Good afternoon. Justin Grant, Public Infrastructure Fiscal and Business Administration Director. This item is U T. 210584, an ordinance amending the Pasco County Land Development Code, Chapter 1300, Capital Facilities, Fees and Incentives Related to Fees, Section 1302, Mobility and Impact Fees, Subsection 1302.8, Water and Wastewater Service, Impact Fees.

Okay, bear with me.

Okay. What this item is doing is we're proposing a modification of the term water and wastewater impact fee to water and wastewater connection fee. This connection fee is a term representing the mechanism by which the county provides capacity to a new or additional customer. It's notable that the last time the impact slash connection fee was modified, the schedule was adopted, was in 2006. And we propose that this connection fee adjustment be effective January 1, 2022.

These connection fees are charged for the proposed usage of the county's water supply, treatment plant, and transmission main facilities. So that's water and wastewater and reclaim operations. Connection fees are paid by developer or customer utilizing portions of those systems. And when the changes are uh needed, the Board of County Commissioners will set the utility rates via resolution adopted at the public hearing.

Okay. And the next slide is the proposed changes that'll be uh discussed and reviewed by the board, uh which will determine the rates uh later on in September.

I've got a couple of questions. Um I I guess first off I'm I'm a little confused if you can just clarify. I don't Well is there an actual fee adoption going through with this? Because when I look at the revised ordinance, there's no all the fees are struck out.

Justin Grant

Correct. Yeah. So so thank you for that question, sir. Uh that's exactly what why I'm standing here today. We're taking the legal action to remove it from the land development code, the feed structure, and move that over to the ordinance. There's a process by which the utility adopts those fees by ordinance with the rest of the utility fees, and so that's exactly what we're doing. What's happening? We're moving those fees for those adoptions to be over in the ordinance, which the board will set on an annual basis.

Okay, so we're not approving a fee now today. We're just

basically all we're doing is approving the language and changing it from impact fee to a connection fee.

Yes, sir. We're doing two things. We're changing the language from impact fee to connection fee and we're moving that fee schedule from that document and moving it over to the ordinance. ordinance and then

it does indirectly have the effect of Planning commission will no longer see those fees because Only land development code amendments come to this body. So it'll be adopted by a different process that goes straight to the Board of County Commissioners. If that makes sense.

That does make sense. Yeah, I mean I w uh I know there was some There was another attachment included as part of the agenda that lists like option one and option two, and I didn't see any explanation as far as what that was. I didn't know because there there's clearly two different fees being considered. Sure. Um I I didn't know what that was. So that led to a whole other list of questions, but if that's not for discussion today, yeah,

understood. Our apologies for any kind of confusion. Um based on the earlier discussions we had had, there was some questions from the community saying, hey, what would be considered Ultimately, uh like Ms. Girlstein uh outlined, uh that's not something we're discussing today. The board will go through that entire discussion, um, but there was questions as to what was even gonna be talked about. And so the board could decide on any one of those options when they're gonna be able to do that. So

the last slide that you showed in your presentation isn't the fee.

So those are the fees that will be discussed when we start in September that'll go before the Board of County Commissioners to adopt. But again, our action today is just to remove this from the land development code, the fee structure from the land development code moved over to the ordinance and changed the term from impact fee and connection fee. Uh just so that folks kinda understood what the fee might move around to and what might be discussed in the board. It was advised to us that we kinda let folks know and telegraph that on the front end. But no, we are not voting on that part of the Item today.

Yeah, I I was just trying to get an idea honestly what the fees were t going up to, but if that's not clear and not known now.

He can answer that question if you're curious. I don't see why he couldn't answer that question.

Justin Grant

Sure. So currently currently there's two different structures with a uh with the loaded impact fee. There's a structure that's water and sewer, and then water and sewer with reclaim. And so those two changes, one uh being about $500, one is about $475 in aggregate. Um again, we'll we'll propose a number of options to the board. This is currently uh the default option that's being proposed.

And that'll that'll be a stair step increase over the the case of four years.

GirardiVice Chair

So it's gonna increase a certain percentage each of the next four years? Correct. Correct. Similar to what we did with the mobility fees, I think, right?

I think it's a similar concept.

the end of the day. This is uh Charles Collin. I I would uh preface that that yes, uh this is per one ERU. So for commercial or anything else, it would also be indexed indices to the one per ERU. So for instance, like a one inch meter might be two and a half ERUs, it it'd be this number times two and a half.
