Okay, item P eighty five, I know Denise is going to speak to it before she gets to it. I I hear we're gonna continue this. And we did have some residents, uh Monica Wise, who I saw right before the meeting, had talked to her on the phone. Um she dropped off a folder for all the commission as well as uh for uh the administrator to go take a look at. Order would continue. I need a motion to receive and file.
So hold on first. This was advertised in the Tampa Bay Times. August second, twenty twenty three. Now procedure.
Can we just read the title that way we know we're receiving and filing for that title?
Excellent. Thank you.
Is this for
eighty five?
This is for P eighty five. P eighty five, P D D twenty-four seventy-seven, ten. It's a zoning amendment. Village Green M P D L B D One L L C rezoning from AR Agricultural Residential and AR One Agricultural Residential to an M PUD Master Plan Unit Development to allow for maximum four hundred and seventy dwelling units and fourteen thousand square. feet of neighborhood scale commercial on approximately 48 acres. As the commissioner stated the request came in last night to continue the item to the November November 14, 2023 Board of County Commissioners meeting at 130 in
Dade City.
Okay. I'll move.
Um well I just wanted to share something with you. So I mean I I'm okay with continuing in, but there's something
Good. Good.
Okay, so I wanna I have I think I have the developer permission or the planner, whatever, to show the layout. Are you okay with trying to show it on the Okay. I just wanna say Um how I don't remember how many units are in this. Denise, how many units are they proposing? Four six multi four seven. Okay, so if that were an apartment complex, that'd be a pretty big apartment complex. Um I
just think it's a very, very creative layout for multifamily that I encourage um for the type of placement. That we want to have. So I don't, you know, I I don't know what's going on in my future immediately with the family issues, so who knows if I'll be here when it comes back. Um so I just want to be sure and say that I think this is a very uh good layout. You're seeing, have you guys met with the the
applicant? So the village green, they've got like commercial uh along the green. Um those are apartments circling it. Then you have townhomes and I'm I'm yeah it scales down as you get away from the village green and it tends to get rear loaded product. It's a wonderful plan.
It's a good plan.
It's a really good plan. It's gonna look so nice from the street. And it's gonna be an asset in my opinion, and I I there's people here to object, but um f in my mind it's an asset to the community around it. Um so I can see art, you know, all kinds of festivals in that bell screen and this is kind of what what we talk about when we say placemaking. So kudos to the layout on this plan.
And they've they they have made some great strides in in the development. I would uh encourage them and I think they're going to from what I hear with staff and everything, work together to the other corner 'cause we've got a circle that we're trying to work on. Right. Uh and I I will say I drove it I drove the site this morning coming in. So I went down Curly Road, I zipped over back the other way, went back up to fifty two, went down Wort Road, drove all the way down the dirt road. road to connect back over prospect. So I did the whole thing. So I recommend maybe on the way home even go take a drive
and take a look at it. Well come right to drive that
going down the road that's behind because I I think they need to access that. I
said well,
well and that and that's part of the great thing about staff and them working with the other developments that's right around it too. They're working together can kind of put that together. The staff had some good conditions. They were trying to work it out too with the people so I think continuous down we get a chance to meet together a little bit but that group's working. I'm optimistic we'll make something good happen.
It needs to be a grid. And that's part of the problem with water grass. I don't know if you remember, but that developer came in and asked us to not connect the roads and I told you all that was gonna be a real problem. And now it's a real problem for that community. Because the roads we didn't make him connect to the communities around him and everyone's going out on that main road. So that's and we should not have let him do the getaway. Well
we should go ahead and develop that road that goes all the way to three oh one.
To the north, to the north.
We would have had to make the connections, not us. Uh if we followed with what we say we want in connectivity, but that is a classic example of where we we we let 'em get away with it. So with that
So before we go further, there's a there's uh there's paperwork that we want to get brought to us to receive and file uh put in by Monica Wise. So we have a motion to receive and file that.
You have a motion or second.
Okay, so I call the motion.
This is a separate this is just
But I think we have to act on our motion.
Well the motion is to receive and file right now.
We didn't call the votes.
On
what? What
did we reach?
We can't continue because you haven't taken public comment.
No, we don't have a motion for that yet. We can't even get there. Is this on
eighty five that you're going
on P eighty five for the hang on. Um receive we're gonna make a motion to receive and file and the paperwork that was submitted to us. Okay, I'll move. Have a motion for that. Do we have a second?
Second.
Okay. Sorry.
That's for receiving file
for receiving the receiving and file. The information put in by Monica Wise today. All
right. District one, Commissioner Oakley. Aye. District two, Commissioner Weightman. Aye. District three, Commissioner Starkey. Aye. District four, Commissioner Bradford.
District five, District Five Chairman Mariano.
Okay. Now before we could continue this because it was an advertisement continuance, we still would have to call for public comment.
Right.
So m
Mr. Chairman M as in the normal the normal course, if you haven't advertised it as a continuance. I recommend that you give the public an opportunity to speak if they cannot At r attend The continuance date which is November fourteenth at one thirty Dade City. At one thirty in in Dade City. If they wish to speak now, however, they waive their speaking.
At the November meeting. So that's up that's up to that's up to the public.
So that'll be up to the public. So if anybody cannot make November 14th and does not want to wait till then, you want to come forward to speak, we'll take your public comment now, but you will be precluded from speaking in the future. I recommend from just Moniker and and if you really want to speak, I would wait till this goes further.
Yes. Uh but you are that has to be
a little bit more than that. Cannot speak from now. Uh you can
bring her up to that if she's
a big thing.
But she's gotta do it on the mic.
This won't be part of public comment if you can ask a question.
I'm Madonna Wise. Name and address and
Okay, I'm Madonna Wise, [address removed]. And
you haven't sworn.
And I do she's
asking a question. It doesn't matter whether she's been sworn.
I'm only asking a question. I did provide a packet, and I would like to reserve My right to speak in at November, but I wondered if I might orient the group, the commission to the packet.
You could have to do one-on-one. I'm sorry.
I could do that. Could I do that? Would that be allowed?
But for
right now for public comment. If you If you speak now you're gonna build a speak later.
Okay. Thank you very
much. I
appreciate
that.
Mr.
Chairman
so that we can include it in the record for the next time it comes up. Jessica. Thank you.
Okay. All right, so is there anyone to speak to this item? Anyone Webex?
Uh no sir.
Okay. And the applicant's good with the continuance? Applicant's nodding and in in in support. Okay. Um so I have a motion. Do I have a motion to continue? So November 14th.
Well you already have that.
May I read it?
Yeah, let me
have it again. Don't ask me. I'm getting it.
Oh well I
I had I had to do it after the comment, so I can do it now. I'll make the motion. So we have a motion. That's a different one. Okay. So we have a motion set second to continue to November 14th at one thirty. Okay. Roll call.
District One, Commissioner Oakley. Uh-huh. District two, Commissioner Weightman. District three, Commissioner Starkey. Aye. District four, Commissioner Bradford.
District Five Chairman Mariano.
