1:33:57Of course we were all busy last week up in Tallahassee and again I believe they said Madam Chair, you will be discussing that, so I'll leave that up to you. And it was an honor to serve on the PEDC last year and again I'm excited to see Amazon come in and offer five hundred new jobs. Thank you. Commissioner Mariano?

1:34:20Okay, thank you, Commissioner Mariano.

1:34:21Thank you. I I have a few items. Um First one I'll start with a we have pictures of Leisure Beach. Uh we had a leisure beach cleanup. Um the residents had started this stay on that picture right there for a second. Take a look at that. This was found in the in the woods on the edge right on the edge, right off the roadway, probably ten feet in, I pulled the stuff out. There's a bottom of a Clorox drug, top of a Clorox drug that has a residue in it like it was used for a funnel. Two measuring cups. I'm not sure what that other container is.

1:34:50What is that?

1:34:51Uh I think when they make meth they you have to measure stuff, so probably something drug related. Um And that was right off the street this was found. Well homes are right across the street on a canal. So There's homeless camps that are in there and I wanna uh commend the Sheriff's Office for going out there actually while we're out there to go kind of get them that where they they're gonna l to leave the area. But the residents here started up the cleanup on their own Uh we then sent we found out what this was going on, we actually sent out a dumpster out there. We filled the dumpster up. And initially

1:35:21we just were gonna go like ten, fifteen, fi five or ten feet in from the edge. Picked up a little bit more stuff. We filled up that whole dumpster plus a couple of trailers going forward. It was a phenomenal group organization out there, all just residents picking up the stuff. Uh and us our team was like very prompt getting everything out there as well. So Take a look at this a camp in the background. You see that?

1:35:41What is this are you saying this is Leisure Lane?

1:35:43Leisure Beach. Leisure Beach. It's up in Hudson across from the Walmart. Uh really nice boating community.

1:35:49Oh yeah.

1:35:50Um that just that's what's going on in the back. Uh and I will say there are several owners that who have undeveloped lots in there that there's at least one that has let let the trespass warrants uh agreement lapse and will not sign it again. So I've already talked to Sally. Sally's gonna go full steam ahead. We're gonna go study this issue, and everyone that's not, we're gonna start coming down uh and start Yeah, enforcing the law. Uh those are the truck drivers there. Um So again the the people there are we're delighted with the

1:36:19help we gave them to take take the dump. We waived the fees for them. Um I think Dan that was still on your For you to do.

1:36:31For the for the cleanup? Yeah, I think there there was a couple of cleanups already authorized every year.

1:36:37This was just a dumpster that went out there. They're already doing the cleanup already.

1:36:40we will we handle under under the cleanups. Yeah, we'll take care of it.

1:36:45so wonderful when you get these neighborhoods cleaned up like that.

1:36:48So I like to say that on the we have the the right away on the northern part of this whole thing. Uh the residents did ask to have it mowed. So if we can see that we're going to be able Mike, if you could get someone to mow it, that would be great. Um they'd be they'd be thrilled and they were again thrilled with what we did for them. That's all the parcels right there uh that are out there. And I want you to re de Board remember this was a few years ago uh with Terry Pitos and company. Our staff went out there and actually helped this whole property if it wants to to redevelop to redevelop. So hopefully some good things

1:37:19will happen, but we want to get rid of those homeless camps. I'm gonna work closely with staff service office coming forward now that we've established that it it's it's gotta happen. Um The next ones I think I have pictures of Beacon Woods Drive. Actually let me just talk on that one real quick. This is uh Wedgewood Condo when my dad lives. I noticed that waste connections is there, and you see a couple of recycled containers. When we passed the Odin S a w a little while ago, all a condu association has to do is ask for recycled containers and the people coming in will do that. Um I think it's about I

1:37:49w I'm I'm gonna say the numbers wrong. So let's say thirty or forty percent of the waste comes from condos or in a and commercial. Um Only 10 percent of the recycling comes from there. So the ordinance we pass will help, but I just want to kind of let everybody know, as you talk to an association, if you don't see that they have uh recycling containers they should go ask for it and to get our numbers up to improve our cost. These are peek pictures of Beacon Woods Drive. This is where we have the Walmart Entrance into Beacon Woods, where we have all sorts of homeless that'll sit on the edge and you'll see some of the trash

1:38:19they leave behind that gets into the waterway. And you've heard people from Leisure Beach say they say syringes, they see uh fecal. Um coming down their canals uh going forward that we want to kind of eliminate. Um there's a company that just started doing some clearing out and If you try to imagine dealing with a big corporate at Walmart, Who they have to go through. There's like three tiers before you get to the workers. I noticed they were working out there on Sunday. I said, look, how can we get you to clean up as much as possible and even do more than what might even be there. So we're going to work with Walmart

1:38:50right now. Swift my own. There's a swift mud sign. uh has restricted what they can do, but I want to get to s with Swift Mud, work with them, work with Woman to get as much as we can cleaned out right now. At the present time Um They wanted to l do a little bit more work because the sooner we take away the vegetation that's out there, you see the trash that's right there on that picture? That's up and down. A few more slides you'll see as well. Uh it'll minimize. There's even trash they that they've collected. It's probably from a neighbor in Beaconwoods. I would actually want to probably put that together

1:39:20there. Uh there's a backpack from a guy that you'll see a probably picture of.

1:39:25Yeah. The right the right-of-way use permit that we have coming up is going to take care of that situation, but you take away the vegetation where they can hide and live under the canal. uh under those things is gonna help definitely help this neighborhood. People in Beacon

1:39:38Woods are thrilled.

1:39:39Can you go b would they go back a slide? Yeah, look at all the um. We had this issue too around fifty six. Um and I called F dot. Look at all the cigarette butts.

1:39:51Oh god, yes, that's on fifty four too.

1:39:53In that area. So f you know you you can I can't anyways if you reach out to F dot and let him know that or somebody wants to cause F dot clean will clean that Just see you now, they will. I don't know when, but that's nasty.

1:40:08Well I'll tell you what, we should do on especially on the on on the Gulf or anyway, we we got waterways, that we should be have street sweepers up there in the edge.

1:40:14Do we even own a street sweeper? We don't,

1:40:16but that may be something we should need to bring up. We've we've talked about it before, but maybe it's time we do that. And I think if you do it up and down the coast it's gonna help a lot of

1:40:24water quality issues.

1:40:26DOT will come out and clean that up if you let 'em in. Yeah. Or my

1:40:29assessment you'd have to let

1:40:30them know.

1:40:30If it's that right-way, they'll do that. Well, that's the right-of-way. So right-

1:40:34Haven haven't said that to work cooperative with Walmart to actually go out there and clean out this right-of-way, away here that which we we've had trouble identifying. Um I'm gonna make a motion to approve some debris and to get gra grappling trucks out there to help them get out there quicker and cleaner. Um I know it's a private company doing it but

1:40:54Well I wanna I wanna be able to get grappling trucks out there to go pick up the trash they got out there? So it's kinda like started out there already?

1:41:01You mean Walmart is doing this?

1:41:03Walmart's doing that. They can do more Um And th they're encouraged to do more, but if we can if we say that we'll take out the vegetation that's there, they'll de do even more than what they had planned. Um now I can work with them to go to bring it, but they're coming out there again Friday. So I don't think it's more than Maybe two truckloads.

1:41:26I can probably just have public works handle that. Okay. Yeah, you don't get so close. Okay.

1:41:30Why don't you work on the lows up here on Little and by the Kentucky Fried Chicken and Taco Bell? So disgusting back there.

1:41:36Um working on working on all of them, Commissioner Starkey, but thank you. Uh I want to give a little shout out for uh kids kicking high. Uh they started their new building. Um they're going from the re retail center that they had over on Little Road, um which might might provide more office space, and now going to a facility that surrounded by apartments, you'll see the pictures around it, there was tremendous vegetation, there was two homeless camps that were in there. They bought both parcels and they've cleaned it out. They're gonna go a little bit further. Um They're doing a phenomenal job back there. The

1:42:06apartments are excited they're coming in and I think it's gonna be a great facility coming up.

1:42:13Uh

1:42:13where is that? Where is that?

1:42:15It's over it's by embassy. It's near where our fire station is. Right behind the gas station that's there. Um Now, There's some pictures of uh baffle boxes. We've heard me talk about it many times. And I had Colleen my Colleen with my assistant working on this to try to find uh find projects that were done. And Titusville uh has done A project already, I think there's nine that's there. There's fourteen total that are gonna be done. And the pollutant loads that they're taking out are huge to the Gulf of Mexico, uh to actually to the ocean there.

1:42:45Um But I think it's something we should go look at and what I'd like to do is to have us Work with maybe bring the company in, Dan? That did the work over there. Let's start a conversation, Mike, and then kinda see what they think they can do for us, bring an agenda item back and see I think it's something we can look at doing something countywide.

1:43:04Or along the coast.

1:43:05Along the whole coast, yeah. Along the whole coast. That's where the where the water goes. We can probably look to put that together, put a plan together. You gotta study it before you can get it implemented, get funding for it. And at the same time I'm going to work with the Tampa Bay Estuary Program. to try to get them on board because only they pretty much say right now, they all all they want to do is take care of what goes into the bay. But our water flows south. It's gonna go into the bay. So if we can set up what we're gonna go do, I'm gonna bring them to Regional Planning Council and the SURI which I'm sitting on now, to kind of bring their idea to go forward

1:43:35to kinda let them work on it. And we might have a huge project for POT two money for the B P to go get this whole thing done and funded and maybe the state jumps in strong with us as well.

1:43:46I can see places all along strawber and all all along the coastline down there where those could be very good,

1:43:52When you take the pollution load out, which helps for your scalloping seasons and all the fish life and everything else, the water quality, it's out there. And then at the same time for your stormwater for future dredging projects, when you control all the silt that would go in there with these chemicals, when you hold them out and you put a plan to keep it out instead of having to go dredge to go get the silt out?

1:44:11biannually, annually, whatever it may be, you control it all instead of it going there.

1:44:15Com uh commission. I've uh designed projects with these before. So I think To a certain extent we can put a plan together, uh it would be part of M P D S Compliance issue anyway to to address that. So

1:44:28we

1:44:29can put a plan together and get cost estimate.

1:44:32The biggest challenge is actually on the operating side because if you don't clean them, you're not doing any good. Exactly. Right. So you gotta have the funds on the operating side which would in this case would be stormwater uh funds would would do that. So Um we can put a plan together, come up with what a capital cost would look like and then what a uh the recurring maintenance would look like on something like that for you to look at and for you and we could change some grant sources, but it's also something we could probably do as part of the stormwater program anyway.

1:44:56Yeah and and it's something that stormwater utility is I think paying for some of the maintenance on this down the road too, so Uh great to look at that as well. Um and I'll say that uh from the last meeting we had at Leisure Beach, we had all the people who were a little frustrated. about how long the dredging's taking and those folks there we're gonna be setting up a c a committee. Uh we're gonna use the uh the non profit Just like the uh Council for Women have set up. And just like they did up in Citrus County with their plan for doing all the work they did up there, we're gonna try

1:45:26to set up the same way, get the citizens involved, all the stakeholders up and down the coast, bring them all together, kinda like make this a harbors type plan all the way up and down and setting up that committee. Uh a meeting actually with Mike and Dan tomorrow, um even Bob Gurry to actually look at the doing the MSBU to kinda look at how do we get this thing rolling. So

1:45:46I think someone from your office is presenting at my Harbor South Leadership Council on the dredging program so that all those from Gulf Harbor South can hear what's going on. Excellent. Okay.
