What the county recorded

This item is not from the published agenda

It is a stretch of the recording that this archive identified as a separate matter — a call to order, a recess, or something taken up that the agenda does not list. There is no official title, no staff recommendation and no disposition, because the county never recorded one. Everything below is inferred.

Jaimie GirardiVice Chair

Can we have a presentation on

Denise

that one? Um absolutely for PC twenty one? Yeah. Sure. If my colleagues can come up and Or do you want me to just pull it off consent, continue with the consent?

Unidentified speakerVoice A

Yeah, well let's pull it off a consent and then we'll come back to it.

Denise

Poole I yes, I apologize that one Mr. Poole's recusing himself on Mr.

Unidentified speakerVoice A

Mr. Is the applicant present?

Is there anyone else here to speak on this item?

Jon Moody

I don't necessarily need to pull the pull the item but I ask a quick question. Is there a deed restriction there for the Lib Local Cold

Denise

The deed restriction will come along with the rezoning. Okay. It can't be put on the compliment.

Unidentified speakerVoice A

Okay, so Since Mr. Pools recused himself, I think we need to vote on this one individually. So is our motion?

Jaimie GirardiVice Chair

Actually can we go ahead and have the presentation on it?

Denise

Okay, so we're gonna pull.

Jaimie GirardiVice Chair

Right, so we're gonna pull that one.

Denise

So the following one is PC 16, and that is PDD 240002, comprehensive plan amendment, C Pass 2314, Bogar US301 for a comprehensive plan amendment to future land use map, changing from COM commercial to PD plan development. on 26.11 acres of property that's located east of 301 at the northeast intersection of US 301 and Roanoke River Way.

The planning and development staff is asking that you find the application consistent with a comprehensive plan and recommend approval to the board of county commissioners.

Unidentified speakerVoice A

Okay, is the applicant present? Anyone else here to speak on that item? This item? Okay.

Nothing up here? Uh

Jon Moody

I'd like to hear a presentation on that one.

Denise

I'll move on to PC seventeen. Um that is PD twenty-four zero zero zero seven. Um actually this will this one is gonna be cold. I apologize. There's someone who was signed up to speak for this one. So we're pulling PC seventeen.

Unidentified speaker

It is no longer. Yes.

Denise

The following item um were is also a companion. So P twenty two, which is on regular by misfi in error. Um I'm going to uh do that after PC eighteen. So PC eighteen is P D D twenty four zero zero zero nine, C Pass twenty-three oh eight, Hudson Family Trail. It's for a comprehensive plan amendment to the future land use map, changing from res one. Comes to you with a recommendation that you find this, and you're sitting as a local planning agency on this one, that you find it consistent with a comprehensive plan and recommend approval to the Board of County Commissioners.

Unidentified speakerVoice A

Is the applicant present? Anybody else here to speak on this item? Anything from up here?

Jaimie GirardiVice Chair

I'm willing to leave it on the consent, but this actually oughta be being heard in Newport Ritchie. Yeah. That's a wet that's clearly west of US forty one. What

Jon Moody

was that moved to this meeting because of December?

Denise

Yes, so there's

Jon Moody

so

Denise

so first off there's two reasons there's only one hearing in December. Secondly, it has the the policy changed even before Mr. John Gallagher left the county that there's not an east-west divider. And what we do speak to and and now even after COVID, there's even more potential for folks to be able to to speak to items because they can register. on WebEx and those type of things. Additionally, we do every single applicant when we talk to our applicants and hopefully some of the ones behind me can say amen, we tell them that

if the that if there's any opposition on their item, it will be continued to the side of the county that it's that it's you know closest to. I didn't hear an Amen, but you know I'm not I'm not appropriate. Thank you. I'll

Jon Moody

move approval on that.

Unidentified speakerVoice A

Well we're gonna just gonna keep that on consent. It's gonna stay our consent, correct?

Denise

So that was um that was PC18. So I'm now going to do the companion zoning item, which is P22, which was placed on regular in error. It's consent, and no one has contacted the team about it. PDD 247732, Hudson Trail, Family Trail, M P U D, H W H G C N G A L L C. It's for a rezoning from an AC agricultural district to an M P. PUD Master Plan Unit Development District to allow the development of 116 single-family residential units on approximately

38.72 acres comes to you with a recommendation of approval with conditions as included in your agenda packet.

Unidentified speakerVoice A

Okay, is the applicant present? Anybody here to speak on this item?

Anything from up here? Okay, we'll keep it on consent.

Denise

Following item is PC 19, that's PDD 240038, C Pass 23-20, SAV Old Pasco Town Homes. It's for a comprehensive plan amendment to the future land use map from Res 3, residential three-dwelling units for gross acre to Res 6 on approximately 18.36 acres of property that is located on the northeast corner of Old Pasco Road and Hadlock Drive. And um staff is rec requesting that you find it consistent with a comprehensive comprehensive plan and recommend approval to the board.

Unidentified speakerVoice A

Okay, is the applicant present? Anybody here to object?

All right, any other any other dis any other discussion? Oh you're here to object. Okay, I'm sorry. I thought you raised your hand because you're applicant. I'm sorry. Okay, so we'll pull that item as well.

Denise

Okay.

And uh

The last item is PC20, PDD 240024. Mr. Poole will be recusing himself on this item. On this item, you're sitting as the LPA of a local planning agency. It's CPA 2301 Fletcher. It's for a comprehensive plan amendment to the future land use map, changing from Res 3, residential three dwelling units for Gross Acre, and AG. Agricultural to PD plan development on approximately approximately 100.8 acres that is located

to the west of US 41, south of Leland Avenue, and 1.1 miles north of State Route 52. I will mention for the Planning Commission that this item is within the airport zone and the runway protection zone and the approach surface floor and the applicant has worked diligently with the airports and has you know had good collaboration and good discussion with the pilot country airport. Just want to mention that. Staff

is requesting that you find it consistent with a comprehensive plan and recommend approval to the Board of County Commissioners and there will be a companion rezoning to MPUD coming shortly for that one.

Unidentified speakerVoice A

Okay. Is the applicant present? Is there anybody here to object? I guess to kinda echo Denise's thoughts there, that's a pretty good job 'cause I know we've had some stuff come in before around that airport and Even before the runway production zones and all that we heard quite a bit of opposition for anything going around that area. So good job.

Uh okay, so it's a separate item so we'll probably need to have a motion, a separate motion motion on this one.

Jaimie GirardiVice Chair

Move to approve item P C twenty.

Unidentified speakerVoice A

Okay. Second?

Jaimie GirardiVice Chair

Second.

Unidentified speakerVoice A

Motion a second. All in favor? All right. Opposed? Motion carries.

And that's the end of the consent item or the consent agenda, correct, Denise? Yes, correct.

Jon Moody

So Mr. Mr. Chair, I'd move approval to uh PC twelve, PC twenty two, and PC eighteen.

Second.

Unidentified speakerVoice A

Okay, motion and a second. Any other discussion? All in favor? Aye. Proposed, motion carries.

Jaimie GirardiVice Chair

What did you say about twenty minutes?

Unidentified speakerVoice A

Alright, so Where are we back to? P s P C thirteen, correct?
