Kathryn StarkeyChair

All in favor? Aye. Aye. Okay.

Kathryn StarkeyChair

Item P thirty-seven?

Kathryn StarkeyChair

Yep.

Kathryn StarkeyChair

Okay, item P thirty seven was published in the Tampay Times on February nineteenth, twenty twenty-five and five twenty twenty-five and affidavit of certified mailings and site postings.

Ron Oakley

Item P thirty seven is PDE twenty-five seven eight five nine. This is a zoning amendment in the name of Saint Joe Locke Inc. Saint Joe Locke. It's a change in zoning from an ER2 estate residential district to an ER estate residential district in northeast Pasco County. South at the southeast corner of the intersection of Shardbour Road and St. Joe Road, containing approximately 66.82 acres. This comes to you with a recommendation of approval from the local planning or for the Planning Commission and from the Planning Home and Economic Growth Department.

There were two late expartes that were received from Commissioner Weightman and Commissioner Oakley. These expartes were emailed and received by the clerk's office. previous to this meeting.

Kathryn StarkeyChair

Um what's the difference between the ER two estate residential and the ER estate residential?

Ron Oakley

Essentially it's two and a half ER two is two and a half acre lots and ER is a one acre lot.

Ron Oakley

One acre lot. This has moved from two and a half acres to one acre lot.

Kathryn StarkeyChair

Any discussion?

Ron Oakley

Fuck it's not. Well yeah,

Kathryn StarkeyChair

but

Ron Oakley

you can still if if I can explain it a little better. Um between Saint Drew and um Saint Joe Road where it where it crosses at Sharber Road and Lake Isla Road and uh Jasmine Road and Curly Road meeting Saint Joe, there's two areas of interest here because The fact of it is this would go from two and a half acres to one acre tracks. But when we

were looking at the Northeast Rule and going through the advisory committee, my vision came out. that the area of St. Joe should be a small community center in that area that would service the people in the rural area around that. Um So in saying that, I have no problem with moving from the two and a half acre sites to the one acre sites and it's actually On the opposite side, the north side is a Catholic Church and a school on

the other side of the road there. The thought came up in looking at this the other day that possibility maybe two roundabouts, one at St. Joe and Jasmine and Curley, and one up at Lake Iola, Sharber, and St. Joe. aroundabout would tend to slow traffic down in this area and also because of the school there right next road on the north side and the church. And then the opposite side you'll have one acre sites.

With the possibility on a strip of land on the corner of Sharbour and Saint Joe, which is the

Kathryn StarkeyChair

Doing what on the corner?

Ron Oakley

Southeast, the corner of Saint Joe and Charter Road. There's a possibility that it can come some commercial. Which is across the

Kathryn StarkeyChair

old Saint

Ron Oakley

Joe

Kathryn StarkeyChair

store. You don't want it to be stripped out, right? But but to add neighborhood commercial.

Seth WeightmanSecond Vice Chair

But it's already there.

Kathryn StarkeyChair

Isn't that where that restaurant was that I always wanted to go to? Yeah, and that restaurant's coming back. That's a cute little commercial node there. Yeah. And that's why I say it's

Ron Oakley

a it's uh my vision is that that would be a community node that

Kathryn StarkeyChair

yeah

Ron Oakley

could be used this way so the one acre lots in in between Sharber and Curry would not be an issue because it's in within that community. And it would actually with a roundabout should slow down traffic. So roundabouts are not something we're voting on today, it's a possibility in the future.

Kathryn StarkeyChair

Well do you wanna take the corner and make make that C one?

Ron Oakley

Well, it's not part of this. Oh it's a separate Uh product uh property that will come to us later. So it's not something that would be done right now.

Kathryn StarkeyChair

You're talking about the north the east corner will come back? Because we're

Ron Oakley

No the southeast. The southeast corner.

Kathryn StarkeyChair

Is it not the southeast corner that we're rezoning today?

Ron Oakley

Yes.

Kathryn StarkeyChair

That's the southeast corner. Why not? If their intent is to M have that corner be commercial what well

Ron Oakley

I

Kathryn StarkeyChair

would be supposed

to be.

But that's not

Ron Oakley

here

Ron Oakley

today. Right. So w the proposal here is to go from ER two to ER, which is actually it's a little it's a little bit of a history involved in which one could argue that there was a scrivener's error in the previous zoning action that this should have always been ER. Nevertheless, they're only proposing what you see in the pink there to change the zoning back to ER. The commercial properties are located on the west side of um Lake Iowa. which is on the north side of St. Joe.

And so that's where I think the commissioner is referring to. We had lots of discussions over the years about how commercials should form up in the northeast Pasco County rural area. And uh in some of those previous conversations it was very limited applications of commercial in the existing locations. I think the commissioner, and correct me if I'm wrong, is Highlighting the fact that there's existing commercial at this intersection.

Ron Oakley

But also, and Terry doesn't know that yet. But it's also a possibility. But on the southeast corner. When they bring in that that property for zoning. You

Ron Oakley

mean the southwest

Ron Oakley

that it could be a commercial boat right on that corner too. On the southwest. So it makes all yeah, makes three corners commercial. Yes. See what I'm saying? Yes.

Kathryn StarkeyChair

Yeah. N but but not all four

Ron Oakley

commercials. It's just a separate

Kathryn StarkeyChair

I would make all

Ron Oakley

four commercials. It's like a village.

Kathryn StarkeyChair

But no strip centers. You don't want strips in a in village in a little village like

Ron Oakley

Yeah. But that's always Saint Joe's always been a community in the rural area. So It's

Kathryn StarkeyChair

like to bring a bike trail to it. You might hear. They travel that

Ron Oakley

route in there. We're

Unidentified speaker

doing all right. Yeah. We'll

Kathryn StarkeyChair

work on that. Um this is um on consent, but is there anyone here wants to speak against this item? No one's on WebEx.

Jack MarianoVice Chair

Um you bring up a good point. So right along Saint Joe Road Are they putting a trail out in the front?

Kathryn StarkeyChair

Yeah, that there should be a place for a multi use path. That's a very travelled road.

Jack MarianoVice Chair

Surprised you didn't pick up on that. Well

Kathryn StarkeyChair

I think

Ron Oakley

um I

Kathryn StarkeyChair

think make

Ron Oakley

a road that goes by the RV park going on.

Kathryn StarkeyChair

Can you can you

Ron Oakley

underty one? might that might be a connection of the route For the bikes.

Kathryn StarkeyChair

Well if kids that live in the neighborhood and they want to get up to the neighborhood commercial there It would be good if they're not in the road riding their bikes. So what is But

Unidentified speakerVoice A

this is a straight rezoning and that would have to be addressed at site

Kathryn StarkeyChair

time and site

site. Another issue.

Ron Oakley

So

we'll deal with that next time. Um

make a motion that we get public comment? Second

Kathryn StarkeyChair

I there wasn't any.

Ron Oakley

Okay. I'll

Jack MarianoVice Chair

second.

Kathryn StarkeyChair

Okay. All in favor? Aye. Aye. Opposed? Okay. Okay, we are back to um Commissioner Weightman Um oh wait I wait guys I have one more question on the ADU. Um just wanna make sure we've covered all our bases. Uh do we have any architectural considerations of what people put in their yards?

Does it need to match if you're building a separate house, do you want it to match the vernacular of the house? Or can it be

Unidentified speakerVoice A

You're preempted.

Kathryn StarkeyChair

We're preemptive.

Unidentified speakerVoice A

It should be. Okay, so there's a

Kathryn StarkeyChair

lot there you go, look what we just did.

Unidentified speakerVoice A

Bring it on. it's gonna be the last legislative session they basically told you you couldn't regulate our own. So

Kathryn StarkeyChair

it can be

Unidentified speakerVoice B

Lovely.

I may interrupt Terry Schrader, [address removed]. I appreciate your vote of confidence. I didn't want to say though because Terry pointed out it was a scribbers error and that's and this thing was lingering since two thousand and six. But also wanna just acknowledge your staff. They helped us through this to try to clean it up. So thank you very much. Okay.

Kathryn StarkeyChair

All right, great. Okay, um Commissioner

Um Yeager.

Lisa Yeager

Yep. Well um first I would just like I know Sheriff Naco talked to you guys all separately. Um and he was talking about his helicopters and aviation.

Kathryn StarkeyChair

I started I don't go first. I started

Lisa Yeager

the wrong place. That's what he was wondering.

Ron Oakley

Mr. Oakley. We're not we're changing all right. I mean you're chairman and you can't.

Kathryn StarkeyChair

Yeah, I'm just a little Not happy to be. Go ahead, Commissioner.

Lisa Yeager

Okay, so I'm not going. Not yet. Okay.

Kathryn StarkeyChair

That was just a practice.

Lisa Yeager

I know the guy in the middle.

Kathryn StarkeyChair

Commissioner

Ron Oakley

Weightman. You know that? This is when we had our trip up to uh Pallahassee. And we got a different folks that we we were able to meet with. Yeah Uh was this the second time? I w

Kathryn StarkeyChair

Yeah. 'Cause
