First off, I drove an hour and a half over here because something that should have been on my side of the county wasn't there. Um I would appreciate it if you would just get a standard thing going on. Ye you Changed it one time before in the past. I've been doing this for um fifteen,
twenty years now. And it's uh a lot better for your citizens if you have it in the area. where the application is coming from. Um so I've heard that, you know, we can do it over the internet, but our internet is not reliable. So I'd appreciate it if you would take another look at this and try to do something for your citizens. I hope you get your website fixed soon. That's been kind of frustrating. I'm sure you all have noticed
it too. Uh, let's see. I would like to request That one or more of staff get together with the Northeast Rural Group. And we can bring in uh people from all over. just once a month or once every four months. I've been asking this probably for the last ten years. We have issues. We'd like to get together with one staff. It can rotate staff. It can
do whatever you want. But I don't think it's without Value asking for y'all to meet with your citizens. And if y'all wanna come, we'd love to have ya.
I've heard the reasons why the county can't do these things. And I think the county government is here for the citizens that live here. And as your rules and regulations do not benefit the majority of people that live here. in this wonderful county. then you oughta change your rules and regulations so they benefits us. Citizens come first. We have a wonderful county. Let's try to m keep it that way and meet with your
citizens more often. You used to. Thank you all very much.

And I I guess just to comment quickly on the um location of the meetings, um we we will revisit that. Um I know at one time there was a policy for each side of the county. I think with covet and with the virtual meetings that kind of got put to the side, but we can revisit that again um when the chairman's back, I believe.
I think it it is still the b the staff's policy that If we're controversial items that they be on the side of the county that Yeah. the application is However, I think this is a very unique circumstance where there was a notice issue and Mr. Pitos can probably address it more in more detail. But It was originally scheduled to be in Dade City, but then there was a notice issue which is why it ended up being New Port Richey. I think Mr. Pitos you
concluded that this from a distance standpoint This side of the county is actually closer to the subject application than Dade City is.

And that uh in actuality both as the crow flies but then also in terms of driving distance This was actually uh the West Pasco Government Center was actually closer to the subject site. than um the Dade City Historic County Courthouse.
And to be clear, we're talking about the Hale Call Your M P D, correct? That's correct. Okay.

Hello. My name is Henry Byrne. I live at [address removed]. I was in here two months ago complaining about my neighborhood. The roads the roads are atrocious. We had rain the other day. We have a corner in our neighborhood. that's been flooding since I was fourteen years old. I'm fifty seven. When it floods, it would take that corner. Maybe one or two, three houses. During Debbie, the one hundred year flood,
Hurricane Elena, all these storms. It may have came up nine houses. Well this other day It was over a thousand feet, two thousand feet long, eighty one feet wide. A river Running through my neighborhood, going into people's homes. And then the other side, Seven Springs, was closed off. So eight hundred homeowners were trapped. So I gotta tell my hundred this neighbor just turned a hundred years old, sorry honey, the county said this is normal. You
can't go out today. When are you guys gonna do something about Veterans Village, Seven Springs Boulevard? It's on the news. It's everywhere. It's flooded. There's traffic. Let's see. A guy hit a guy on a bicycle. A lady turned around to help that guy. He stole her car, Rolled it and hit another car, but yet we don't have traffic problems. This is where little kids go to school. This was right by a private school, which I don't still
don't understand how the county allowed to go into my neighborhood. Somebody sold our rec center. for one point nine million dollars, I didn't get a dime of it. I've been in that neighborhood for forty two years. We got a school in there, we got businesses in there, and it's not even zoned for a business. It's not even C2 zoning. How do you guys get away with this stuff? If you look, Rowan Road, beautiful. Past Seven Springs, East Lake, beautiful. Seven Springs
That's how the road is. Patched, patched, patched. There's lawn in there that you guys own that I've been complaining for three months for you to mow it. I don't know if we own it. I don't know who owns it. But you go to Mike Wells tax collector, Pasco County owns it. You have not mowed it in 30 years. When are you going to take care of it? Why are other neighborhoods and roads getting paid Pasco County workers and we're getting
somebody some lawn service? Not even county workers, just some lawn service. So you guys don't even have enough workers? Run out of workers, you build them like crazy, but yet you got no work, you got no employees to do the work, you gotta hire other people, and then they don't do the job. I call every time, there's shit in the road, there's crap on the road, there's trees limbs falling. I don't see it. They come out, I take pictures, I show 'em. Nothing gets done. I had to walk in front of public works with a sign to get attention,
with a sign Because my community won't talk to me. Why? Can you answer me? Why? Kathy Starkey. I was on Channel Twenty Eight News. She was supposed to reach out to me. Never did. Never did. Can someone here answer me Why I'm getting no help?
Sir, just to be clear. Um the Planning Commission makes decisions on land use applications that are submitted to the county. The Planning Commission has no authority to be improving roads the direct funds to improve ro roads, that's the Board of County Commissioners that does that. So I I understand what you're saying, but this particular body Probably can't give you any the relief that you're asking for.
So I've been coming here for years and now you finally tell me this is the wrong body? Yay. No, I'm saying you every time I call, call this guy, call that guy, you call this guy, this guy's in charge.
I'm not saying you're in you're in the right room. You're in you're in the right room, just the wrong body. So if you had come Tuesday to the Board of County Commissioners and spoke under public comment That's the body that has the authority to Direct which roads we maintain, direct which roads get repaired,
You're filling in lakes. That water, that development is now running into my neighborhood.
I understand that, but the planning That's development. You're overdeveloping. Okay. Okay.
If you if you have a complaint about overdevelopment, that's that is something that's in the

It gets worse every year. Why? Because you keep building and you're not fixing my problem. Mitchell Farm, they filled in massive lakes. You can go on Mike Appraiser, the appraiser, you can see the lake is still there, and this is where their homes are gonna be. Under over the lake. You're building homes and you're showing the people. That's how dumb people are, they're not even looking. You ha I can show you the picture. How are you building homes over lakes? Don't we have a lot of problems with that? Sink holes
and everything in the state? Why are we approving that?
So there there's a development process and there's permitting and there's design that uh that goes on for every agent. They emptied
the lake, they filled it in, and
now the land's
twenty feet higher than my neighborhood.

Yeah, my name is Julia Bartunik and um many citizens I've talked to have had difficulty with the Pasco twenty fifty um website to input and on the comprehensive plan moving forward and we would really love to put input inside plan. It was requested. Um that citizens provide input. And I want to request that in addition to that website, which many are having difficulty
navigating, that there could be um maybe two public hearing or public meetings a a year where people can come and also provide input for the Pasco twenty fifty comprehensive plan. Thank you.

Um The Planning and Development Department is working on um the third year's scope of work for the project, which will include um public outreach activities. So and that'll begin Uh well year three will begin in October.

No. So I'd like to address the issue of the scheduling of the meetings, but I don't want this to impact my testimony on the item in itself. So this is not about the item, it is about the scheduling of the meetings, and I'd like to read to you the responses from your county staff. So when I wrote to ask about the meeting being put back over to Dade City, where the hearings had always been scheduled and had been being heard, I was told with all due r my response to Mrs. Snyder was With all
due respect, the distance between the property location and the West Pasco Courthouse is 22 miles and 38 minutes. The Dade City location is 23 miles and 33 minutes. Historically, everything on the west side of 41 has been handled on the west side of the county, and the east side is handled on the east side of the county. If this was a directive changing that, please provide the same.
The response that I got from Mr. Pitos was this that he provided the directive to staff to renotice that item and that the New Port Riche location was based on his own distance analysis using MAS PASCO Mapper. Uh the staff is professional and is working extra hard to service a large volume of work limited res with limited resources. There were there was a staff error for notification, and that is an understandable error. However, it happened
four times, not just once, that we are correcting and addressing. If it happened once, that's f an air sh a typical error issue. But when it happens four times and then all of a sudden at the last minute, you have to put a red bolded notice at the top of your agenda post that you reschedule this one particular thing on this side of the county. It makes it look really bad. And then you're gonna flip over and put it back on the Board of County Commissioners in Dade City for their approval. Why?
Why is that happening? To me, it's to try to prevent people like these of showing up. But joke's on them, on y'all. They're showing up and they're going to put their vo voices be heard on this particular agenda item. But we need to correct this problem because historically whatever was on the west side stayed on the west side. Whatever was on the east side stayed on the east side. Not just because of one arbitrary decision from one director. Thank you.

Uh again we'll revisit that. I mean Land Lakes has always been the the the the the quote unquote gray area as far as which side of the county is being heard, but w we understand and we've we've heard we've heard heard what you're saying, so Okay, Denise, did you say there was uh is that everybody here? Uh public comment for items not on the agenda. Then we have one other person on WebEx.
So we act we did. She's dropped off. She's dropped off and then come back on and then dropped off a second time. Her name is Christine Furtaw, but I do want to say that she has also signed up. She wants to speak in coup public comment and in PC ten. So hopefully she'll be back on when we're ready for PC ten. But she's not on at this exact moment.
Jamie, I recognize that. Glanda Lakes is in the middle and sometimes it's hard to draw the line between whether we should be in Dade City or whether we should be in Newport Ritchie. But I think there should at least be consistency. If the Planning Commission's going to hear it in Newport Ritchie, then perhaps the BCC should hear it in Newport Ritchie or vice versa. But I don't think we should be doing it both ways.
What I I mean, Terry, I mean is there a reason why the board is in Dade City? Is that a timing issue? I mean
The the project was intended to be heard in Dade City. And because of the one Notification error. Uh No, there were f there were other continuances that were properly continued. Um but there was one error in terms of notification and Uh there are some considerations to be made in terms of distance. But the project was originally intended to be heard in Dade City and so the Board
of County Commissioners meeting for this project will continue to and will still happen in Dade City, I believe, on October eleventh.
