    StarkeyChair

Okay. Second. All in favor? Aye. All right, C thirty eight, Commissioner Oakley. All right, this one's F D O T Pasco Elementary, Fort King Road from Hester. Oh yeah, that's

    Oakley

that's the sidewalk we've been asking for for a long time, right along uh Morningside Drive and and Fort King Road.

    StarkeyChair

Is this gonna be a multi use path or something?

    Oakley

I think this is is it uh

    StarkeyChair

Because the trail, the Orange Belt Trail is coming up. Yeah

    Oakley

but it's not it's not the Orange Belt Trail.

    StarkeyChair

But aren't we bringing Orange Belt over to Morningside?

    Oakley

    I don't know that.

    StarkeyChair

That's the route preferred route on the Yeah, I don't think the overall route study's been blessed yet. Well then we're looking at it I do not want to build a sidewalk that we're gonna tear up and put them all to use. What's g that I thought we all agreed it was coming to Morningside then hooking what's the Dade City trail? Uh Hardy? Hardy.

    Oakley

Hardy Trail, yes. I don't know the I don't know that route because I hadn't been told that route on the on that trail. I know it's gonna know what I'm doing.

    StarkeyChair

Yeah, can you put a map up please?

We're already tearing up a new sidewalk on Old Fifty Two.

    Unidentified speakerVoice A

    Uh

    Mike Carballa

    go to

    Unidentified speakerVoice A

    uh fourteen.

    Oakley

See uh so you know that that trail you're talking about, the Hardy Trail, it goes along the old railroad track bed that goes down through Dade City.

    StarkeyChair

I know but I understood the connector for Orange Belt. That um So I don't know where they're

    Oakley

    connecting that to think

    StarkeyChair

it's the Harvey Trip. Old fifty two? To Morningside North.

    WeightmanSecond Vice Chair

    Morning side runs east

    StarkeyChair

and west. Well yeah. I d I don't know that road except for for that discussion.

    Oakley

We've been six years waiting on that mortgage side to be but

    StarkeyChair

maybe we just need it to be a little wider.

    So where's the map?

And um do you is there anyone from

    Mike Carballa

Yeah, not necessarily speaking easier to

    StarkeyChair

    do. I

    Panos Conces

    don't think that's where it

    StarkeyChair

    is.

    Panos Conces

Panos Conches Assistant Services Director. Um the Hari Trail is to the east of uh uh uh Fort King Road. So it's it's not r running excuse me, it's not running along Fort King Road.

    StarkeyChair

Can we get the area up where we're talking about? I'm working on it. Okay.

And then we'll need to see the proposed route for the orange belt.

    Yeager

Do you miss Joanna yet? Sorely.

    WeightmanSecond Vice Chair

    Keep going north with you.

    StarkeyChair

It's by the high school, right?

    I'm learning.

    WeightmanSecond Vice Chair

    See go left.

    StarkeyChair

    I don't think they're

    WeightmanSecond Vice Chair

    left.

    Oakley

It's over here on the pork.

    WeightmanSecond Vice Chair

Yeah. Just put the segment up between Pasco High School and Pitch Clinton.

    Oakley

There you go. There's a school right there.

    StarkeyChair

    Yeah, so I

    Oakley

    think

    StarkeyChair

    Yes.

    Panos Conces

The route study for the Orange Belt uh Orange Belt uh trail is not yet finalized. So we don't have a final alignment for that trail. Um from what I know is it seems like the state road fifty two or now county road fifty-two alignment is the most preno predominant alternative, but we're not ready yet to recommend any alignment there. right now being finalized. It will be brought to you for a presentation, I believe sometime in January or

uh uh next year. So uh in the meantime like Commissioner Oakley mentioned there is an existing need for pedestrians and students along Fort King Road. So this This sidewalk will take, provide the sidewalk from south of Advent Health all the way to Coleman Road is about short of a mile of uh sidewalk and it will provide access to Pasco High and also to the fairgrounds.

    MarianoVice Chair

Madam Chairman Mariano. So is that is is I think I'm looking at the I was looking at the right thing and this I'm I'm not sure w if you want to put a point to where exactly we're talking about here, but is the trail that runs right now from the south running up to the north and a dead end, correct? Hardy?

    StarkeyChair

The Hardy Trail, you can see it over to the right.

    MarianoVice Chair

    Okay.

    StarkeyChair

Um go up north of that arrow. North of the there's the Harding Trail, right? Yeah,

    Panos Conces

    Hari Trail dead downstairs.

    MarianoVice Chair

And we'll connect with the future. Alright, is there something uh I'm talking about from the south now going to the north? Is there a there's is there a road the trail that's like stops at one point? Is that what we're talking about?

    Panos Conces

Hari Trail, yeah it stops at some at some point and the extension of Morningside Drive. Which has a multi use path will connect with Hyree Trail and take it all the way to U.S. So that connection

    MarianoVice Chair

to the south will now go on with some existing and go through. And that trail is only about seven or eight feet wide, correct?

    Panos Conces

    Yes.

    MarianoVice Chair

Okay, so it's gonna be about the same width?

    Panos Conces

    the trade

    MarianoVice Chair

s the sidewalk project will be the same width as what's there.

    Panos Conces

It's about five feet. It's gonna be five foot sidewalk.

    MarianoVice Chair

I I don't don't know know why we wouldn't do it seven feet. This is a

    StarkeyChair

    pedestrian

    MarianoVice Chair

    sidewalk,

    StarkeyChair

    isn't

    it?

Yeah I know. Two to you know two two people Five feet. I mean kids are gonna be if they're riding a bike to school, they're gonna have to go off the road, off the trail, into the grass. All right,

    MarianoVice Chair

so let's get back to the sh if you would on the map show us exactly where this thing is, because I think you're I don't know if you're on the right place or not.

    Mike Carballa

Do you see Hester there, Gina? Right below Advent Health Dade City. Oh I think right in the north. to Coleman. See Coleman all the way past the intersection of Old Santa Ann Road and Coleman Avenue.

    Panos Conces

It's after the apex there the the two roads converge.

    Oakley

But I think some of that some of that sidewalk is five foot and some of it is six foot. So it's not it's not the trail yet.

    Right,

    MarianoVice Chair

    so just right along that.

    Panos Conces

    South south. So

    MarianoVice Chair

so Hardy would be a different thing that we can add on and make it wider and make that a trail as it's a trail.

    Mike Carballa

But this is being paid for with lab funding?

    Panos Conces

    Yes.

    Mike Carballa

    With what funding?

    Panos Conces

    The construction, yes. And

    Mike Carballa

so you can you explain the local agency program in thirty seconds towards

    Panos Conces

    the

    easement.

Yes, it's uh basically they fund projects that are uh connected to uh safe routes to schools and things uh and those similar pro programs. So th this money came for that purpose, helping schools get better. access for students.

    StarkeyChair

So the this is the the who whose money is it federal money?

    Panos Conces

These these are fed the federal money through the lab program.

    StarkeyChair

    This side one? No, I

    Oakley

    don't think so.

    StarkeyChair

This did not go through the ranking process that we have at MPO?

    Panos Conces

I'm not sure. This was funded by the from uh the lab pro program. The design was funded through the lab program.

    Mike Carballa

The lab program is is managed by the state. It is federal funds, but the lab program is is overseen by Have

    StarkeyChair

    we ever done any lab?

Interesting. I don't remember hearing that one. Um is there a way we can at least get that to six feet so two people can walk side by side or someone can pass someone safely on the side?

    Panos Conces

We will we will look into it. Uh there may be right of way issues and uh usually that's what keeps us from going to six feet. Usually our purpose and intent is to h give as much uh width as we can, but most of the time we are limited by the right of way and that's when we go to the minimum which is five feet. But we will we will look into it.

    Oakley

I think I think part of it is scheduled to be five feet but another part is six foot. So I don't know which part. That's it might be right on Morning side. But right along there there's no sidewalk, there's a lot of

    StarkeyChair

    sidewalk

    Oakley

    to the

    StarkeyChair

    high school

    Oakley

    right there.

    StarkeyChair

And kids write a lot of different kind of motorized things to school these days and if you can't pass each other safely it causes Oh, I understand emergency issues when one of 'em has to

    Mike Carballa

You know. And to that point, Commissioner, you have an item later on in today's agenda where we're looking at pedestrian standards across all of our collectors and arterials. So I think, you know, that move too will set the stage to have less of these to have to deal with in the future.

    Oakley

It it'd be good to uh Take this and actually go back and and look at it and see where the Orange Mount Trail is gonna come in and it'd be good to have that knowledge for both actually. Okay, so yeah and meet

    Mike Carballa

that back and report back on yes

    MarianoVice Chair

Commissioner Marion. So I would I would say that you know with what we're working at I and I just drove up this road again. I've been down there when all the f all the flooding that we had with the people are in the low areas here that have been out of the homes from like like my This air hole area is low. The area that's alongside the road is very is very narrow, so I'm sure that it is tight to to that because it's tough to get the sidewalk in, but I think it's a much needed sidewalk because it's a it's a dangerous road to have a kid set out on it. So I I'm gonna support it to uh move on to it. And when we do the Hardy Road, Hardy

Trail, let's make sure we continue that on because it's a it's a nice trail that just like stops. Yes. So that'd be nice to carry.

    StarkeyChair

Well that's how that's how the or the the way the Orange Belt Trail is getting to what the Lakuchi State Trails connect him to the Hardy Trail.

    MarianoVice Chair

Yeah, and that's and that's good. But this

    StarkeyChair

    is

    MarianoVice Chair

    separate needs separate things

    StarkeyChair

    and

    MarianoVice Chair

    it's a good setup.

    StarkeyChair

But I would like to say I would like to look for money from somewhere to make it all six feet. If we have to buy more right away, let's find the money and you're gonna take away drainage

    MarianoVice Chair

    drainage. We'll

    Mike Carballa

take away drainage if we try. Yeah, there's a number of challenges. I know it's this may seem like a sidewalk, but nobody wants to walk through a sidewalk that's underwater either. And so drainage, right-of-way width, those types of things do come into play and looking at clear zones. So they have a number of challenges that they that they'll go through, but we'll report back on on the particular one and just know that the staff does have an eye to the future understands what the board's wishes are when it comes to these sorts of things.

    Oakley

So I think that'd good be report back and see where the Orange Belt Trail plays into this so we make sure that hardy connection all trail connection gets gets done the right way. So but

    MarianoVice Chair

    that I

    StarkeyChair

    move

    MarianoVice Chair

    approval. Second
