the last four years, then perhaps this is a legitimate argument. If you look into the matter and not very much money has been spent for maintaining our roads, then the argument is based on a faulty premise and should not be considered.

    The second issue that needs to be addressed is one that has that was mentioned at the last Ah has been mention mentioned by at least one commissioner and Mr. Ainsley. That argument is that Crane's Roost Drive was chip sealed and this was just a temporary fix. Perhaps the life perhaps life expectancy of chip seal is only four to five years. But in this case, the chip sealing has far exceeded expectations. If any commissioners have actually looked at Crane's Roost Drive, you would no doubt conclude that it is not a

    in the letter sent to homeowners. But in fact is one of the nicer roads in the area. Please look at it yourself before voting for this assessment on our homeowners. Perhaps it is a fact that Cranes Roost Drive is not a through street and gets very little traffic except homeowners visitors and service vehicles, but the Chip SEAL is an excellent is in excellent condition and does not need to be torn up and repaved. Please do not vote for this project without actually seeing the condition of Crane's Roosevelt. Thank you for your time. Thank you.

They'll still be paying for the first assessment that is a temporary fix. So Um the idea is that they'll just go for the permanent fix. Um I think the people on Crane's

    Roost think they have a great road 'cause the chip seal hasn't started deteriorating yet. Um and uh When that deteriorates, how quickly does that deteriorate?

    It's unpredictable. It depends on the amount of um rainfall we have. Um many factors. It can be rapid.

    Rapid. So uh while we didn't see pictures of the cranes roofs А I saw it when it was underwater. I didn't see what it looked like after or I don't recall. I know I drove through there. Um was it? But if it if it failed, it's because it was full of potholes and the lime rock got saturated, I'm gonna guess. Did you have pictures?

    Can they can they put 'em back up? So um the thr the three million five hundred dollars that we had um that we loaned to the neighborhoods to have their roads fixed temporar so that's what your road looked like. And the taxpayers of Pasco County came in and um loaned the neighborhood some money. so that they could have driveable roads. And it's not gonna be too long before it will look like that again. And If you

    were to get into the PVAS program Um how long would it be before you could even start doing their road?

    This um if it gets approved today, we're looking at about six to nine months out and in terms of actually appearing on the bill the tax bill, it would be about um twenty twenty-three.

So let's not force this upon them. If it breaks down, it's unfortunate. If they have to drive around potholes, it's unfortunate. But they're saying they're willing to take that risk at this time. Or wait a few years. I heard a number of them say that, hey, in three or four or five years we need to do it, we need to do it, they're willing to do it. Some did say they

    would. If they're not at that time, then they're not at that time either. But you know, and let's be hon I mean we know and let's listen, we've we've had some history of let's be honest, in Crane's roots with some things where we didn't always see it eye to eye on on some projects going on. But that shit doesn't matter. At this point in time, I agree with the residents a hundred percent. Ninety five percent of them say they don't want it. Let's listen to I don't really think there needs to be a debate anymore, to be honest with you.

    The rest of the the rest of the meeting about this. You have enough people, basically everybody, that says no. Don't force them to it. They don't want it. They don't want it. Done.

You know, Angle, if you had a done a public request and and did the survey of the people to ask them if they wanted the survey done.     So especially at 95 percent, this board would never even see it. It's tucked away. You get to send a letter out and it's done. If it were a property owner initiated. Okay. So we're talking even like fifty-one percent shut down, it wouldn't even come to us. We're talking ninety-five percent of the people. have come forward to say they don't want it. I haven't heard a single person in this whole development say they want it. When I look at that type of feedback you're getting for people. And these people are pretty active. I've been in the neighborhood for many years. I got a lot of friends in there. My insurance vice resident used to live in there with a family was there. So I've been this road many times

    for many years. Um When we get recommendations like this, you have got a recommendation of approval now. And that's, I believe, because you have a Board of County Commissioners that said we want to get it done. You have got a single commissioner that was here before that said they want it done. That's the reason you made the the recommendation of approval, correct? That's why we're standing here, yes. Okay, so that's why we're standing here. Uh if it was done differently, this thing's not even before us. So let's look at the present situation. You've got current pitchers, I got past pitchers. I've been on the road, the

    road's in great shape. The people say it's in great shape. That's good enough for me to say we shouldn't be doing this. They say they don't need it, and we don't have to do this. This is not even debate whether we can do it because it's a comp plan issue. Do we need to look at these things? What things should we consider? What things should we factor in? This is a simple, are we gonna make these people spend their money to the road they don't want to do that they can wait on? And they're they're they all know the risk. They all know what's been done to the roads. Now we even know better what's done to the roads because two of the roads were actually

    fully done. Never mind just the chip seal. So they know the situation and they still are coming out here saying they don't want to see this done. This this as Commissioner Weightman said, this should be simple. Repairs were were Expected to last three years. Expected to last three years, but guess what? They're lasting a lot longer. Why do I need to go back to something I thought I was going to do four or five years ago, find out that my situation is much better now? Why am I going to go just because I said I was going to do it? When I look at the real facts who are in front

    of me right now, this is easy. We don't need to go do it. They don't want it done. I mean we are representing those people. Um I mean I was there When all the flooding was going, when I got a call from one one of the residents there's hey, we got we got Benderson's pumping into our neighborhood, they're flooding us out. What are we gonna do? And we got 'em to stop that. We ran a pipe in down youth lane, up the street. That wasn't enough. We ran another one up to Galen Wilson, right? all the way up there and we kept him from flooding. We still

    got to deal with these flooding issues that are going on there. They're not solved yet. I think we're doing some great things. I mean Stormwater, Mike, you've done a great job with your team. We're thirteen percent approval rating as far as how how they're looking at us. So we're doing the right things. But this is not the time to do this road. The people don't want it. They don't want to spend the money. It's their money. We don't need to do this and I'll tell you what. I got a project in Holiday Hills and needs to get done. That they chip seal too, but that one needs to be done. This one here doesn't need to be done. And with those people out there speaking so clearly that they know what they want, why

    are we gonna force it on 'em?

Uh way to set uh to to to maintain the road, or to preserve the road, sorry.

    Roost. Please focus on the road issues and not the distraction of Benderson Humping, flooding, COVID, and all the clutter.     So that's the the Hidden Lake project and I mean this next fiscal year we're planning on land acquisition, so we're at least two to three years away from that project being implemented.

    I would have to defer to Donald Kerry on the exact nature of it. I know that the impounding the stormwater upstream will provide some benefit to downstream flooding.

    No, no, that's you know the the work that Ainsley's talking about here, the road related drainage is the water that falls on the road and and managing that water. The basin related flooding, which is just related to the topography of the area, that's a different it's a whole different animal. Mother Nature can always design a storm that will outmaneuver us. So to to say that someone's road or home will e never ever flood that we we can't say that.

    If it is not a major swift mud project, there may be something that the Stormwater Department has uh to do moderate improvements that they do. I'm I'm not privy to that list at this time. I can certainly find out.

    I do know the comment that she mentioned with the Aresita that was changed from a chip seal to a full depth reclamation. It was not polled or canceled.

    So the only concern that I had was Who did we make that agreement to? And if it was the three members and four members, five members of the board that came to the agreement. I know the one had said they thought this was over before I came in, so
