Resolution number 23-099, a resolution by the Board of County Commissioners of Pasco County, Florida, declaring the week of April 10th through the 15th, 2023 as National Community Development Week. Whereas Pasco County's communities are the foundation for providing a high quality of life for its residents. And Pasco County's Community Development Department has demonstrated a dedication to the revitalization of neighborhoods and production of affordable housing. And whereas the week of April 10th

40:18through the 15th, 2023 has been designated as National Community Development Week by the National Association of Counties and Commissioner Oakley. and the National Community Development Association to celebrate the Community Development Block Grant, C D BG program and the Home Investment Partnership. Pro Home program. NRES C D BG program and the Home Program provide annual funding and flexibility to local communities to provide decent, safe, and affordable housing and a suitable living environment for

40:48economic opportunities to low and moderate income families. Uh, low and moderate income citizens. And whereas over the past ten ten years, our community has received a total of twenty-seven million eight hundred twenty thousand seven hundred and five dollars in C D BG funding and ten thousand seven hundred fifty-one thousand four hundred and seventy-two million dollars. In home funding and eight million three hundred forty eight thousand seven hundred and thirty one dollars in

41:18coronavirus relief funds from housing and urban development. And whereas a grant of over one point two million utilizing community development block grant funding was used in partnership with the Coalition for the Homeless of Pasco County to renovate the former Boys and Girls Club Bringing Building, sorry, Boys and Club Building. For a Family Service Center managed by Catholic charities. NRAS, this past January, the Family Shelter received the 2023 Audrey Nelson Achievement Award for Community Development from

41:48the National Community Development Association as an exemplary and innovative community development block grant project. NRAS, in addition to this award, the Family Services Center served 34 families for the first. first year with sixty two percent moving to permanent housing opportunities of their choice. NRAS, C D BG, Home and Coronavirus Relief Funds Have been help have helped support two hundred and seventy-seven households for rental assistance and renovated seventy-seven multifamily

42:18units and rehabilitated rehabilitated thirty-five owner-occupied units with one hundred percent of the funds expended benefiting low to moderate income households. Now therefore, be it resolved by the Board of County Commissioners of Pasco County, Florida, that said board hereby declares the week of April 10th through the 15th, 2023, as National Community Development Week, done and resolved in regular session with a quorum present and voting this eighteenth day of April 2023.

And you know when I I uh joined NACO and and uh joined the Community Economic Development Workforce Board of I really knew very little about the community and um community part of it and it's and I still I still don't know a lot but um I'm on this learning journey with these commissioners and but I do know one thing that we have one of the top community development um offices I think in the state, if not the country. So Marcy, what you've

43:19done since you've come here I'm just So glad that you work with us and um for us, for the citizens of Pasco. You know, last night we had a uh a great meeting, Jack and um There's a lot of concern and passion in our community for helping those less fortunate. So I'm really grateful for all you do, uh, for us and That um And that you won that award. That's not the first time, right? No. So I uh actually was thinking while they were reading this that we should be putting

43:49that in for one of the NACO achievement awards. Um, but I'm just uh uh grateful for all you do for us. And so congratulations. So go ahead.

44:02Thank you, Commissioner Starkey. Marcy Esberg, Director of Pasco County Community Development, and thank you for sponsoring today's resolution. I'd also like to thank all of the commissioners for their support and for their commitment to the projects and the programs that we run through our office with the Community Development Block Grant, the Home Funds as well as the Emergency Solutions Grant. These funds are specifically used to help our low and moderate

44:32income residents. And as the commissioner said, you know, there's a lot of talk, a lot of discussion last night about helping our homeless, and that is part of our core mission, and we do use a lot of our funding for homeless initiatives. Yeah. In addition to thanking all of you, I'd like to thank the team that is standing behind me. While we don't do a lot of direct service, we do some direct service. And so that means

45:02that when we're helping people stay in their homes or helping them fix their homes up, we're working with people that are very vulnerable, that are at a time in their life. We're where they're uh experiencing difficulties. So This team behind me, they come to work with a smile on their face every day. and a passion in their heart. to really make a difference. And that's what drives them and that's what keeps them going even through the difficult times. So I especially

45:33want to thank them. And lastly, I want to uh thank our partner agencies. So we just released, thanks to Media Communications, a beautiful video yesterday about uh the core part of our mission, which is to work with partner agencies. And we do that because Our team here, and really county government, is not responsible to do everything for all the things that are needed in our county. So we really depend on

46:03our partner agencies to work with us, especially to serve those people that are most vulnerable. And as we mentioned, uh we were in uh Washington, D.C. in January to pick up this award, this Audrey Nelson. And Community Development Achievement Award in recognition of exemplary and innovative use of the Community Development Block Grant and Community Development Block Grant Coronavirus Funds to address the needs of low and moderate income families, homes, and neighborhoods. And I am really pleased

46:33today that I get a chance to, along with thanking all of you, to bring Maggie Rogers up for County Administrator. Catholic charities so that she can share in this award and share in the work. And the congratulations because if it wasn't for her and her organization doing the work that they're doing at the Family Services Center, we wouldn't have so many people going from homelessness to housing. So thank you, Maggie.

So I know your reward is when you get these things done. I I know how that feels and It's more than just having good pay and that type thing for for what you do, but the fact that you uh get rewarded because you're making some a difference in somebody's life and our citizens. So certainly appreciate that and the work y'all do. So

48:25And I'd like to thank every one of you as well. The work you do is critical for the county. Um Your creativity, your passion is is definitely what drives these awards to get done. So keep that up, keep that working. And and Maggie, we look forward to working with you on many other projects in the future and trying to help as many people as we can.
