The folks from Shady Hills have come out here I don't know three or four times now and I've watched them come out to start to become pretty familiar faces. Right. And Amy has a pretty what looks to be Headed for a successful project out in Odessa. And what I hear these people Screaming for the right-of-way. Yeah. They need And a center for their town, for their

community.

And we need to look at and I it's too bad Mr. Petos has left the room. We need to look at how we're going to create a sense of place in shady hills. You know, I pulled up a land use map. This morning.

And along Shady Hills Road. There's a vote load of C two parcels. only two of which actually have a compatible underlying future land use. only a couple of which could actually qualify to use that C2 under the commercial note criteria. So basically these people have these worthless C2 entitlements up there. If you get some nice commercial development, if we can create a village center or a town center for them, think

about the money that can be used to build. Well, that would just be required under the Land Development Code for them to build sidewalks. One of the complaints we hear is there's no sidewalks. The comp plan calls for the staff to fix these things. This isn't something that just materialized over the last couple of weeks, these conflict zonings have been there for decades. They need to get fixed. How do we get the staff to prioritize fixing them? so that these people can

feel like they're part of the county too.

Now you see everybody nodding but I don't hear any answers.

The board does has on occasion like the right-of-way. Um we've got another request in by Commissioner Oakley to redo Some industrial land in the Hudson area. So The board has identified areas, targeted areas where they tell staff go do something in this area. But It all comes as from board direction. And so they ha they can't plan the I mean we need to get the board to give them

Job creating uses, which is a good thing. Chuck you pointed out that you know the first step to this is getting employment. I agree. So let's assume that these things are successful. Don't all these successful people in these successful jobs need places to eat, places to get their hair cut. Places to buy their groceries. Where's the grocery store in Shady Hills?

There's nothing other than a con a a rundown convenience store and a dollar general.

If all this is successful with the IL Those people need a place to go get things. What are you gonna do? run em all down Shady Hills Road where then they can go left on fifty two out into the traffic jam at fifty two and forty one to try to get the services they need. I mean This is what planning is. So some and I think the Odessa is it a great example of when this how the staff can do it and can work with the community and that's Would love to see that. I think that will go a long way.

Otherwise they're gonna continue to come out and object to everything everything that happens in this area.

Um What is the planning and development department's capability or ability to do a an area plan for Shady Hills, presumably I would from the schools at Suncoast North to County Line, is that it? Or Is there a particular area that you're your

area of

Well I mean we we we have about thirty comprehensive plan amendments underway in terms of reviews that are taking place. Um we just finished the Odessa well. We'll be finishing the Odessa Town Center planning efforts this summer in June on on the twentieth of June at the BCC. Um we are wrapping up the Greater Lakouche Community Plan. Um probably by August, the latest, I think, based on

the current project timeline. Um And we are also operating uh three additional uh projects of opportunity in terms of code revisions that are required or or needed, I should say, I mean not required, but needed. Um so there's a number of uh extra planning efforts that are taking that are underway currently with the long range planning staff. Um

I won't I won't give an estimate in terms of the cost, uh, but it will take some time uh to pull together resources and also to uh scope out what we wanna do. Is it if it's just a fix the conflicting zonings that are on Shady Hills Road. Um That might be Uh You know uh lesser effort. Than doing something on the scale of the Greater Lacucci Community Plan, for instance. So it's just a question of what the scope is. And what

we could accommodate uh know, later this calendar.

the suggestion that that kind of effort probably needs to happen. I don't know whether that's going I think you start with the conflict zoning resolution. But I think some sort of area plan is probably in order and I understand that that takes time. But you gotta start somewhere. Yeah. You gotta start at some point.

And I I believe Mr. Goldstein said that we need to show up and I actually sat in front of you at the last county commissioners' meeting. I give thanks that I have the ability to go to these meetings like today. When they're during the daytime and the community, many of the folks in our community probably eighty-five percent of the folks in our community are working during the time of the commission's meetings, the planning meetings. So what we did is well we were very proactive.

And we got the civic association back together and Commissioner Mariano has been At each meeting. We have communicated with the Board of County Commissioners. Back to the first time it was before the Commission and we were pushed very late in the day because of the saddlebrook Situation. We waited for hours. There were people left on WebEx. So we are trying

our best, and we have very narrow means to be able to communicate. We're emailing, we've asked for continuances, we've come to these meetings, we've been open, we've asked the commissioners, can you connect us with the developers? We don't want to do anything wrong. Who do we need to talk to? We've met with Commissioner Weightman who very uh was very open the first time this was before before

the commissioners to go to light industrial. And Commissioner Weightman said, let's not have an old Pasco Road 54 situation on our hands. And so it was very interesting to me that Mr. Hansel said, because Mr. Weightman said, that's what I'm concerned about. And he was vocal. But we all need we n we know we need three commissioners. To to Stand in

agreement with us. We are a community that I shared at the very first time that I came before you. And said This community shut down because they felt beat down by not wanting the incinerator, by not wanting the dump, all the challenges that they experienced during those those situations where they felt they had no voice. And so I don't care if I'm the only person here, gentlemen.

You will continue to see me, unfortunately, and I'm very sorry for that. You know, but I'm standing in righteousness and not my own pride very humbly. Asking Letting you know what we are doing. The last Thursday of every month For the last few months and from here on out until whatever time, because we can't predict the future either. бо вот ай вот

Including The other commissioners, with the exception of Commissioner Mariano, who was forced because we called, we emailed, we nagged him. He is our district commissioner. Who drove part way up? And what else happened after that I have no idea. But I I look around me. I'm I'm a fairly reasonable

person. I like to think. I'm I'm not against You know, the the progress, um, you know, I have an open mind. But but what I know to be true is I see and again Uh Bing Cat if he's here, he knows I've been on those C C S C T S whatever. I've I've reached out to Ms. Russo. Regarding the roads. We are reaching out. And

that is why we're coming here to the Planning Commission. We don't want to prevent progress. We're just like, hey, we're here. This has continued to happen since at least 1974. There's a lady in my congregation, 52 years, who said to Commissioner Mariano, I paid my taxes for 52 years. I paid my impact fee. I've seen my neighbors pay their impact fees and pay their taxes for Fifty years or less. And

and all my money's gone to Wesley Chapeler, a two point three million dollar increase at the Zephyrhills airport to attract businesses. What about the folks that are already here? When is it our turn? And that is all we're seeing. We we we just are trying our best to appeal to the people who have a vote. We've been, you know, the Tampa Bay Times, Fox News, they've all reached out to us. And we

continue to be respectful and come to the folks with a vote. And I believe that we have earned. Respect. Yeah. So that is all we're asking. Thank you for advocating, Mr. Moody. I just wanted to say I've been at these meetings. So, Mr. Goldstein, I understand and we've continued to encourage people. Just as these folks came out today, as they have time off work,

They are coming out. It's it's on Facebook, we're communicating, and we're doing our best with the resources we have.

Can I just make one suggestion? I and I know that a lot of your group does work But one of the opportunities that we do have both at these meetings and the board meeting is to allow them to attend virtually through WebEx. So Even if they can't take the time to drive here and wait possibly through a three hour hearing for Saddlebrook or whatever. there is that opportunity to attend virtually through WebEx and it it's a way for them to get their voice heard. even if they can't spend the time like you do to sit here for three hours.

Unfortunately, if they're at work. and they can't be on WebEx, I mean, the I it it presents a challenge. And I know when I first started taking notice of things in our area, the commissioner meeting. I don't remember about the Planning Commission, but the Commissioner's meeting was like at 6 PM. Which was very helpful. I know and they said there was a challenge with getting the work done but I mean you know, we we are the constituents and and

so You know, we're trying our best. So those who can get on WebEx do. I can assure you that. At the last meeting, seven people were left on WebEx without the ability to comment. And just the ones present, myself and another woman spoke. You are.

And the other comment I'll make to you is that and I appreciate Mr. Moody's suggestion, but The planning process is the land use planning process is relatively slow. I mean even the Odessa plan That was record pace how fast that went through. So It sounds like your biggest issue in this area. I'm not saying it's your only issue, but one of your biggest concerns that I'm hearing today is Shady Hills Road, safety on Shady Hills Road, capacity on Shady Hills Road, That's actually a far much easier process to That's

just a asking our board to prioritize that road in R CIP. That doesn't require Mr. Pitos to go do Laney's planning and

take a drive up there, okay? Take a drive up there, it's underinvested. All right. It's a place that right now Can go north. Or it can go south and you know what I mean by going south, the wrong way real quick. And this is a place that

Talk about the the Shady Hills Community Center. Who built that? Where'd the money come for the for that? For that place. That was the residence

concerns in this area. My point is that The I hate to see them If their biggest concern is the roadway, and I'm not saying there's aren't others, okay? That's a f that's a simply a matter of our board saying this is a high priority road. They've done it on Old Pasco Road, they've done it on when Moon Lake had safety issues. I saw them in record time accelerate that project. So

BCC, not you all. Okay. But so that's actually a fairly easy process. And and I I saw it. Parents showed up of their children died on Moon Lake Road and it was it was a sad situation. And our board took fairly immediate action to make safety improvements on Moon Lake Road. Old Pasco. When we started seeing all that development, it it got accelerated in the L R T P and I mean it That didn't wait on Mr. Petos to do a Land use plan. So

my point is if They can affect that change fairly quickly even if Mr. Pito's takes three years to do a land use plan. It's a quick process to get a road accelerated. I mean, I'm not sure. It may not be quick to get it constructed. But I've seen our board when there's a true safety concern or a true capacity concern accelerate road projects fairly quickly. It's just a matter is the board just has to make it a priority. And so I wasn't dismissing anything that you were talking about in terms of the community center or the other areas

that are going on and I'm only pointing out that I think Th I view this as a phased process. And I think they can deal with the first phase which is let's get Shady Hills Road fixed. That can be done fairly quickly. And doesn't need Mr. Pitos to do that. And I know the problem with the community center And I can tell you that I've had some conversations with our Parks Department. I know that they're moving towards evicting the current tenant of the community center. so that they have access to the community center. So y

I mean, I think other things are happening. My only point is that I don't want them to leave here to tell to think that they gotta wait on Mr. Pitos to do a plan before something's gonna happen. I think that they can get immediate results with the road.

No, what I'm asking is that planning start to address I understand it's not gonna happen overnight. Right. I understand it's a long it's a long haul. But when we want to do things like when we want to do it in Odessa, it can get done. And if we want to do it in Shady Hills, we'll find a way to get it done. And I'm just telling the residents they'll have to pressure the c the commissioners. Two? Give the orders to get it done. I don't have the ability to grant those to give give those orders.

Um Mr. Chairman Mariano to add if I may. Um just uh speaking about the big ideas that a community might have uh for them for themselves, in this case Shady Hills, but wherever in the county Uh this summer the Planning Development Department is going on tour, so to speak, uh to conduct uh Pasco 2050 visioning workshops across the county and in different areas. Um there is a workshop that is currently being planned for this northwestern part of the county where residents from Shady

Hills, from Hudson, from wherever uh up north and west can come out and share their big ideas for how they wanna see uh the county grow in the next, you know, twenty five years or so. So I just wanted to put that out there too so that there you know there are specific plans that we can do for these areas, but we can also uh begin the process by uh you know sharing the big ideas. They feel like they're included.

We're planning for Hudson and a couple of other places too. Then as we go through the summary, if you if you all want a uh update from from us on the progress of the workshops when when next ones are planned, we can definitely provide that information to the Planning Commission as well.
