1:40:49Just to get some intent behind this update, this update is to revise Section 1302.2 to reflect the appropriate applicability of the 2025 mobility fees that are currently set to expire at the end of this year. Our goal is to ensure that those mobility fees remain in effect until the board formally adopts new mobility fees in 2026. We're not currently proposing any adoption of new fees at this time. For some additional context, in 2021, the board adopted mobility fees for the years 2022 through 2025.

1:41:19At that time, there was an intent to adopt new fees this year before the expiration. However, there's been a delay in completing the study due to coordination with the Pasco 2050 comprehensive plan update and a desire to obtain feedback from stakeholders regarding the rate increases. The project lead for the mobility fee study estimates proposed amendment for mobility fee rates to be brought to the LPA sometime early in 2026. With that in mind, I'd like to walk you through the proposed revisions.

1:41:49Starting with section 1302.2 D, we're updating the language to reflect that the county will commence reevaluation and update of the mobility fee study no later than 1231-25. previous language stated that the county would conduct such studies by that date. Additional revisions include the removal of applicable dates 2022 through 2025 from the start of the posted fee schedules. And then finally, the removal of the end date of 1231-25 from all 2025 mobility tables ensures that those fees will remain in
