Emaos Commons rezoning from agricultural to commercial
What the county recorded
This item is not from the published agenda
This archive found it in the recording: a call to order, a recess, or business the board never listed. The county recorded nothing about it, so everything below is our reading.

P57 was advertised in the Tampa Bay Times July 22nd, 2026, and by affidavit of certified mailings and site postings.
Item P57 is a zoning amendment the name of Emaos Commons at 11637 Emmaos Cemetery Road. It's a change in zoning from an AR agricultural residential district to a C2 General Commercial District in East Pasco County, north of County Road 52, approximately 280 feet northwest of the intersection of McCabe Road and State Road 52, containing approximately 1.52 acres. This comes with a recommendation to adopt the zoning amendment and there is a presentation if so desired.
Anyone cheer for a presentation?
No. I've
watched this at the Planning Chairman
Mariano. Let me just check. Is anyone here to speak to this item?
I I just do have one question.
Okay. Mr. Starkey.
Can you put the map up? Do you have the map?
Um I think that's the road the trails coming down. Is that right, Commissioner Oakley?
What's this now? That's county for two.
So I just want to be sure that the right-of-way has been preserved for the twelve foot orange belt trail.
I don't know what side it's coming on. Where's this
is this at uh County Road fifty two? Yes sir. Yeah. Where it starts there?
I think I saw signs out on that property the other day. I drove by there.
So does staff know?
Yes.
What's the plan when we go there?
I he's looking. He's looking.
Yeah, I have to look it up because it's been a while since I looked at it.
Generally speaking, with every zoning case there is a set aside for the right-of-way if it's not
but that that's a big thing.
It's identified in the findings of fact. The actual right-of-way is set aside later on when the project comes through at the uh planning stage.
Terry, you better be right because there's nothing to protect you if you don't have it in there.
It does say condition six, there are two multi-use paths, one the north, the other one the south.
Well it just needs to be not an eight foot, not a ten foot, it's a twelve foot.
So Right. So the they're going to have to provide right away at the time of the s of the uh cycling.
That's that. That's this. I'm not talking about County Road fifty two. I'm talking about Well f actually on both.
I unless it's coming down the other side. And I don't know if staff's determined And um you know Aaron who is in charge of this is is not able to be here today for a health reason. So
on Amayus Road the What they're gonna have to upgrade on Amma Cemetery Road is going to be uh milling and resurfacing uh to include cross slope correction, and then lane widening of twelve feet from the center line of uh Amaia Cemetery Road pursuant to table nine and one point four B of the land
development. That doesn't answer. That that's the road. I'm talking about the Orange Belt Trail.
Now uh now you guys are supposed to check this stuff against the trail route, right?
Yeah. Analysis.
Someone is?
Chair. That's a left turn lane for a mile.
If there's if there's gonna be road work on Ema Cemetery, the bulk of the traffic comes from C barn. and the dump trucks and heavy equipment that come up and down from C barn that you can start to see in that picture.
What's C barn? I don't know what that
is. Oh oh the
maintenance.
If you're gonna require that out of this site for commercial then Pasco County Government.
as some ownership because they're the ones that wear that road out the most.
Scooting this. However it works out, it's just gotta be contemplated.
So the there there is a finding effect, it's number fifteen, where the Mao Cemetery Road is going to have a substandard road analysis uh on it, whereat they will identify the correct amount of right-of-way necessary to fix the The right of wear with, not just the road itself.
Okay, well I'm just gonna add a condition that if the warrant spell is determined to be going on this side They have to plan for it. I'm not saying they have to donate it.
Well you can't you can't condition the including rezoning.
Well then Someone better figure out something out here. Yeah.
Well Steph, you take a look at a little bit longer, let's bring the applicant up.
Would you like to hear my entire presentation or just answer the question about the trail?
I
think
you answer the question, you're gonna be
good. So as a name and address and whether you've been sworn
first.
Thank you. Margaret Prize, uh 3810 North Dale Boulevard, Tampa, Florida, 33624. Um staff has not made us aware of our recommended trail alignment amo along a MAES, but if it's the board's pleasure, we could include it in the deed restriction that we already have, a condition to accommodate any right-of-way needed for the trial.
I'm good with that. It is the twelve foot trail. So it's the m mas the the Mac Daddy trail. But I'm fine with that. Okay.
Uh I'm assuming that you're putting A L F there.
Uh no not for this project. It's a C2 zoning with a deed restriction for eight thousand square feet of retail. If the retail use were to change at time a construction plan, then a new timing and phasing would have to be done.
We have Lib Local on this? Correct.
There
is
a Lib Local deed restriction. So she's talking about adding the requirement to donate the right-of-way. That was just a trust but verified question.
Um, will your access be off of how do you say that word?
EMUS. EMUS.
EMUS or fifty two?
Yeah. Yeah, that's gonna be an interesting stretch with a lot of driveways, but Not ideal.
Did you said it was at the on EMUS to him in the road. That's a good thing.
No, I'm just saying if there's a lot of Cuts on a trail. You know, it's a lot of cars. But Um cuts when I mean road road access off a Emaus um,
it's a dangerous hobby, Commissioner Starkey. It's a dangerous hobby.
And I don't know which side they're gonna put it on. Uh the roads already. I don't know if that's staff's gone that far. The consultant's gone. But I'm I am okay with moving forward with that language.
So let's let's state the language for the record, Mr. Goldstein.
So the applicant has agreed to add an additional condition to their due restriction that they would donate any additional right-of-way needed for the Orange Belt Trail along County Road fifty two, is that out accurate?
Correct.
Okay.
So
I'll move approval with that. Well you have to take public comment, right?
Okay. Alright. Thank you.
Thank
you. Anyone here from the public to speak to this item?
Anyone on our Mr. Chairman M just to clarify on the Live Local, um, as the county attorney has noted, it's finding a fact number two in uh illustrates the deed restriction that's imposed on the on the project.
Alright, back to the board. Move approval. Second.
With the condition. With the condition.
