Good afternoon, Amy Tull with Planning Development and Economic Growth. Item P40 is a conditional use request in the name of Tahitian Multifamily Sreen Ram Investment Inc. It's a conditional use request in a C2 General Commercial District zoning. It does have a future land use of ROR to allow for multifamily dwellings in a C2 district. They are going to propose a conversion of an existing motel in accordance with the LDC section 526.303. It is located

on the west side of US9 or US Highway 19 at the intersection of US Highway 19 and Tahitian Garden Circle. Here is the county map identifying where it's located in the Anclope East District of the West Market area and the urban service area.

The future land use is currently ROR retail uh residential office retail re retail office residential excuse me, tongue tied. Uh zoning is C two.

So the project overview: the subject site consists of a 148-room defunct motel on approximately 3.04 acres. The motel rooms will be converted into apartments. LDC section 526.30 multifamily dwellings. Subject site is permitted there through the conditional use request for either. in affordable housing as defined by section 420.0004 Florida statutes

or vertically integrated mixed use or located within the West Market area. Subject site is located within the West Market area. The number of units shall not exceed the maximum dwelling allowed pursuant to the ROR flu and in no case shall the number exceed 96 units. Yeah. Additionally, the subject site is on an active bus route, one stop approximately five hundred feet north and another stop approximately six hundred feet south. U.S. Highway 19 was

identified as a conceptual trail corridor from alternate 19 north to Sunray Drive. There are currently no plans to design the construction of the conceptual trail, and there's an existing five-foot sidewalk on the west side of U.S. Highway 19. Alternative standards needed for the requirements of the LDC section 907 907 for parking and 905.1 for neighborhood parks will be provided if necessary. And the proposal aligns with the Westmarket

area's vision and mission and the Harbor's Redevelopment Infill Plan. Here are the policies the pro proposed rezoning is consistent with.

Okay. I'm gonna go into the cons I I had a few concerns with it. The biggest one was putting in a lot of C D B G money, ship money, um to go subsidize the project. Um I thought it'd be better not to Have it have a regular hotel coming in there because hotels are very desirable. These aren't as. However, being that they're willing to give up on those, uh, there's one thing that didn't get mentioned and I want to think of if there's anything else out there that could be subsidized that

would cost us tax revenue from this thing coming in. Um Live Local comes to mind. Um is that provision been thought of?

There's another condition where they waive that. They did waive that. That's already in the condition. It's already in there, okay. All right. Um

So I'm really excited about this project. When I uh spoke to the applicant, um for those of you that that don't know, um there'll be a set amount, a fixed amount on these uh units. So it'd be great for uh low-income families, single moms, and the price includes the rent, the electric, the water, they'll have a playground, a pool, uh, you know, just a place where they can really uh use

it as a stepping stone to get on their feet. I think it's a great use for the property and I look forward to hopefully getting this over the finish line.

Um I I also am in support of this. I've met numerous times with the applicant. And um this has been an eyesore in the community for a long time. And and the reason it's defunct is because they had so many code violations there and it was really a drug. Hotel. I think this will serve the community well. And in talking with the applicant, you know, we have a workforce training program pretty much across the street, and we talked about the possibility of having some of those

furnished spots in there available for people coming in for training. that that can't afford to stay in a hotel, a regular hotel. Also, I mentioned to him if we get our our voucher problem um fixed, he's looking into the ability of taking some of our folks that are on the waiting list for the voucher. And and putting them there as well. So could really, really help our

uh issues in the county and Um I it's a little tight there in the front for the landscaping that I would like. As my efforts to beautify holiday continue. But I think we've got some solutions that will will help. I don't want us I don't want you to say we don't want a trail there. I always want to have a way, a a multi-use trail coming down 19 and alternate 19 so people can get to work. or the

grocery store by bike. But in this instance there's absolutely no room to do anything there. So it maybe have to be across the street or something else, but let's not nix the idea of having a multi-use trail going down further south down 19.

Mr. Brooklyn, just like to agree with this project. It's gonna take something that's been an eyesore and sitting still not Funding in the county. uh to be something very good. and uh be good for a citizens or to move into Pasco in in a project like this. Very nice project.

that. So I'd I'd like to be able to offer these folks something. Um I I'm I'm very pleased that they've taken away these subsidies that makes it much more palatable to me. Um I asked them about working with like Am Skills. I asked them working with other groups out there. Um Yesterday busy with uh Metropolitan Ministries and me in meeting with them. Uh they've got people that are looking for that transition. I don't want to give the direct subsidy to this group, but I don't mind looking at trying to help Met Men because they do have subsidy programs that you can work with to

get them in there, and that could help as well. Uh I'd also like to say that if we can, let's go look at giving a um part of our uh tree mitigation fund, that whatever landscaping they do, we subsidize that for them. That's something that doesn't hurt the taxpayer. Money sitting there. It would get it as luscious can be. And I mean that can go internal to the property around the pool area too so they can dress it up. I think it'll only help and I think it's a good use of funds.

Okay, sorry. Um As you said, that hotel has been an eyesore to Tahitian Gardens condominiums for several years and um has caused problems in our community, which is gated but it they don't care, you know. Uh drugs, homelessness, everything. I think this is a wonderful way to clean

up that area and still be able to have it affordable for people that

can't afford to go out and buy a house right away or Whatever. Tish and Gardens, they came, they spoke to us at a board meeting. And we are all for it. I don't want it to stay as that hotel. Mm-hmm. Thank you.
