Consent agenda and pulled items approval
What the county recorded
This item is not from the published agenda
It is a stretch of the recording that this archive identified as a separate matter — a call to order, a recess, or something taken up that the agenda does not list. There is no official title, no staff recommendation and no disposition, because the county never recorded one. Everything below is inferred.

Thank you for your comments. Thank you, sir. Yes, sir. Now is there any anyone else in the artist wish to speak at this time public comment? Seeing no one will close public comment and we'll move uh to consent. I I have um
Uh Bullshi. Mm-hmm.
Can we do resolutions first? What
are you
gonna do is that?
My records don't show when the resolution starts, it shows after it's sent. So either I've got a wrong record or
But I can take care of consent and then do resolutions. That's right. Because one of them's a time certain at 1145 anyway. It won't take long, I don't believe, and consent items. I have a pool sheet with C10, pull and revised. C 30, pull and revise. C31, pull and revise. C46, pull and revise. C fifty one, pull on root And discuss? C eleven pull.
C 15, pool. C36 pull, C46 pull. C47 pull, C49 pull. And I believe and that's all I have on my consent.
Mr. Chen? Yes, sir. We had the C seventeen as well? Um
He wants to add C seventeen.
Okay, well add it because Pull and Discuss? I don't have it. Pull and discuss. Yeah, I'm just adding something. Okay.
We'll put it right down there. Alright.
Okay. For the rest items before I go to these poll items? Rest items on the agenda. I don't entertain a motion.
Move to appreciate.
Second. I got a motion of second. All those in favor say aye. Aye. Motion passed 5-0. Now we'll move to uh the pulled items, uh C ten, full and revise. Good
morning, David Engel, Planning and Economic Development Director. I'm here for C ten Pull and Revise in the agenda memo on the first paragraph and the background summary. Here's a Scribner's error. We're deleting RSQ and putting in RF RFP to identify the actual matter.
Move approval and no to change. Got a motion
and a second. All those in favor say aye. Aye. Thank
you.

Good morning commissioners. Mr. Chairman, Alex Parnes, County Surveyor. C thirty, uh, we recommend poll and revise. There was a uh error between the electronic document that was uploaded and the paper document that we have for the bond. It has since been uh fixed and delivered. We recommend poll and revise. Sure.

Yes. This one, the uh we had uh a uh discrepancy, not a discrepancy, there was some new language on the agenda memo. We we did not include uh information on two riders on the bond. There was actually two and the memo said one since has been corrected and delivered. We recommend pull and revise.

Move approval.
Second. We've got a motion and second. All those in favor say aye. Aye. Aye. Motion passed 5-0.
Thank you, Mr. Chairman. Uh reason I pulled it, this is a state mandate that we have to do. It's a long-term contract, it is a lot of money. What I'd like to do is maybe get a history, maybe not necessarily today, but a history, a presentation about what has been done, what the successes are and um how the future holds for it. So I'm gonna We'll mo make a motion to approve it, but I wanna just make it to the attention of the board that I I'd like to see a presentation back. If not in a couple of weeks, a month is fine.
Yes, sir.
Okay.
So move approval.
Second.
You got a motion second. All those in favor say aye. Aye. Aye. Motion pass 5-0. Yeah.

Oh, I don't know see what is then.
That's all
items to be pulled.
Do we need a motion?
Correct. On each of the items, the clerk's office requests these items to be pulled contient upon the clerk's review. The originals were not provided to the clerk's office in a timely manner, so the board records
Move approval C eleven with the clerks. Final sign-off that's
I got a motion second on C eleven. All those in favor say aye. Can
we can we take these in group? Can we take these all in group?
No, by each one. So approve

I
think. Okay. Motion pass 5-0. C forty-nine.
Move to approve C forty-nine with the clerk's recommendation.
Second. Motion and second. All those in favor say aye. Aye. Motion passed 5-0. C seven. C sevente has been pulled to discuss. Ms. Mariano.
Yes, Mr. Chairman. Listen to um Ms. Hazelwood's comments. Um I heard about this comment. I know there's a bunch of information about there why they think uh it's a good thing to take a look at. I just think we should uh maybe reach out to the public, do a public meeting to discuss it uh before we move forward with it.
Well um Who are Tampa Bay Water representatives right now?
My seven years.
I remember them talking about this when I was on Tampa Bay
Water.
Um
Mr. Chair, if I could ask David Allen to come on the phone,
David Allen will uh give us that information. But it is a test well and only a test well.
Yes, good good morning, Port. David Allen Utilities Director. Um Yeah, this item is Request from Tampa Bay Water for an easement on county-owned property off of Pole Mine and Christian Road. And what they're looking to do is drill a test well into the deep aquifer to get water quality and pumping data from that location. And this specific project is one of, I believe, six or seven different regional supply projects that they're considering for implementation implementation. For the regional water supply
system in in 2032. So this is more of an investigative phase of the work that they need to do to determine whether or not this is truly a viable option for them for meeting regional water supply needs in the future.
Um, I don't know the area real well. I'm having a little trouble pulling it up here. Is that part of the three hundred acres that we own? Yes. Is that where that is? That's
where
that
is. Yeah, okay.
Yes, north of Dade City.
Yeah.
Yeah. It's right Christian Road in three hundred one. Okay. You know where that's at, Jack?
Mr. Mayor? Yes I do. Thank you.
So are you saying don't allow them to have this easement?
I'm saying do a do a public meeting on it with the let the people know what's going on.
Mr. Caval. I think if I if I could, I think Mr. Allen's comments that this is an investigatory phase of six potential plus water supply projects and and that it may or may not come to fruition. They they they have to gather the data from it. It's a deep I've I've had experience in this. These are deep well aquifer tests down in zone C of the aquifer which are thousands of feet below the surface. It's more of a saving source. So they they have to go through a lot of tests to see if it can even meet the demand as a regional source
of supply. And then if it becomes a potentially viable project, I think that's where the public in inter you know engagement piece should come in if it's a viable project. But they won't even know unless they they they do this initial investigation as it stands right now. So it'd be my recommendation to the board to allow it to occur, recognizing that if the project does look like it, you know, it's technically feasible, that's when their public engagement process usually starts for a water project. And David,
I mean there's other projects as well, including
additional engine. There's also a a second reservoir we're also looking at for a future project. And then we're also uh looking at uh deep deep well brackish water for D SAW, which makes uh D SAL much more cheaper to use that water and and it's it's cleaner water to take salt out. So you know I do have a suggestion.
I do have a suggestion, Commissioner Oriano, if you'd like. Um if we can delay this a month, Chuck well uh Chuck will
It was originally scheduled for today, but we had a very packed agenda. And perhaps Tampa Bay Water could come and address any any thoughts. I don't know what that does for their schedule, but I mean
we can change potential.
I like that idea.
And I s and I still think if we're gonna delay thirty as well you'd probably have room to do a meeting as well.
So we're gonna postpone the vote on this? I'm gonna continue thirty days,
but I'd like to have a public meeting for the citizens to know what we're gonna be looking at.
Does this hold up what we need to be doing for Tampa Bay Water on on the S.
Yeah, we we would have to coordinate that with Tampa Bay Water because they're it's their easement are you know and they're the ones that are gonna be doing the study so they would be the most appropriate agency to host the public any type of public meeting.
Chair? Yes sir. Maybe would would you be able to reach out to them and maybe we can vote on this this afternoon or something? Yeah, I could I could make a full couple. appropriate
bring this back this afternoon. Okay.
We can do that.
After yeah after this afternoon. That'll be good. Okay. Okay. So we'll uh bring that item back to us, the C seventeen back to us after public hearing this afternoon. Good. Okay.
