Thank you Mr Chairman Mariano. Uh this last presentation for tonight is the presentation for the Greater Lakucci Community Plan. This has been a planning effort that was originally uh commissioned by the Board of County Commissioners, I believe, in August of 2021, in which the Board of County Commissioners requested that the Planning Development Department go forth and produce a non-binding concept plan that uh Discussed

the uh issues and ideas and the concerns and solutions of the Lakuchi community, which is up in the northeast part of uh Pasco County. Um we were approved for that project after we were commissioned to do it. We brought it back, the scope of work, etcetera. Board of County Commissioners initiated that project in the springtime of 2020. And then three public workshops occurred over the course of a six-month period between August of 2022 and March of 2023.

And the feedback that was received from the community basically could be broken down into three parts, and that's part of the plan that you can see as part of your attachments. The three focus areas were community investments, economic stability, and in organization and collaboration. So in terms of the community investment uh strategies that were discussed by the community in the Lakucci area, or in the greater Lakuchi area rather, the first set of strategies identify the investments uh to improve

and expand key public facilities, services, and programs within the study area. And the second set of strategies in the community investments uh part of the plan. Uh discuss how county staff can take action to revise the coverance of plan land of Alma Code and uh provide various incentives for the private sector to flourish in within the study area. Which leads us then into the economic stability section of the plan itself, where the focus there is elevating the earning

potential of residents and establishing a more economically viable community. essentially wealth generation for the area. And then finally, how to organize and go about collaborating with uh area residents, with the various institutions that are out there, along with the county and other organizations like with the Kuji River Electric, etc. And other uh community organizations and and nonprofit groups that are out there as well. So in terms of the

plan itself, it's organized. Organized in this way to discuss community investments, economic stability, and organization collaboration to see the plan through to fruition. And it's going to give us an estimated time frame for what the consultants at least thought would take for for us to do this work or at least a prescribed time frame. The estimated cost in terms of what's a low-hanging versus a high higher. hanging fruit and then all the various potential partners that may be involved

in working out the details of the plan. And this slide is useful to simply illustrate the priority strategies that are discussed in the in the uh Granulucucci Community Plan. Here you have an image of a sort of a Gantt chart that sort that shows at what time it might be appropriate to advance some of these priority strategies. Oops, not sure what happened.

Um but suffice it to say that the county and the community, the essentially the implementing departments of the county are are generally in um uh in in in charge, so to speak, to make adjustments in the scan chart and move things forward and slide things back as may be needed and as may be determined as we go forward with the plan. So we don't have to necessarily keep to that. It's just a a prescribed uh time frame. The

plan itself looks like this. Um I'm gonna go through a number of slides. I'm not gonna go through all the different strategies because there are many, but essentially there are strategies that are depicted on the left, followed by uh the time frame.

I don't know what's happening. Anyway. Followed by the time frame. Um

Indication there whether it's a short, medium, or long-term idea, followed by the estimated costs is at a lower hanging fruit, one dollar sign, versus a higher hanging fruit, where you have double or triple dollar signs. And then all of the different agencies that might be involved in establishing or following through on that strategy. One of the things that this plan does is it helps to consolidate the different ideas that. That have existed over the years and actually identifies who the key partners and players are in the uh implementation of

the plan because as you know, over time staff changes, people change. Somebody who may have been very instrumental in advancing a strategy maybe left and there was no one there to pick it up and and follow through. When someone comes in to follow through with the plan, they'll know exactly who they need to talk to to advance the various strategies. Some more ideas here in terms of the community investments. And again I'm not gonna go through all of the the different strategies. I'm just showing the and illustrating the

plan itself. This is all now part of the public record so people can inspect the plan and provide any feedback that they want to the planning department um over the next two weeks, two to three weeks here.

This is the economic stability section and then again the

uh organization and collaboration section.

And then finally this is the actual uh vision map for the Greater Licuchi community area and you'll notice

Some maybe the batteries are dying on this. Uh y what you'll notice is there's a number of uh identif num numerical identifiers uh sprinkled throughout the map that are illustrating the high um uh the high points or the main points of the vision map where we can align future strategies and future development potential within the area to help the Greater Licuchi community area uh experience the wealth generation that uh the

plan talks about. So what's

the impetus for the wealth generation? What you have is a town that died because it was built around an industry and the industry left. The industry the industry died because of of other factors. So what's the impetus for the wealth generation? So that this part of the county

is one of the poorest parts of Pasco County? One of the poorest parts of Pasco County. Right uh in terms of uh resources and uh individual as well. And uh it's also a large section of this plan, it's also part of the east market area, which as part of the east market area it ad the east market area identifies the the need for redevelopment. It's it's got similar, it's not the same strategy

as well. So what's asking is what's the

spur this redevelopment. Wha wha what industry's coming in here? I mean this is a pretty simple formula and this goes back to my comments at the last when we had the presentation on the twenty fifty comp plan. I feel it. Things don't happen just because we draw a pretty colorful map. They happen because something's happened there and it's a very simple formula that's proven, time tested, and true. With transportation, with major transportation

comes industry. Industry means jobs. Jobs means roofs. Roofs means retail and other businesses. It's no different in Lakut. It's no different in New York City, it's no different in Chicago. So I'm trying to figure out Okay, so I go and I pave a couple of roads. And we've known that there's been bad roads up there. This isn't the first time we've looked at this area and talked about how horrible the roads are.

Why So the roads got fixed. What's the impetus to generate wealth in Lakuji. I haven't seen that in the plan. So

Uh uh there's a number of uh a area activities or developments that are taking place. First off, I'll start off with the FDOT improvements of US ninety eight and three oh one. Those road those roadways are being widened by F D O T. Uh additionally, the Office of Economic Growth has been working with uh uh in d uh various industry to move into the number six on the plan there on the one the Coochie Business Center. So there are types

of industry. Um off the top of my head I don't recall. It is a it is industrial in scope. Um but they have been working to bring industry where there's an actual rail spur that comes off the rail line, the CSX line that's right there. So um industry is coming into Lakuchi. The other thing that I'll mention is that just north of the Pasco County line in Hernando County Hernando County has uh

recently approved um the entitlements for perhaps one of their more most intense uh planning and develop or what they call it planned development districts in their entire county and it's just north of this site. So on State Road 50 and I seventy five. And so there's a lot of interest being generated just to the north of Of Pasco County in Hernando County. And so the one of the ideas here is okay, we're getting this transportation

infrastructure uh built up in the area. How can we help capitalize on interest in the area? Doing some of that here at the Pasco County on the Pasco County side, recognizing that there are a comprehensive plan.

I d agree with that industry can come around the transportation, the widening of roads. Some may say it's good, some may say it's not. But if we're trying to attract jobs in industry, yeah, that's good and the C S X Railroad is a good benefit, but so are we doing anything to

promote that? In other words, are we creating a land use plan by where what here This area w Is the commission going to rezone areas to I L and I H along the railroad and along the intersection of these highways to allow job producing uses, or are we gonna wait for each property owner to come in individual? How's how does

that work? Uh it's probably a mixture of both. I mean right now we're going into the writing phase of the Pascoal twenty fifty comprehensive plan update where we will be digging deep. Yeah. into the future land use element and identifying what needs to actually change and uh respond to the marketplace and based on the input that we receive from the public and from uh appointed and elected officials. And uh I think there will also be a a a a a part of the equation that's gonna require people or that is

gonna actually ask of us to wait for people to do what they want to do out here. So if somebody wants to do IL, they'll have to come in and and and ask that. I would say that at this point in the game, perhaps, one thought that we've contemplated internally in planning and development is that we should probably allow for the marketplace to tell us where the IL wants to go, understanding that there are some potential sites even in this area here that could accommodate what what

was identified to us the type of regional planning council um industrial study. This area does have some of those IL type properties, although it's mostly agriculture.

I see the potential for that. So then the the question, the next question is so how do you balance that with And I know she's not allowed to come up and make a comment, but Ms. Hazelwood said at the outset of the meeting You know, she's happy that the first recommendations keep it rural, but we're here talking about how to try to make it industrial, so how do we How do we rectify that? Conundrum there.

Well that's gonna have to be an ongoing discussion, I think, between um the community and policymakers. Um as I see it, the east market area in particular, um, it's as I mentioned earlier this evening, uh it's it's a market area that's a little more than rural, right? The the north market area, which is where most of Northeast rural Pasco County is uh located in uh calls out the

rural character of the north market area. It doesn't call itself a rural market area, but it does recognize the rural nature that exists and that proliferates the North Market area. The east market area talks about redevelopment and is something more than uh a rural area. It's got small towns in it that need redevelopment. Uh Dave City and Zephyrhills are in these market area. This Lakuchi.

So the Coochie area in particular as an old city that I guess at one point became unincorporated again is actually in the East Market area. So and you can kind of see that orange outline on the map. That's actually the the TIFF boundary, the tax income and financing district. Uh but it roughly runs along the same boundary as the East Market area boundary. Um Within that boundary area you will find future land use categories that are far more

intense than rural future land use categories. Res anything between Res three and all the way up to Res nine, I think there's even a res there maybe a Res twelve in there somewhere. So the intensities that are in the east market area aren't exactly commensurate to the northeast rural and so there may need to be Some uh reordering of the map a little bit uh to take the east market area into c into better consideration if we're looking at potentially redeveloping the Cucci

areas
