Resolution number twenty-one dash one eight three, a resolution by the Board of County Commissioners of Pasco County, Florida, recognizing David Bruce Lambert the second for his twenty-seven years of service to Withlacuochie River Electric Cooperative and the Pasco County community. Whereas David Bruce Lambert the second started his career with Withlacuochie River Electric Cooperative. R E R W R E C um twenty-seven years ago as a meter reader and since then has dedicated his career to Wesley Chapely

as a lineman, journeyman and he now he now oversees five departments manager, uh member and community relations, government affairs, purchasing, safety and human resources. And Raz David's professional career has him working closely with local, state, and federal elected officials, fostering the goals and objectives of With Lakuchi's commitment to its members throughout its five county service territory and the community at large overseeing With Lacucci's

Operation Roundup. Education Foundation and CARES Board. And whereas Davis David Bruce Lambert II serves on multiple boards, including Chair of the Pasco County Housing Authority, Chair of the Pasco Hernando Career Source Board, and Board Member of Feeding Pasco's Elderly, and as and has been a fervent advocate for mental health, working diligently with Van Gogh's Pallet co-founders Elliot and Diane Steele, founding founding board member and retired

Pen and retired Pasco Pinellas public defender Bob Dillinger, State Senator Wilton Simpson, Pasco County Sheriff's Office, and the Pasco County Board of County Commissioners to bring mental health services to Pasco and Hernando County through Recovery Through Work Program known as Vincent House Pinellus. Vincent House Pasco and Vincent Academy of the Nature Coast. And whereas Vincent House of Pasco County, in partnership with Pasco County Community Development, received the National

Community Development Association 2021 Audrey Nelson Community Achievement Award for showing exemplary and innovative use of community development block grant funds to address the need of low and moderate income families, homes, and neighborhoods. NRAS David continues to bring awareness, support, grants, and donations to open up and expand Vincent House Pasco and Vincent Academy of the Nature Coast. David serves as president of Van Gogh's Pallet, offering uh Penellas Pasco and Hernando Counties. Much

needed services to those living with mental illness and along with With Lakucci CEO, Mr. Billy Brown, and with Lakucci staff. is instrumental in providing mental health services throughout the Tampa Bay region. And RAS Vincent House Pasco joins Vincent House Hernando and Pinellas in delivering hope, providing individuals with mental illness the opportunity to rebuild their lives, increase self-worth, and become productive citizens. And RAS May is nationally recognized as Mental Health Awareness Month, and

David continues to be an advocate for those with mental illness to remove the stigma of mental illness. Mr. Um Mr. David Lambert is a silent but humble warrior for the people of Pasco County. Now, therefore, be it resolved by the Board of County Commissioners of Pasco County, Florida, that said board hereby recognizes David Bruce Lambert II. for his twenty-seven years of service to Withlacuochie River Electric Cooperative and the Pasco County community, done and resolved with a quorum present and voting this eighteenth day of May 2021.

No, I'm not retiring at all. That's a vicious rumor. I'm hoping to stay another twenty years if the members will have me and the board. I just wanna say thank you, and I'm very humbled um by this proclamation. Um And a lot of credit goes to a lot of people who really have uh Have stepped up and done a lot of things, not just me. No one does anything uh by themselves. And uh you all were instrumental

in bringing Vincent House to Pasco and your leadership. was uh unbelievable. When we came knocking at the door to community development, Kathy Pearson, Commissioner Mariano, uh our County Administrator, Dan Biles, uh and asked for help to bring it here, Senator Simpson, you didn't leave no un stone unturned. And for that, you're gonna save thousands of lives. Um mental health is a big issue. uh within our communities and uh nationally and and we certainly need to focus

on that a lot more. Um you know, I'm just greatly appreciative and humbled. I'm humbled that uh Bob uh And Diane and Elliot still, Bob Billinger, allowed me to come to Vincent House and thankful for my wife and family who uh has helped me through this entire process and my two daughters that are here today. And more importantly, the board at With Lakucci Electric and R CEO, Mr. Brown, who have been just invested in our community. So with that I'm I'm very humbled and

I'm grateful for all the members of Vincent House. Um, you know, they prove to me every day that even though you have a disability, mental illness or something, you can lead a full and productive life given the tools and resources if you have them. And that's just dedication to our community and and dedication to those. So um thank you very much. I I greatly appreciate it. Very humbled. Thank you.

Okay. I would like this Man. I would like to say thank you to Mr. David David Lambert. Um he was one of the very first citizens, well, one of the first citizens that I have met and I was honored to meet with him and I was also honored to be able to attend the Vincent House Open House. So thank you um Um it's so important that we have services for mental health for mental health services and it is a growing concern.

Um This Tampa Bay area is one of the highest for overdoses. Not just the average is higher than not just Florida, but it's higher than the United States as a whole. So it's very important that we have the services to help our citizens. So thank you very much.
