Wesley Chapel traffic and moratorium expansion
What the county recorded
This item is not from the published agenda
It is a stretch of the recording that this archive identified as a separate matter — a call to order, a recess, or something taken up that the agenda does not list. There is no official title, no staff recommendation and no disposition, because the county never recorded one. Everything below is inferred.

Thank you, ma'am. Um I did have a couple you have my pictures? I'm gonna like do this like in thirty seconds. I have all this can wait till next meeting.
I just wanted to show that be f and Sally before you're getting ready, I just wanted to show the my fellow commissioners um something I r I run into on a regular basis in the Wesley Chapel area. My son um practices plays golf a lot at Liceting Oaks Golf Club, if you know where Licidian Oaks is. Um I live in Seven Oaks, which is literally five point nine mile five point nine miles away.
Forty. Five minutes. To go five point nine miles. Leaving Lexington Oaks, Westie Chapel Boulevard, to Bruce B. Downs to get to my house between the hours of like 4 15 and 5 o'clock. Uh this one I if you keep going real quick you want to be fast.
Crazy.
Yeah, it's crazy. Keep well, that's a great picture there on the side. Just turn your head. Your car turn over when you're gonna go. Turn your turn your turn your head to the side. Yeah, I don't that's okay. There you go. So you can see and I wanna what I wanted to show you is if you keep going forward, you'll see how this traffic is not g damn it, could you flip it? It's not going on seventy look at this right here. I4. So it takes once you get on sem once you get on seventy five You know, it's it's taken only eighteen to twenty one minutes to get to I four. But it's taking forty-five minutes for me to
go five point nine miles. If you keep going up a little bit, next next one, keep okay, that's the traffic. Keep going. Okay, look. Look at that turn lane. Nobody's going on seventy five. That's all the traffic within Pasco County on Wesley Chapel Boulevard in fifty-four. Just wanted to make you aware of this. We have a lot of things coming up in that area. Area I just showed you is the exact area that a apartment complex was recently approved. Um another one in front of Lexian Oaks, another one's being built a a mile a block away. If you go around
the corner, that's that one that got approved on Bruce B. Downs and there's a couple more that are coming up for votes in the future. This road can't handle any more. I mean when I say no more, no more. Forty-five minutes. I'm a county commissioner and I'm fired up. I should never have to sit that long in traffic. Obviously our citizens, that's not a good quality of life. Thankfully, you know uh the staff was looking into some things. We had to leave and look at timing on the on the lights and things like that, but it's not gonna it's not gonna fix.
Your area grew forty-seven percent.
Yeah, so uh listen. I appreciate everything, it's just nothing more can go around that area. We can't we can't handle anymore. The citizens can't handle any more. That's it for that. I'll I'll wait on everything else. Sally, can you take it away? Last commission meeting, I'm sure everybody's been briefed and updated by the team. Um Commissioner Mariano brought it up uh possibly about since the line district's change about extending that moratorium into what would be now my new district.
Okay, I have not been briefed on anything.
Oh well I thought you would have been.
Nope.
Interesting. Across the street on fifty six and fifty four, which is like that northwood area and all that area to include into expanding it. But I thought the team would have Updated everybody. But okay.
Uh Sally Sherman, Assistant County Administrator Development Services. Um no, there was no briefing because it was really um the direction was wait until we see how the redistricting uh maps are approved and then come back and discuss. The expansion of the area that they wanted to see as far as the moratorium. There were two areas that staff roughly identified as expansion area, and that's
Old Pasco Road to Wesley Chapel Boulevard, just east of Bruce Bay Downs, then due north to I-75, up to over. Pass Road and then expansion area two would be Carrier Parkway to County Line to Mansford Boulevard and to State Road 5456. And those were the areas that were preliminarily discussed with regard to
the expansion area for the moratorium.
Can you say that one more time? Okay. Is this your district? Is that what
it
is?
I'm
fine. All right, we got it. All right. I'll make a motion. To prove that it's a good thing.
Yeah. Well just w so on fifty four, how far o over does it go?
So in fifty four it's it's it's still remember f previously it stopped around Bruce B. Downs. Yeah. Coyer. So it may have to be Oh I'm sorry, that way. Right. No, it goes the other way. I'm sorry.
Yeah, I'm sorry. Yeah, Coyer and up to can you show them on the map make it a little easier to show them where
we are across the
way across that highlighted section there below um 'Cause how the the districts How the districts are arranged now, some of um Commissioner Starkey's district still comes down off forty one.
Along that's mine.
But how far past County Road fifty four
Does it go?
This little section right here.
Yeah.
You're about a mile or so away from nine hour forty. Right.
That's fifty six. County road fifty four going across. How far down does that go?
Yeah.
To carrier?
No, it's just this little section right here.
And this is for portion of that section excluding
right there that Mike.
There's a DR there's a little area right next to um the um there's There's a little area that's cut out Uh the um Outlet mall. mall. Yes.
That's down fifty-six though. Correct. I'm I'm I'm saying up by f will you take your left on five eighty one to go to Lexington Oak?
Yes. That goes in that that so that goes that curves in now and goes down the other way. It it goes down to the area that used to be yes, over on um Old Pasco Road. It extends down to Old Pasco now, which was previously take me the other way.
East or west?
East on Wesley Chapel Boulevard which turns into fifty.
Well just
to
five
eighty one.
It goes to Bruceby Downs.
That's Bruce Bruceby Downs. It goes to five eighty one. Yes. It doesn't go past that. It still doesn't. That's how it was before.
And then to the north it goes, it takes in the grove and some other areas to the still a
disaster down the other way too. I mean right where you're taking your picture is still
Yeah, some of that will hopefully when overpass opens will be Some of that will calm down a little bit. Right now you you you can't get across the Overpass Bridge, so you have to come down or go up. Oh, that's causing the thing.
Yeah.
Go ahead and call the motion. Good idea. Well, can I, Madam Chairman Mariano?
Uh first I just want to tell the bailiffs, thank you so much. You are free to go home. Yes, thank you. Thank you so much. Thank you all. Unless they're hiding outside, please. I did have that warning once. Don't go out the door, Commissioner Starkey. Okay.
So Madam Chair, to be clear, this is not something the Board can adopt today. It requires an ordinance change. So I think you're giving direction to staff to bring forward an ordinance.
But I
think
Commissioner Moore was about to make a motion. I want to be clear that we're not going to be able to do that. We have to make a
motion to bring it back for a motion to amend Yeah. Uh to a date which would be January seventh or what is that date? Is that in date six? Yes,
the the lot the last one went to the planning commission, yeah.
January eleventh.
You do have to go through the Planning Commission? Mm-hmm. Can we not circumvent the Planning Commission so we can get to it? Well I mean say because now we're looking at January. Now we're gonna go into February.
Right. And that's what you did when I gave you that advice. I
know, and I I appreciate it. I'm just still I just don't understand how why this wor wouldn't have to go in front of the Planning Commission. I'm still baffled.
Can I just wait make one more comment? That little carve out area is not a D RI. That's King Ranch. Which is It's got a plan amendment associated with it, but it does not have any MPD approval or DRI approval. So I mean if you want to exclude it, I guess you can. I just don't want you to Assume it's being excluded because it's a DRI. The DRI is north of that. The mole is the DRI? Yeah.
I I'm I'm
lower side of it too.
Yeah, that's just leave it as as is.
So it's excluded?
That little portion is next to the next to the outlet mall.
Okay.
Because there's already been some. comments and stuff through through the years and Like I've I've said before if somebody's gone that far, I'm not going to be able to do that.
And please, you know, send anyone who wants to put one there to nineteen.
Yes, that's a great idea. Thank you for that Chairman Mariano. Madam Chairman Mariano.
So
I told the ones from fifty four.
But then we need to call the vote.
Three quick items. Okay.
But do we need to call I'm sorry, do we need to call the motion?
No, it's staff direction, right?
I thought you said we had to make the motion and to move forward.
No, we can't make a motion to move on.
Okay. If as long as staff knows what to advertise for the moratorium, we're good fine. Thank
you. Sorry about that.
All right, Christine, you're up.
