Addendum 95 PVAS discontinue and program maintenance

What the county recorded

This item is not from the published agenda

It is a stretch of the recording that this archive identified as a separate matter — a call to order, a recess, or something taken up that the agenda does not list. There is no official title, no staff recommendation and no disposition, because the county never recorded one. Everything below is inferred.

County Administrator

No ma'am, sorry. No ma'am, you have an addendum item ninety-five, that's the R of the PVAS that y'all continued from the

Kathryn StarkeyChair

Okay. Uh this item was previously advertised uh when heard on December the seventh and continued to this date.

Kathryn StarkeyChair

Who's uh speaking on it?

Jack MarianoVice Chair

This is the agenda but item we've heard before. We had some objection to it from some commercial people and pretty much everybody on this assessment was gonna be commercial. Oh yes, sir. It was going to be look at different alternatives. I think everybody's been briefed through staff and I'll uh I'm going to make a motion we approve the paving assessment but do it through program maintenance.

County Administrator

Yeah, that's for resolution. Do the PVASP, but that we will do it through program maintenance.

Kathryn StarkeyChair

Uh is this the so the is this a public hearing?

Unidentified speakerVoice A

It was a continued hearing. But you had a complete public

Kathryn StarkeyChair

hearing. I just don't have to ask if there's anyone who wants to comment on it. That's

Unidentified speakerVoice A

all. It's uh it's an advertised public hearing, so you you may want to ask if there's somebody

Kathryn StarkeyChair

Does anyone wish to speak to this item?

Unidentified speakerVoice A

Well

Jack MarianoVice Chair

Well, okay.

Kathryn StarkeyChair

We're gonna be in favor. Do you wanna but do you still wanna speak on it?

Jack MarianoVice Chair

You're against it.

Kathryn StarkeyChair

We're rocking and rolling. Okay. Did I have a motion on a second?

Mike Carballa

Actually, Madam Chair, if if I could, I've I've been instructed here by Ainsley that we have to actually discontinue the PVAS, and then of course, if that could be just part of the motion that we have

Kathryn StarkeyChair

to motion to discontinue the PVAS.

Mike Carballa

Second.

Kathryn StarkeyChair

So are we voting on the motion to discontinue first?

County Administrator

Yes.

Kathryn StarkeyChair

Okay. All in favor? Aye. Opposed? Okay.

County Administrator

And then direct us to do the maintenance on it using program maintenance like we do.

Kathryn StarkeyChair

You are directed to pave it with program maintenance. So moved.

County Administrator

Second.

Kathryn StarkeyChair

All in favor? Aye. Does that require a vote? I don't think it's I think that requires a vote.

County Administrator

Well, it's helpful because it's a the whether or not we use you know our program maintenance funds on local Roads that serve industrial and collector areas is really a policy decision because as board traditionally local roads have been done via via PVAS.

Right. So you're giving us the directions and the ability to go do it with program maintenance dollars. That's that works for us. But because the it's the policy discussion in the past, it helps that that you give us that.

Jack MarianoVice Chair

Yeah, as long as you don't need a motion, we're good. Okay. Okay.
