24:34Item P seventy one was published in the Tampa Bay Times on July twenty-sixth, twenty twenty-three.

24:39Good afternoon. Good afternoon. Bob Corey, Pasco County Budget Director. The item you have before you is a TEPRA application for the MAFA Cancer Research Institute. As you're aware, TEPRA is a federal law that allows certain organizations to borrow money at tax-exempt rates with two requirements that are relevant here today. The first is that it must be approved by the County Commission, and that approval uh contains A point that this activity is in the public interest, and the second is that there be a

25:09public hearing to receive feedback from the public. As I did mention, this will allow Moffat to borrow at tax-exempt rates, thereby saving Moffat millions of dollars in interest dollars. So, how will this money be used? Moffat plans on using this to build an ambulatory care facility in the sphere of Campus here in Pasco County. For those at home, I just wanted to reiterate the county is not responsible for paying the debt service. There's no cost to the county resulting in the approval of this application,

25:40and Moffat is not borrowing the money from Pasco County. We have two representatives from Moffat with us here today: Joanna Weiss and Jonathan Ruth. We have Brooke Gonzalez and Dwayne Draper from Bryant Miller Olive, who was the County's Bond Council. Of course, Mr. Steiners being actively involved in this case if you have any questions. And before we get to questions, I'd like to ask that the County Commission open this up for public hearing.

26:06For purposes of the record, uh Brian Miller and Olive is actually bond counsel to Moffitt for this transaction. They are normally your bond counsel, but we've given them a conflict. waver um since we're all sort of on the same side. I guess
