Jonathan Toplack

Well, good afternoon, Mr. Chairman and members of the board. My name is Jonathan Toplack, and I serve as the Industrial Pre-Treatment Coordinator for Pasco County. Item 71 is an ordinance by the Board of County Commissioners of Pasco County, Florida. Amending Chapter 110, Article 4, County Sewer System, Division 2. industrial preprint, pre-treatment standards, adding dental amalgam and pharmaceutical hazardous waste requirements, providing for applicability, providing for repealer, providing for severability,

providing for inclusion in the code, providing an effective date. Just to give a little bit of background, Pasco County serves as the regulatory authority on behalf of the state and federal government for industrial discharge into our wastewater system. There's recent legislation that was promulgated at the uh federal level that we are required to incorporate by reference into our local ordinance. I would like to communicate that these roles are no different than how we have already been regulating

um these industries. This ordinance regulates the disposal of dental amalgam

and pharmaceutical hazardous waste into the collection system. The proposed ordinance amendments were first introduced to the board on October 24, 2023, by uh Dr. Justin Ressler. Staff recommendation is to accept public comment. Adopt the proposed ordinance by ro roll call vote, authorize the chairman to execute the ordinance amendment and direct board records to retain the original and to file an electronic copy of the ordinance with the uh

Florida Department of State within ten days after the adoption of the ordinance.
