So Before we start on those sections though, I do want to take public comment on any non-agenda items. Um if there's anybody here that wants to speak on anything that's not on the agenda or anybody on WebEx that's not on the agenda. Um now's your time to bring that up. We do request

that when you address the planning commission, this goes for now and for the items that are be heard later. Um comments are not to be directed personally against Planning Commission members or team members, staff members. but rather directed at the issues. This provides mutual respect between the Planning Commissioner members and the public. So is there anybody here that's anybody here to talk about anything that's not on the agenda?

Thank you. Nancy Hazewood, [address removed]. Um I'm making a a request to have the Greater Lacucci Plan brought back to planning. I have a multi co I can't talk. A multitude of reasonings. Uh it was last on the agenda, so staff was not able to spend a lot of time on the project. The plan is over 30 pages long and it was only given 10 or 15 minutes to cover the material. of

special concern to me is the Brooksville Ridge, what I which I seem to be watching at being torn down in a couple of places now. What's gonna happen later with this Didn't mention it in the plan. Because of the lateness of the evening, the Planning Board had no time to ask questions or give relevant information on it. I don't know how many others came to hear it or watch the meeting, but I stayed a very long time. I got there at the beginning and I stayed till

eight o'clock or eight thirty when it was over. The project could be a game changer, will be a game changer for the Northeast Rural Protected Area. Presenting this plan without enough time for discussion is disenfranchising the Pasco citizens by not letting us hear the plan and make written comments to the BCC before it goes to that board. So what's the hurry? It's part of the twenty fifty plan. Let's bring it back.

This August Planning Board will please recommend staff to bring the plan back. I speak for some of the members of the original Northeaster Area Plan that can't be here, Paul Batcher. Carol Cruz, Dot Woods, Joe Yverton, Margaret Peggy Woods and Richard Riley. Some of them had doctor's appointments, some of them are sick. Thank you very much for your attention. I appreciate it.

Uh Nictoria's Pito's Planning and Development Department. Yes, the the plan was is a non-binding concept plan. And uh it was scheduled for presentation, I believe, in October, here at the Planning Commission. It was not as a public hearing, however, just as a presentation to the Planning Commission that this was the plan. And then it was originally scheduled for the November 14th Board of County Commissioners meeting again for presentation, as

it is a non-binding concept plan, right? Okay. Uh and so the board didn't have enough time uh from what I've been understood from that meeting, the board didn't have enough time. It was moved, I believe, to a later board meeting, uh presumably January. Um the date city meeting in January. So the ball's right now with the Board of County Commissioners. Um to have it reheard at the Planning Commission, that would have to be a request made to the to the board. From the board. Yeah. And we you know uh

a request could be made, um, but it's uh ultimately the board's call as to whether or not They would want to send it back for yet another presentation. But originally the intent was simply to present the the non-binding concept plan to the Planning Commission, receive any feedback from the Planning Commission, and then uh take it to the board for a final final review before they were to accept the plan.

Yeah, the the the the non-binding concept plan certainly has ideas that can be then downloaded into the Pasco twenty fifty accompanies of plan update. Um And th that's gonna be a work in progress in uh over the next year or so um for Pascoal twenty uh for the Pascoal twenty fifty comprehensive plan update. Uh so it's it's not the the end of the line. It's not it's not that the Board of County Commissioners going to approve the Lakouchi plan. They're simply going to accept the efforts that that have been made of the

What I'd like to see though is During the meeting when it was first presented The public's only chance to comment was during the public comment period, not after hearing the plan. I think it would be helpful if they were able to hear the entirety of the plan. all the high points, the low points and the in betweens and then make their comments and after they've got all the information, I think that'd be helpful.

My name is Mary McKnight. My address is [address removed]. Um one of the things I was going to talk about tonight to to this afternoon was the um that same plan. Um So thank you for doing that. Um the per the my purpose in speaking today is to try to determine Under what conditions, if any, agenda items that have already been heard could be reheard.

The two agenda items I had an interest in was the VFW Cherry Hill West project. And the Lakouche Trilby plan, which I won't go into. About Cherry Hill West, two days before the November second Planning Board hearing, I made a trip up the VFW Road, a small dirt road leading up to the VFW building. I was trying to figure out why the parcel containing the VFW building was showing up in this application.

Because it was my understanding and confirm confirmed by two people I talked to that only the square parking lot parcel across the street was being sold to Erin Likens for her Cherry Hill West project. I never did find out why the VFW long parcel was included in the application. I knew that at least one neighbor had written a letter to the Planning Board in protest of this development, and I also wrote a letter to each

of the Planning Board members stating my concerns. In my letter, however, I did forget to add the fact that on That trip I noticed that there was no public notice notice signage. At any rate, Cherry Hill West was approved in the consent agenda and not discussed. On Tuesday the seventh, subsequent to that vote, I was asked if I had seen any signs At the BFW. And I said I

hadn't any, but I would go back to make sure. I went back to that site of the Cherry Hill West and this time I videotaped all on 52 and up and down the VFW road. And I confirmed that there were no public signs. So the next day on the eighth, however, I was told a sign had been seen that Wednesday morning. My question is, if there was not legal public notice signage before the Planning Board hearing, should it be reheard?

And Um

I guess I wanted some direction from the Planning Board because I know uh another person I wrote to the Planning Board but it was still uh just passed in the consent agenda without any discussion. So I was wondering if you might tell us what we need to do better to facilitate uh some discussion about these projects.

I don't I mean I don't while you're there, I don't personally remember or recall the exact hearing you're talking about, but I do know that All items, all agendas th there's there's mailed notices and there's posted notices. Um and that's verified by staff. We also done that's the purpose of having these public hearing is we ask everybody and I don't If it went through on consent, that meant that nobody was here to speak on it. Um so

So that would be evidence that that it was probably noticed. Plus the applicant provides their notice as well. They provide the staff with their copy of their mailing. So if all of that's in the agenda packet that came through here on the second of November, there was nothing to rehear it was done properly. But I don't have that information in front of me to know it. Denise seems to be saying that it's all there.

What I see is the affidavit of notice that states that it was posted and um the letters were sent out on October second. But

Hi, my name is Lisa Moretti. Um I respectfully deny to present my address because this is broadcast over a public broadcast channel and it actually puts my personal safety in jeopardy. So I will tell you I do live in the [address removed] zip code. I wanted to first commend commend you all for your time and dedication. I know it takes a lot of time to commit to being here and I appreciate that you make that effort. I know that we

get called squawking chickens. I'm tired of being a squawking chicken. Um but I would also say if you haven't watched the movie Chicken Run lately, I suggest you do because we're just gonna keep squawking. Um I'm really grateful that you chose to bring the Lakouchi Plan back. It's very important. Uh some of the things that are in that plan literally gut the rural area, the northeast rural area. And dramatically change some of the things. I know that there are maps that some of you have

not seen before that have been presented by the developer. That Move the transition area boundaries inside the rural area rather than having them be transitions outside. I think that is a travesty. So I'm really grateful that you're willing to hear that again. and allow us to come back and bring comment. Um I was trying to watch what happened at the last meeting on YouTube. And it just miraculously cuts off at an hour and forty five, as does the

transcript. Transcript stops mid sentence. And I was like, I really want to make sure I understand what happened. I'd like to go back and review As a an involved citizen who cares deeply What the heck? You know, how do I stay up to date if I can't carve time out of my work schedule and take time off to be here, that's my second fallback. And so I would ask that something be done to ensure that those things are actually available

for the public to see and review. Unless I'm missing something, unless there's a second version or a second piece that isn't listed in the listings. That's all we got. So um I think that that's a really important component piece. So I understand that you had not a lot of time to review this Bakuchi plan last time and I hope that you can bring it back. I do want to also say we have a commissioner walking around saying this is an implementation plan, it's a done deal, you might as well

just sit down and be quiet. That's not in my DNA. Because what's happening is so important. And if it is an implementation plan, we need to be clear on that. If it's an implementation plan, we need to have even more public comment. If it's just a here's our plan, we're presenting it to you, we need to have comment there too, but we still have some leeway and some negotiation time. But if it's an implementation plan, as we've been told by our commissioner, I've got serious issues with that. So I encourage you to really take care. a hard look at that plan and clearly

define what exactly it is. Okay. Thank you.
