Clerk budget request local requirements IT funding

1:41:36three times. Thank you, sir. Um I did want to make some comments about the budget uh for my budget request. I mentioned on item um R sixty-nine about the IT request and requesting that be fully funded. I also wanted to um state that when I uh met with Mr. Biles in regards to the local requirements last week's Um this in regards to the request for local requirements and the county's obligation

1:42:06to fund it. We do have a difference of opinion as to what is required by law. Mr. Biles had stated that the county is not required to fund the local requirements, while I believe that it is required to fund those requirements. The in at the June 8th Board of County Commissioners, the emphasis was on property tax revenue and there are other unrestricted revenue sources that go into fund the general revenue account, such as sales tax

1:42:37and state revenue sharing. Um the

1:42:43County acknowledged that their revenue sources are going up when we have saw the revenue outlook presentation to the BCC on March 22nd. And the impact of Senate Bill 50 for taxation of remote and marketplace sales has not been discussed. We'll also increase available local revenues. And I recognize that my request is more than the county administration would be. Like, however, it is based specifically on the commission's legal funding obligations and the reasonable needs of my

And I would like to remind the commission that while the population in Pasco has grown 19% and the Commission has expanded staff 49, um sorry, 39% since 2010, my team has been reduced by 11% in that same time period, and the funding situation in my This is just unsustainable. The commission is responsible for determining and setting its funding priorities and satisfying the requirements of law and support of the clerks statutory functions to serve our c

1:43:43our our citizens, our community, should be among the commission's highest priorities. What I'm asking for in local requirements is along the same lines of public safety with the sheriff as well as your uh firefighters. And I'm happy to answer any questions that you may have. Thank you.

1:44:03Mr. Chairman Mariano there's a fundamental dispute between the administrator and the clerk with regard to whether or not what the clerk is asking for is in fact a local requirement.

1:44:18And I was not part of the meeting that the administrator and the and the clerk had. But I think that it it boils down to for a large scale whether or not the West Pasco Judicial Center is a local requirement. Um clerk's position is it is, um county's position is it's not.

1:44:53The IT cost um in the budget is for forty percent of the request and I would like to have uh full uh the full funding of it in um fiscal year twenty two.

1:45:08If we can't make it if we don't make it there this year, we'll make we'll finish it up next year. I think that's kinda how we're handling all the extra stuff that came at the last minutes from what I understand.
