2:52:08This is item number PWF 21-0022 Crane's roofs, PVS number 3346. This is one of the 2015-16 storm damage road projects. It was temporarily repaired in 2017 and the temporal repair was um chip sealing. This is a board-initiated uh PVAS project. Uh there are six roads included in this PVAS project. Twelve of them were not actually chip sealed,

2:52:38but I'll explain in a minute um why they were included in the project. Uh there are 82 lots and um 81 ERUs. Yeah. Um in terms of the estimated cost of the project it's six hundred and uh thirty-seven thousand dollars approximately, maximum cost for ERU is seven thousand eight hundred dollars and sixty eight on seven thousand eight hundred and sixty-one dollars. Um The discount of the amount is $139,000 approximately, and the maximum cost for EIU after the discount

2:53:08is $6,114.16. The repayment is over a 10-year period, and the interest rate is 3.25% interest. One of the things I'd like to note is that

2:53:23Planters Lane and Trasher Court. It's the extreme uh uh section that goes uh south and forms like an L. Those were not chip sealed, but um in looking at the condition of the road, and I'll show a picture in a minute. Um looking at the condition of the road, the Azure Road, the the um The patch, the linear patch, the potable patch, it was recommended that this be included in the project. If we did not include these two roads in the project because

2:53:54of the PVAS methodology and policy guidelines, they would be included in the assessment at 25%, but they would not have those roads paid. So we um were proposing that these two would be included, although the directive is um you know one of the roads that were chip seal

2:54:15Um this is um Planters Lane. So you see the conditioner of road and ice. There it is again also on Trasher Court and Planters Lane and the asphalt, the pavement is um less than a half an inch. Um Any comments, questions?

There was sixty eight signatures, individuals, eleven uh husband and wife, seventy-nine total signals, saying they have the project. I I've never seen a project like this uh was such a determination for the people not to have it done. I s I strongly recommend before we get into all the public comment, uh

2:55:21Commissioner Fitzpatrick, it might be good for you, because Ainsy, I think you just gave new information which I didn't hear before. That you might want to just continue this, have a public meeting. And listen to what the people have to say. Otherwise we're gonna listen to the light on the right-of-way. feedback like seventy nine out of eighty one say they don't want it the way it was

2:55:43I was gonna say, Commissioner Mariano, I've actually been out there, I've driven the roads, I've met with um citizens, and I've also spoken to staff already. I was gonna ask for a continuance with this one as well until April 20th, because they have mentioned two other roads that may need to be included into the PVAS, and then if we were possibly looking at alternatives, if two of the roads that were not changed.
