County administrator jail transition and budget

2:06:52Yes, ma'am. Well I'll start with one that I thought uh Commissioner Moore was gonna mention but uh the Rinfest that just closed up. We had over eighty thousand visitors for With Lakucci Park as part of the Rinfest. So that's uh second year it's been here and it's grown pretty substantially each year. So right in your backyard, Commissioner Oakley. So that's good. Um the other thing is uh Commissioner Mariano we have the ADA ac accessible beach mats out at Sun West now. We have two of 'em, one on the

2:07:22north and one on the south end. So excellent. So now we have ADA access at that beach. So Uh The detention center. Uh so I'll start off with um you know one thing each of y'all mentioned in the meetings was making sure we take care of the people, the the current employees that are out there and make sure we take care of them. So as part of that uh This week is actually National Corrections Officer and Employee Appreciation Week. Uh so so uh that's one of the places Joanna slipped out to go see 'em at one of their shift changes

2:07:52and I'm gonna try to make the shift change later this week. Um so we'll actually be highlighting some of them on social media even though they're not our employees yet. Um but you know one of the things about taking care of people is making sure you recognize them for the work they're doing and stuff like that. So that's part of it. Uh th we've uh you know, we got some project managers team working on the the scope of this and putting things together. We've drafted several documents. We're about to bring in uh you know uh County Attorney's team on some of those because they're ordinances or resolutions or interlocal agreements that we're gonna have to have so

2:08:22we're working through that. Um you know we've had meetings in the jail uh with the team uh on our side their side uh finance meeting on the eighteenth night team meeting on the nineteenth um HR on the twenty first been in there several times uh to talk to them about the different things here we do at the county. Um and so A lot of stuff happening. We'll try to work through, make sure you sure you get updated each uh the first meeting of each month. Not it it's too much going on to try to do it every two weeks, but the first

2:08:52meeting of each month what's going on. Uh we'll say we are working through the budgeting process, not just for this, uh but you know the three budgets that were due over the on the first uh SOE clerks and sheriff's budget we all got so we're working that into the process. Um I think we start our one on ones with you next week as far as where we are in the budget. I'm finishing up my meetings with the different directors. Uh it's coming together. There's still some unknowns out there. Some of that's what the governor

2:09:23does with the state budget, uh 'cause that does affect us to a certain extent. Um but with with respect there's a you know a lot happening right now between the trio jail transition putting the budget together for this fiscal year. So I think we're in good shape. Uh Timeline wise it's still tight. for me to ten one deadline, but you know we're gonna do the best we can to try to get there. And I've gotten a commitment from the sheriff, they're gonna do the best they can to get us what we need to get there. On their end too. So with that I'll take any questions on that. Uh but I think uh we're

2:09:53in good shape moving forward. Still a lot a lot more questions and answers right now. Uh but we are getting there and I think we're in a good place.

2:10:03I know we'll be Madam Chair. I know we'll be keeping specific law enforcement officers on staff to do the arrests for additional crimes and things like that. Um as for keeping the major people that oversee the jail, what are your Um thoughts on that?

2:10:26Well the the the plan right now is what we've talked to the sheriff is that there'll be a transition period between his leadership And the civilians that we will hire to to run the jail, uh the jail administrator and the deputies, uh, I think what we've drafted is a transition not to exceed 12 months, which gives us time to hire some civilians into those positions. Um but the intent is everybody else, you know, on the 30th of September or and I'll tell you right now, the transition will happen on the first day

2:10:56of a pay period because that's the easiest time for the transition to happen. So whatever pay period makes sense around there. One day they'll be sheriff officer employees, the next day they're going to be county employees. Now the the the major you mentioned the two captains, that's gonna be part of the transition agreement where, you know, I think we've discussed and again we gotta work with the sheriff on this and we not have real detailed conversation, a transition period where they're in there for a certain period of time while we go out, do a national search and and hire into those positions. And that's so I see the t

2:11:26so that we have a civilian jail administrator that the board confirms as a director and uh reports through me to the board.

2:11:33So the major and two gent can uh major and two captains will only stay with us for one additional year? Mm.

2:11:42The transition period is will is I need them in there long enough to hire civilians into the positions and so that is ultimately the jail administrator if the jail is gonna work for the board through me the jail administrator needs to work for me and needs to be a civilian that works for me and so I need a transition period. Now I they're gonna be civilian posted positions that anybody that's qualified. can apply for.

2:12:07Well I know specific other departments we still have law enforcement office sworn law enforcement officers that stay in those positions such as the bailiffs and things like that. So I would

2:12:18the bailiffs don't work for us, those are just contract that show up. So you mean the ones here

2:12:23through the In the court systems through the courthouse.

2:12:27That's his operation. That's not your operation.

2:12:30It's still law enforcement? But it's

2:12:32not your employee.

2:12:36So my point being is we still have law enforcement that come in to do other jobs and considering keeping specific law enforcement officers in the jail to continue with other jobs.

2:12:51So there there is still some things to work out in the jail where there are individuals that will need arrest power. We have not worked that out yet, but that is not the jail administrator and the two deputies.

2:13:04And I feel that we should be finding out first hand, instead of the public coming to us, letting us know additional items, I should hear from you first. So I am concerned with

2:13:12that.
