six. Item P one sixteen was published in the Tampe Times on October thirteenth, twenty twenty-one.

Denise

PDD 227570. This is Clark Property MPUD Master Plan Unit Development, Robert J. Clark Junior Trust and others. A rezoning request from AC Agricultural R1, Rural Density Residential, ER2, Estate Residential, and R1MH Rural Density Mobile Home District, to an MPUD Master Plan Unit Development District to allow for the development of 410 residential, detached, and attached. Dwelling units on 322.21 acres. Um the the item comes to you with a recommendation of

approval with conditions. There is a modification to condition 28, which removes the term southern. It's your uh condition of approval 28, which is a page 7 to 14 of your conditions of approval, um, should be on the um the it has been provided, the correction has been provided to the clerk's office. Comes to you with a recommendation. of approval with conditions from the Planning and Development Department and the Planning Commission.

Jack Mariano

Madam Chairman Mariano.

Denise

Yes, Commissioner Mary.

Jack Mariano

Uh question Denise on that. Just just reading that through. Does this in any way affect the dedication to the vision road that's on the southern part of the property?

Denise

I do have my folks from transportation here who should be able to answer that question as to whether it affects the vision road. on th this particular condition has nothing to do with the Vision Road because it's actually the north end of the of the actual um development, which is Roach's Run. So I think what you're speaking of is the southern correct portion of the development?

Jack Mariano

I just want to make sure there's no conflict there with that word southern. The southern

Denise

has nothing to do with with the

southern

part. It has to do with the the northern end.

Kathryn StarkeyVice Chair

All right. Is anyone else who wants to speak in opposition to this?

Unidentified speakerVoice A

No one has signed up to speak on this item and I've got a hand raised over there. Okay, and just let you know no one has on WebEx. Okay, so

Kathryn StarkeyVice Chair

uh no just hang on one second. Well are you in are you rising in opposition to speak to this? Because then I'm gonna pull it off the consent agenda. Okay, so we'll pull P one one seven off the consent. One one six. I'm sorry, one one six. Okay. Um Okay, then we'll move on to one one seven.

2/2Taken up again at Afternoon session, 49:17

Kathryn StarkeyVice Chair

Okay, so we are now gonna go to one one six.

Okay.

Unidentified speakerVoice A

So that was the gentleman that I I don't have him uh signed up for.

Kathryn StarkeyVice Chair

The one with the hat on?

Jack Mariano

Military hat.

Kathryn StarkeyVice Chair

Uh the gentleman that stood Okay, are we gonna get a presentation first?

Unidentified speakerVoice B

Do you all want the presentation or

Kathryn StarkeyVice Chair

I guess so. Yeah.

Mike Moore

All right.

Mm.

Unidentified speakerVoice B

All right. We have the Clark property and P D, P D D twenty two seventy five seventy. No dog

Unidentified speakerVoice A

no you can sit down.

Unidentified speakerVoice B

Okay. Here is a location map. Uh we have Causeway Boulevard at the north and Bexley and Wisteria Loop at the south. Proposes a rezoning from AC Agricultural, R one Rural Density, ER two state residential, and R one M H rural density mobile home districts to an MPUD to allow for maximum I'm sorry that's a typo. It's four hundred ten residential dwelling units detached and attached on approximately three hundred twenty-two point two acres. No multifamily

apartments are proposed in this project. Right.

And here's a master plan. They have wetlands surrounding the whole thing. The development will have access to Causeway Boulevard to the north and will not have vehicular access to Bexley Road with Stereo Loop other than just an emergency-only access. The upland portions of the project in the southeast and southwest shall be preserved for open space, stormwater mitigation, as depicted on the master plan, and will not be developed because they will not have access to the northern roads. Uh there

shall be a pedestrian sidewalk to Land O' Lakes High School on the northeast and to the conceptual planned Bexley-Westeria Trail on the south, as indicated on the master plan as well. There will be a mix of single family detached lot sizes, with 40 being the minimum, and at least 40% of the single family detached lots will be fifty feet wide and larger. And this proposed request is consistent with the Pasco County LDC and the applicable provisions of the Pasco County Comprehensive

Plan. With that, the P D D recommends approval to the BCC with conditions. Right. And here comes the applicant.

Unidentified speakerVoice C

Commissioner Oakley, Clark Hobby, Hobby and Hobby PA 109 North Brest Street, Tampa, Florida have been sworn. I'll keep this brief. I think the commission commissioners are generally aware of this project. Uh our client is constructing a significant portion of a of a roadway called Causeway Boulevard out the north side of the project that's been problematic for 50 years. Uh we worked with the county staff for over a year to get the right-of-way in place so

that we could take a substandard road, bring it, make substandard roadway improvements, build a new segment of it, and build new lanes to connect to Roaches Run. And we did that uh primarily because this is where the good marketing opportunity was for the project. it was a good thing for the county to have the roadway improvements and it avoided What We think our project probably could not go out the southern side because of some operational issues at Wisteria

and 41. I'm going to reserve the balance of my time just to answer any questions that the neighbor may have. Thank you.

Kathryn StarkeyVice Chair

Okay, will um will the gentleman who raised his hand please come up and name and address for the record?

Unidentified speakerVoice D

We're being serious. Yeah.

Good

Gary Pete

afternoon, Madam Clerk and Board. My name is Gary Pete. I live at [address removed], which is on the back side of what the proposal is.

Unidentified speakerVoice A

And

Gary Pete

so you just

Unidentified speakerVoice A

have to state whether or not you've been sworn?

Gary Pete

Yes, I have.

Unidentified speakerVoice A

Thank you.

Gary Pete

Uh th I live on the back side of where the proposal is. I've gone out there in the morning purposely to look and see what the traffic is on forty forty one out there. And the traffic at six o'clock is bumper to bumper, from light to light, from the th past where the school is, there's three lights there. Past where the school is, they start out like rockets coming out of the out of the light. And it's bumper to bumper all the way up to the next light. My one neighbor told me that it took him three change or two changes of each light just to get to his work, which is further on. I have grandchildren

that are gonna be going to that school, the Land O' Lakes School. I don't want that. With these number of homes that are gonna be here 300 some or excuse me, possibly 400, you're gonna have at least 500 more cars on that road during the week per morning and per afternoon. Right now it's not as big as fifty four. This lady's uh argument over here, I agree with her, but forty one's even worse at that point 'cause it's just two lines on each side. I suggest that you take a look at it again. I used to I'm retired now. I used to teach risk management. We got some risks there

that I don't know if somebody's really taken a good look at. Thank you.

Kathryn StarkeyVice Chair

So um just to comment, I would say we um we have some other north south roads coming in the area. W forty one won't be the only road to go north and south, so there is relief coming. Just so you know.

Gary Pete

Okay, thank you. Now one one last question. There will be no roads coming out onto Wisteria Loop, no exits.

Kathryn StarkeyVice Chair

They only have an emergency exit onto Wisteria. What does that mean? If there if there's an accident that uh that blocks their entrance, then there can be um emergency exit through the back. It's a requirement that we have.

Gary Pete

Yeah, yeah. That'll be a game. The

Mike Moore

applicant can answer that one.

Kathryn StarkeyVice Chair

Yeah, the applicant can answer that one.

Mike Moore

Thank you.

Unidentified speakerVoice E

You might want to call for anybody else, Jess.

Kathryn StarkeyVice Chair

Yeah, is there anyone else wishing to speak to this? And do we have anyone online?

Unidentified speakerVoice A

We have no one online

Unidentified speakerVoice E

for

Unidentified speakerVoice A

this item.

Unidentified speakerVoice E

And we'll close public comment and let Mr. Hobby address

Unidentified speakerVoice C

Uh again, Clark Hobby for the record. I think I can answer these questions and I have Steve Henry here if there are any transportation questions, but we did a timing and phasing analysis, and there is adequate capacity on this stretch of uh 41. Obviously, the area is growing, and over time, there's a large area of research. In this area to the south of this project. We're only in Res III World, but there will be growth in the area, and we'd expect DOT to undertake analysis and widening as necessary over time

in the area. We are not proposing fences along the south southerly border for the simple fact of almost all of the areas in which we're constructing homes and development are buffered by large wetland systems. And it we when we looked at the MPUD master plan briefly, as I think uh the chairman noted, or the chairwoman I should say, uh there are significant upland areas on the southerly boundary that we have agreed not to have any residential

uses in. So there will be a large buffer through

constructed upon and then the wetland systems that run along the southerly boundary of the property. Madam Chairman

Mike Moore

Mariano. Sorry. I think the question was on the emergency access.

Unidentified speakerVoice C

I can answer that as well. Again, we we do not propose any access on to Bexley or Wisteria. That would only be used in the event that our other access on causeway is totally blocked, so like emergency vehicles couldn't get in and out of the subdivision. That would only be a temporary condition. Okay, that is the right-of-way.

Use it. I believe there's

proposed to be a gate there.

Kathryn StarkeyVice Chair

Okay. Okay, thank you.

Mike Moore

I see no move for second.
