1:06:18Let me get my eyes on real quick. I don't know. Commissioner Oakley want to thank you all for passing the resolution declaring March 26th as Social Emotional Learning Day in Pasco County. It was on the consent agenda this morning. And I do want to say hello to Ms. Kate Fletcher in her civics class at John Long Middle School. And um They are I don't know if they're watching right now, but they will be watching the replay. I'm speaking to their class on I think it's Friday if I'm if I'm not correct. And

1:06:48I've had the opportunity to speak to their class in the past or civics classes in the past. And uh it's great to speak to civics classes. We obviously need more of that in our schools and need to continue that um in the future. Um and I talked to them obviously about how local government's set up, tell them a little bit about how um what the county commissioners do and they really appreciate it. Um And the Social Emotional Learning Day is also a part of the Teacher Leader Academy program that is part of a partnership between the Pasco Education Foundation and USF. And social

1:07:19emotional learning is the process where children and adults acquire and effectively apply the knowledge, attitudes, and skills necessary to understand, manage emotions, set and achieve positive goals, feel and show empathy for others, establish and maintain positive relationships, and make responsible decisions. It's often taught in the classroom. SEL improves academic outcomes, builds a positive school climate, and provides children with the necessary skills to excel in today's workforce. So, again, great job to

1:07:49Ms. Fletcher and to all the Shawn Long Middle School community. They're actually using this resolution as also as part of one of their projects. So we're excited for that. And I think Commissioner Fix. Patrick, you actually had something you wanted to say in reference to this as well?

1:08:03Oh, no? Okay. Um I I would like to say we as a board as and as a community are very pleased. That social emotional learning is being recognized today. As many know, I work with many students. SEL is a part of five stages of development and every child needs to have an opportunity to have the robust curriculum that includes the opportunities for SEL. At age birth to age five, at five

1:08:34years old, ninety percent of the ch children's brain is already developed. Um children and experience and relationships are formed during these years and determine and those determine how their brain develops. Nationally, twenty-six percent of children by one year old show behavioral problems related to the lack of emotional regulation. Studies show that SEL improves the well-being and academic outcomes, builds positive school climate, and provides children

1:09:04with the necessary skills to excel in today's workforce. Please accept our gratitude for bringing this forward and thank you to all of the teachers in school administration who have been recognized. I've been studying our Certificate of Public Convenience and Necessity Ordinance, which I've I've had some conversations with people on the EMS Advisory Board appointees and as well as Mr. Biles. in the past. And I really think we can do a better job with that process. There are some inconsistencies in there. The applicant does not have to show a need, but the ELM ELMS board considers if there's a need. I don't I also don't know if it's needed to have this open

1:11:32every single year. I don't think it needs to be open every single year because if there's a need we'll we'll put it out if there's a need, just like we do any other type of bid or RFP process. Um So I think we should open it up every two years and at the same time as the C O P C N renewal cycle happens, it'll save a lot of time and effort for staff. It'll also save a lot of time for our appointees on that. And again, if it's needed, you know, we can put it out for a bit. If somebody decides to leave or is not is not fulfilling their duties, we can we can go ahead and open

1:12:02that up. So I'm going to go ahead and make a motion real quick and see if I can get a second in the full board support. So I'm going to make a motion to direct the County Attorney's Office to bring back amendments to the Certificate of Public Convenience and Necessity Ordinance to make the application period every two years and on the same cycle as the COPCN renewals for existing providers and have the applicant demonstrate that a need actually exists. have staff review and verify that it actually does exist.
