Okay. Sounds good. Okay. Um so I was at the Resilience Summit Summit this past week. It was great. Um a lot of good environmental stuff, a lot of constructive stuff. Mike, thanks for sending us down so many team members. Uh while we were there we got to talk to Ed Sherwood from the Estuary, get with him and Juanita and Alan and and find out we got our first baffle box coming in Wesley Chapel at Lake Saxon. Uh so it's gonna be a a nice thing. And I'll I'll tell you with the new pro public works person we have coming in with the experience he's got I'm really excited about what
he can get done for us. Um had a meeting last night at uh Leisure Beach we talked about the restoration project coming up for the canals. Uh they're very excited about it. Um The Uh Paving assessment looks like that MSTU is gonna be waiting till the following year as we work out details. And there was a one of the projects just got a letter s saying that they're gonna start paving next week. Uh it was El Sol Core. That was Hugh Townsend's
property. What Hugh Tellsman the project was like a five or six thousand dollar project and everyone wanted against it but we wanted to go for it.
So they didn't want to see it happen until we had adopted. So I talked to Ainsley about it. Uh he says I can switch to another project. He's got like five other in the queue. Uh and that was one talking to Hugh that we told him that in conversations you'll be on the list and he'll go right away, but not until we adopt the other thing. He's comfortable waiting, I think his res residents would be too, because they don't want to go through that assessment. They'd rather wait another year and then get the uh
Well if I could since it's an app I mean that's an approved PVAS, which we've been directed to do and it and it falls. So I mean if can I I'm fine pausing for the construction, but it's still on the schedule. Can I get some board vote or direction that you have to do?
So let me just clarify what we said to the people that we're gonna be in the queue is we're hope pausing everything. until we adopted the MSGU.

Right. We weren't because we're gonna we're gonna get it adopted before we did any projects. Now This is one project that didn't want to see it happen because of the high cost for the seniors, so they wouldn't
be part of
the
lot of them are more reasonably priced than this one here.
Well I think that anyone who is Uh and I've talked to you about this. Anyone who is getting their uh PVAS done this year as we're in transition. In my opinion. And I know you were gonna bring this back to the board. it should be phased out, that there they they shouldn't continue on paying that Uh whole thing.
Um And and 'Cause it's not fair for someone to pay a hundred percent P Bass when everyone else is paying two hundred dollars. So it seems to me there should be a way that we taper off their payments um to where they're equal to everyone else. And even someone who just finished paying their PVAS should maybe get a credit for a year or something. We have to be fair to everybody, um, I think as uh as we go into this transition from one to the
other.

Oh it's my business. Okay. All right. So when we came before you uh with the MST you you asked us for the P VAS. To continue. the ones that you've already approved until we run out of money. So that is what we've been doing. Okay. Now, with this particular Pas and the direction came to you, you said we should continue. Uh if you don't want us to continue, the work hasn't started yet, it's on the schedule. Uh we can bring an agenda back to you to say tell
us not to do it. All right, and then we are gonna stop that. Um and something I like to say is regarding the MSTU, the whole idea, some discussions that we've had. is to if the MST is approved is to exclude uh the active what we call the active key bus. Okay, so uh the ones that we are going to be paving now, you know, on the uh on the PVAS was the direction that you gave us to continue doing. Until we ran out of time. So
any lie you don't want us to do it.
But what do you you need to be more clear clear. What do you mean by exclude?
Okay, the exclude means that if the M S T is approved you have people who are actively on the P VAS, they'll see two payments on their uh tax bill. Right. And the discussions that we've had one on one was the suggestion was to exclude those. That means that uh the other sea only an MSU M STU M STU on their on their bill.
See I see that I don't I don't want to see that out. Okay. U um I would like to see them pay m maybe the first year and then say half the next year and then regular the next year.
So those discussions we'll be having with you or how we do that.

Yeah, it it's just an idea we pass by you but we'll come back if you want to look at it differently. Um we'll have that discussion when we come back we do this.
It's like any someone who had their P BAS done this year. And then they start paying the two hundred next year. No, I think they should get an amnesty for a
year or something. Sure. Well you know, one of the complications is is we do allow people to pay their P VAS completely in advance. Yeah. And so y uh Whatever the policy recommendation ultimately is, we are striving for equity on that. But I think Mr. Adam Wah's point here at this point is that the board's direction was to continue with those PVAS till we ran out of money. I got no no issue pausing this one and letting a few others jump ahead of it, but we would Like the board to essentially rescind that PVAS then if you really want us to stop or stop
everything.
I think I think we need to bring something back to you to vote on.
There's like a bunch of other projects that can go, they said right away. So all this would do is just put someone back in the list until we figure out what we want to go do. So move it back five in the list?
But they would still have to pay their P BAS, because that's what we voted on.
They haven't done any
project yet. They haven't started the project.
I I don't know, but that just doesn't seem fair to me to do it to one and not to allow it.
So so the one the commissioner is talking about is I believe like a five lot PVAS.
That's like five thousand dollars apiece or six thousand dollars a piece.
Uh I think it y it's legitimate you could say There are others that would have that would benefit more people Okay. That are on the list.
If you think we can say that.

Again, it's just a it's well you gotta make a dis no we gotta do it make a decision today because they're ready to go next week. So you don't have you don't have time. We gotta make a decision today. No, but I mean all all it is is just moving them back in the list until we decide what we want to go do. Commissioner Weightman.
Y'all know better
than we do. Come forward chair and we get one. For the sake of this, I think we should probably bring an agenda item. Yes,
into it in a more formal way just to make sense. Yes. So you authorize us through an agenda item to proceed. So we've done this before. We'll bring an agenda back to you and then we're gonna say discontinue.
I mean you guys make the decision what projects you do anyway. Like Could be like Little Road, could be this project here. You guys make that call which ones you're doing as you're doing it. This is just one that if you just move this one back until you bring something back and get another one going.
Commissioner Oak my concern is is that we start changing the order and then I'm going to have other communities wanting to change the order and be put in the back of the line. Pretty soon everybody's in the back of the line and no one's in the front of the line. So I would rather that the board officially vote to either suspend, discontinue, whatever the recommendation is for this particular PVAS, which uh point point well taken. I just need some I want I would like some formality too just to avoid
houses I'm okay with suspending it. Okay.
Uh we'll bring something back if that's okay.
And then there's people waiting on their PVAS. But uh are you
gonna get started next week on it and then we we we can suspend
that.
We've got plenty of we've got some others and we'll we'll tweak it but we'll bring something back.
So just one thing that you gotta realize that there's people been waiting on their PVAS and they've been held up and held up. And they're ready to do their Pasco So I think they've got a way that they can do their P VAS, start their their they pay it over ten years. Not everybody pays it off right away. But whatever would be normal for them to pay on the new system, that's part they they'll pay just like everybody else, but That you gotta
move from one to the other and and make it a very transitional move to where it doesn't hurt anybody.
Right. And we'll and we'll discuss that. We'll make a plan as we go. Yeah,
we need a plan. We're going to identify. They're going to work on making it fairer, I guarantee.

Alright, well that's coming up. I'll talk about something else. Um I met with the uh folks at uh Shady Hills and a couple of big concerns come up. Uh one of 'em is with so many jobs coming in. Uh they're worried about not having a trail running along side Shady Hills Road. I know we're talking about it going forward with it. Uh one of the things I talked about with them, I think I mentioned it, I'm just gonna cover it again as Pastor Jen is out here in the audio. Uh that we talked about looking at whether we use our trail money or economic development
money. I don't want to slow down an industrial project from coming in or land use change from that happening to get jobs coming. But at the same time we've got to catch up in the infrastructure. So this could be a road that's scheduled for ten years down the road. We can't wait ten years. We need improvements sooner.
But I they got that going on in Trinity. That's what I just said today.
Is if you take that money you're gonna take it away from other projects that are coming on online.
So I think this comes
back to catalyst. I'm just saying. But when we passed when we passed the economic development incentive, one of the things I asked for was we could take the money and use it for that. One of the things we did when we put the penny for Pasco in, we put all the money was set up for trails. So this is a high priority project to make sure we're gonna bring in a lot of jobs, create that window, you've got a bit venue to use the funding for it.
you do is ask that that they bring it back to us on how what we can do the right way that doesn't hurt other projects. Yeah that's good. So we know what I'm saying? So
that's good. And then again I had the meeting with the people I'm really and I'm and I'm relating this to you. So here we go. Another thing they have formed their association. They made a vote. I had sent it up to staff. I didn't hear anything back from staff so mean that she's waited here all day long she would probably want to hear something about it. um about their civic association they want to get back. And we've got to do that within ninety days of December, but I think it's a conversation that should start sooner than later. If you would, Mike, get that addressed.

Okay. Um got a call from somebody. There's a veteran pinning ceremony coming up. Um not sure exactly everybody that's gonna go there that just announced this to me today. I says, Well if you send me a flyer, I'll invite all the commissioners there if you wanna go if you guys wanna participate. Uh I've given you the flyer. Uh they've got a a major general coming, a colonel, which by the way this is uh The woman's uh military I think day. M Women's Veterans Day. So if you want to participate, it should be a nice ceremony. They do nice things down there,
so it could be a good thing for you. And the last thing I was gonna do was show a picture of a flyer that I saw or an email that I got about Trader Joe's. They're bringing a fourth one to the region. However, it's not in Pasco County.
Oh yeah.
So I was gonna let you see the flyer first. However, so in in light of that after we had some conversations today, what would the board think if we set up a letter to Trader Joe's sending that saying we would really like you to consider Pasco County in the near future?
Only if it's on the west side. I'm just kidding.

Yeah, well we know it's gonna go in the southern region somewhere, but anywhere is a good place.
I know they have communities that do like sign ups and
I I I I've I've sent things on my own but I I want to do it at this point. When I saw that flyer I said, Oh send to me some someone sending me some really good news and I go, Oh Not what I wanted to hear. So would the board be okay if we sent a letter?

Just everybody know that uh very sadly Congressman Bellaragis lost his only sibling last week. Uh huh. An unexpected heart attack. Uh sixty one years old. So be sure and uh send him yeah your condolences and I it's very very sad.
Life is precious and uh I I'll say um I went to the tabernacle they had a Korean group that was there praying for Pasco County uh that Pastor Lynn and Lloyd came to us on about. And uh while we were there I asked him to pray for uh Commissioner Bradford. And I said well I want to pray for us. So I said let's focus on him. Alright, anything else for the good board?
