Fix medians landscaping budget

What the county recorded

This item is not from the published agenda

It is a stretch of the recording that this archive identified as a separate matter — a call to order, a recess, or something taken up that the agenda does not list. There is no official title, no staff recommendation and no disposition, because the county never recorded one. Everything below is inferred.

Starkey

Yes, I had something and I had to run my notes too.

Okay, I'm trying to know what it was. I try I wrote a note but I didn't give myself good enough notes. Oh I know what it was because it has to do with Ramford. So last year on we um approved money to fix the medians in our roads. And now we're in years gone by and where are we with that? Because we have Done one improvement yet.

Mike Carballa

You say fixed medians, are we talking landscaping?

Starkey

Yeah.

Mike Carballa

Okay.

Starkey

We put a million dollars in the budget. And um we haven't started yet. And I don't know is that a contract problem? A procurement problem? A staffing problem?

Mike Carballa

I know we were doing some design work. So but I'll let Brantford elaborate.

Brentford Adumwa

Good afternoon, Commissioner Bradford.

Yes, exactly what the county administrator said, you know, the uh architect is in the process of redesigning, designing the uh the medium and then we're gonna come back and you know uh construct. From the design. So I think last time we met with you, um we made sure that we just don't go out there and start replacing and fixing this uh medium. That it need to be uh redesigned by a landscape architect and that's what exactly we

uh we are doing. A contract has been issued and they are in the process of finishing the design.

Starkey

So so we hired the con the landscape architect

Brentford Adumwa

yes.

Starkey

And these in the design process.

Brentford Adumwa

Yes. The whole

Starkey

in this fiscal year will we see

Brentford Adumwa

no

Starkey

action?

Brentford Adumwa

No.

Starkey

And twenty twenty four

Brentford Adumwa

yeah the the five year plan. The five year plan that I think share with you.

Starkey

Yeah it

Brentford Adumwa

was pro the five year plan we share with you it's you design one year and then you construct the following year. And during construction you design another section and then you construct the following year. Governor.

Starkey

So that yeah yeah. So in this fiscal year of 2024... Is that that's our question?

Something that we with the money we gave you in the twenty twenty three budget.

OakleyVice Chair

Is it twenty three or twenty two?

Starkey

Uh we put we well there's the money you have sitting there to use for something.

Mike Carballa

So we will we will come back to you with the schedule that that shows it. I know there was an agenda item a few cycles ago where we hired the landscape architect to do some design. I think it was on the little road.

Brentford Adumwa

Yes. I think I think we started a little bit late because as I mentioned there were some people who uh we lost, you know, in the uh in the public. Whereas the partner left, so it delayed the start of the design. So otherwise, the intention was to finish the design last fiscal year. We need to do the construction um this year. So um uh this fiscal year. So we plan to finish the design early this fiscal year and then um plan on doing the construction the following uh

and then um wait wait

Starkey

wait

Brentford Adumwa

yes

Starkey

I'm sorry I my mind stopped thinking what you're saying. Say what you just said again.

Brentford Adumwa

Okay, what I'm saying is we started uh rather late in the design process. Right. Last year. Last uh last fiscal year.

Starkey

Okay.

Brentford Adumwa

So we're gonna finish the design this fiscal year.

Starkey

It's gonna take a a a year, another year to design to the

Brentford Adumwa

designing? No, they started almost I think about maybe two months ago. So they should be finishing probably the early part of next year. with a design. Uh but the the the thing is you can you need a design to beat it out. So we can't even know if they finish it. We we just can't go ahead and start construction because we need a design to then budget for the construction. It's a new program. Uh that we are starting so there's a little bit of um growing

pains at this time but it's a program that we are gonna continue to implement. So it's gonna pick up. Okay, it's gonna pick up and and we should be you should be seeing some improvements in the median, in the high visibility areas at least of the county.

Starkey

Okay, so in the spirit of full transparency on budgeting We budgeted a million dollars in last year's budget for the landscape. Did we add an additional money? And this is a is this uh every year we're adding some money to that budget? Is that how that works?

Mike Carballa

So typically if it's in a capital fund it will carry forward, so the funds would be available for immediate use. So let me go with the budget people and we'll talk with the Brantford's team and we'll find out exactly where that's at and we'll we'll give you guys a great report package.

Unidentified speakerVoice A

Yeah, well I don't know.

Mike Carballa

I I think design was a couple hundred thousand dollars is is what they were looking at. How much? It was a couple hundred thousand. I I there there was an agenda item. We'll we'll we'll pull everything together for you so you need to see that for transparency and we'll let you know what the schedule is and what what

Starkey

our areas

are.

I have brought don't leave it. I have brought the subject up Since I was elected. When they went to widen Ridge Road, not the Ridge Road extension, I think because I was on the LPA when this came through, we paid $75,000 to a landscape architect to design the landscaping for Ridge Road. Uh and then we got into a lawsuit with the contractor. And so that landscaping and all the money that we put aside. for

landscaping they said we're we're gonna set aside until the lawsuit is over. Whatever happened to all that.

Mike Carballa

That is underway, I believe actually it goes

Starkey

to

Mike Carballa

bid that yes, the design the design is underway. That I know. Um we'll have to check again. I don't

Starkey

think so we did the design I thought we did the design.

Mike Carballa

You have to re you'll have to re up design. I mean that that lawsuit took a long time. So there there is money in the budget I know to go forward in construction on that. On that on that segment of Ridge Road. I I remember talking with Tracy about that several months ago. Yeah.

OakleyVice Chair

Will you hear then? Oh

Starkey

my goodness.
